The National Weather Service in Albany has issued a Hazardous Weather Outlook for northwestern Connecticut, western Massachusetts, east central New York and southern Vermont beginning tonight. Two disturbances look to bring substantial rainfall to the region starting Thursday and lasting into Saturday. The potential is there for three to five inches of rainfall across the region during this time. The timing of the heaviest rainfall rates and the location of the heaviest rainfall remain uncertain at this time. If confidence increases that heavy rainfall will occur, a flood watch will be issued. Thunderstorms are possible Friday into Saturday.

Jim Planck writes in The Daily Mail the Catskill Center for Conservation and Development has finished designing a potential land acquisition program for protecting streamside lands in New York City’s watershed. The Arkville, NY-based non-profit is currently under contract with the Town of Hunter. The result of a two-year study is the creation of a Riparian Buffer Program. The alternative land acquisition program will allow the purchase of streamside — or riparian — lands, including a buffer, to protect the water quality in the stream. The program, like the parcel acquisition program currently in place, does not call for the use of eminent domain. It requires a willing seller/willing buyer scenario. The next step is to put the program into a three-year pilot phase. The state at present has approximately $5 million earmarked for the funding of water quality projects. Read the full story in The Daily Mail.

Joe Gentile reports in the Register Star local youth between the ages of 14 and 20 may still qualify for summer employment through a state-funded program. Both Columbia and Greene counties were recently deemed eligible for a portion of the $25 million made available by Gov. Andrew M. Cuomo through the New York State Summer Youth Employment Program. While Columbia County will receive more than $50,000 under the program, Greene County qualified for nearly $68,000 in funding. Children of families accepting Temporary Assistance for Needy Families, or with a family income below 200 percent of the federal poverty line, can apply. Read the full story in the Register Star.

The Daily Freeman is reporting the treasurer of the Greene County Volunteer Firemen’s Association has been arrested and charged with stealing association funds, according to the New York State Police. Mitzi-Su Fremgen, of Durham, was charged with grand larceny and falsifying business records.The amount of funds allegedly stolen was not disclosed. Police allege the funds were used to pay personal expenses and that Fremgen “submitted fictitious documents to conceal the theft of monies.”

In the case Maryland versus King, the high court ruled five to four that when police officers have probable cause they can take a cheek swab during detention in custody. The case centers on the conviction of Alonzo King, a Maryland man who was identified as the perpetrator of an unsolved rape when he was booked for separate assault charges. Victims rights groups and law enforcement hailed the decision, saying it would help identify perpetrators and prevent crime, but civil rights and privacy advocates argued that the DNA collecting is a violation of the Fourth Amendment. In a moment, we’ll hear from Hanni Fakhoury, staff attorney with the Electronic Frontier Foundation, but first we’re joined by Jayann Sepich, cofounder of DNA Saves, a legislative advocacy group she founded with her husband after the murder of their daughter, Katie.

The Associated Press reported the state Public Service Commission will conduct a public hearing on New York State Electric & Gas plan to install an 11-mile high-voltage overhead powerline near or through the towns of Chatham, Ghent and Stockport, June 14. The Commission will provide an information session beginning at 4 p.m.; statements from the public will begin at 5 p.m. The hearing will be held before Administrative Judge Eleanor Stein at the West Ghent Fire Company, located at 74 Bender Blvd, Gerald Simons Commerce Park, just off Route 9H. The proposal has been criticized by residents and public officials alike, including U.S. Representative Chris Gibson and state Assembly member Didi Barrett.

