Melanie Lekocevic is reporting in The Daily Mail the Athens Village Board has decided to table its discussion of a proposed change to the law that would allow hunting in restricted areas of the village. The hunting proposal was first made by local hunter John Cameron, who suggested it would help control deer overpopulation. The village still has a 1942 law on its books, which outlaws shooting and trapping in the village. However, that law is now believed to be invalid, because only the state Department of Environmental Conservation has the ability to restrict hunting. The village can, however, permit or restrict the use of a weapon within its jurisdiction. The trustees chose to temporarily table the matter over concerns about negative feedback from the community. William J. Kemble is reporting in the Daily Freeman the state Department of Environmental Conservation Tues., Sept. 17, released its plan for Hudson River estuary improvements. The plan is intended to guide restoration and protection of the Hudson River estuary and tributaries from the federal dam at Troy to the Tappan Zee Bridge. The plan "identifies four priority habitat types for restoration: intertidal (the area between high and low tide), shallow water, shorelines and tributaries," habitats important to the overall health of the ecosystem. The DEC will hold a public information session on the plan, Tues., Sept. 24, from 7 p.m. to 9 p.m. at the Professional Academic Center, the Saland Room, at Columbia-Greene Community College. The Columbia Paper is reporting the Claverack Party will have a ballot line in the November 5 election for town officials. Petitions to create the party as a ballot line entity were filed with the Board of Elections last month. The party is running incumbents Democrat Robin Andrews for supervisor and Republican Robert Preusser for Town Board. The party endorsed first-time candidate Diane Boice-Yorck for Town Board, as well. The party is dedicated to "low taxes, economic development, using modern technology for increased efficiency, open communication and dialogue, and to ensuring that political party doesn’t get in the way of getting the work done." The group touted the accomplishments of the town during Andrews' term as supervisor, including the implementation of the town Comprehensive Plan and adoption of new zoning, and improvement of the town Web site. In other election news, the Register Star is reporting the Copake Democrats have endorsed incumbent Town Justice Brian Herman for re-election, and incumbent Jeanne Mettler and political newcomer Matt Cain for town board. The Stockport GOP held its caucus Thurs., Sept. 12 and chose incumbent Kathleen Hamm and newcomer John Drabick for town council, incumbents Sandra Novak for town clerk/tax collector, John Mabb for town justice, Timothy Masten for highway superintendent and John Unson for town assessor.

Nathan Mayberg is reporting in The Daily Mail the Columbia-Greene Community College Board of Trustees chose  Edward Schneier (sh-n-AY-er) as the board’s new chairman, Mon., Sept. 16. The board also named William Haltermann as vice chairman. Schneier was appointed to the board by former Gov. David Paterson in 2008. He serves on the Harlem Valley Rail Trail Board of Directors and is a former president of the Roeliff-Jansen Community Library. He is a retired political science professor from City College of New York, and a former assistant professor at Johns Hopkins University and Princeton University. Among Schneier's goals for the board is to raise funds for the college. He said Monday, “We need to be a little more proactive in trying to stabilized the college’s finances." Scheier replaces Richard Brooks as chair. Brooks will continue as a member of the board. Read the full story in The Daily Mail.

The Basilica Soundscape event in Hudson, New York brought the town both good and bad media attention this weekend. “Hudson reminds me of Montreal in the nineties," says the "nineties alt-music queen" and former Hole bassist Melissa Auf der Maur, in a New York Magazine story championing the Basilica Soundscape event Sept. 13-14 at the Hudson waterfront venue she helps run. “It inspires me to see 25-year-olds graduating and coming here from Oberlin and silk-screening their own T-shirts.” In a positive review in The New York Times of the first night of the Basilica event, Ben Ratiliff wrote, "Hudson, where taste has become serious sport." Serious, indeed, in Saugerties, where while the first night's performances at Basilica were winding down, "singer," and model Sky Ferreira and boyfriend DIIV frontman Zachary Cole Smith were arrested on drug charges. The Daily Freeman had the details in their police blotter -- Smith gave a Catskill address, and was arrested with “42 decks” of heroin, and many driving and car violations; Ferreira, from Brooklyn, had ecstasy -- and New York Magazine added the context of their arrests and

mug shots. The duo took the stage at Basilica Sat., Sept. 14, sharing the stage as the model read the words of Catpower's “Nude as the News” (above, via YouTube) from her cell phone. On Twitter, Smith wrote, the arrest details come from a local police blotter, “not the outcome of a court case.” Across the river in Catskill, the verdict on Hudson is already in. There was both jealousy and loathing of Hudson in an Associated Press story in The Daily Freeman about a restaurant contest to fill Catskill's empty storefronts. Local proponent Nina Sklansky is quoted saying, “God forbid if the place turns into something like Hudson, but a little bit of it would be nice,” Sklansky said.

