John Mason reports in the Register Star under a law passed by the Hudson Common Council May 21, city residents will not have the freedom to put off paying water rents they currently enjoy. Bills more than 60 days old would now be added to the property tax bill in January of the following year. Mayor William H. Hallenbeck Jr. presided over a public hearing on the proposed legislation, Mon., June 10. No residents were present to comment on the law, which now goes to the Mayor for his signature. Brian Nearing reported in the Times Union the owners of TCI of New York have set up temporary shop at the Port of Coeymans on the Hudson River. The transformer dismantling and transporting company's 30,000-square-foot facility in Ghent was destroyed by fire Aug. 1. TCI is currently seeking permission to rebuild at that location. According to a statement released by TCI Thursday, the company is now operating "on a temporary basis in Coeymans while we continue to evaluate our long-term opportunities. A permanent facility in the Port of Coeymans is among the opportunities we are considering, and we have submitted a site plan to the Coeymans Planning Board for its review." The company is said to be considering locations in East Greenbush, Rensselaer and Schodack, among others, as well. Read the full story in the Times Union.

Hudson-based Columbia Opportunities, Inc. announced it has closed the Section 8 Housing Choice Voucher Program's Columbia County waiting list for the first time in 35 years. The organization said in a statement released Fri., June 7, the action was taken as a result of the federal austerity fiscal policy that went into effect March 1. Under the closure, no new applications for housing vouchers will be accepted, and no new households will be added to the waiting list until further notice. More than 1,000 eligible applicants are currently on that waiting list. Columbia Opportunities is the local administrator for the program, which provides rental assistance to low income households, including senior citizens and disabled persons on fixed incomes. The program serves more than 200 households countywide.

Nathan Mayberg reported in the Register Star Congressman Chris Gibson is lauding the passage of a 10-year farm bill last month by the U.S. House of Representatives Agricultural Committee. The bill, known as the Federal Agriculture Reform and Risk Management Act of 2013, includes $94 billion of annual spending, and sets agricultural policy for five years. Among the provisions: Help for new farmers in the form of access to land, grants and loans, also discounts on insurance for farmers, particularly a new marginal insurance framework for dairy farmers. The bill also includes funding for rural broadband. Gibson called the legislation a “constituent-driven process” with help from local farmers. Read the full story in the Register Star.

Kyle Adams reports in The Daily Mail Kenneth Rosimini resigned from the Coxsackie Village Police Department late last week. Rosimini was arrested in Albany and charged with felony weapons possession and menacing in December. He allegedly threatened an acquaintance with a loaded gun. The village filed formal charges against him a week later, and a hearing on those charges was scheduled for this week. Coxsackie Mayor Mark Evans said, “As far as we’re concerned, he’s resigned and the matter’s closed.” Read the full story in The Daily Mail.

Jon Campbell in Politics on the Hudson reports that thousands of teachers, students, and other supporters gathered for a rally organized by New York State United Teachers outside of the state Capitol on Sat., June 8. Many in the crowd, Campbell reported, wanted the state to employ fewer standardized tests. Tue., June 11, the Capitol may be even more crowded, this time with pro-gun rights protesters who do not like the SAFE Act voted on quickly in the wake of the Newtown, CT school shooting last December. Joseph Spector in Politics on the Hudson writes that organizers want to promote civil disobedience at the rally. Spector quotes Assemblyman Bill Nojay, R-Pittsford, Monroe County, “The crowd is going to be heavily weighted toward the government employees that are most affected by the SAFE Act,” said Nojay, who is an organizer of the rally. “And the thrust of a lot of the comments is going to be civil disobedience and resistance to its implementation.” That rally is from noon to 2 p.m., Tuesday, and Pete Lopez, who represents Greene and Schoharie counties in the State Assembly, will be there.

Founding member and half of goth electronic duo Light Asylum, Shannon F is a force to be reckon with and veteran of the NYC music scene.

Melanie Lekocevic reports in The Daily Mail the Athens Village Board has decided to hire an independent contractor to mow the village's lawns, effective immediately. The contract was awarded to D & C Lawn Care. The company will charge the village more than $12,000 to do the work this season. Mayor Chris Pfister proposed the idea as a way to relieve the village Department of Public Works of its the lawn-mowing duties, freeing workers to take on other tasks. There are 10 sites to be mowed throughout the village including Riverfront Park, Rainey Park and the Athens Little League field. Read the full story in The Daily Mail.