The major political parties in Columbia and Greene counties held events this weekend. The Columbia County Democrats met Saturday, June 1, at Club Helsinki in Hudson for its annual Martin Van Buren Testimonial Dinner to honor members for their service. Among the honorees:  Philanthropist Judith Grunberg, Brenda Adams, executive director of Columbia County Habitat for Humanity and the West Ghent Fire Department and Chief Jim Cesternino for their efforts in fighting the TCI fire in August. Assembly member Didi Barrett was the keynote speaker. Barrett lauded the areas potential, and said she intends to continue to work on issues such as education and ongoing efforts to create a “real sustainable economy.” In Greenville, the Greene County Republican Committee boosted enthusiasm for upcoming elections at its annual picnic, Sun., June 2. U.S. Rep. Chris Gibson spoke to the crowd at the Sunny Hill Resort and Golf Course, calling the list of scandals, including the Justice Department seizure of Associated Press reporters' phone records and the Internal Revenue Service’s targeting of conservative groups, “long and very disturbing.” Gibson and other speakers also called attention to New York’s own controversies, including the Secure Ammunitions and Firearms Enforcement (SAFE) Act and a variety of pending corruption charges against some high-level state Democrats. Also at the picnic, the committee announced its endorsement of Attorney Carol Stevens for a seat on the New York State Supreme Court, Third Judicial District, which covers Albany, Rensselaer, Columbia, Greene, Schoharie, Sullivan and Ulster counties. Joseph Spector reported in Politics on the Hudson beginning Sat., June 1, infractions for texting while driving increased from three points to five points on a person’s license. Gov. Andrew M. Cuomo said the state "needs to further crack down on texting-while-driving offenses as more drivers, particularly young people, are distracted when they drive because they are using mobile devices,” according to Spector. In 2011, texting while driving was boosted from a two-point penalty, to three, and was changed to a primary offense. Read the full story in Politics on the Hudson.

The newly formed Art School of Columbia County announced in a statement released Sun., June 2, it will open this summer. Classes and workshops will be held at the Old Schoolhouse in Harlemville, beginning in July. The pilot program will offer weekly classes for children and weekend workshops for adults. Nicole Furnee and Thomas Chulak are the founders of the school. In explaining the origin of the idea, Chulak said, “With Columbia County becoming a center for the arts, it is time for the creation of an art school that not only serves our residents, but also attracts people to the area."

Some storms could be severe, with large hail, damaging winds and heavy rain. Chance of precipitation is 60 percent today and 70 percent, tonight. New rainfall amounts between a quarter and a half inch possible.

Andrew "Cuomo said the state needs to further crack down on texting-while-driving offenses as more drivers, particularly young people, are distracted when they drive because they are using mobile devices," Spector writes. In 2011, texting while driving was boosted from a two point penalty, to three, and was changed to a primary offense, allowing police to pull over texters for that reason. The New York State Assembly passed a bill (A.6716-A) Wed., May 29 that would decriminalize possession of small amounts of marijuana. The bill is intended to reduce the amount of stop-and-frisk arrests of young people in New York City. passed 80-59, and 21 Democrats voted against it, including Didi Barrett, who represents most of Columbia and Dutchess counties in the 106th District. Local Republican Assemblyman Pete Lopez (who represents Greene and Schoharie counties in the 102nd District), and Steve McLaughlin (who represents Albany County and a parts of northern and eastern Columbia County in the 107th District), also voted against the bill, in line with all but one Republican: Assemblyman Steve Katz from Westchester County, who was ticketed for marijuana possession and speeding in March voted for the bill. Gov. Andrew Cuomo is expected to sign the bill but Senate Republicans say they won't let it get to his desk.

12:05 a.m. – 5 a.m.: "Radio Stew: Classical Music Riot"
Classical music has, occasionally, caused riots among crowds hearing new works for the first time. Daniel Auber 1830 opera "La muette de Portic sparked the Belgian Revolution. Igor Stravinsky's 1931 ballet "The Rite of Spring" may be the most famous case of a rioting crowd. From Wikipedia: "On the evening of the 29 May the theatre was packed: Gustav Linor reported, "Never...has the hall been so full, or so resplendent; the stairways and the corridors were crowded with spectators eager to see and to hear". The evening began with Les Sylphides, in which Nijinsky and Karsavina danced the main roles. The Rite followed; there is general agreement among eyewitnesses and commentators that the disturbances in the audience began during the Introduction, and grew into a crescendo when the curtain rose on the stamping dancers in "Augurs of Spring". Marie Rambert, who was working as an assistant to Nijinsky, recalled later that it was soon impossible to hear the music on the stage. In his autobiography, Stravinsky writes that the derisive laughter that greeted the first bars of the Introduction disgusted him, and that he left the auditorium to watch the rest of the performance from the stage wings. The demonstrations, he says, grew into "a terrific uproar" which, along with the on-stage noises, drowned out the voice of Nijinsky who was shouting the step numbers to the dancers. The journalist and photographer Carl Van Vechten recorded that the person behind him got carried away with excitement, and "began to beat rhythmically on top of my head", though Van Vechten failed to notice this at first, his own emotion being so great." Jim Planck writes in The Daily Mail voters in the Cairo-Durham Central School District will go to the polls again on June 18 to consider a revised budget that reduces the proposed tax levy increase from 4.23 percent to 3.73 percent. The total budget figure will remain at $27.77 million. The tax levy reduction was made possible by appropriating an additional $60,000 from the district's fund balance for the 2013-14 revenue stream. On June 21, voters rejected the board's previous spending plan and defeated the re-election of board incumbents Greg Koerner-Fox and Beatrice Clappin. At the meeting Thursday, board members were presented with the results from the exit poll developed by the high school's Participation in Government and Statistics classes. The poll showed the biggest reason people voted 'no' on the budget was the grade realignment, or Princeton, plan. PLAY (1:07) The revised budget document will become available June 3 and the public hearing will be held June 10. The re-vote will take place 12 p.m. (noon) to 9 p.m., June 18 at the Cairo-Durham Middle School. A recording of the full May 30 Board of Education meeting can be found online, at wgxc.org/archives.