The boil water alert at the Cairo-Durham Elementary School has been lifted. Parents of children attending the primary school in Durham received notification from Principal Scott Richards, Mon., Sept. 16, the alert was lifted, effective Fri., Sept. 13. The alert was in effect for less than one week. Low chlorine levels were discovered during a routine test of the building water Mon., Sept. 9. After the results of that test were know the drinking fountains were made off limits to students and staff, and fresh bottled water was brought in immediately, Health Department policy dictates water in the building could not be consumed until after satisfactory water samples were returned for two consecutive days. No further information on the cause of the boil-water alert was made available via the Cairo-Durham Central School District’s Web site.

The National Weather Service in Albany issued a Freeze Advisory for Western Greene County, Western Albany County, Western Ulster County, and Eastern Rensselaer counties, through 9 a.m. Tue., Sept., 18.

Michael Hill reported for the Associated Press the Catskill Action Team is offering the right chef a novel deal: Come to Catskill with a killer concept — maybe farm-to-table, gastro-pub or vegetarian — and get space on Main Street rent-free for a year. The hope is the right restaurant will give the growing number of downriver arrivals from New York City an attractive place to eat. And maybe it will accelerate the kind of gentrification that has revived other river towns. The deal involves the ground floor of a building located on Main Street, the site of an old luncheonette with a black marble service counter and art deco fixtures. Emilia Teasdale reported in the Columbia Paper the Valatie Village Board heard last week from representatives of Barnwell Nursing Home about that facility's planned expansion. The owners of the facility have purchased adjacent property on Mechanic Street and plan to build an assisted living center with 100 beds, a project they say will create 50 to 60 new jobs. The assisted living center is for residents who do not need the higher level of care provided by a nursing home. A representative of engineering firm Crawford and Associates came before the Village Board to discuss water use with the village. Barnwell is the single largest user of water in the village, and the new assisted living facility will increase its usage. The state has placed a moratorium on connections to the village water system until plans are made to deal with possible surface water influence on village wells. Mayor Diane Argyle said the village may need a new filtration system, but officials are awaiting test results from a new well that will be available in October. Barbara Reina reported in the Register Star the driver of a Long Energy tanker truck that rolled over while navigating the state Route 9 and 9H traffic circle Thurs., Sept. 12, has been ticketed, according to the New York State Police. The investigation into the accident revealed the tanker, fully loaded with home heating oil, overturned due to speed too fast for conditions. The impact caused the tanker to rupture, spilling thousands of truck's 8,000-gallon load onto the roadway. The driver, Paul Rondeau (RON-doe), of Watervliet, was cited for speed not reasonable and prudent. Read the full story in the Register Star.

On Fri., Sept. 13, the New York Department of State extended the comment period for Entergy’s proposal to renew its license to operate its Indian Point nuclear power plant, just south of Peekskill on the tidal Hudson River, for an additional 20 years. Now, comments must be received by 4:30 p.m., Wednesday, Oct. 30, 2013. The Department of State must review Entergy’s application to see if it is in compliance with NYS’s Coastal Management Program. Vispo has been listening in the Hudson Valley, and posts audio files of animals such as the short-winged meadow cricket and the black-horned tree cricket, with sonograms of what those sounds look like. "There are the whines of cicadas, the chirps of ground crickets, the droning trills of tree crickets, the static purr of meadow katydids, the self-proclaiming shout of the True Katydid," he writes. "The members of the chorus vary by time and location, but if you begin to insect-watch with your ears, you’ll find a diversity of small creatures making big sounds."

Representatives of NextEra Energy Resources, a Florida-based company, met with the Columbia County Board of Supervisors Wed., Sept. 11, to discuss plans for building the lines, which would run from Oneida County to Dutchess County. Supervisors were not overly enthusiastic with the proposal, with several making statements about how the electricity would benefit consumers in New York City and Long Island, but not in Columbia County. One line would pass through the towns of Greenport and Livingston; the other through Stuyvesant, Stockport, Ghent, Claverack, Livingston, and Gallatin. The towers proposed will be 10 to 15 feet higher than the electric line towers currently located throughout the county. Read the full story in the Register Star.

Radia Show 441: Postcards from Italy by Gianmarco Del Re (for Radio Papesse, Firenze, IT) "Radia" is an international network of 23 station interested in new and forgotten ways of making radio. Each week, one station makes a show for all the others. This week: "Taking cue from Gianmarco Del Re’s column on Fluid Radio, which profiles the most interesting sound artists and musicians currently operating within the Italian electroacoustic scene, musicians Giulio Aldinucci and Attilio Novellino have launched the Postcard from Italy project. They invited the Aips collective artists to take parte in the project asking them to take field recordings in their own respective cities and areas, which were then redistributed amongst the group on an anonymous basis in order to be reworked and processed. The resulting sounds ended up being a multifaceted sonic snapshot of the Italian peninsula, articulated into an album to be released this September, a live event that took place in London July21st, 2013 at Café OTO and an installation at SoundFjord. This Radia Show was then produced by the original inspirator of the whole project, Gianmarco Del Re. He assembled fragments of the compositions included the Aips album, mixed them together with the original field recordings, excerpts from the installation sounds and recordings form the live shows of the Aips collective at CaféOTO and Power Lunches. The result is a 28minutes compendium of processed sketches from Italy.

