Joe Gentile is reporting in the Register Star the public heard from two members of the Richmor Aviation management team during a public meeting of the Columbia County Board of Supervisors Airport Committee, held in Hudson, Wed., Nov. 14. Richmor CEO Mahlon Richards and Sharyl Richards Marks, Vice President of marketing and charter sales defended the company’s record. They also addressed allegations that the proposed airport expansion was more about improving Richmor's bottom line than safety. Richards said, “We’re in favor of the safety zone because we think it’s important.” Richards said at its current length the airport is unsafe. The public also heard from committee chair Supervisor Art Bassin. Bassin said the FAA is encouraging small airports countrywide to take these similar steps to expand for safety reasons. Claire Hughes is reporting at Capitol Confidential almost 50,000 New Yorkers have enrolled in health plans through NY State of Health, the state-run online insurance market. The number, reported by the state Health Department Tues., Nov. 12, represents those who have not only completed the online application process and been deemed eligible to enroll, but actually chosen a health plan, whether through Medicaid or a commercial insurance carrier. Altogether, almost 200,000 New Yorkers have applied online and shopped for coverage on the site, which was launched Oct. 1 to meet the requirements of the federal Affordable Care Act. On Mon., Nov. 11, New Baltimore Town Supervisor Susan O'Rorke led the New Baltimore Town Board in passing a resolution to honor the Van Slyke family for their commitment to farming and service to the town of New Baltimore. The Van Slyke family has farmed in the community for 300 years. They operate one of two remaining dairy farms in New Baltimore. Brothers Edgar and Bronk Van Slyke and their sister Judy Starr received framed copies of the resolution. Bronk's son, Jim, a Greene County Legislator, was also in attendance, as was Judy's son Ray, representing the next generation of Van Slyke family farmers. State Senator Cecilia Tkaczyk (KAT-chik) and Chairman of the Greene County Legislature, Wayne Speenburgh, joined the board in paying tribute to the family. Kyle Adams is reporting in The Daily Mail the Public Works Committee of the Greene County Legislature has called off plans to demolish the the former Candyman Chocolates building in Catskill. It has chosen to seek property acquisition and redevelopment proposals instead. The building, located at the corner of Bridge and Water streets in the village, was purchased by the county from NBT Bank in a foreclosure action in August 2012. The Committee made the decision after the plan to demolish the building to augment an existing parking lot was deemed too costly. The building was the site of Candyman Chocolates Inc. for 50 years before it closed four years ago. The request for proposals will require developers to complete an application designed by the Greene County Department of Economic, Development, Tourism and Planning. That application will solicit a purchase price offer as well as information about the redevelopment plan, and details of the applicant's experience and financial capability. The Committee's recommendation will be considered by the full Legislature, Nov. 20. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star Hudson Mayor William H. Hallenbeck Jr. presented the city's 2014 budget at a meeting of the Common Council, Mon., Nov. 11. Under the proposed spending plan, the tax levy will increase just under one percent. Hallenbeck noted this is the second year in a row the Board of Estimate and Apportionment, consisting of the mayor, Council President Don Moore and City Treasurer Eileen Halloran, managed to bring in a budget with a tax rate increase under the state-mandated two percent. Water and sewer rates will not increase, except for metered customers using more than 10,000 gallons of water. Those users will see an eight-cent hike per 1,000 gallons. Other than contractual increases, there are no raises for city employees in the 2014 budget, Hallenbeck reported. Budgets for the Youth Department, the City Clerk's Office and the Code Enforcement Office will see the largest increases under the plan. A public hearing on the budget will be held Mon., Nov. 18. New York State Department of Environmental Conservation Commissioner Joe Martens Tues., Nov. 12, announced the 2013 regular deer and bear hunting seasons will open at sunrise, Sat., Nov. 16, in New York's Southern Zone, which includes Greene and Columbia counties. The seasons close at sunset, Sun., Dec. 8. The Southern Zone Regular Season is New York’s most popular hunting season, with participation from approximately 85 percent of the state’s 550,000 licensed hunters. Late bowhunting and muzzleloading seasons will open at sunrise, Dec. 9 and close at sunset Dec. 17. Martens full announcement can be found online at NY [dot] gov.

Kyle Adams is reporting in The Daily Mail Columbia-Greene Community College marked Veterans Day Mon., Nov. 11, with the opening of its new “Battle Buddy Center,” a room designed to meet the needs of student veterans. The room is intended to be a "safe haven' for veterans to socialize and receive needed services. It includes a lounge with a television, a computer workstation, a coffee center, and a resource library and information about career and community resources. The creation of the center was funded by a $10,000 grant from the New York State Industries for the Disabled with support from Coarc and Ulster-Greene ARC. John Mason is reporting in the Register Star on the response to proposed revisions to the city of Hudson's mass gathering requirements. The now controversial revisions were originally put forward during the Oct. 23 meeting of the Common Council Legal Committee by its chairman, John Friedman. The most contentious changes are the requirement of a full-page newspaper ad announcing the description, dates, times and locations of an event, postal notification to all businesses, churches or residences in the area within seven days of the application and a $100 deposit. The Council's Arts, Entertainment and Tourism Chairman David Marston said last week he has heard from arts and entertainment folks who find the new requirements "outrageous.” Read the full story in the Register Star.

