Public hearings in Ghent soon will help consider the fate of a proposed electric transmission line and a town law regarding issues around concerts and festivals, and race tracks, in Ghent. Project Ghent is organizing opposition to the proposed NYSEG transmission line that, they say, is artificially taking an indirect route through Ghent to get around local regulation of the line; company officials say their way is best for all. Administrative Law Judge Eleanor Stein heads a Public Hearing about the project at the West Ghent Fire Co. Station, 74 Bender Blvd, in Gerald Simons Commerce Park, just off 9H. The Public Service Commission holds an information session first at 4 p.m., with public statements at 5 p.m. The Town of Ghent also holds a public hearing at 7 p.m. June 20 at Town Hall to consider proposed Local Law No. 1 of the year 2013, "which would amend the Town of Ghent Zoning Code regarding issues of concerts, exhibitions, festivals, race tracks, commercial rural recreational (use)."

Gail Heinsohn reports in the Register Star Columbia County District Attorney Paul Czajka (CHAI-kah) has declined to prosecute the first alleged SAFE Act violation in the county. In an appearance in New Lebanon Town Court Thurs., May 23, Czajka dropped the charges lodged against Hopewell Junction resident Gregory Dean Jr., by the New York State Police in May. Dean was charged after he was allegedly found in possession of a loaded magazine containing nice rounds of ammunition, an amount in excess of the seven rounds permitted by the new law. In court Thursday, Czajka said he would “decline to prosecute the unlawful possession of ammunition feed devices.” A number of factors relate to any decision a prosecutor makes, he said, but "given the circumstances of this case, it was my decision to exercise my prosecutorial privilege." Brian Hubert reports in The Daily Freeman the town of Cairo is giving serious consideration to solar power for its town buildings. The town is working with solar contractor New York Light Energy to look at ways to install solar panels at the library, the highway garage, Canna Park and the sewage treatment plant. Deputy Town Supervisor Doug Ostrander said, “We’re looking at ways to reduce or eliminate our electric bill." The town would enter into an agreement with New York Light Energy to install the arrays at the company's expense. In return, the company would sell the power to the town at a reduced rate. The Latham-based company specializes in providing solar installations mainly to large commercial clients like businesses and school districts. Read the full story in The Daily Mail.

William J. Kemble reports in the Daily Freeman opponents of the proposed $1.5 billion acquisition of CH Energy Group by Fortis Inc. of Canada said the state Public Service Commission should reject the deal based on Fortis’ track records in Belize and British Columbia. The groups Citizens for Local Power and the Public Utilities Law Project held a press conference Thurs., May 23, asserting Fortis cannot be trusted in the utility regulatory process. Representatives from Belize and British Columbia leveled allegations against Fortis of falsifying documents, failure to comply with court orders and making false promises. A spokesperson for Citizens for Local Power noted that Fortis itself raised the issue of whether it can be trusted to be a good corporate citizen. Kyle Adams reports in The Daily Mail the Catskill Village Board has approved a plan to purchase new equipment and make repairs to municipal buildings. The cost of the plan was estimated to be $250,000. It includes the purchase of two new medium duty dump trucks, the replacement of the Department of Public Works garage roof and the renovation of the police station lobby. The village will bond the expenses over five years. Village board members supported the measure, calling the repairs "long overdue." Read the full story in The Daily Mail.

Gov. Andrew M. Cuomo has called for the creation of tax-free zones around school campuses statewide as part of plan to attract potential start-up businesses to upstate New York. The initiative, called "Tax-Free-NY," will allow new businesses the opportunity to operate completely tax-free on a SUNY campus for a decade. The plan was unveiled by Cuomo, Wed., May 22. Under the proposal, all SUNY campuses outside of New York City, and all private colleges located north of Westchester County would be eligible as sites. Cuomo said the initiative will "supercharge" his administration's efforts to support the upstate economy, making the region "a magnet" for new business and new jobs. There are 64 SUNY campuses located throughout the state. Columbia-Greene Community College is part of the State University of New York system.

