The Daily Freeman is reporting during the first two days of bow hunting season, seven hunters were arrested and charged with various violations of state hunting regulations in Greene County, according to the Region 4 director of the state Department of Environmental Conservation. Regional Director Gene Kelly said most violations were for hunting deer or bear using bait. He said some hunters place a pile of food in the woods weeks before hunting season opens to get wildlife accustomed to frequenting the “bail pile.” When the season opens, the hunter waits at the bait pile for the animal to come along, a practice that is unethical and illegal, Kelly said. William J. Kemble reports in the Daily Freeman the Catskill Town Board has approved a one-year contract with the village-based Catskill Fire Department to cover parts of the town. The agreement was adopted following a Town Board public hearing, Tues., Oct. 2. Village officials said a longer contract may be sought next year. The contract approval came roughly five weeks after town residents voted against establishing a joint town-village fire district, while village residents voted in favor of the proposal. Adam Shanks reports in the Register Star the Chatham Town Board will present to the public its 2012-13 town budget at 7 p.m., tonight at the Chatham Town Hall. Because of rising costs, Supervisor Jesse DeGroodt said, the town expects the tax levy increase needed will exceed the state mandated cap. If that happens, the spending plan will have to be approved by town voters by a super majority, or 60 percent. The board will hold a second workshop Oct. 11. Gov. Andrew M. Cuomo signed Wed., Oct. 3, legislation allowing the state Department of Motor Vehicles to place a distinguishing mark on state identification cards and drivers' licenses to indicate its holder is a veteran, according to a statement released by the Goveror's office. Under the law, any veteran of the U.S. Armed Forces may request the veteran status mark from the DMV. The rationale behind passage was to facilitate a simpler and convenient way for veterans to show and verify their status. Many local businesses throughout New York provide discounts to veterans. The law takes effect in one year. The review of documents supporting an honorable discharge from the armed forces will now become an additional task for DMV staff during the license renewal process.

"This is a one-joke production, but what a joke it is, and what a voice delivering it. Orson Welles has been at the center of some of the most famous film and radio productions in history, as well as plenty of obscure marvels such as this attack on the American political scene of the late '60s, released on the Media Arts label with one trillionth the impact of "Citizen Kane" and his sad little sled. Revisited only a few weeks after the late-2005 death of Eugene McCarthy, one of the main characters from the chapters of American history depicted on this LP, the virtuoso Welles performance holds up with a bittersweet majesty, the text itself impressive if on the whole overcooked to the extent of an 18-hour French cassoulet. That many hours or more of material could be concocted from any subject given this sort of treatment, the Biblical makeover with the mockingly solemn narration: "And it came to pass that on the very first day, the record critic held the recording of Orson Welles in his sweaty hand and declared that it is good." Factor in as many puns and elbow-in-the-ribs references to topical material, an actual "L.B. Jenesis" as described in the opening selection, and it is sometimes too good, a bubble bath of social snickery without a drain-out valve. The background music credited to Luchi de Jesus is rich and classy; but of course the tapping of a spoon sounds that good next to the voice of Orson Welles. His rich palette of tonal inflections, treading authoritatively over the apex of the music bed, at times approaches the surreal heights of a Firesign Theatre album."

Kyle Adams reports in The Daily Mail the members of the Local Development Corporation for the Village of Catskill board of directors voted Tues., Oct. 2, not to dissolve the five-year old organization. Instead, it will prioritize the collection of nearly $250,000 in defaulted loans to local businesses. The group also intends to resolve its regular meeting schedule and appoint officers. A search will be conducted for a consultant to contract as executive director. Founded in 2007, the organization provides microenterprise and job creation loans to assist individuals start, or expand a business. Read the full story in The Daily Mail.

New York school districts will be overcharged at least $100 million in 2012 by the Boards of Cooperative Educational Services, according to a Gannett News Service investigation by David McKay Wilson. Gannett reports BOCES (BOE-sees) overcharged school districts $473 million from 2007 to 2011. These costs come from the state’s 37 BOCES services that support school districts’ management or central office functions. State Education Commissioner John King said the overcharges should be viewed as an “accounting practice” necessary to run the system. Critics call BOCES’ actions evidence that taxpayers are getting taken, year after year after year. William J. Kemble reports in the Daily Freeman a 2013 budget proposal put together by Catskill Town Supervisor Joseph Leggio would increase spending, but at the same time cut the town tax levy by two percent. Leggio said he is not certain whether the Town Board will add to the proposed spending plan, which totals nearly seven million. Kyle Adams is reporting in The Daily Mail Les Armstrong is now the Independence Party  candidate in the November general election for the Durham seat on the Greene County Legislature. Armstrong and incumbent Patricia Handel deadlocked at 13 to 13 for the line following the Sept. 13 primary, leaving the final decision to the committee. “Primarily, our party’s about change and choice,” said George Acker, Independence chair, about why they chose the Cornwallville elk farmer. The Register Star is reporting the Columbia County Environmental Management Council will host a public forum Oct. 8, on various questions related to the TCI fire with Dr. David Carpenter, director of the Institute for Health and the Environment at the University at Albany’s School of Public Health. Carpenter is an expert on the human health effects of environmental contaminants, including metals and organic compounds. A Council spokesperson aid the forum is intended to focus on the science of what happened at the fire site and surrounding areas, and how emergency personnel can be prepared to safely handle a similar incident in the future. The massive fire and explosions occurred overnight, Aug. 1. The cause of the fire is still unknown.  The forum will take place at the Ghent Recreation Center on county Route 22. Ariel Zangla reported in the Daily Freeman the Catskill school district Board of Education will leave two vacant seats unfilled until the annual budget vote and school board election is held in May 2013. The two seats will remain open unless a problem arises, said board President Michael Bulich. Karen Haas resigned in July and Christopher Van Loan stepped down in late August. Kyle Wind reported in the Daily Freeman Republican Congressman Chris Gibson and Democrat challenger Julian Schreibman have agreed to a series of three debates leading up to the general election, Nov. 6. A second debate will be broadcast by WMHT-TV, Oct. 18; a third debate will be held on the SUNY Oneonta campus, Oct. 24. Melanie Lekocevic reported in The Daily Mail the 2013 budget cycle for the town of Coxsackie has begun, and officials are predicting a tight year ahead. Among the challenges: A precarious revenue stream, state mandates and the tax cap. According to Town Supervisor Alex Betke a significant issue for cash-strapped Coxsackie will be the tens of thousands of dollars in fees the town will be obligated to pay for local students to attend a community college other than Columbia-Greene. Coxsackie, New Baltimore and Greenville are greatly impacted by that policy because of the number of students opting to attend Hudson Valley Community College located in Troy. William J. Kemble reports in the Daily Freeman students in the Catskill school district are being encouraged to work with village officials under the community service requirements implemented this year. Village Board President Vincent Seeley appeared recently before the Board of Education to present options for student participation, from documenting plots and condition of the cemetery to volunteering for events at Halloween and Christmas. Under the new guidelines, students in grades 6 through 12 are required to perform an hour per month of community service.