Matt Bathrick reports in the Columbia Paper Chatham Central School District Superintendent Cheryl Nuciforo formally recommended last week the Board of Education close the middle school building located on Woodbridge Avenue and consolidate students into the district's remaining two buildings. Under the plan, the 6th grade would move to the Mary E. Dardess Elementary School, and grades 7 and 8 would be relocated to the high school building. Nuciforo said the proposal was developed around one guiding principle: “To provide the best possible education for Chatham students at a cost the community can afford.” A final town hall meeting on the plan will take place June 11. Rob LeDonne reports in The Daily Mail large crowds were on hand for the start of Mountain Jam, the four-day music festival held at Hunter Mountain, Thurs., June 6. Gary Chetkof, the promoter for the annual festival, said record attendance is expected this year. "We’ve never had so much music,” he said Weather worries loom, however. The National Weather Service in Albany has issued a flood watch for Greene County through Saturday night, due to the impending threat of Tropical Storm Andrea. Mountain Jam was established in 2005, and now draws thousands of visitors from across the country to the mountaintop. The combination of a lingering frontal boundary across the region will team up with moisture moving up the eastern seaboard ahead of Tropical Storm Andrea resulting in a prolonged period of rainfall that will continue into Saturday. The primary threat from the heavy rainfall is in areas of poor drainage. Sharp rises are expected on the smaller rivers and streams with minor flooding possible.

Nathan Mayberg reports in the Register Star members of the Columbia County Board of Supervisors and County Controller Ron Caponera publicly discussed the status of the county's budget and fiscal health, Wed., June 5. The discussion included the possibility of selling the county’s Certified Home Health Agency (CHHA), capping the amount of sales tax revenue the county shares with towns, privatizing the Pine Haven Nursing and Rehabilitation Facility, solid waste operations and other nonmandated programs. Board Chairman Patrick Grattan said the board does not want to follow in the steps of the Greene County Legislature, which went through a heavy round of layoffs and attrition in 2011. Kyle Adams reports in The Daily Mail a portion of Hunter was locked down for three hours, Wed., June 5, following the receipt of a bomb threat. Authorities reopened the Valero Country Store, and the roads and streets surrounding it, after a sweep of the building and grounds by New York State Police investigators and an explosive-sniffing dog was completed. A bomb was not found. The gas station was locked down and the area around the building cordoned off. An evacuation of the immediate surrounding area was ordered. People living beyond the evacuated area were told to stay in their homes. The State Police investigation is ongoing. Read the full story in The Daily Mail.

Adam Shanks reports in the Columbia Paper the Chatham Village Board is considering placing a yearlong moratorium on commercial development. The proposal was made in conjunction with the ongoing work of revising the village comprehensive plan. Comprehensive plans set general guidelines and goals for development. Municipalities must amend zoning laws and other ordinances to address issues raised in the plan. The moratorium would not affect residential development, or plans already approved by the village Planning Board. Officials cannot yet say how the moratorium would affect commercial properties like the now-vacant Blue Seal Feeds building. The village will hold a public hearing June 13 on the issue. William J. Kemble reports in the Daily Freeman the Caskill Town Board has agreed to pay for an audit ordered by the state after more than $500,000 was spent on flood repairs in the past two years. The board on Tues., June 4, agreed to hire the firm Pattison, Koskey, Howe and Bucci. Town Supervisor Joseph Leggio said the audit will cover all town finances. Leggio said the auditors will not be looking for anything specific. The intent of the audit is to confirm the funds were spent properly. The board also agreed to borrow $1.5 million to repair a retaining wall in the Kaaterskill Creek near Woodstock Avenue in Palenville. Federal funding is expected to cover 75 percent of the project cost, and the state will cover the remaining 25 percent. Read the full story in the Daily Freeman.

Jimmy Vielkind reports in the Times Union Gov. Andrew M. Cuomo, Tues., June 3, unveiled a sweeping "bill of rights" for women that would toughen laws against human trafficking, domestic violence, gender-based discrimination and pay inequity. The Women's Equality Act also includes language creating an affirmative right to abortion as established by the United States Supreme Court in the 1973 decision Roe v. Wade. The provision, made public nearly five months after Cuomo first described it in the State of the State presentation, does not expand rights granted by Roe and other court decisions. In a statement released Tuesday, Cardinal Timothy Dolan and New York's Catholic bishops expressed approval of the first nine points of the Act, but said they were "profoundly distressed" by the abortion provision. A spokesperson for Senate Republic Leader Dean Skelos called inclusion of the abortion language "a political maneuver designed to curry favor with extremists..." Read the full story in the Times Union.

The Associated Press is reporting Catskill is one of three villages statewide to be awarded grants to prepare for sea-level rise and waterfront flooding related to climate change. The funding was awarded by the state Department of Environmental Conservation from its Hudson River Estuary Program in partnership with the New England Interstate Water Pollution Control Commission. A spokesperson for the interstate commission says recent storms such as Irene, Lee and Sandy have shown that the threat of climate change is real and that communities need to prepare for future flood events. In addition to Catskill, the grants are going to programs in the villages of Piermont and Stony Point, both located in Rockland County.
