Jimmy Vielkind reports at Capitol Confidential elections officials in the five-county 46th state Senate District race are scheduled to begin opening approximately 385 ballots this morning. Attorneys for Republican George Amedore and Democrat Cecilia Tkaczyk (KAT-chik) spent the last two weeks arguing over 887 absentee and affidavit ballots. Approximately, three-quarters of those ballots were laid aside due to objections from the Amedore campaign. Acting Supreme Court Justice Guy Tomlinson ruled that roughly half the objectionable ballots should be counted. When the judge attempted to start the count, Amedore's attorneys objected. That motion was rejected by the appellate court, Thursday. Amedore leads Tkaczyk by 111 votes, but her attorneys have said she would pull into the lead as more ballots are counted. Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors is split on the proposed levy of a mobile phone surcharge on county residents. The proposed 30-cent per month charge would help underwrite repairs and upgrades to the county's emergency response system. The system repairs alone could cost more than $400,000. In a meeting Wed., Dec. 12, county 911 Coordinator Rob Lopez explained the surcharge is needed to make up for lost revenue from the diminishing use of landlines. Public comments from the supervisors were mixed. Columbia County is one of only five counties in New York currently without a 911 surcharge. Read the full story in the Register Star.

[caption id="" align="alignright" width="300"]Catamount Ski.[/caption]Catamount Ski finally opens this weekend, after a disappointing December in terms of snowfall delayed the ski season in Columbia County. This weekend there is a chance for light snow at higher altitudes, and a storm on Tuesday may drop a little more white stuff on the mountains. At Catamount only the Upper and Lower Glade, On Stage, and Catamount runs will be open this weekend, with limited width and 2-12" of man-made snow, for advanced skiers and riders only. Lift tickets are only $20 this weekend due to the limited terrain, and they do not have lessons yet. At Hunter Mountain, skiing and riding will be for all ability levels and they are re-opening terrain on Hunter One with 0-30" of manufactured snow on the slopes. The Ichabod Crane Central School District is reporting voters approved the district's $7 million building project referendum, Wed., Dec. 12. The plan for building improvements and technological upgrades passed on a vote of 499 to 147. According to a statement posted at the district's Web site, Interim Superintendent Lee A. Bordick said Ichabod's current needs exceed those covered in the plan; however, "the district is mindful of the financial conditions of the state and the burden to the residents. Additional taxes will not be needed to fund this project." The priorities addressed by the plan were identified in a building condition survey completed this summer. Kyle Adams reports in The Daily Mail Cairo officials are hopeful the Department of Environmental Conservation will lift the ban on new sewer connections in the town early next year. That moratorium prevents the construction of new connections until the system is brought up to DEC standards. The prohibition has effectively stopped any new development in Cairo for more than five years. The entire sewer and septic system has now been completely overhauled. Town Supervisor Ted Banta said Wed., Dec. 12, the town is now exceeding the DEC's expectations. Read the full story in The Daily Mail.

Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors approved the county's 2013 budget, Wed., Dec. 12. The spending plan totals $155 million. It will decrease the tax levy by .4 [point four] percent. Spending will increase by $10.5 million. The county was able to lower the tax burden in part because of a projected $5 million increase in sales tax revenue next year. Read the full story in the Register Star.

W. T. Eckert reports in The Daily Mail New Baltimore now has corrected, certified results in the town justice race. According to the original numbers produced by the Greene County Board of Elections, Republican candidate James Huff defeated Democrat Lee A. Davis for the vacant New Baltimore Town Justice seat. The board tally had Huff with 704 votes to Davis’ 515, putting Huff on top by 189 votes. But there was a miscount of 253 votes, according to both the Board of Elections, and town Republican and Democratic party leaders. With the completed recount, Davis was declared the winner, by 64 votes. William J. Kemble reports in the Daily Freeman the Catskill Village Board is looking into the cost of creating a new zoning map and conducting traffic studies along the U.S. Route 9W corridor. It is believed the currently residential zoning hinders the village's ability to attract new business. The estimated cost of a study focusing on a 1.45-mile stretch of the highway is approximately $100,000. The process would include a traffic study, a state environmental quality review and a demographic analysis. Small businesses exist in the corridor under the current residential zoning designations. Larger businesses, such as Walmart and Price Chopper, have been given site-specific commercial zoning designations. Village board President Vincent Seeley said the zoning update was needed to aid in effective development of the area and to bring more business into the village. Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors Salary Committee has postponed raises for non-union employees until 2013. The salary hikes will be withheld pending the outcome of current federal budget negotiations and the status of county's fiscal condition as of early next year. The committee agreed to budget 2.5 percent raises for non-union, management employees, but the decision to implement those raises will not occur until at least next month. Union employees will see a 2.5 percent increase in January, as negotiated. Read the full story in the Register Star.

