Jon Campbell reported at pressconnects.com beginning Dec. 12, the public will have a new chance to comment on the state of New York's proposals for shale-gas drilling. On Thurs., Nov. 29, the state Department of Environmental Conservation posted its revised, proposed regulations for the process. The regulations are subject to 30 days of public comment, beginning Dec. 12 and ending Jan. 11. The DEC originally faced a Thursday deadline to finalize its proposed hydrofracking rules, but on Wednesday the agency filed for the extension of time to finalize its regulatory blueprint. The Ulster Board of Cooperative Education Services will receive nearly $2 million from the New York State Education Department to develop online and blended Advanced Placement and pre-AP classes. State Education Commissioner John B. King, Jr. announced Fri., Nov. 30, the Ulster BOCES (BOE-seez), along with 16 other school districts and local consortia of districts statewide have been awarded grants under New York state’s virtual learning initiative, the Virtual Advanced Placement Program. The program is supported by funding received through the federal Race to the Top initiative. King said in a statement released Friday, this program will provided much needed access to online and blended AP courses for low-income students, courses crucial for admission to and success in college. The funds can also be used for the purchase of needed technology resources to register and track student enrollment and performance on AP courses; computers for students to access the courses; and support for the cost of AP exams taken at the end of the course.

Ariel Zanga reported in the Daily Freeman the final results in the George Amedore-Cecilia Tkaczyk 46th Senate District race are more than a week away. Lawyers for the two candidates will be in court in Montgomery County today to present briefs and argue their positions about challenged ballots. After the court proceedings are concluded, the counting of the ballots deemed valid is expected to take at least one week. With all machine, absentee and affidavit ballots counted Republican Amedore leads Democrat Tkaczyk by 110 votes. There are 877 challenged ballots. UPDATE (4:19 p.m.) from the Amedore campaign: Acting Montgomery County Supreme Court Judge Guy Tomlinson heard legal arguments from both sides, Mon., Dec. 3. Tomlinson reserved ruling on the motions until the legal debate over absentee and affidavit challenges begin to be heard Tuesday, beginning at 9:30 a.m. in Fonda. The review will begin with Schenectady ballots and then move on to Montgomery County.

Jim Planck reported in The Daily Mail the November 6 ballot proposition to increase Town of Hunter annual funding to the Haines Falls Free Library has passed. That proposition called for an additional $28,000 in the town's annual contribution to the library. Greene County Board of Elections officials reported Fri., Nov. 30, the canvass of the absentee ballots was complete, however the official numbers are not yet available. The final count remains subject to the outcome of the ongoing ballot objections in the George Amedore-Cecilia Tkaczyk (KAT-chik) 46th Senate District race. Read the full story in The Daily Mail.

Ariel Zangla reported in the Daily Freeman Greene County will not give pay raises in 2013 to five of its appointed and elected officials, as previously planned. The Legislature was considering raises for the county administrator, treasurer, clerk, sheriff and social services commissioner. Speakers at a public hearing last month urged lawmakers to reject the proposed raises, noting the current economic climate and that some county employees have gone without recent salary increases. The Legislature is now left to address the issue of some employees making more, or nearly as much as their supervisors. Read the full story in the Daily Freeman.

