Special Weather Statement from the National Weather Service

The National Weather Services advises a flood watch remains in effect until late Tuesday. A high wind watch remains in effect until 11 a.m., Tuesday morning.

Strong wind gusts associated with the circulation of post tropical cyclone Sandy will impact the eastern Catskills, Mid-Hudson Valley, southern Taconics, southern Berkshires and Litchfield Hills through midnight. Sustained winds will average 25 to 35 mph with gusts of 50 to 70 mph expected. This will cause damange to trees and power lines, with power outages likely across the region. These strong gusty winds will make conditions very hazardous across the area due to possible flying debris and falling trees. Travel is high discouraged.

The Columbia County Office of Emergency Management Operations Center reported at 2:15 p.m. on its Facebook page:

• It is believed that the largest threats to our county are flash flooding and high winds resulting in the possibility of prolonged power outages and road closures


• For any emergency during the storm call 911 by landline or cell phone


• The Red Cross will be opening a shelter at the Taghkanic Fire Station on NYS Rte 82 today, Oct 29, 2012 at 1:00 PM. 211 can be called by phone for Columbia County shelter, dry ice and other storm related information


• When experiencing high winds stay inside if possible. If you must go out, use caution due to flying debris and downed electrical power lines. Always assume ANY DOWNED LINE IS ENERGIZED


• Do not use generators, gas grills or other combustible devices in your home


• If you reside alone, make arrangements with neighbors to check on each other if your area is experiencing a power outage


• Basic non electronic phones should work during power outages

At 1:15 p.m. today, the National Weather Services related that conditions remain the same for Hurricane Sandy. The storm is estimated to make landfall in Southern New Jersey later this afternoon with winds at 90 mph. It is expected to be the most severe between 4:00 p.m. and 2:00 a.m. Rain is still estimated to be in the 3-5 inch range, with the valley towns receiving 30-40 mph sustained winds and gusts of up to 50 mph. Elevations above 1500 feet will receive 40-50 mph winds with gusts of 75 mph. At this time the storm is 1000 miles in diameter.

Tidal flooding along the Hudson and its tributaries is expected. High tide today is at 2:23 p.m.

Central Hudson is still projecting widespread power outages.

All Greene County schools have cancelled any extra-curricular activities.

Greene County will declare a state of emergency at 5:00 p.m. which will remain in effect until further notice. No unnecessary travel is advised.

The debate between candidates in the 102nd and the 106th Assembly District races scheduled to take place at Columbia-Greene Community College tonight have been cancelled, according to an email circulated by candidate David Byrne, Monday morning. Byrne, Republican from Milan, is running against Democrat Didi Barrett in the 106th AD race. In the 102nd AD, incumbent Pete Lopez, a Republican, is being challenged by Democrat Jimmy Miller. No word on when, or if the debate will be rescheduled.

Stories that made the news, Oct. 27 and 28, 2012

Nathan Mayberg reported in the Register Star the state Comptroller’s Office corrected itself Fri. Oct. 26, saying it made a mistake when it earlier denied the office received a request from the town of Stockport for an audit of its finances. The error was attributed to "internal miscommunication." As reported last week, a recent audit by a private accounting firm exposed a $250,000 discrepancy in the town's financial records. Stockport officials said they contacted the Comptroller's Office in Albany and in the Manhattan regional office last week, but never received a response. The Comptroller will now take the request under review. The town has not be audited by the state since 2005. Read the full story in the Register Star.

Rick Karlin reported at Capitol Confidential results of a recent survey by the New York State School Boards Association indicated the state's two percent tax cap is an effective way to get voters to pass school budgets. The association found budgets within the cap had a far greater chance of passing than those that exceeded the cap. They also found voter turnout was higher in districts where an override of the cap was proposed. Read the full post at Capitol Confidential.

Melanie Lekocevic reported in The Daily Mail a group of teachers in the Coxsackie-Athens school district recently unveiled a new elementary English Language Arts curriculum. The materials were fine-tuned over the summer to comply with the Common Core standards that went into effect for kindergarten through second grade this year. The process was intended to make certain the district's reading and writing lessons were in line with what the state wants students to learn, and that both district elementary schools were teaching the same thing. Special Weather Statement from the National Weather Service

The National Weather Service continues to closely monitor the progress of Hurricane Sandy. The latest official forecast tracks the center of Sandy toward the central or southern New Jersey coastline, late Monday. High wind warnings remain in effect for the entire region through Tuesday morning, and a flood watch remains in effect for most of eastern New York and all of adjacent western New England until late Tuesday. It is important not to focus on the exact center and track of Sandy, as this storm will be quite large and powerful.

