Michael Ryan reports in The Daily Mail the town of Prattsville has repaid a  $1 million loan, 20 days ahead of schedule. The payback was made possible by Federal Emergency Management Agency financial relief from Tropical Storm Irene. A second $1 million loan remains outstanding. The money was borrowed to aid in the recovery and repair effort following massive flooding in Aug. 2011. According to FEMA officials, payments a total of $4.2 million in financial assistance have been provided to villages and towns throughout Greene County, to date. More funds are awaiting distribution. Prattsville was also awarded a half-million-dollar Community Development Block Grant in August. Town homeowners and merchants are eligible to receive grant tunds to rebuild and rehabilitate homes, replace lost inventory and ruined equipment and fixtures. Read the full story in The Daily Mail.

State Assembly candidate David Byrne of Milan, talked to morning host Phil Grant, Thurs., Oct. 11. Byrne is the Republican, Conservative and Independence parties candidate in the 106th Assembly District. His opponent is Democrat Didi Barrett. The West Point grad and father of three said he wants to "help New York live up to its potential," to "make life livable" especially for families, senior citizens and young people and "more friendly" for small businesses and farmers. Byrne cited the decreased state population as evidence of the challenging environment. Byrne served a four-year term on the Milan Town Board and developed a reputation for bi-partisan cooperation during that time, he said, much to the chagrin of his own party. Byrne was born and raised in Dutchess Co., has been married for 11 years and been employed by a local solar company for four years. He said his experience with the military in the Middle East taught him the importance of U.S. energy independence. 3 a.m.: John Tchicai Memorial A tribute to free jazz musician John Tchicai, who died Sun., Oct. 7. From Wikipedia: "John Martin Tchicai (April 28, 1936-October 7, 2012) was a Danish jazz saxophonist and composer. He was one of the earliest European free jazz musicians. He is of Danish and Congolese descent. Tchicai studied violin in his youth, and in his mid-teens began playing clarinet and alto saxophone, focusing on the latter.[1] By the late 1950s he was travelling around northern Europe, playing with many musicians. After moving to New York City in 1963, Tchicai fell into the free jazz scene, co-forming the New York Contemporary Five[2] and the New York Art Quartet, and playing on John Coltrane's epochal Ascension, and with Albert Ayler and others on New York Eye and Ear Control. He returned to Denmark in 1966, and shortly thereafter focused most of his time on music education. He formed the small orchestra Cadentia Nova Danica with Danish and other European free jazz (and rock) musicians; this group collaborated with Musica Elettronica Viva and performed in multi-media events. On Aug 30, 1975 his appearance at the Willisau Jazz Festival was recorded and released later that year as Willi The Pig. On this record, he plays with Swiss pianist Irène Schweizer. Tchicai returned to a regular gigging and recording schedule in the late 1970s. In the early 1980s he switched to the tenor saxophone as his primary instrument. Kyle Wind reports in the Daily Freeman in the debate Wed., Oct. 10 in Lake Katrine, U.S. Rep. Chris Gibson described his Congressional record  as one of bipartisan cooperation and problem-solving. But Democratic challenger Julian Schreibman painted Gibson as a Tea Party extremist focused on a fringe agenda. The candidates for the new 19th Congressional District found common ground on a number of issues, like the importance of Israel’s security, the need for natural gas companies to disclose chemicals injected into the ground during the process known as hydraulic fracturing, and that the controversial legislation known as the USA Patriot Act, poses serious concerns regarding civil liberties. But the two candidates disagreed strongly on Medicare, Vice Presidential candidate Paul Ryan's plan for the federal budget and nuclear power. Billy Shannon writes in the Register Star the 28-year-old Massachusetts man found early Wed., Oct. 10, could face charges after he indicated to police he stayed in the woods intentionally. Kyle Pember was found in Taconic State Park, near Bash Bish Falls in Copake following a two-day search by authorities. After 36 hours in the woods, Pember called Columbia County 911, using his cell phone. Emergency personnel were able to determine the coordinates of his cell phone and he was eventually found within 15 feet of the location 911 provided. The District Attorney's office has been contacted concerning possible criminal charges. The county attorney's office is weighing possible legal action for reimbursement of fuel, equipment and overtime expenses incurred by the county as a result of the search. Nathan Mayberg reports in the Register Star the Village of Valatie Local Development Corporation has been censured by the state Authorities Budget Office. The office announced the censure following three years of alleged noncompliance by the group in reporting its activities to the state. The corporation recently purchased the US Hotel on Main Street in June for a quarter of a million dollars. The corporation has failed to disclose its audits for the past three years, including details of its financial transactions, property records and compensation, according to the state. The corporation is run by a board of directors and a part-time consultant. According to a board member, a three-year audit was completed this summer, but the reports were never filed with the state. Jimmy Vielkind reports at Capitol Confidential Democrat Julian Schreibman's campaign Tues., Oct. 9, touted a poll showing incumbent Republican Congressman Chris Gibson leading Schreibman by two points, in the race for the 19th Congressional District seat. The survey, paid for by the Democratic Congressional Campaign Committee, indicated 16 percent of the 400 voters surveyed were undecided. The poll was conducted over the weekend by Grove Insight. There was little detail released on the sample, including from which parts of the 11-county Congressional district it drew the most voters. Meanwhile, an independent poll conducted last month by the Siena Research Institute found Gibson leading Schreibman by 16 points. Read the full story at Capital Confidential.