Nathan Mayberg reported in the Register Star the Columbia County Board of Supervisors is in the process of discussing requests by various county department heads for raises, the potential restructuring of departments and ways to standardize pay. The board's Salary Committee held closed doors talks on the requests, Thurs., Nov. 29. Board Chairman Patrick Grattan said no decisions have been made yet. John Mason reports in the Register Star hydraulic fracturing in New York would be an economic boon for communities on the Southern Tier, according to Catskill native Karen Moreau. Moreau spoke before an audience at Congregation Anshe Emeth (AHN-shee EH-meth) in Hudson, Thurs., Nov. 29. She is the executive director of the New York State Petroleum Council, a division of the American Petroleum Institute. Moreau explained the gas extraction process in detail, screened a video on the hydrofracking controversy and took questions from the audience. While there will be little direct impact on Columbia and Greene counties if the process is approved in New York, Moreau said, she hopes manufacturing will return to the twin counties once better access to fuel is a reality. "Companies are coming back to Pennsylvania because of the stable source of natural gas,” she said. The discussion Thursday was the first of two on the subject of hydrofacking presented by the congregation. The second, by educator Anthony LaSalvia, will offer the opposing view next Thurs, Dec. 6. William Kemble reports in the Daily Freeman Central Hudson Gas & Electric Corp. is one of at least three utilities subpoenaed by the newly established Moreland Commission in its investigation of readiness for Superstorm Sandy and responses to the power outages caused by the storm. A Central Hudson spokesman said Thurs., Nov. 29, the company has been given until Dec. 5  to provide documents to the commission. The other utilities to receive subpoenas included Consolidated Edison and the Long Island Power Authority. According to Central Hudson, one-half of its customers affected during Sandy had power restored in one day, and power was restored to 90 percent of customers in three days. Windham Mountain's first full day of skiing and riding is Fri., Nov. 30, and they should be open all weekend with seven trails with an 8"-24" base. Hunter Mountain also opens Fri., Nov. 30 at 9 a.m., but just for season passholders. Skiing and snowboarding open to the public Sat., Dec. 1 at the Hellgate, 7th Ave., Kennedy Drive and Fifth Avenue routes, with 6"-48" of snow, serviced by the Kaatskill Flyer six-passenger chairlift and D-Lift. "Skiing and riding will be for advanced or better ability levels only until we begin to spread out to cover more terrain," Hunter Mountain's website reports. The Associated Press is reporting a spokeswoman for U.S. Rep. Chris Gibson says the congressman, who supported an anti-tax pledge as a candidate, will not sign the same pledge when his new term begins. Gibson, a Republican, represented the 20th Congressional District when he signed the pledge championed by conservative anti-tax advocate Grover Norquist. On January 1, Gibson will represent the newly created 19th District. Gibson's spokeswoman Stephanie Valle said Gibson still stands in opposition to raising tax rates for individuals or businesses. Kyle Adams reports in the Register Star the Hudson Common Council adopted the city's 2013 budget at a special meeting Wed., Nov. 28. The nearly $12 million spending plan does not call for a tax increase, cuts several departments and raises the salaries for department heads, commissioners, aldermen and Common Council President. Sewer and water rates will remain unchanged in 2013, with the exception of metered customers using more than 10,000 gallons of water. Those users will pay an increased rate next year. The bottom line was increased for the majority of city departments, except the fire and youth departments. Fire saw a decrease of more than 13 percent in its bottom line, while youth was cut by more than 10 percent. There are no city layoffs or department eliminations planned, however, Mayor Bill Hallenbeck Jr. cautioned cost-saving measures with potential for further cuts will be considered throughout the coming year. Kyle Adams reports in The Daily Mail on the brownfield remediation project underway on Water Street in Catskill. More than three months after it began, Central Hudson Gas and Electric Corporation, which is managing the project and footing the projected $5-million bill, has moved from the investigative stage to the initial clean-up process. According to the DEC, the area is the site of two former gas manufacturing facilities sitting directly on the Catskill Creek. Contamination includes coal tar. Levels of contaminants, including several PAH compounds, were detected in the creek sediment. The subsurface soil and sediment contamination has resulted in significant threat to the environment. Two large drills now dominate the site, boring into the bank to set footers for one of two concrete walls that will stabilize the area throughout the dredging process. One wall along the creek will hold the water back during the land-based portion of the dredging, which will remove about 16 to 18 feet of contaminated soil from around the Union Mills building. The wall will also stabilize the bank during the dredging to remove up to 10 feet from the creek bed. The project is expected to continue through early summer 2013. Casey Seiler reports in the Times Union the state Department of Environmental Conservation announced Tues, Nov. 27, it would file for a 90-day extension to finalize its regulatory blueprint for the natural gas drilling technique known as hydrofracking. "The state won't finish the review by the 29th," Gov. Andrew M. Cuomo said Tuesday in a session with reporters. The DEC's package is said to be nearly complete. The most recent delay in the process was prompted by DEC Commissioner Joe Martens' September decision to have the state Department of Health review the health impact component of its work. Hydrofracking advocates have pushed for the state to complete its more than four years of work on the technique as soon as possible. Even so, Karen Moreau of the state Petroleum Council called the DEC's decision to seek an extension "a fair and appropriate step." Read the full story in the Times Union.