Casey Seiler is reporting in the Times Union Buffalo businessman Carl Paladino said Mon., Nov. 11, he is ready to challenge Andrew M. Cuomo for governor again, but not as a Republican. In an interview with Neil Cavuto on Fox Business Network, the 2010 gubernatorial candidate said he would be willing to run on the Conservative Party line if the state GOP failed to nominate someone with sufficient conservative credentials. Paladino, who in 2010 ran on the GOP and Conservative lines, is now a member of the Buffalo school board. Barbara Reina reported in the Register Star the Kinderhook Town Board announced Thurs., Nov. 7, the Kinderhook Town Hall located in Niverville will be auctioned off Dec. 7. Supervisor Pat Grattan will serve as auctioneer. The minimum bid on the building and approximately 5.2 acres of land is set at $140,000. A first attempt to sell the former town hall was unsuccessful. The town moved its offices into the Martin H. Glynn Municipal Center in Valatie in the spring. Proceeds from the sale of the former town hall will be put toward municipal center maintenance, according to a municipal cooperation agreement between the town and the village of Valatie. Brian Hubert reported in The Daily Mail on the scheduled creation of a Cairo-Durham Central School District strategic plan during the coming months. Cairo-Durham Superintendent Mary Fassett anticipates that approximately 30 community members will participate as members of the committee and help draft the plan during the course of two full-work days and two evenings. Fassett said a variety of stakeholders will be recruited to participate, including teachers, board members and staff, but also students, grandparents, business owners and residents without children enrolled in the district. The district is expected to make more information available online at its Web site, cairodurham.org in the very near future.

The Daily Freeman reported two “Save Energy, Save Dollars” workshops will be held to help consumers learn how to lower their energy consumption using no-cost or low-cost conservation methods. The first workshop will be held Nov. 18 at the Cornell Cooperative Extension of Columbia and Greene Counties’ Agroforestry Resource Center in Acra. The second workshop will take place Dec. 5 at Cornell Cooperative Extension of Columbia and Greene Counties’ Education Center in Hudson. 2 a.m.: Earth Sound Earth Signal Tune in for this special broadcast celebrating the launch of Douglas Kahn's new book Earth Sound Earth Signal (UC Press 2013.) The book explores aelectrosonic and natural electromagnetic sounds from the nineteenth century to the present, centered around the work of composer Alvin Lucier. Recorded at Eyebeam Storefront in New York City on October 17, 2013, a panel of artists and scientists including Brian Dewan, David First, Annea Lockwood, Paul D. Miller, and others respond to the book and pose questions to the author, Douglas Kahn. The panel is introduced by Galen Joseph-Hunter, Executive Director of Wave Farm. Following the discussion, Daniel Neumann (CT-SWaM) presents a multi-channel audio performance Tectonics of Absence by Suzanne Thorpe and Tristan Shepard. Claude Haton reports in The Daily Mail that it will be at least a month before the County Route 47 bridge over the Cauterskill Creek just above the natural dam near Catskill, reopens. For the past two years, the bridge has been "opened and closed sporadically," according to Haton. The new span is slightly higher off the water than the previous version by a few inches with a concrete deck being poured this week, which will take 28 days to cure. Several radio notes in the news this week:

• The next monthly meeting of the Rip Van Winkle Amateur Radio Club features a "Skywarn Training," to teach local folks to become weather spotters. The National Weather Service runs SKYWARN, a volunteer program with nearly 290,000 trained severe weather spotters. These volunteers send reports of severe weather to the National Weather Service, which alerts the public. If you want to be a weather spotter or are interested in amateur radio, the meeting is at 6:30 p.m. Nov. 18 at the Churchtown Firehouse, 2219 County Road 27, in Hudson.

• The Nielsen company relays radio and television "ratings," the numbers of people watching or listening a program. They used to count listeners by their own self-reporting, asking participants to write down their listening or viewing habits in a diary. Almost all of the United States is now counted with more accurate "portable people meters" that automatically record notes about whatever media is consumed. But of the 52 top U.S. markets, four still count listeners the old way: Puerto Rico, New Orleans, Oklahoma City, and the Hudson Valley in New York.

• Three WGXC programmers running for office are now back on the community airwaves now that election season is over. Third Ward Supervisor Ellen Thurston won re-election in her Hudson race, while Ed Fertik (Claverack town supervisor) and Victor Mendolia (Hudson mayor) lost. They'll now return to their radio shows ("WGXC Afternoon Show" on Thursdays for Thurston; "The Right Opinion" and "@Issue" for Fertik and Mendolia. WGXC programmers who run for office must temporarily give up their hosting duties during campaign season, per WGXC policies.

John Mason is reporting in the Register Star the board of the Hudson Community Development and Planning Agency has decided to ask Habitat for Humanity to consider amending it plan to build three affordable, sustainable houses in the 200 block of Columbia St. in Hudson. The proposed alternative location is the empty city-owned lot at Fourth and State streets. The compromise decision was reached following a public hearing Thurs., Nov. 7. The current plan would cause the Hudson Community Garden to be relocated. The garden has been tilled, sowed and harvested by numerous people since it was converted from a vacant lot 20 years ago. It now contains garden plots for 107 people in 40 households. The discussion will continue at the next HCDPA board meeting, Dec. 5. Read the full story in the Register Star.

The Associated Press is reporting New Yorkers do not have to hire a service for the simple process of re-applying this year for the state's property tax break. Gov. Andrew M. Cuomo said Thurs., Nov. 7, some people are pressuring taxpayers into hiring them to complete the application for the School Tax Relief property tax exemption. All homeowners have to reapply for the benefit as part of an effort to weed out waste and abuse. The STAR exemption averages $700 statewide and can be as high as $3,000 for older residents in the Hudson Valley and on Long Island. The application process can be completed online at www.tax.ny.gov.