William J. Kemble reports in the Daily Freeman Fortis Inc. of Canada, Thurs., May 30, countered growing opposition to its proposed $1.5 billion takeover of CH Energy Group by offering local utility customers an additional year without rate increases. CH Energy is the parent company of Central Hudson Gas & Electric Corp. The proposal was made in a letter to the state Public Service Commission. The longer rate freeze demonstrates an effort by Fortis officials to show that $50 million in storm hardening improvements to Central Hudson equipment will not result in higher costs for customers. The letter to the Commission also stated there is new evidence of "wide public support for the takeover." They cited recent union backing as an example. Separately on Thursday, environmental attorney Robert F. Kennedy Jr. added his name to the list of those opposing the Fortis-CH Energy deal. Read the full story in the Daily Freeman.

Kyle Adams reports in The Daily Mail the Greene County Republican Committee nominated Greene County District Attorney Terry J. Wilhelm for Greene County Judge in a convention at the county courthouse Wed., May 29. If elected, Wilhelm would serve the remaining year of Judge George J. Pulver's term. Pulver will step down from the bench at the end of 2013. Wilhelm has served as District Attorney for the past 13 years. He previously served as a Catskill Village Justice and county law clerk. County judges serve 10-year terms. Jim Planck reports in The Daily Mail Hunter-Tannersville Central School District is the new Odyssey of the Mind World Champion. After making its way through regional and state contests, competing against 39 teams nationwide, the five-member team successfully completed the world finals held at Michigan State University last week. Hunter-Tannersville battled three teams from South Korea, two from Singapore and from Mexico and Poland, as well, to take the world crown. Superintendent Dr. Patrick Darfler-Sweeney said Tues, May 29, he is both very happy for the district and extremely proud of the team. “I’m ecstatic,” he said. Odyssey of the Mind team members apply their creativity to solve problems that range from building mechanical devices to presenting their own interpretations of literary classics. The Register Star reports severe thunderstorms that originated between Rochester and Syracuse hit the area, Wed., May 29. Thousands of residents were left without power, and at least one reported fire was attributed to the storm. National Grid reported more than 3,000 customers without power during and after the storm in Hudson, Claverack, Greenport and Germantown. Central Hudson reported 650 customers lost power during the storm in Athens, Catskill, Cairo and Coxsackie. In Claverack a report of smoke in a basement led to several fire companies responding to put out a fire in the back of the house, suspected to be caused by a lightning strike. In Hudson, one of two steeples of the former St. John's Evangelical Lutheran Church, either pushed by wind or struck by lightning, fell into Sixth St., at the height of the storm. WGXC's Tanya Blue spoke to two men at the scene: PLAY clip (1:05). In Greene County, lightning reportedly struck a house on Summit Avenue in Catskill, and downed a limb, knocking out power on Woodland Ave. near William St. The National Weather Service reported no confirmed tornadoes, despite tornado warnings posted for several areas, including northern Greene County.

Rick Karlin reports at Capitol Confidential state Sen. Cecilia Tkaczyk announced Wed., May 29, Senate passage of a bill to designate State Route 375, which runs through Woodstock in Ulster County, as Levon Helm Memorial Boulevard. The bill passed in the Assembly last month. It now goes to the Governor for his signature. The late Helm was a founding member of The Band and he resided in the Woodstock area until his death from cancer in April 2012. Tkaczyk said, “This is a fitting tribute to a musician from Arkansas who became a symbol of Woodstock, and who did so much for Upstate NY."
