Karrie Allen writes in the Register Star the New York State Police have reported the first New York SAFE Act violation in Columbia County. A Troop K spokesman said during a traffic stop on Route 22 in New Lebanon, a 31-year-old Hopewell Junction man was alleged to have been found in possession of a loaded magazine containing nine rounds of ammunition. A maximum of seven rounds in a magazine is permitted under the SAFE legislation. The driver was in legal possession of the Smith and Wesson semi-automatic .40 caliber handgun. He was charged with two misdemeanors and issued appearance tickets, returnable later this month in New Lebanon Town Court. Read the full story in the Register Star.

Nathan Mayberg reported in the Register Star Columbia County now has a prison reentry program. The non-profit organization, Reentry Columbia, opened last month and has already seen 10 clients. Reentry Columbia will refer its clients to agencies where they can get help with employment, substance abuse treatment, mental health services and other social services. The program received $25,000 in financial support from the county. It is currently housed in the basement of the First Presbyterian Church in Hudson, but is expected to relocate to space in the county office building located at 401 State St., in June. The Mid-Hudson News Network reported student enrollment figures in school districts across the Hudson Valley continue to decline, prompting discussion about closing schools and reorganizing districts, according to a report released Thurs., May 9, by Hudson Valley Pattern for Progress. The report examines future enrollment projections for 114 public school districts, including those located in Columbia and Greene counties. In the overwhelming majority of districts examined, projections show enrollments that are either flat or in decline. Of the declining districts, half are predicted to shrink by 10 percent or more from their peak enrollments during the past 20 years. Read the full Mid-Hudson News story in the Daily Freeman.

Craig Wolf writes in the Poughkeepsie Journal public opposition to the effort of Fortis Inc. to buy CH Energy Group, the parent company of Central Hudson Gas & Electric Corp., has appeared to slow state approval. The Canadian company must now decide whether it wants to sweeten its offer, not for the purchase, but for the public benefit component that is a central issue to be weighed by the state Public Service Commission. The commissioners are scheduled to meet Thurs., May 16, but the Fortis proposal does not appear on the agenda. Public comments continue to be posted at the Commission's Web site, despite the May 1 deadline. Hundreds of messages appear, the most recent published Thurs., May 9. Ken Schachter in Newsday reports that the 17-year "Brood II" cicadas may be seen and heard throughout the Hudson Valley when ground temperatures reach 64 degrees. At 94 decibels, many town planning boards have ordinances against such nuisances. The Cornell Cooperative Extension reports the adults will populate a narrow band from western Massachusetts and Connecticut, as well as the Hudson Valley, south to northern and western North Carolina, putting the WGXC listening area on the outskirts of their range. WNYC's "Radiolab" Cicada Tracker has sightings in Western Massachusetts and just north of Poughkeepsie, so far this spring, and report ground temperature in Chatham still well below the cicada threshold.

Best known as one half of the now-defunct noise duo Yellow Tears, Swanson has since embarked on solo projects that range between free guitar noise, dismantled techno, and electronic soundscapes. For “Eliminated Artist,” Swanson recorded improvised rehearsals by Yarn/Wire and worked with the ensemble to craft a repeatable framework for live performance. A combination of acoustic signal and rehearsal recordings were then constructed into a live electronic mix by Swanson during the performance.

Mike Ryan reports in The Daily Mail long-time Prattsville Town Justice and former Greene County Legislature Clerk Donald Olson died Thurs., May 9, in a two-car, head-on collision on Route 23, three miles east of Windham. The accident occurred at approximately 8:15 a.m., closing that section of Route 23 for more than four hours. Few details have been released by the Greene County Sheriff's Office. While no official confirmation is available, a black banner hung over the door of the Prattsville firehouse in memory of Olson, who was a member for almost 25 years. UPDATE (6:30 p.m.) -- In a statement released late this afternoon, the Greene County Sheriff's Office reported a preliminary investigation that included a crash scene reconstruction by the New York State Police, indicated the vehicle driven by the surviving driver crossed the center yellow lines and struck Olson's vehicle. The identity of that driver is not being released pending further investigation.

