Unemployment rates are down in the Hudson Valley, the state Labor Department announced Tues., Oct. 23. The jobless rate fell from 9.1 percent to 8.9 percent in Greene County, and from 7.8 percent to 7.4 percent in Columbia, from Aug. 2011 to Sept. 2012, the department said. Rates fell in Delaware, Dutchess and Ulster, as well. The lowest unemployment rates statewide were reported in Tompkins and Hamilton counties; the highest, in Bronx and Fulton counties. The state's overall unemployment rate fell in September, and the number of initial claims for unemployment insurance decreased during that time period.

Billy Shannon reports in the Register Star President Barack Obama easily won a mock election held in the Taconic Hills Central School District, Tues., Oct. 23. Students in grades seven through 12 cast votes throughout the day. Sen. Kirsten Gillibrand and Rep. Chris Gibson easily won their respective races. In an exit poll completed by a quarter of the voters the overwhelming majority supported the Obama health-care plan, same sex marriage and believed insurance companies should be required to cover birth control. Justin Mason reports in the Daily Gazette the race in the new 46th state Senate District between Democrat Cecilia Tkaczyk and Republican state Assemblyman George Amedore Jr., is about to heat up with a sudden influx of out-of-district cash. Amedore, from Rotterdam, raised roughly five times more than Tkaczyk, from Duanesburg, in the bid for the newly configured seat, a patchwork of rural communities extending from Ulster County to Montgomery County. Two organizations are poised to spend more than $500,000 in support of the Tkaczyk campaign. The money is pledged by two downstate super PACs, Friends of Democracy and Protect Our Democracy, and will fund television advertisements and a direct mail campaign supporting Tkaczyk. Jim Planck reports in The Daily Mail on "Meet the Candidates Night" hosted by the Leadership Greene students at Catskill High School, Tues., Oct. 23. Seven candidates participated. The four Republicans and three Democrats are vying for four seats, representing District No. 1 Catskill, on the Greene County Legislature. Students asked a variety of questions, including a critique of emergency services and Tropical Storm Irene, tourism and balancing the economy, the potential for Catskill interaction with the county Industrial Development Agency and the benefits of the Leeds Sewer Project. Nathan Mayberg reports in the Register Star a private accounting firm has uncovered a discrepancy of $250,000, or more in the Town of Stockport's books. The discovery was revealed to residents at a public meeting, Tues., Oct. 23. The audit is ongoing, and the Office of the State Comptroller has been called upon to initiate an investigation. A town official said it is possible the funds are not missing. There is a chance the town overspent over a period of many years instead. The audit began in July, and the town's long-time bookkeeper left shortly thereafter, Mayberg reports. As a result of the shortfall, the town is considering a funding cut to the police department, a job cut in the sewer department and increasing water rates and taxes in 2013. Rick Karlin reports at Capitol Confidential individual New Yorkers pay more in taxes than residents of any other state. According to a report just released by the research group, Tax Foundation, while other Americans paid an average of 10 percent of their income to taxes, New Yorkers paid 13 percent in 2010. The data also indicated the tax burden for New Yorkers grew during the Recession, compared to the rest of the country. W. T. Eckert reported in The Daily Mail a lawsuit between Greene County and the state of New York is one step closer following a resolution recently passed by the county Legislature. The county contends the state has evaded reimbursement, or repayment of Medicaid costs. The resolution authorized the hiring of two law firms, from Utiica and from Albany, that specialize in these types of recoveries. The resolution alleged the state attempted to evade payment of reimbursement or repayment obligations for years through non-cooperation of claim denial and extensive litigation. G. Scott Thomas reports in Buffalo Business First teachers in the Greenville Central School district are among the highest paid in upstate New York. Greenville ranked third statewide behind Remsen (Oneida Co.) and Albany, based on an analysis of New York State Education Department data for 2011. Greenville pays a median teacher salary of nearly $68,000 per year. The Germantown, Coxsackie-Athens, and Hudson districts all ranked in the top 10 percent of the 430 districts examined. All but two districts in Columbia and Greene counties -- Taconic Hills and Hunter-Tannersville -- placed in the top 50 percent statewide. The twin counties did not fare as well in an accompanying academic analysis. Windham-Ashland-Jewett was the highest ranked local district, coming in 29th among 84 in the Albany area. Hudson was 82 on the list, the third worst performing district in the region, behind Schenectady and Albany. The majority of districts in Columbia and Greene counties placed near the middle. Jamie L. Carlson-Garland reports in The Daily Mail Cairo-Durham is the latest area school district to tackle the subject of teacher evaluations. The process, known as the "Annual Professional Performance Review," must be formulated, negotiated and ratified by the local teachers' union before the plan is sent on to the state for approval. The Cairo-Durham plan must get a green light from the state Education Department by mid-January, or risk losing $400,000 in aid. State review takes approximately four to six weeks. According to Interim Superintendent Dr. Joel Pollak, among the first 100 plans submitted to the state, only 10 percent were approved. If rejected, the plan must be re-submitted. Nathan Mayberg reports in the Register Star on the new option for Internet service using a technology known as television white spaces through antennas, or Internet over the air. ASA Networks, a New York City-based startup, is running a test program in Gallatin, offering residents free access through the end of the year. All that is required is an antenna to connect. So far, 50 people have signed up. The service is free until January. Officials in the towns of Ancram, Austerlitz, Canaan, Claverack and Hillsdale have expressed interest in bringing ASA's services to their towns. Read the full story in the Register Star.