Plus, "Free Speech Radio News" reports about, "In Washington, the Senate Judiciary Committee advanced a bill this week that would shield reporters in the event of an investigation. The measure follows a number of incidents criticized by press freedom advocates, including surveillance of journalists at the AP, prosecution of a Fox News reporter and threatening charges against a New York Times contributor if he doesn’t testify against a source. While the committee members approved the measure 13-to-5 on Thursday, they struggled to agree on who should count as a journalist and receive the law’s protections. California Democrat Dianne Feinstein pressed her colleagues to narrow the bill to only cover what she called “real reporters.” "Should this privilege apply to anyone? To a 17-year-old who drops out of high school, buys a website for 5 dollars and starts a blog? Or should it apply to journalists who have bona fide credentials?" Other lawmakers, including Alabama Republican Jeff Sessions thought no journalist who reveals any type of classified information should be protected. And Texas Republican John Cornyn suggested that the law only cover journalists who are US citizens. Both of those amendments were defeated. This live set by The Ashcan Orchestra was recorded by Issue Project Room in November 2012. Led by composer/performer Pat Spadine, the revolving Bushwick-based performance ensemble has been popping up in D.I.Y. style and art house venues throughout NYC and the eastern seaboard since 2007. Employing everything from children's hand bells, tape recorders, discarded televisions, homemade circuitry, light bulbs and mirrors, to more widely accepted noisemakers, Ashcan creates new music in forms more familiar than the instrumentation would lead the listener to believe. This process from humble and understandable beginnings to grander and more complex ends, has been a vehicle to both celebrate and emulate the physics that bind the known universe. Rick Karlin is reporting at Capitol Confidential Environmental Advocates of New York released a report Thurs., Sept. 12, charging that years of downsizing at the state Dept. of Environmental Conservation have led to fewer state inspections of potential polluters, including those who emit pollutants and waste products into the state’s air and water. The agency has been downsized by 860 jobs since 2007. The organization recommended Gov. Andrew Cuomo beef up the agency, spend some more money and hire more people. The study shows that over four years, inspections of those who hold water pollution permits were down 74 percent and air inspections fell 44 percent. EA’s interim director David Gahl said, “DEC is ultimately looking less and they are finding less. Joe Gentile and Barbara Reina are reporting in the Register Star a Long Energy tanker truck, carrying 8,000 gallons of fuel oil tipped over at the routes 9 and 9H roundabout in Kinderhook, Thurs., Sept. 12, spilling thousands of gallons of oil onto the roadway. The driver escaped the crash uninjured. The Columbia County Emergency Management Office declared a state of emergency within a 2-mile radius of the accident site. Businesses in and around the Hannaford Plaza were closed as a temporary precaution, and remained closed throughout the night as New York State Police investigated. Officials from the state Department of Environmental Conservation managed efforts to have roughly 5,000 gallons removed from the streets. An unknown amount of fuel emptied into a nearby drainage pond. Police believe speed may have been a factor in the accident. The driver may be ticketed, and fines to the vehicle's owner for the clean-up are pending, according to the Columbia County Sheriff's Office. Read the full story in the Register Star.

About U.S. Drone Strikes From "Free Speech Radio News": "After years of public outcry from citizens, Pakistan’s government today announced it would raise the issue of drone strikes at the United Nations. The government has publicly condemned the strikes, but has allegedly given the okay in private to the US to launch drone attacks. From Islamabad, Malik Ayub Sumbal has more for FSRN. In a weekly briefing here in Islamabad, Foreign Office spokesperson Aizaz Ahmed Chaudhry called the drone strikes a violation of Pakistan’s sovereignty and a violation of international law. The decision to fight drone attacks through the UN comes after a recommendation from a national political conference. Chaundhry said the Foreign Office has already initiated the process in consultation with their UN delegations in Geneva and New York. He denied there is an agreement with the US on the use of drones in Pakistan’s territory; however, the United States maintains the strikes are made with the full cooperation and support of civil and military establishments. Just last Friday, a US drone strike near the Afghan border killed several suspected militants, including a high-ranking member of a US-branded terrorist organization. More than 1,000 people in Cairo and Durham are without electricity due to downed power lines on Route 145 about a quarter-mile south of the Cairo-Durham Middle School/High School. The Cairo Police Department reports that the cause is unknown, though a resident reported hearing an explosion. A small brush fire associated with the downed lines was doused by rain. The Cairo Police Department and Cairo Fire Company are on the scene, awaiting Central Hudson. According to Central Hudson's Web site, power is expected to be restored by 5:30 this evening.