Melanie Lekocevic reports in The Daily Mail voters will go to the polls next week in Coxsackie to vote on a proposed budget for Heermance Memorial Library. The 2013 spending plan totals $235,000. Under the plan, expenses decreased four percent. Twenty percent of the budget comes from the tax levy. Voters will also be asked to elect three members to the library's nine-member Board of Trustees. This year the election is uncontested. Three incumbents, Claudine Serazio-West, Regina McGrath and Catherine Benson are running unopposed. Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors concluded a round of budget talks Tues., Oct. 9, reviewing departmental requests, which could increase the county’s upcoming budget. Estimated spending for the current year totals more than $148 million. Among the projects under consideration: A new cell tower project in Livingston, along with new radio equipment for fire departments, a new bridge deck in Stottville and the acquisition of property near the county airport. Those three projects alone would cost $5 million. County revenue has increased, as well. The income from sales tax is about $1 million ahead of projections this year, Mayberg writes. Jimmy Vielkind reports at Capitol Confidential 43rd Senate District candidate, Democrat Robin Andrews, diverges from the Senate Democrats on two of their key priorities: Increasing the minimum wage and tightening the state's gun laws. Andrews, the Claverack Town Supervisor, is running against Saratoga County Clerk Kathy Marchione. Andrews told Vielkind she would support a minimum wage increase only if paired with help for small businesses. Andrews also said there are "too many" gun laws in New York. The majority of Senate Democrats supported microstamping. Microstamping is the process of stamping a unique identifying mark into each shell casing fired from a gun. Michael Ryan reports in The Daily Mail on a case of suspected arson in the town of Prattsville, early Sun.,Oct. 7. The fire occurred on the west end of town, on Main Street. The house was empty; no one was injured. The structure was being restored after sustaining damage during Tropical Storm Irene, a little more than a year ago. Greene County Cause and Origin team members are investigating the fire, the third in approximately six months to involve buildings damaged to some extent by the flood. All three houses in question were without power and empty at the time they burned. Officials suspect arson in all three cases. Read the full story in The Daily Mail.

John Mason reports in the Register Star Dr. David Carpenter called the refusal of state agencies to do more credible testing of soot samples from the area around TCI following the massive Aug. 1 fire, “inexcusable.” Carpenter, an expert on the health effects of PCB contamination, spoke at a public forum in Ghent, Mon., Oct. 8. The event was, arranged by the Columbia County Environmental Management Council. Carpenter said the type of testing conducted after the event by state and federal agencies could have missed PCBs. Other ways of testing would have been more reliable. “I don’t think it’s appropriate to panic people,” he said. “But you’d like to have confidence that people are honestly and appropriately trying to get the right answers.” Carpenter said he was unaware of a similar fire, where the entire building was destroyed and the contaminants went into the atmosphere. The National Republican Campaign Committee has released its latest ad in the 19th Congressional District race, Casey Seiler writes at Capitol Confidential. The ad targets Democratic challenger Julian Schreibman for his past representation of Mark Holtzanger, an accountant whose New Jersey firm was charged with misuse of clients' funds. Holtzanger was a primary-season donor to Schreibman's campaign. A judge ultimately determined the state failed to make its case and the accountant went free. The ad uses footage of Bernie Madoff, whose crimes outweighed those of Schreibman's client by millions. Schreibman has touted his experience as a federal prosecutor in his own ads. William J. Kemble reported in the Daily Freeman the Catskill Town Board has been told the Athens Town Board will consider participating in a proposed $8.7 million sewer expansion project. Catskill officials are considering a plan to extend a sewer line from Jefferson Heights through the hamlet of Leeds. The plan comes in response to pressure on local businesses from the state Department of Environmental Conservation. Cairo town officials have been asked if there is interest in connecting South Cairo properties to the proposed extension, as well. Read the full story in the Daily Freeman.

Some of the stories that made the news, Oct. 6 to 8

John Mason reported in the Register Star the members of Clermont Town Board are anxious to get the Bingham Mills Road Bridge working again. At issue is the cost. Councilman Ed Kahle said the estimates for repair he came up with amounted to less than half the cost projected by Columbia County. The bridge crosses the Roeliff Jansen Kill where Bingham Mills Road meets Mill Road on the Clermont/Livingston border. County Engineer Dean Knox said a second opinion on the bridge corroborated the original figures. He said if the superstructure of the bridge is replaced, the substructure should be looked at as well. WGXC was present when former alderman Quintin Cross and Jamont McClendon appeared at a pretrial hearing before Judge Jonathan D. Nichols in Columbia County Court, Friday. Cross' attorney, Susan Tipograph brought up a number of items, including a request that Nichols reconsider his rejection of Cross' argument that the indictment in the case was legally insufficient. Tipograph also filed a motion asking the judge to remove himself from the case because of his long history of personal, political and legal dealings with Cross. The parties will meet again this week to further discuss the legal issues around the grand jury proceedings and the indictment. Cross and McClendon are charged with the March break-in at Hudson City Hall. The case is set for trial in November. Lynn Sloneker is personally associated with Cross. Cross is also a WGXC volunteer.

The Daily Freeman reported four properties being marketed for sale in the town of Catskill have been used in a rental scam related to identity theft, according to Greene County Sheriff's Department. In recent months, houses for sale are posted online on Craig's List as houses "for rent." When people respond, messages are exchanged and eventually the prospective tenant's personal information is requested. Deputies said all of the email accounts associated with the fraudulent “for rent” postings originated in Nigeria. People are urged not to send their personal information over the Internet to anyone they do not know. Read the full story in the Daily Freeman.

Melanie Lekocevic reported in The Daily Mail rumors the Heermance Memorial Library is Coxsackie is moving are false. But the library has hired an architect to evaluate its space and function needs, and to assess the safety of the current building. Library President Bill Conine recently met with the Town Council to put the rumor to rest. The library is currently awaiting the architect's final report. This is the first time the building's structure and safety have been evaluated. The architect's services are being paid for with funds from the library's reserve account.
