Jessica Mosier is reporting in The Daily Mail Cairo residents had the opportunity to voice their concerns and ask questions about the Town of Cairo Draft Zoning Law in a public hearing, Wed., Sept. 25. The meeting was led by Town Supervisor Ted Banta and town board member John Lyons. More than a dozen individuals spoke and concerns were expressed about the designation of residential and commercial areas, the way residential acreage was divided, the complexity of the law, the restrictions placed on various areas and what was believed to be the overall constrictive nature of the proposed law. Many also requested the town board hold a second public hearing. John Mason is reporting in the Register Star Hudson’s two-year-old sewer plant is a bigger revenue-generator than predicted. Public Works Commissioner Rob Perry told the Common Council Public Works Committee Wed., Sept. 25, he budgeted $45,000 in revenue for all of 2013, but the plant took in more than $16,000 in August alone. So far this year, the plant has earned more than $100,000. The revenue comes from haulers who offload their septic wastes into the city’s plant. The proceeds will be used to fund sewer equipment purchases and sewer infrastructure projects. The department's is projecting a $5 million budget for the coming year. The Columbia Paper is reporting the Copake Democrats at a caucus earlier this month chose candidates for three seats in the November 5 local election. Incumbent Town Justice Brian Herman was endorsed; the caucus also chose incumbent Jeanne Mettler and political newcomer Matt Cain for Town Board. Herman is a practicing attorney and seeking his second term as town justice. Cain is a 17-year Copake resident and a certified public accountant. Mettler is the town's deputy supervisor and has been a member of the Copake Town Board since 2012. She formerly served as chair of the town's Comprehensive Plan Committee from 2008 to 2011. Nathan Mayberg is reporting in the Register Star the owner of the former Local Ocean facility in Greenport is in discussion with Atlantic Capes Fisheries to take over the property. Atlantic Capes is a Massachusetts-based seafood company. Representatives of the company have been visiting the site during the last couple of days, according to Greenport Town Supervisor John Porreca. The facility is currently a saltwater plant. Changes will be required to accommodate a freshwater operation, and may place a strain on the town's water supply. The company will need a half million gallons of water a day. Porreca said, "We're not too thrilled about that." The new company would need to get approval for the change of use from the Greenport Planning Board. Read the full story in the Register Star.

Joe Gentile is reporting in the Register Star the Germantown Democratic Committee filed a formal complaint with the county and state boards of election, Wed., Sept. 25, alleging the Germantown GOP violated state election law in 2009 when it did not report a $1,550 contribution from its county committee. The complaint levels a variety of allegations against the Republicans, including a failure to lawfully register the committee and to file the requisite campaign financial disclosure statements. Columbia County Board of Elections Democratic Commissioner Virginia Martin said she fully intends to notify county Republican Commissioner Jason Nastke of the complaint. Kay Abraham, Democratic chair, has called for an immediate investigation into the matter so Germantown residents not “be left in the dark as to how the Germantown Republican Committee finances its campaigns.” Republican officials said the committee leadership and its attorneys are going through the Columbia County Republican Committee to “completely comply with the state Board of Elections." Jim Planck is reporting in The Daily Mail the end is apparently in sight for the long-awaited repair of Tropical Storm Irene’s damage to Woodstock Avenue, near the road’s northern intersection with Route 32A, in Palenville. The opening of the road, at least to pedestrian traffic, is now scheduled for Oct. 27, just in time for the annual Ragamuffin Parade. The difficult nature of the washout, limited seasonal access to Kaaterskill Creek, plus design and funding challenges made the repair project an ongoing concern for the Catskill Town Board for more than two years. Engineers involved in the project said work will continue even after the road is reopened to the public. Read the full story in The Daily Mail.

Approximately 45 people attended a Public Service Commission hearing at the E.J. Arthur Elementary School in Athens regarding a two-phase proposal by Central Hudson Gas & Electric Corp. to bring natural gas lines to the town and village of Athens, Tues., Sept. 24. The first phase of the proposed nearly three-mile pipeline would connect from an existing gas main near the CSX rail line to Peckham Industries' liquid asphalt plant. The second phase would bring gas service further into the village. Among the 11 members of the public that spoke: Athens Village Mayor Chris Pfister, Athens Village Trustee Herman Reinhold, Athens Town Councilwoman April Paluch and Peckham Executive Vice President, Joe Wilderman. Pfister received applause after he indicated there has been insufficient commitment provided to the village by Central Hudson. Barbara Reina is reporting in the Register Star late changes to the Stuyvestant Democratic ballot for the upcoming November election were filed Tues., Sept. 24, with the Columbia County Board of Elections. Town Board candidate Peter Donahoe and highway superintendent candidate Martin Roby dropped out of their respective races because of a potential conflict with the Hatch Act. Both Donohoe and Roby are employed by state agencies that receive federal funding. Enacted in 1939, the Hatch Act curbs the partisan political activities of employees in federal, state and local governments. The law's goal is to enforce political neutrality among civil servants. Donahoe’s wife, Melanie, will take his place on the ballot. The Democrats will not have a challenger for the position of highway superintendent. Last month the Stuyvesant Democrats endorsed Lee Jamison for Town Supervisor, Ed Kiernan for town council, Nancy Thomas for town clerk/tax collector and Nancy Trichter and Ned Depew for town justice. Andrew Beam is reporting in The Troy Record three candidates are vying for one state Supreme Court judgeship in New York’s seven-county Third Judicial District. Rensselaer County District Attorney Richard McNally was nominated last week by the Democratic and Independence parties; Greene County Attorney Carol Donnelly-Stevens was nominated by the Republican and Conservative parties; and Albany County Family Court Judge Dennis Duggan has the backing of the Working Families Party. The Third Judicial District comprises Albany, Columbia, Greene, Rensselaer, Schoharie, Sullivan and Ulster counties. The unemployment rates in Columbia and Greene counties again declined from August 2012 to August 2013, according to data released by the New York State Labor Department Tues., Sept. 24. In Greene County, the jobless rate dropped from 8.8 percent to 7.3 percent; unemployment decreased in Columbia County from 7.2 percent to 6 percent. The downward trend was repeated throughout the Hudson Valley. Unemployment rates also fell in Dutchess, Ulster and Sullivan counties. As the department reported last week, the statewide unemployment rate was 7.6 percent in August. Statewide the private sector job count increased by more than 125,000 between August 2012 and August 2013. The lowest unemployment rate was reported by Hamilton County, located in the north central part of the state.

