Michael Ryan is reporting in the Windham Journal the November race for Jewett town supervisor will see the return of personalities well known to local voters. Incumbent supervisor Carol Muth and former supervisor Michael Flaherty are at the top of the Republican and Democratic tickets. Muth, a Republican, held the post for six years in the late 1970's and early 1980's. She served as a councilwoman for 12 years before being re-elected in 2009 as supervisor. Flaherty, chairman of the Democratic committee, served as town supervisor for 11 years, but unexpectedly failed to gain the caucus endorsement prior to the 2009 election. J.R. Quackenbush has also returned to town politics. He resigned from the town council at mid-term in 2010, but is now one of five candidates seeking two available town board seats. The Daily Freeman is reporting Catskill Town Supervisor Joseph Leggio expects the town will break from the Greene County Emergency Medical System by 2015. Leggio made the comment at a Town Board meeting Tues., Oct. 2, after the board learned the town’s share of the service next year is expected to increase more than 13 percent. Leggio said the town's contract with EMS expires at the end of 2014 and he believes the town ambulance system is on track to provide paramedic services as of January 2015. John Mason is reporting in the Register Star the Hudson Common Council will consider the city's lease agreement with the Galvan Foundation for the proposed senior center at a special meeting Mon., Oct. 7. The center is slated to be located in the Armory building located at Fifth and State streets. At the same meeting, the council will also consider the environmental review and a bond resolution for the proposed police/court building at 701 Union Street. Galvan Executive Director Daniel Kent said Wed., Oct. 3, a timetable for construction of the senior center has not been yet been determined, but the foundation is hoping to begin work in November and have it completed by July or August 2014. William J. Kemble reported in the Daily Freeman the unmanned toll-collection system used during overnight hours on the Kingston-Rhinecliff Bridge will be implemented on the Rip Van Winkle and Bear Mountain bridges by the end of this year, according to the New York State Bridge Authority. The toll booths at the two spans will be unstaffed between 11 p.m. and 5 a.m. during normal weather conditions and if traffic volume is low. During the unstaffed periods, machines will accept both cash and credit cards for toll payments. E-ZPass also will be accepted, as usual. Bridge Authority officials hope the reduced staffing costs system will save the agency about $500,000 by the end of 2014. Tolls on the two bridges are collected only from eastbound drivers. Nathan Mayberg is reporting in the Register Star one year after accounting discrepancies set off panic and caused water rates to skyrocket in the town of Stockport, state Comptroller Thomas DiNapoli’s office has determined the town's finances are in order. The Comptroller's Office released its audit and findings Tues., Oct. 1. The town initiated an examination of its books in July 2012 when $250,000 of the fund balance could not be accounted for and $100,000 was thought to be missing from the town's water fund. An accounting firm determined mistakes made by the town’s former bookkeeper led to the funds not being properly reported. DiNapoli's office found the town's accountants were accurate in their assessment and town officials are following proper accounting procedures. Read the full story in the Register Star.

William J. Kemble is reporting in the Daily Freeman the Catskill Town Board has been asked to prohibit use of fluids containing hydraulic fracturing materials as highway de-icing agents. The request was made during a meeting Tues., Oct. 1, when members of the grassroots group Green Renewable Energy and Environmental Network said the ban would help protect the environment from radioactive material. Fluid from hydraulic fracturing comes from the waste material used in wells during the process of dissolving shale to obtain natural gas. Town officials said information about the proposed ban would be reviewed, but they did not anticipate that the fluids would be used on local roads. The use of production brine is prohibited in the Village of Catskill. The Village Board passed the Brine Prohibition Act in September. Read the full story in the Daily Mail.

Claire Hughes reported at Capitol Confidential the Web site for the state’s online health insurance market, NY State of Health, experienced technical problems all day Tues., Oct. 1. New Yorkers interested in shopping for health insurance through the market, also known as an exchange, were able to register for an account, but after that process was finished, the site crashed. People answering the phone at the customer service center answered basic questions, but could not access the Web site themselves to give consumers specific information about the new insurance options. Ginger Gibson at Politico reports that local representative Chris Gibson (R-Kinderhook), was one of only two from the GOP to vote to keep the government open without affecting the health care law. Rep. Richard Hanna (R-Barneveld), who represents the 22nd District in New York, and Gibson broke ranks with their party Sun., Sept. 29 to oppose the one-year delay in the Affordable Care Act. The United States government suspended business at midnight Oct. 1 as Republicans attempted to erode the health care law while Democrats and the President refused to negotiate over the previously non-partisan issue of raising the debt ceiling. Nathan Mayberg is reporting in the Register Star the Columbia County Board of Supervisors is continuing to look into the possibility of privatizing the county's Solid Waste Department. Ancram Town Supervisor Art Bassin said the department is losing approximately half a million dollars a year. Solid Waste Commissioner Jolene Race said she has met with private haulers to discuss the possibility of having them take over certain county operations, but there was not enough interest. The county operates its own recycling center and has eight transfer stations. Melanie Lekocevic is reporting in The Daily Mail Coxsackie Republicans have selected their slate of candidates for the November town elections. At the top of the ticket is current Town Councilman Rick Hanse, who is seeking the Coxsackie Town Supervisor seat. Hanse's applicable experience includes a term as town councilman, work with Greene County Emergency Medical System, the Greene County Historical Society, Coxsackie Hose 3, Rotary and his church. He is a combat veteran and a member of American Legion Post 166. Greene County Legislature Chairman Wayne Speenburgh said, “I am confident that Rick will be a no-nonsense supervisor who will work with all our people to ensure our town reaches its best potential.” The caucus also chose incumbent Jeffery Lewis and local political veteran Earl Hotaling to fill two open seats on the Town Council. Incumbents Town Justice Richard Roberg, Town Clerk Bambi Hotaling and Tax Collector Linda Wilkinson were also endorsed. The Republicans have chosen not to run anyone for highway superintendent. The Daily Freeman is reporting Bard College is now offering high school students an alternate to the standard college application process. Students can now try to write their way into the four-year liberal arts school. The college is adding the option this fall, The New York Times reported Sun., Sept. 29. High school seniors can write four papers, each 2,500 words, based on topics and resources provided by the college. If the papers meet a high enough standard, the writers are accepted, even if they don’t have the best high school transcripts. Topics range from philosophy to science. Kyle Adams reported in The Daily Mail the Catskill Village Board this week moved forward with plans to renovate the village’s police station on Main Street. The board received three bids on the project to renovate the station’s entrance; all three bids were rejected and the board resolved to use in-house contractors and the Department of Public Works for the job. The renovation calls for construction in two phases, first on the left side of the front area and then on the right. A lobby will be created, the front desk will be moved to the left, some communications equipment will be upgraded and the front window will be open. Read the full story in The Daily Mail.