Flooding impacts: Rainfall could be excessive across portions of eastern New York and western New England, especially across higher terrain. If you live in a flood-prone area, be prepared in the event of a flash flood or mandatory evacuation. Listen to your local emergency officials and be especially attentive to road closures.

Damaging wind impacts: Wind gusts up to 65 mph are expected in the valleys and up to 75 mph over the higher terrain. These wind speeds will result in damage to trees and power lines. Items left outdoors may become extremely dangerous projectiles. Also widespread power outages are expected.

Eric Houghtaling reports in today's Daily Freeman the National Weather Service has advised wind from the approaching storm is a greater threat to the Hudson Valley and Catskills than rain. Hurricane Sandy is expected to move north in the Atlantic Ocean, then turn west before coming ashore in southern New Jersey sometime Monday, according to the NSW in Albany. From there, the storm is forecast to move inland, turn north and make its way through central Pennsylvania and central New York, Houghtaling writes. There is currently a flood watch and a high wind watch in effect for the region. Watches mean conditions are possible; warnings mean they are imminent. Wind gusts Monday, could exceed 60 mph in the valley and 70 mph in the mountains. One to two inches of rain are expected in valley locations, and two to four inches are forecast for the mountains. But some pockets of the Catskills could get as much as five to six inches of rain. The storm is expected to slow down as it moves inland. Read the full story in the Daily Freeman.

The National Hurricane Center update, 5 p.m., Saturday, Oct. 27:

The center of Hurricane Sandy will move parallel to the southeast coast of the United States through the weekend. Sandy is a very large tropical cyclone with tropical storm force winds extending outward up to 450 miles. The latest forecast indicates a turn to the northwest by early next week, with direct impacts expected for the Mid-Atlantic and/or Northeast United States.

The National Weather Service forecast for Catskill, Greene County, Sunday, Oct. 28 through Tuesday, Oct. 30:

Sunday: A chance of showers, mainly after noon. Cloudy. Nigh near 59. Light north wind increasing to 5 to 10 mph in the morning. Chance of precipitation is 40 percent. New precipitation amounts of less than a tenth of an inch possible.

Sunday night: A chance of showers. Cloudy. Low around 48. North wind 11 to 16 mph. Chance of precipitation is 40 percent. New precipitation amounts between a tenth and a quarter of an inch possible.

Monday: Rain. The rain could be heavy at times. High near 57. Windy, with a north wind of 24 to 31 mph, with gusts as high as 55 mph. Chance of precipitation is 90 percent. New precipitation amounts between a half and three-quarters of an inch possible.

Monday night: Rain. The rain could be heavy at times. Low around 55. Windy, with a north wind of 30 to 34 mph, with gusts as high was 60 mph. Chance of precipitation is 100 percent. New precipitation amounts between one and two inches possible.

Tuesday: Rain. High near 58. Breezy. Chance of precipitation is 80 percent. New precipitation amounts between a quarter and half an inch possible.

Portions of a statement released Fri., Oct. 26 by the Schoharie County Board of Supervisors:

[...] The Gilboa Dam is being monitored to ensure the safety and security of all Schoharie County residents....The Gilboa Dam will be a top priority throughout this weather event and updates will be given on a regular basis.

In Delaware County, the Town of Middletown will be posting emergency updates to its Web site, and if a state of emergency is declared, recorded information will be available on a new emergency phone line.

The Town of Middletown has a section on its website and a dedicated hotline providing resident information in the event of an emergency.

Middleburgh mayor Matthew Avitabile posted on the village's news blog, Friday:

The Village is preparing vital information to be released door to door. This will include where to go, evac urgency, routes, safety precautions, emergency contact, and others based on what we learned from running the response last time. If you would like to help distribute, let me know.

We will keep the Village Office open on Tuesday after normal hours, possibly 24 hours as the municipal response center. We will have volunteers, food, and information ready for anyone that needs it. The Elementary School will be open as a shelter. We will monitor and try to open others as we get closer.

The Town of Olive is distributing leaflets this weekend advising residents:

Severe Flooding may occur and the Town does not have the manpower to go door to door to check on each home. You are urged to evacuate early if conditions are warranted.

Check the Olive website: town.olive.ny.us, radio and YNN often for updates.

The Town of Shandaken is advising residents in need of help to go to the closest of the town's five firehouses. If an emergency situation develops, plans are being made to open both the Belleayre Ski Center and Phoenicia Elementary School as shelters.

Greene County Department of Emergency Services issued this statement, Fri., Oct. 27:

Greene County residents should prepare for the arrival of Hurricane Sandy.  Residents are encouraged to complete a household inventory and be prepared to be self-sufficient for a 72-96 hour period.  Residents should stock up on food items and stock a home emergency kit with items to include:

Batteries, flashlights, candles, matches, battery powered radio, water, non-perishable food items and medications.