Joe Gentile reports in the Register Star the Hudson City Republican Committee has endorsed candidates in anticipation of the November election. Chairman George DeJesus announced the committee's support for the re-election of Mayor William H. Hallenbeck Jr., and first-time candidates Vincent Concra, for Common Council President, and Rachel Kappel, for city treasurer. DeJesus said the committee was extremely satisfied with Hallenbeck's performance as mayor. “He’s kept his promises,” DeJesus said. Concra is the former Greenport building inspector and is a life-long city resident. Kappel is employed by Columbia-Greene Community College in the Office of Records and Administration. Kyle Adams reports in The Daily Mail the Village of Catskill Board of Trustees approved a resolution Wed., May 8, to make the village’s two main parks mostly smoke-free. Signs will soon be posted designating nearly all of Dutchmen’s Landing a tobacco-free zone. There will, however, be a 400-square-foot smoking section established near the boat launch. Elliott Park will be tobacco-free while youth sports events are underway. Six other Greene County municipalities have full or partial smoking bans in public parks, including Tannersville, Cairo, the town of Catskill, Greenville, Coxsackie and Athens. A representative of the Rip Van Winkle Tobacco-Free Action of Columbia and Greene Counties said 300 municipalities statewide have made their parks 100 percent tobacco free. Mayor William H. Hallenbeck Jr. announced Wed., May 8, the city of Hudson will now purchase its electric supply as 100 percent locally produced wind power, the only community in New York to do so. The power will be purchased through retailer Viridian Energy as part of the Pure Green program. Hallenbeck made the announcement at the city's central firehouse, surrounded by city officials and Viridian representatives. Hallenbeck said, "Today, we embark on the future of Hudson, saving taxpayers' hard earned dollars where we are able to while doing something right for the environment and our state's economy." Common Council President Don Moore called the decision a welcome milestone for Hudson. According to a statement released by the Mayor's Office, the city will save more than $41,000 in the coming year and nearly $500,000 in the next decade as a result of the change. The power will be purchased from retailer Viridian and delivered by National Grid beginning next month.

William J. Kemble reports in the Daily Freeman the state Public Service Commission staff says it is too late to call for evidentiary hearings on the proposed takeover of CH Energy Group by the Canadian company, Fortis Inc. The request for the hearing came from Consortium in Opposition to the Acquisition and Citizens for Local Power. An attorney who represents both groups called the recommendation disappointing. The staff’s recommendation, made Tues., May 7, will be considered by the commission. The commission ultimately will decide whether to allow the $1.5-billion takeover. After four recent public hearings on the matter, two New York administrative law judges said in a recommendation to the Commission, the potential benefits of the deal are outweighed by the disadvantages. Brian Tumulty reported in the Binghamton Press & Sun-Bulletin Sen. Kirsten Gillibrand is predicting New York farmers will like the changes contained in a five-year farm bill Congress could approve later this year. The Senate approved a new farm bill a year ago, but it was never signed. Gillibrand is a member of the Senate Agriculture Committee. The committee will begin drafting the new legislation next week. Gillibrand predicts the bill will pass the Senate this year with many of the same New-York-friendly provisions she inserted into last year's failed legislation. State farm groups support the expected creation of a new income insurance program for dairy farmers, revisions to the crop insurance program to accommodate specialty crop growers, expanding broadband infrastructure in rural areas and increasing the population cutoff for communities to qualify for federal rural aid programs. Nathan Mayberg reports in the Register Star the state Comptroller’s Office is wrapping up a risk assessment and audit of the Town of Stockport. The review included expenditures for fiscal years 2011 and 2012. Approximately $250,000 in town funds were reported unaccounted for last fall. As a result, water rates soared more than 300 percent for Stockport residents this year. Town Supervisor Matt Murell said the representatives of the Comptroller's Office held an exit interview with him Mon., May 6. He said the office will release its findings this summer. Murell also said the town’s accountants can now shed light on where the missing money went. Those findings are expected to be released within the next month. Read the full story in the Register Star.
