Jim Planck reports in The Daily Mail the Town of Catskill adopted its 2013 budget this week. The adopted spending plan calls for a tax levy of $3.2 million, a 1.6-percent overall decrease from 2012. The tax rate will increase five cents in both the town and village rates. Budgeted expenses are expected to increase next year, as are revenues. Read the full story in The Daily Mail.

In other news, Kyle Adams reports Catskill Village President Vincent Seeley has indicated he will remain village president, despite being elected to a seat on the Greene County Legislature. Seeley's decision to do so has received the go-ahead from the village attorney. Although New York state law restricts county officers from holding other elected county, town or city offices, it makes no mention of village offices. “I’m going to do everything that’s appropriate within the law,” said Seeley. “But it’s my intent to keep both positions.” Village Board Trustee Joseph Kozloski, also tentatively elected to the Greene County Legislature pending absentee ballots, has indicated he will likely step down. The Register Star is reporting Hudson Mayor William Hallenbeck Jr. presented the city's $12 million budget to the Common Council, Thurs., Nov. 8. The budget comes in under the state's two percent tax. The proposed spending plan features a zero percent tax increase, a decreased general fund, cuts to several departments and raises for department heads and commissioners. It also provides raises for aldermen and the Common Council President. The proposal calls for a number of fee increases, including parking, vendor permits and licenses for plumbing and dogs. The budget proposal is contingent upon Common Council’s approval of $300,000 in anticipated revenue from the sale of the Dunn’s Warehouse building and a vacant lot at 400 State St. A public hearing on the city's 2013 budget will be held 6 p.m., Nov. 19. Bob Gardinier reports in the Times Union a state appellate court unanimously rejected Columbia County District Attorney Paul Czajka's (pronounced CHAI-kah) appeal of a ruling that blocked him from prosecuting a case he formerly presided over as a judge. The Appellate Division of the state Supreme Court declined on Thurs., Nov. 8,  to reverse a lower court ruling that forbids Czajka's office from prosecuting the case of Nicholas Fox, who faces a weapons possession charge. That ruling ordered Czajka's recusal and appointed the office of Greene County District Attorney Terry Wilhelm as a special prosecutor. Czajka was a county judge for 16 years before winning election as district attorney last year. He presided over Fox's arraignments in 2010. Read the full story in the Times Union.

W.T. Eckert reports in The Daily Mail, according to the numbers produced by the Greene County Board of Elections in the New Baltimore Town Justice race Tues., Nov. 6, Republican James Huff defeated Democrat Lee A. Davis. But both parties now agree those numbers are wrong. It seems Davis' vote total for one of the town's four districts was overlooked. With the addition of those numbers, Davis is now ahead by 64 votes. The matter is now under review by the Board of Elections. Read the full story in The Daily Mail.

Kyle Adams reports in The Daily Mail it will be weeks before a winner in the 46th Senate District race is declared. With the machine votes counted, Democrat Cecilia Tkaczyk, leads Republican Assemblyman George Amedore by just 139 votes. The race will be decided by nearly 8,600 absentee ballots. That count will begin Nov. 19. Amedore declared victory before all the votes were talled, election night. The 46th SD includes most of Albany and Schenectady counties, as well as Greene, Montgomery and Ulster counties. Adam Shanks reports in the Register Star one day after Election Day, Democrat Cheryl Roberts is still holding on to hope in her challenge against incumbent Republican Steve McLaughlin for the 107th Assembly District seat. Despite McLaughlin’s 2,300-vote lead, Roberts has not admitted defeat. In a statement released Wed., Nov. 7, Roberts acknowledged the outlook was grim, but said she wanted all votes to be counted. The 107th District covers most of Rensselaer County, seven towns in Columbia County and two towns in Washington County. Roberts would need to win 80 percent of the absentee ballots cast to tie with McLaughlin, according to Shanks. Read the full story in the Register Star.