Nathan Mayberg reported in the Register Star the state Comptroller’s Office announced that it has received financial reports from Columbia County, the towns of Chatham, Clermont, Germantown and the Greene County town of Lexington. The financial data was meant to determine if the county or the towns were undergoing any fiscal stress. None of the six municipalities were deemed to be in stress, with five of them far below the standard for approaching fiscal stress. The latest Comptroller's report showed Rockland County as one of the most significantly stressed municipalities statewide, followed by Suffolk County in Long Island and St. Lawrence County, located in the far northern part of the state. Jim Planck reported in The Daily Mail the Greene County Democrats gathered at Hunter Mountain’s Copper Tree Restaurant Fri., Sept. 25, for their annual dinner, and welcomed State Senator Cecilia Tkaczyk and candidates Richard McNally and Sean Eldridge. McNally is seeking election to the State Supreme Court’s Third Judicial District, in November. Eldridge formally announced his candidacy for the 19th Congressional District seat in 2014 last week. In her remarks, Tkaczyk laid out her senatorial agenda, which includes growing business, job creation, road and bridge infrastructure, affordable access to the Internet, support for farms, helping schools without overburdening the taxpayer, keeping the environment free from hazardous waste and helping those in need. Local Democats honored for their long decades of service to the Greene County Democratic Committee included former Town of Lexington Committee Chair Glenn Hapeman and retiring Town of Hunter Chair Elizabeth “Betty” Kornell. Barry in the Poughkeepsie Journal reports that Route 375 became the Levon Helm Memorial Boulevard in West Hurley, in Ulster County on Fri., Sept. 27. Daughter Amy Helm unveiled a sign at the corner of Routes 28 and 375, with the tribute to the late drummer from The Band, and a Woodstock icon. The Band is included in the Rock 'n Roll Hall of Fame, and Helm lived in Woodstock from the late 1960s until his death in April, 2012. A second sign has been put up at the intersection of Routes 212 and 375 in Woodstock. Helm also led Midnight Ramble house concerts in Ulster County from 2004 until his death, that attracted fans from around the world to the Hudson Valley. Route 145 in Durham will be closed to through traffic south of County Route 20B in the Town of East Durham for replacement of the existing culvert from Sept. 30 for two weeks. Detours for cars and trucks will be in place around the work, and drivers should expect short-duration alternating single lane closures nearby during the culvert replacement. Route 145 is the main thoroughfare in Durham, and many buses to and from Cairo-Durham Elementary, already running late because of a major bus change, will be affected by the construction. Northbound:

Will be detoured from State Route 145 at County Route 67A. Turn right at The Saloon & Guaranteed Irish onto 67A. Follow County Route 67A to the end. Turn left onto County Route 67 and continue west to the end. Turn left onto State Route 81 West; just past Tuscany Meadows Mobile Home Park turn left onto County Route 27 (Durham Town Hall). Follow County Route 27 to end and you are now back onto State Route 145.

Southbound:

Will be detoured from State Route 145 at County Route 27 turn left onto County Route 27 and follow to the end. Turn Right onto State Route 81 East and follow to County Route 67; turn right onto County Route 67 and follow to County Route 67A turn right onto County Route 67A and follow to State Route 145.

Trucks: Total detour is 16.2 miles

Northbound:

Will be detoured from the intersection of State Route 23 and State Route 32. Turn off State Route 23 onto State Route 32 North follow Route 32 North to State Route 81 in the Town of Greenville. At traffic light turn left onto State Route 81 West and follow Route 81 West to County Route 27 (just past Tuscany Meadows mobile home park) turn left onto County Route 27 (Durham Town Hall) follow to end and you are now back onto State Route 145.

Southbound:

Will be detoured at the intersection of Route 145 and County Route 27 turn left onto County Route 27 and follow to the end. Turn right onto State Route 81 East and follow to Town of Greenville. At traffic light turn right onto State Route 32 East and continue to intersection of State Route 32 and State Route 23.