Claude Haton is reporting in The Daily Mail Cairo town officials continue to move forward in their effort to establish a solar power array on town property. A meeting took place Mon., Sept. 23, at the Cairo Public Library between Councilman Doug Ostrander, North River Engineers Principal Engineer Ewald Schwarzenegger and Cairo Highway Superintendent Robert Hempstead. Town Supervisor Ted Banta was also present as a guest. The proposed photovoltaic project has the potential to reduce the town’s carbon footprint, save taxpayer dollars and produce revenue for the town by selling power back to the utility provider. The proposed solar farm will be located on town property off Route 145, where the town highway barns are located. The site is considered a prime location: It is secluded and will have little visual impact, and sits on a plateau with great exposure. The system can tie into Central Hudson’s existing power grid. Emilia Teasdale is reporting in the Columbia Paper water and sewer rates will be going up for Chatham villagers to pay for needed major upgrades to the village water and sewer system. The Village Board has been working with Delaware Engineering, a firm that specializes in municipal water and sewer issues. Mayor Tom Curran said that Delaware came up with a list that included several projects that could cost millions of dollars. The mayor said rate increases will be based on the debt village taxpayers will pay for the cost of the projects. The board wants to discuss the issue with residents at a special meeting Thurs., Sept. 26 at 6:30 p.m. Read the full story in the Columbia Paper.

Jimmy Vielkind is reporting at Capitol Confidential Coxsackie, Hudson and Prattsville are three of nearly 400 cities, towns and villages can apply for assistance from a new state panel convened to address a wave of municipal fiscal stress, officials said Mon., Sept. 23. The Fiscal Restructuring Board will offer a blueprint for cash-strapped localities, and up to $5 million in state loans or grants if they agree to implement it. Years of population loss and the erosion of traditional industrial bases has left many Upstate cities struggling, and a spike in required pension costs prompted by the 2008 stock market crash has pushed many to the brink. Any municipality may apply for help, but the 389 automatically eligible municipalities were selected by a measure of their relative property tax rates and whether they’ve dipped into their reserve funds. Jimmy Vielkind is reporting at Capitol Confidential Democrat Sean Eldridge formally announced Sun., Sept. 22, he will run for Congress next year. The 27-year-old investor posted a video to his campaign Web site offering hints on several lines of attack against two-term Rep. Chris Gibson, Republican of Kinderhook, who won the seat in 2010. He promises to “create jobs,” protect Medicare and Social Security against budget cuts, and “reduce the influence of money and special interests in politics.” The race will be instantly competitive because of Eldridge’s personal wealth: He married Facebook co-founder Chris Hughes last year, and has already invested $215,000 in his campaign. Brian Hubert reported in The Daily Mail the bus delays reported in the Cairo-Durham Central School District earlier this month have all but disappeared, Superintendent Mary Fassett said last week. Fassett said the district has been looking over the performance of each bus route, and while performance has improved, modifications could still be made. Some of the changes implemented have included tweaks to routes, and even having children ride different buses if it reduced the time spent in transit. Board of Education President Susan Kusminsky noted the school district will continue to work with parents to solve any lingering issues with delays on their child’s bus route. John Mason reported in the Register Star the Columbia County Labor Chapter announced last week its endorsement of Mike Winnie for sheriff, Victor Mendolia for mayor of Hudson and 13 other candidates in the November elections in a press conference at The Harvest Spirits Distillery in Valatie. All the candidates also have the endorsement of the Democratic Party; however, not all Democrats seeking their endorsement received it. Timothy Rodgers, Columbia County Chapter chair and 1199 SEIU Organizer, said in a statement, “It is clear where these candidates stand on local job creation, affordable housing, and social justice. They will hold [the] line on taxes, stand up for our seniors and be an advocate for open and honest government.” In other election news, Republican incumbents in Stuyvesant, led by Supervisor Ron Knott, recently won the Independence Party designation on the November ballot. Kyle Adams is reporting in The Daily Mail the Bronck Museum in Coxsackie wrapped up a special series of tours marking its 350th year Sun., Sept. 22. The tours welcomed guests into the house’s original cellar for the first time in 40 years, in addition to a more standard tour of the 1663 house and 1738 addition. The house, built by Dutch settler Pieter Bronck in 1663, is the oldest preserved structure in New York state. The Bronck Museum is now in the process of restoring the shutters on the 1738 house built by Pieter’s grandson. Read the full story in The Daily Mail.