The National Weather Service in Albany has issued a Winter Weather Advisory for snow and gusty winds. The advisory will stay in effect until 7 a.m., Thurs., Nov. 8. Snowfall accumulations of two to six inches is expected in valley areas, and four to eight inches across the higher elevations. There will be periods of snow, some moderate to briefly heavy in intensity and continuing overnight. Slippery travel conditions are likely to develop this afternoon and continue through the overnight hours. Poor visibility is also likely due to falling and drifting snow. A Winter Weather Advisory means that periods of snow, sleet or freezing rain will cause travel difficulties. Be prepared for slippery roads and limited visibilities and use caution while driving.

Thomas Kaplan reports in The New York Times New York Democrats said early Wed, Nov. 7, the party is poised to take control of the state Senate following the election of several Democrats in critical legislative races, Tuesday. Republicans have not conceded defeat, and Albany watchers said it could be days before either party is able to assert control, because the Democratic caucus will include five members who have not ruled out backing Republican leadership of the chamber. Republicans currently hold 33 of 62 Senate seats. The chamber will expand to 63 seats January 1, as part of the redistricting plan drawn up by the GOP. Read the full story in The New York Times.

Kyle Adams reports in The Daily Mail state senatorial candidates Republican George Amedore and Democrat Cecilia Tkaczyk, are neck and neck in the race to represent the 46th District in the New York State Senate. Amedore declared a victory late Tuesday, but the numbers were still too close to call and were still being counted. Tkaczyk did not concede, her camp was confident that when the votes are counted she will be the next senator from the 46th District. The newly drawn 46th includes Greene, Montgomery, and Ulster counties, along with most of Albany and Schenectady counties, as well. Read the full story in The Daily Mail.

W.T. Eckert reports in the Register Star Republican Pete Lopez won in a landslide over Democrat Jimmy Miller in the newly drawn 102nd Assembly District race, Tues., Nov. 6. In Greene County, Lopez received 64 percent of the vote. Lopez said Tuesday night his priorities will include job retention and job creation, and he will work for a sustainable budget. Lopez said within the next two years some education issues need to be addressed. He mentioned mandate relief, state funding and more responsibility to the schools, in particular. "...we have to work with the governor aggressively to help stabilize our rural schools to provide quality, affordable education," Lopez said. Read the full story in the Register Star.

Jim Planck writes in The Daily Mail on the Greene County Legislature election, Tuesday. In Catskill, three of the four available seats were taken by Democrats, Kevin Lennon, Vincent Seeley and Joseph Kozloski. The fourth spot went to top vote-getter overall, Republican Linda Overbaugh. There are reportedly 400 absentee ballots to be counted in that race. In other races in Greene County, incumbents prevailed. In New Baltimore, incumbent James Van Slyke defeated challenger Patrick Linger. In Prattsville, Ashland, Windham, Jewett, incumbent James Hitchcock defeated challenger Sondra Clark. In Durham, incumbent Patricia Handel defeated challenger Leslie Armstrong, on the Independence ballot. Races in Athens, Cairo, Coxsackie, Durham, Greenville and Halcott, Lexington Hunter were uncontested. In town races, incumbent Halcott Councilman Yukari Day defeated challenger Walter Miller for a seat on the town council. Michael Ryan reports in The Daily Mail on the town council special election in Prattsville, Tuesday. In that contest, Democrat Kory O’Hara defeated his Republican challenger Greg Cross. O'Hara won by a 66 votes, with as many as 50 absentee ballots left to be counted. Democrat Kristin Tompkins was ahead of opponent Republican David Martin, late Tuesday night. If Tompkins wins, the Democrats will hold a majority of the town board. Read the full story in The Daily Mail.

