Chuck Schumer visited the Crossroads Brewery in Athens Nov. 1, touting his proposed legislation that affects craft breweries. Schumer announced that he is joining 20 other legislators of both parties to cut the excise tax on small brewers in half. "Our craft breweries are on of our fastest growing industries in upstate New York," Schumer told the small crowd of Athens locals, politicians, and media at the brewery. On Nov. 2, Rep. Chris Gibson will be in Catskill, first stopping by WGXC's studio in the Catskill Community Center at 9:45 a.m. to answer questions from the hosts and radio listeners. At 10 a.m., Gibson will be at the "Purple Heart County" event at the Greene County Court House, 320 Main St., in Catskill. The Greene County Legislature will present a proclamation declaring Greene County "Purple Heart County," honoring the "service and sacrifice of the nation’s men and women in uniform wounded or killed by the enemy while serving to protect the freedoms enjoyed by all Americans." Gibson will also speak at Dutchess County’s 8th Annual Veterans Appreciation Day at noon at The Wallace Center at the FDR Library, Hyde Park, and at 7:30 p.m. Saturday at the Culinary Command Graduation Dinner at the VFW Hall, 2237 Route 66, in Ghent.

Kyle Adams is reporting in The Daily Mail on Cultivate Catskill’s first Great Catskill Weed-Out, scheduled for Sat., Nov. 2. The event will run from 10 a.m. to 2 p.m. Volunteers will meet at the Howard Street slide of Main Street near the intersection with West Bridge Street at 10 a.m. Approximately 15 people have already signed up, according to event chairwoman Janet Riccobono. The Village of Catskill will be collecting and disposing of the pulled weeds, as well as any trash the volunteers may pick up along the way. Volunteers are responsible for bringing their own gloves and any tools they may want to use. The Weed-out will cover the most visible streets in the village, including Main, Bridge, West Bridge, Spring and West Main. Winds of 15 to 25 mph with guests up to 55 mph are expected. Winds will increase Friday morning. The winds will shift to the southwest to west with the passage of a cold front later in the morning into the afternoon. Some downed trees and power lines could result, and may lead to isolated to scattered power outages. The strong winds winds will also make for difficult driving in larger vehicles.