Democrat Robin Andrews is running against Saratoga County Clerk Kathy Marchione for the state Senate seat in the redrawn 43rd district. Andrews, the first-term Claverack Town Supervisor, sat down last week for a conversation with Victor Miller, of Gallatin, a former superintendent of schools and educational consultant. They discussed a variety of topics including Andrews' background and experience, what she hopes to accomplish if elected, taxes and public education. Andrews told Miller her campaign is gaining momentum. "This engine is moving forward," she said.

Nathan Mayberg reported in the Register Star the Columbia County Board of Supervisors is considering a new monthly surcharge for every wireless mobile phone in the county. The proposal was introduced last week at a Public Safety Committee meeting. A state law permitting counties to levy the surcharge was passed in 2005, but Columbia County never established the charge. The new surcharge is intended to help fund the technology needed for county's new emergency call system. According to a Columbia County official, Greene County collects $75,000 every year in cell phone surcharges. Read the full story in the Register Star.

The Mountain Eagles reported Delaware Co. Board of Supervisors is now on record in support of receiving any and all host benefits from the construction of the proposed Constitution Pipeline. Eight communities in the county will be impacted by the project. The majority of the board agreed the benefits of low cost natural gas would enable county businesses to be more competitive and keep energy costs lower, thereby creating new jobs and strengthening the county's tax base. Three supervisors voted "no," and expressed doubts about the actual benefits, along with concerns the pipeline is a precursor to hydrofracking. The 121-mile Constitution Pipeline will transport natural gas from northeast PA to Schoharie County. The company estimates the project will result in a projected tax benefit of $5 million for Delaware Co. Read the full story in the Mountain Eagle.

In a letter to the editor of the Times Union, TCI NY owner/partner Brian Hemlock took the paper to task over portions of a recent story that asserted residents living near the company site on Route 66 in Ghent do not want the facility to be rebuilt. "We have been very gratified by the many well-wishers and messages of support that we have received since the fire," Hemlock wrote. "To state as fact that residents do not want us to rebuild is to slight the views expressed by many of our neighbors in Columbia County." The New York State Police determined the Aug. 1 fire was an accident, and that it originated within the building. However, the state Office of Fire Prevention and Control investigation is ongoing. Adam Shanks reported in the Register Star plans to build a new Price Chopper moved a step forward last week, when the Chatham Village Planning Board deemed the Schenectady-based retailer's application complete. A public hearing will be held Nov. 19 to review the plan. The board will then vote for final approval. Meanwhile, Price Chopper is also asking the town of Ghent to create a water and sewer district for its seven-acre parcel. That request was brought to the Ghent Town Board, Thurs., Oct. 18. Danielle Sanzone reports in the Daily Freeman on the debate between incumbent U.S. Rep. Chris Gibson, Republican of Kinderhook, and his Democratic challenger, Julian Schreibman of Stone Ridge, at the studios of WMHT-TV in Troy. The two aired their similarities, but mainly argued about their differences, perpetuating the turbulent campaigning seen from both candidates. Schreibman repeatedly brought up controversial abortion and Medicare bills that Gibson had voted on, Gibson challenged his opponent on multiple topics as well. Kyle Adams reports in The Daily Mail the Cairo Nature Center is now permanently open. The center, a small park around the old reservoir on Route 23 with picnic tables and hiking trails, was reopened July 25. It has remained open to the present time. “It’s a nice little destination,” said Robert Hempstead, director of Parks, Buildings and Grounds for the Town of Cairo..The park is now free and open to all. The nature center has been opened and closed a number of times, with its proponents struggling against an unenthusiastic town board. “We’d almost given up,” said Neil Schoenfeld, about their efforts to open the park.