Jim Planck reports in The Daily Mail newcomer Anthony Coiro, of Haines Falls, prevailed over opponent Paul Solodar, of Hunter, to win a one-year unexpired term on the Hunter Town Board. Barbara Reina reports in the Register Star, In Kinderhook, Proposition One, a proposal to increase the annual contribution of the town of Kinderhook to the Kinderhook Memorial Library passed. The proposition passed in Stuyvesant, as well. The increase is intended to go toward the replacement of the library's public access computers with new, upgraded models. Kyle Wind reports in the Daily Freeman incumbent U.S. Rep. Chris Gibson, Republican of Kinderhook, defeated Democrat Julian Schreibman of Ulster County in the 19th Congressional District race, Tues., Nov. 6. Shortly before 1 a.m., Wednesday, Schreibman issued a statement conceding the race and wishing Gibson well:

I want to congratulate Congressman Chris Gibson on his victory tonight. ...While we have differed on many issues, he has served with honor during his time in Congress. It has been an incredible experience meeting so many wonderful people across the Hudson Valley and the Catskills, and I look forward to the next chapter in my life which, most immediately will mean spending more time with my wonderful family.

Gibson currently represents the 20th District, but parts of his district are to be combined with large swaths of the 22nd Congressional District, represented by retiring U.S. Rep. A coastal storm will allow for breezy conditions for late this morning through tonight. Wind gusts of 25 to 40 mph are expected. However, if wind gusts of 45 mph or greater appear likely then a wind advisory will be issued.

Rain and snow this afternoon will change over to all snow for the overnight hours. A light accumulation of snow is expected. 8:02 p.m. CNN is reporting President Barack Obama is leading challenger Mitt Romney in electoral votes, but lags behind in the popular vote by three points. With 54 percent of the votes counted, the race is a near dead heat in Florida; Obama is leading as the results are being processed in both New Hampshire and Ohio. The polls in the battleground states of Colorado, Nevada, Iowa and Wisconsin remain open. Polls close in New York at 9 p.m.

8:37 p.m. The networks are projecting Obama the winner in New Jersey, with its 14 electoral votes. CNN is projecting Romney the winner in Arkansas and Tennessee with their combined 17 electoral votes.

9:01p.m. CNN is reporting that Romney will win Alabama and it's nine electoral votes.

9:10p.m. CNN is reporting that Romney will win Kansas, Louisiana, Mississippi, Nebraska, North Dakota, South Dakota, Texas and Wyoming with Obama winning New York and Michigan.

9:13p.m. CNN projects  that The Republican Party will retain control of the House of Representatives.

9:50 p.m. CNN reports Obama winning Pennsylvania and it's 20 electoral votes.

Pat Doxsey is reporting in the Daily Freeman a federal judge has ordered the Dutchess County Board of Elections to register approximately 100 college students whose voter registration applications had been denied by Republican Elections Commissioner Erik Haight. U.S. District Court Judge Kenneth Karas issued his ruling late Monday in a class action suit brought by four college students who said they were illegally being denied the right to vote. Democratic Elections Commissioner Fran Knapp, who opposed Haight’s effort to reject the students’ registration applications, called the ruling “a great day for all voters.” Haight barred roughly 100 students at Bard College, Marist College and the Culinary Institute of America from registering to vote because although the students listed the street address of their dormitory on their applications they did not list the name of the dorm in which they reside. New York Attorney General Eric Schneiderman announced an Election Day hotline for minority-language voters, people with disabilities, and others needing help during todat's election. Voters can call the Hotline at 800-771-7755 or email civil.rights@ag.ny.gov at any time between 6 a.m. and 9 p.m. to report problems at the polls.

Greene County Democrats and Republicans will wait for results down the street from each other in Catskill Tuesday night. Nathan Mayberg reports in the Register Star a proposal to add a new surcharge on all mobile devices in Columbia County has stalled. The discussion was put off after members of the county Board of Supervisors disagreed over the amount to be charged. The proposed 30-cent-per-month tax would apply to all mobile devices, including cell phones and iPads. The new surcharge was put forward by county officials to help make up for declining revenue from a surcharge on landlines, in order to pay for the expenses of the county 911 office.