Power companies are also advising that residents should prepare for the possibility of power outages; residents are also encouraged to stock up on ice.

Greene County Emergency Services is monitoring all activity related to Hurricane Sandy. We are maintaining constant communication with the NYS Office of Emergency Management and the National Weather Service. With the anticipation of a Monday afternoon arrival, plans are in place to fully activate the Emergency Operations Center on Monday morning, subject to change with the weather conditions.

Beginning 9:00 a.m. Monday, October 29, 2012, information and updates will be posted on the Greene County Emergency Services Facebook page or through the Emergency Operations Center at 518-635-5125 or e-mail emergency@discovergreene.com.

Gov. Andrew M. Cuomo declared a state of emergency throughout the state, Friday, in anticipation of the storm's arrival.

The New York Times is reporting forecasters are saying there is a 90 percent certainty Hurrican Sandy will make landfall on the East Coast. But they also cautioned it was too early to say where the giant storm will strike or how intense its winds would be when it hit. The storm is currently moving northwest at a rate of 10 miles per hour.

The National Weather Service has issued a Hazardous Weather Outlook for east central New York, northwestern Connecticut, western Massachusetts and southern Vermont, Fri., Oct. 27 through Thurs., Nov. 1. NWS is warning a significant storm may impact our region with potentially heavy rain and strong or damaging winds sometime Monday through Wednesday. Flooding may be possible, depending on the eventual track of Hurricane Sandy.

The Columbia County Emergency Management Office reported on its Facebook page at 2:30 p.m., Fri., Oct. 27:

The good news is that it *appears* right now that this storm will track further south of us then [sic] thought yesterday at this time… however, the computer models spread is greater today than it was yesterday. If the storm follows the more southerly track experts currently believe it might, the result would be less rain and less wind for us… however, it does not mean we would enjoy a complete miss! This is a very large storm system… the risk of flooding, flash flooding, and damaging wind gusts may still exist for us here, even with a more southerly landfall. ...this remains a very uncertain situation that could change at any time. The New York State Emergency Operations Center has been activated and is being staffed. We will continue to post updates here as needed.

Kyle Adams reports in the Windham Journal the Mountain Cloves Scenic Byway project has been approved by the state Scenic Byways Advisory Council. The project designates a 41-mile corridor linking Platte Clove Road with sections of Route 23A and Route 214 as a New York State Scenic Byway. The corridor passes through the town and village of Hunter and Tannersville. The designation will allow for special protections and federal funding for improvements and preservation. The designation must next be approved by the state Legislature, and then signed by Gov. Andrew M. Cuomo. The measure is not expected to meet any resistance, according to Adams. Nathan Mayberg reports in the Register Star more on the fiscal management story shaking the Town of Stockport. As reported earlier this week, a recent audit by a private accounting firm exposed a $250,000 discrepancy in the town books, a fact revealed to residents at a recent public meeting. Two officials, Supervisor Matt Murrell and Town Board member Norma Kirker,said in the past two years the town repeatedly requested audit support from the state Comptroller's Office, to no avail. Contacted Thurs., Oct. 26, a spokesperson for Comptroller Thomas DiNapoli denied any such request was made, going back to 2011. Nor has the office received a missing funds complaint. There is no ongoing audit. DiNapoli's spokesperson said the decision to audit a municipality is triggered by an official request or based on complaints or concerns posed by residents. Tom Casey reports in the Register Star the auditorium of Columbia-Greene Community College will be the scene Mon., Oct. 29, of two debates between candidates in the 102nd and 106th Assembly District races. The first, between Democrat Didi Barrett and GOP challenger David Byrne. The second, between incumbent Assembly member Pete Lopez, a Republican, and Democrat challenger Jimmy Miller. This is the first debate for Barrett and Byrne; the second, for Lopez and Miller. The debate is sponsored by Hudson-Catskill Newspapers and the Columbia County Chamber of Commerce. Assembly member Didi Barrett talked with WGXC morning host Philip Grant, Wed., Oct. 24, about her record as an elected official so far, and the long arm of Karl Rove. Barrett is the Democratic and Working Families candidate in the 106th Assembly District race. Her opponent is Republican David Byrne, of Milan. Barrett was chosen by voters in a special election in March, and she is now seeking her first, full term as a member of the Assembly. Barrett defined her priorities as job creation, mandate relief, keeping families safe and making certain the region is sufficiently represented in Albany. During the interview, Barrett discussed the challenges of representing a large, diverse district and her belief in farming as an economic development engine.