Kyle Adams reports in The Daily Mail the fate of the Durham Elementary School now lies in the hands of the Cairo-Durham Board of Education. The matter will be resolved by Dec. 20, at the board's next scheduled meeting. Three options for future use of the building have been presented. The so-called "Princeton Plan" was the favored choice, as of the Dec. 6 board meeting. That plan calls for grades kindergarten through second to be located in the Durham building, with grades three through five in the Cairo Elementary School. That scenario would eliminate eight, full-time teaching positions, and result in a reported savings of more than a half million dollars. The district is facing a $2 million deficit in 2013-14. The Daily Freeman is reporting court referees took testimony from attorneys for Republican George Amedore and Democrat Cecilia Tkaczyk (KAT-chik) on the challenges they made in Ulster Co., in the 46th Senate District race, Mon., Dec. 10. Elections officials said both sides agreed to withdraw more than 100 challenges. There were still more than 100 ballots to be considered, Monday night and Tuesday in Ulster Co. Jimmy Vielkind reported at Captol Confidential acting Montgomery County Supreme Court Justice Guy Tomlinson signed an order Monday, saying ballots from Greene County can be examined by its elections officials. On Fri., Dec. 6, attorneys for the campaigns reviewed 214 ballots from the county: Tomlinson ruled 79 ballots opened, and the attorneys withdrew their objections to another 46 votes, according to a Democratic source following the proceedings. In the meantime, Tkaczyk attended an orientation for newly elected Democrats at the state Capitol, Monday. It is unclear if Amedore will be present with the incoming GOP class, Tuesday. The 46th Senate District comprises parts of Ulster, Albany and Schenectady counties and all of Greene and Montgomery counties.

William J. Kemble is reporting in the Daily Freeman Catskill village officials are waiting to learn where new weight limit signs should be placed before marking village streets with new five-ton restrictions. The weight limit law was passed earlier this year. The regulations cannot be enforced until signs are placed. The village attorney must now determine if posting signs at the municipal boundaries provides sufficient notice for oversized vehicles. Read the full story in the Daily Freeman.

Kyle Adams reports in The Daily Mail the town of Cairo's moratorium on projects involving former resorts and motels has been challenged in a lawsuit filed by Meadow Fields Apartments. That moratorium, enacted June 27, prevents the conversion of former resorts and motels until the town's zoning laws are finalized. Meadow Fields was in the process of converting a former resort into a proposed senior housing center in Purling when the moratorium took effect. The developer is alleging the law was illegally adopted, and is asking the court to set that law aside. Read the full story in The Daily Mail.

Nathan Mayberg reported in the Register Star the Hudson Armory will now be called the Galvan Community Learning Center. The announcement was made Friday, Dec. 7. The building, which will house the Hudson Area Library, is now owned by Galvan Partners LLC and the Galvan Initiatives Foundation. The main library will be located at the center of the former armory. A three-story educational center will be constructed at the rear of the property, in place of the former storage building. Under an agreement reached with the library in May, Galvan will pay for the majority of costs related to the library build-out and relocation. Read the full story in the Register Star.

Michael Ryan reported in The Daily Mail the Jewett Town Board recently approved the town's 2013 budget, totaling slightly more than $970,000. The spending plan represented an overall decrease from a year ago, although appropriations in the general fund and in the highway portion of the budget increased. Barbara Reina reported in the Register Star a special project referendum will be put before the voters of the Ichabod Crane Central School District, Wed., Dec. 12. Residents are being asked to approve a $7 million capital improvement project. The plan to be financed calls for technology upgrades, gym renovations, replacement of the master clock and public announcement system in all three schools and resurfacing of the district track. Funding for the improvements will come from multiple sources, including a bond, state aid and the district's fund balance. Voting will take place from 8 a.m. to 9 p.m., Wednesday, in the Ichabod Crane High School gym. Read the full story in the Register Star.