Nathan Mayberg reports in the Register Star on the details of the recent Taconic Hills Board of Education election. Unlike all other school board elections in Columbia County, no names appeared on the Taconic Hills ballot, Tues., May 21. The three-seat race was a write-in vote. The top vote getter was Robert Piper, a carpenter by trade and longtime board meeting attendee, who received 110 votes. Piper estimates he has attended nearly 95 percent of all board meetings held in the past 16 years. He laments the burden placed on the district by what he calls, "unfunded state mandates" and advocates for the elimination of the Regents exams. Board of Education incumbents Kevin Maisenbacher and Donald McComb finished second and third in the race. In all, 47 different people received votes. School Officials, and community members in Hudson, NY are searching for alternatives to incarceration of our youth. Joe Gentile reports in the Register Star a tornado was reported 12 miles south of Hudson, near Copake, Tues., May 21. Initial field reports indicated the tornado headed east, toward Great Barrington, Mass., at approximately 35 mph. A spokesperson for Columbia County 911 said no injuries were reported, but power lines and trees were felled by the storm. Quarter-sized hail was reported in Kinderhook and Chatham. National Weather Service investigators are expected to visit Copake in the coming days to survey the damage, and to determine if it was actually the byproduct of the reported tornado. Casey Seiler reports at Capitol Confidential opponents of the New York SAFE Act gathered on the East Capitol steps to denounce Gov. Andrew M. Cuomo and legislative leaders, Tues., May 21. Roughly 400 participants attended the rally, and pressed for passage of Assembly member Steve Katz's measure to repeal the gun control legislation. The event was hosted by the NY2A Grassroots Coalition. The group headed into the Capitol to distribute 400,000 signed postcard-sized slips of paper calling for a vote on Katz's repeal bill. A notice to members of the Legislature distributed at the rally warned, "Any elected person who votes to retain the SAFE Act is not fit to hold office." UPDATE (5:20 p.m.) NYAlert is reporting a Severe Thunderstorm Warning is in effect in Columbia County until 6 p.m.

The NWS has indicated this severe thunderstorm is capable of producing quarter-inch sized hail and damaging winds in excess of 60 mph. The storm was located near Copake, or 12 miles southwest of Great Barrington, moving east at 35 mph.

UPDATE #2 (5:34 p.m.) NYAlert is reporting a tornado warning will remain in effect in Columbia County until 6 p.m.
Trained weather spotters reported a tornado near Copake at approximately 5 p.m., 12 miles southeast of Hudson. It is moving east at 35 mph. The tornado will be near Great Barrington by 5:15 p.m.
At 5:29 p.m., NWS doppler radar indicated a severe thunderstorm capable of producing a tornado six miles southeast of Copake, or 12 miles southwest of Great Barrington.

UPDATE #3 (4:41 p.m.): The National Weather Service in Albany has extended the Severe Thunderstorm Warning until 5:30 p.m. The National Weather Service in Albany issued a Severe Thunderstorm Warning at 2:34 p.m., effective until 3:15 p.m., for southeastern Albany County and northern Columbia County. This includes Chatham, northeastern Greene County and extreme southwestern Rensselaer County. The NWS has indicated a severe thunderstorm capable of producing quarter-inch sized hail and damaging winds in excess of 60 mph. This storm is moving southeast at 25 mph. Other locations in the warning include, but are not limited to Coxsackie, Kinderhook, Valatie, Philmont and Austerlitz. Continuous cloud to ground lightning is occurring with this storm. Move indoors immediately! If you can hear thunder, you are close enough to be struck by lightning.

John Mason reports in the Register Star Ghent Town Attorney Ted Guterman has rebutted a TCI Inc, spokesman’s recent statement that town officials were told sodium was present in the company's Falls Industrial Road plant prior to the Aug. 1 fire. It had been reported sodium and the subcontractor Power Substation Services were both present at the TCI site six months before the fire. Guterman branded the statement that town officials had full knowledge of TCI's operations, "false." He emphasized the town had no knowledge of either the PSS operation or the presence of sodium. TCI responded, calling the attorney "confused." Both sodium and PSS have been implicated as possible contributors to the disastrous fire. TCI has been widely criticized for not reporting their existence at the plant to authorities. Read the full story in the Register Star.

William J. Kemble reports in the Daily Freeman CH Energy Group and Fortis Inc. has announced an agreement is imminent that will sway employees into endorsing Fortis's proposed $1.5 billion takeover of Central Hudson Gas and Electric Corp.'s parent company. A Central Hudson representative announced Mon., May 20, a pending labor agreement will now provide job protection against layoffs through April 30, 2017, and create additional jobs, as well. The IBEW Local 320, which represents the majority of Central Hudson’s employees, has been criticized by Central Hudson and Fortis Inc. officials for requesting evidentiary hearings in the proposed takeover.