Jimmy Vielkind reports at Capitol Confidential Republican George Amedore maintained a lead of slightly more than 100 votes over Democrat Cecilia Tkaczyk (KAT-chik) in the 46th Senate District race late Tues., Nov. 27. There are still roughly 875 ballots legally challenged by the campaigns which will be considered in Montgomery County Supreme Court beginning Thurs., Nov. 29. Most of the disputed ballots were from Ulster County and the objections were initiated by Republicans. Republicans also objected to more than half of the ballots laid aside in Greene County. The contest will determine control of the state Senate. Jimmy Vielkind reports at Capitol Confidential a federal court has rejected a challenge to New York’s process for the licensing of concealed handguns, The Second Circuit Court of Appeals decision rejected an argument that New York's procedure to acquire a license to carry a concealed weapon unduly burdens a gun-owner's right to bear arms under the Second Amendment. Attorney General Eric Schneiderman called the decision a victory for New York state law, the U.S. Constitution and families across New York. John Mason reports in the Register Star the city of Hudson Fire Department is one step closer to acquiring a new pumper truck following the Common Council Fire Committee's recent decision to green light the $500,000 purchase. The new truck will replace a KME pumper the city purchased in 1993, and it will be assigned to the J.W. Hoysradt Co. The purchase is a planned replacement, according to Common Council President Don Moore. A regular rotation of trucks was started in 2006, in which trucks are chosen to be replaced based on age and level of repairs. Read the full story in the Register Star.

Rick Karlin reports at Capitol Confidential on New York's $42 billion request to the federal government for storm recovery. In a briefing, Mon., Nov. 26, Gov. Andrew M. Cuomo called Superstorm Sandy more financially impactful than Hurricane Katrina, which hit New Orleans and the Gulf Coast in 2005. While acknowleding Katrina's higher death toll, Cuomo said the the property and business damage sustained in Sandy was far greater. In Manhattan alone, 22 million square feet of business property was destroyed, leading to 46,000 new unemployment claims. The Governor stressed that paying for the storm recovery with new or higher taxes won’t work, as that would incapacitate the state. Pat Doxsey reports in the Daily Freeman a count of absentee and affidavit ballots by Ulster County elections officials in the 46th state Senate District race was ongoing Monday night, and will continue today. According to press accounts, Republican George Amedore was leading Democrat Cecilia Tkaczyk (KAT-chik) by approximately 700 votes, with roughly 3,000 votes to be counted in Ulster. According to a Board of Elections official, ballots cast in the city of Kingston and the towns of Kingston, Lloyd, Hurley and Espopus were to be counted Monday. Ballots from Marbletown, Ulster, Saugerties and Woodstock were expected to be counted Tuesday. Read the full story in the Daily Freeman. Jimmy Vielkind reported early Mon., Nov. 26, at Capitol Confidential Democrats said there may not be a clear winner in the race until much later, after the county counts are complete. According to officials, roughly 400 ballots have already been set aside, and the margin between the two candidates could be less than that amount. Republicans remain optimistic that Amedore's lead will hold. The campaigns will be before Montgomery County Supreme Court Judge Guy Tomlinson, Thurs., Nov. 29, for a hearing on the disputed ballots. The new 46th Senate District includes all of Montgomery and Greene counties, and parts of Albany, Schenectady and Ulster counties. Barbara Reina reports in the Register Star the former Martin Van Buren Elementary School in Kinderhook is now officially defined a cultural facility. The new owner said he plans to develop the building into a multi-purpose art institution. He intends it to function as a private art gallery, museum, art storage facility, library and visual art research center. The next step in the building's transformation will be for the Kinderhook Planning Board to grant a special use permit and site plan approval. Read the full story in the Register Star.