Casey Seiler is reporting at Capitol Confidential after four disastrous upstate floods in less than a decade, the state Canal Corp. hopes to retool the flood monitoring system in the Oswego, Mohawk and Upper Hudson river basins. The state is seeking an $8.5 million Hazard Mitigation Grant from FEMA to support the new system. Canal Corp. has selected Colorado-based Riverside Technology, Inc. as the lead consultant on the project. New York currently depends on the National Weather Service’s Advanced Hydrologic Prediction Service, which officials say has limitations. According to a statement released by the Canal Corp., the new system "will use weather forecasts, precipitation gauges and newly installed and existing stream gauges to fine tune flood warnings." The system will provide first responders and the general public online access to more precise information on flooding in real time, including affected areas and level of severity. Jordan Carleo-Evangelist is reporting at Capitol Confidential U.S. Rep. Chris Gibson’s office said Wed., Oct. 30, the Kinderhook Republican has signed onto a bill that would “end the government’s dragnet collection of phone records and will require greater oversight, transparency, and accountability with respect to domestic surveillance authorities.” The USA FREEDOM Act would, among other things, halt the National Security Agency’s bulk phone record collection and allow tech and telecom companies to reveal more information about what they are forced to turnover to the government. “I refuse to accept the false choice that we have to give up our civil liberties and the rights that define us as Americans to remain safe,” Gibson said in a statement. It was performed as a Halloween episode of the series on October 30, 1938, and aired over the Columbia Broadcasting System radio network. Directed and narrated by actor and future filmmaker Orson Welles, the episode was an adaptation of H. G. Wells's novel The War of the Worlds (1898). The first two thirds of the 60-minute broadcast were presented as a series of simulated news bulletins, which suggested to many listeners that an actual alien invasion by Martians was currently in progress. Compounding the issue was the fact that the Mercury Theatre on the Air was a sustaining show (it ran without commercial breaks), adding to the program's realism. Although there were sensationalist accounts in the press about a supposed panic in response to the broadcast, the precise extent of listener response has been debated. Kyle Adams is reporting in The Daily Mail State Sen. Cecilia Tkaczyk (KAT-chik) and State Assemblyman Pete Lopez have been confirmed as guest speakers at the upcoming public forum on casino gambling in Leeds, Fri., Nov. 1. Chris Higgins, a member of the state’s legal team that drafted the Upstate New York Gaming Economic Development Act will also take part. On Tues., Nov. 5, New Yorkers will vote on a proposition that would amend the state’s constitution to allow seven casinos to be established on non-Indian land in three regions of upstate New York. The forum is meant to provide technical information about the bill, measure public opinion, discuss concrete options for possible casino locations, and gather questions that cannot be immediately answered. Emilia Teasdale is reporting in the Columbia Paper the Chatham Town Board has appointed a committee to explore the feasibility of building a new courthouse and recreation center at Crellin Park. Currently the town court is housed at the Tracy Memorial in the Village of Chatham and the Recreation Program is without an indoor space. At the the regular board meeting last week, Supervisor Jesse DeGroodt said it appears the town has outgrown the space at Tracy Memorial. The committee will meet Thurs., Nov. 7 and Thurs., Nov. 21, to discuss a feasibility study and look at the needs of both the court and the Recreation Program. The Daily Freeman is reporting a coalition of groups dedicated to keeping New York’s five-year ban on fracking in place is demanding the Department of Environmental Conservation withdraw its proposed regulations for new liquefied natural gas facilities, citing safety concerns and other issues. New Yorkers Against Fracking has chartered buses to bring protesters to Albany, Wed., Oct. 30, for the DEC public hearing on the regulations, which would end a 40-year moratorium on new LNG storage and fueling facilities. Liquefied natural gas is increasingly being adopted as a cheaper, less polluting alternative to diesel fuel for long-haul trucking fleets. Kyle Adams is reporting in The Daily Mail it has been one year since the Cornell Cooperative Extension of Columbia and Greene Counties was created by the merger of two separate organizations. Adams reports the organization has now developed a five-year strategic plan. Executive Director Chuck Brooks said one goal of the plan was “so that people know that our organization today is different than it was a couple of years ago before we merged. That the consolidation is working and it’s strong.” Cornell Cooperative Extension employs 23 full- and part-time workers and is focused on the economic vitality, ecological sustainability and social well-being of both counties. The strategic plan includes a range of goals for the organization's future, such as encouraging agricultural career paths, information sharing among agricultural organizations and expanding rural broadband, and conveying the importance of agriculture and the rural landscape through educational programs. Today is the final day to apply for an absentee ballot by mail for Nov. 5 General Election. The request for a ballot, if made via U.S. Mail, must be postmarked no later than Oct. 29. Paul Kirby is reporting in the Daily Freeman on the details of six propositions voters statewide will be asked to consider Tues., Nov. 5. The Upstate NY Gaming Economic Development Act will allow seven casinos to be established on non-Indian land in three regions of upstate New York. The casino referendum, if approved, could allow up to two gaming halls in the Catskill region. The decision could have a local impact. Greene County Legislator and Catskill Village President Vincent Seeley is organizing a public forum for Fri., Nov. 1 to provide information about the pending upstate gaming act and, ultimately, to decide if Greene County wants a casino. The new owner of the former Nevele resort in the Ulster County town of Wawarsing and the owners of several properties in neighboring Sullivan County have expressed interest in having casinos. Supporters argue casinos will create jobs upstate. Opponents, such as the Coalition Against Gambling in New York State, says "predatory gambling" is not healthy for society. Claire Hughes reported in the Times Union a glitch in the federal Data Services Hub caused the state's new online health insurance market some problems, Sun., Oct. 27. The site, NY State of Health, was unable to process applications and New Yorkers trying to shop for insurance online received a message saying the site was unable to access federal data. The state-run health exchange was expected to be in full operation by 8 a.m. Mon., Oct. 28. This was believed to be the first time a technical problem at the federal level has disrupted the state site. The site has largely avoided the widely reported technical problems plaguing the federal health exchange, HealthCare.gov. Read the full story in the Times Union.

Kyle Adams reported in The Daily Mail a forest fire burned through approximately two acres of forest on West Road in Greenville Sun., Oct. 27. The fire began behind a seasonal residence at 797 West Rd. around noon, and the blaze spread to the adjacent property. Firefighters from five departments had the fire under control an hour later. The cause is so far unknown. The steady wind made it difficult to determine where the blaze started, a fire official said. The only structural damage was to a shed-like building located in the woods. Diane Valden reported in the Columbia Paper on the upcoming election in Ancram. The only race at the town level this season is for two seats on the Town Board. Three candidates are vying for those positions: Republican Arnold “Arnie” Anderson is challenging incumbents, Democrat Madeleine Israel and Republican Chris Thomas. Town Supervisor Art Bassin, a Democrat, is seeking re-election to his third two-year term, without opposition. For the first time Ancram voters will also be asked to approve an annual town contribution of $30,000 to the Roeliff Jansen Community Library’s operating budget. Also on the ballot are six proposed amendments to the New York State Constitution relating to everything from the authorization of casino gaming to allowing mining in the state forest preserve. Brian Hubert reported in The Daily Mail kids and parents alike crowded Main Street in Catskill Sat., Oct. 26, for an evening of Halloween fun and treats during the village's second annual “A Haunting in Catskill.” Participants enjoyed hayrides to Dutchman’s Landing and explored a haunted house in Village Hall. Kyle Adams writes in The Daily Mail Tannersville hosted its annual Halloween Parade and Scarecrow Contest, Sun., Oct. 27. More than 100 people, mostly families with young children, dressed up and hit the street in the chilly autumn air to show off their costumes and do some early trick-or-treating. The day ended with the village Scarecrow Contest. Ten scarecrows entered the competition this year. Kids and their families also turned out Sunday in Athens for the eighth annual Pumpkin Parade. The festivities kicked off at the Athens firehouse on Third St., where the children carved pumpkins, had their faces painted and enjoyed a pizza party. Following the party, nearly the nearly 170 participants paraded down Second St. to Riverfront Park carrying their lit, carved pumpkins.
