Michael Ryan in The Windham Journal reports how the media was not allowed at a meeting Oct. 24 to discuss the possible repair or replacement of the Route 23 bridge in Prattsville. New York State Department of Transportation officials, Assemblyman Pete Lopez, Prattsville Town Supervisor Kory O’Hara, State Senator Cecilia Tkaczyk, Greene County Soil and Water Conservation District Executive Director Jeff Flack, and Prattsville Development Corporation chairman Kevin Piccoli met about the bridge Oct. 24 in private. Diane Lombardi, DOT Director of the Office of External Relations, forced the media to leave, Ryan writes, "despite appeals from Lopez, O’Hara, and Piccoli for the press to be allowed to stay." Bryan Rowzee in The Ravena News-Herald very briefly updates the modernization process at the Lafarge cement plant in Ravena. At the October 15 Town Council meeting Mike Kralik, manager of the plant, said he expects the modernization project to be complete by July 1, 2016. Rowzee's only other reporting is that according to plant estimates, the upgrades should increase capacity by 57 percent and decrease energy needs by 49 percent, with a reduction of emissions of an unknown quantity. Brian Hubert is reporting in The Daily Mail more Greenville residents will soon have broadband Internet access as Mid Hudson Cablevision is preparing to expand its services. The expansion project will bring high-speed Internet and cable television will get underway in November. The first phase of the expansion will bring service to West Road by the end of the year. Work on O'Hara Road, Shipley Road, Cedar Lane and Carter Bridge Road will be completed by mid-2014. Kathleen Whitley-Harm, head of Concerned Citizens for Better Broadband in Greene County, is encouraged by the expansion, but said the organization will continue to advocate for 100 percent coverage countywide. She said many areas of the county, especially communities located away from the New York State Thruway and on the mountain lack access to DSL or high-speed cell networks, much less cable broadband or FIOS. The Daily Freeman reports that Time Warner Cable has agreed to air "Al Jazeera America," the cable news network. Mid-Hudson Cable, which provides service to most of Greene and Columbia counties, began airing the channel when Current TV changed to Al Jazeera America Aug., 20, on cable channel 173. “Al Jazeera America” may now be added to Time Warner homes in Kinderhook, Valatie, and Albany and Rensselaer counties. John Mason is reporting in the Register Star an expert is warning the Hudson River could rise between three and six feet over the next 87 years. Sacha Spector, the director of conservation science for Scenic Hudson spoke to the Hudson Common Council Legal Committee Wed., Oct. 23, presenting information about land use and planning tools for addressing these eventualities. He said the moderate scenario is a three-foot rise in the river level by the end of the century, putting more than 40 homes at risk of inundation. The worst case scenario would threaten 82 homes on more than 88 acres of land as the result of a six-foot rise in the river by the year 2100. Spector recommended several tools for community use, including the Adaptation Took Kit, from the Georgetown Climate Center, and he also suggested inviting a FEMA representative to town to help clarify the community rating program, and the changes that are under way with the federal flood insurance program. The Council will vote next month on the creation of a Conservation Advisory Committee, which will take on matters related to sea level rise, the landfill cap, storm water and energy efficiency. Barbara Reina is reporting in the Register Star an exit poll of Ichabod Central School District voters in the spring revealed college-level Advanced Placement courses topped the list of programs voters want the district to preserve and that budget forums were at the bottom of the list as the best source of budget information. The results were presented to the Board of Education by Superintendent George Zini at a recent meeting. The survey also showed 18 percent of all registered voters turned out for the annual budget vote and board election in May. Seventy percent of those surveyed felt the quality of education at Ichabod Crane is a good value. Read the full story in the Register Star.

Katie Kocijanski writes in the Chatham Courier the mother of a 10-year-old New Lebanon Central School District student recently came forward with a complaint about the district's concussion policy. Terri Weaver told the Board of Education, Oct. 16, her son suffered an injury at the after-school program back in mid-September. The school nurse examined the child, but saw no obvious signs of concussion. The district agreed to have the child taken to Albany Medical Center for further examination, but he was sent off on the 30-minute ambulance drive unattended. The boy was subsequently diagnosed with a concussion. Weaver alleged the district's policy does not meet with the state standards. Superintendent Karen McGraw later told the Courier the school board’s policy review committee took another look at the concussion policy and will not be making any change recommendations. She added the district’s nursing staff uses a more comprehensive checklist when examining concussions, which are not listed in the policy. Read the full story in the Chatham Courier.

Michael Ryan writes in the Windham Journal Prattsville Town Supervisor Kory O'Hara, at a meeting last week, provided the public a preliminary overview of expected town spending for next year, predicting it will rise. The numbers are still rough, but O'Hara said the budget is up more than 2.5 percent at this point. In addition to the possibility of pay hikes for town employees, there is also the increased cost of health benefits and retirement contributions to consider. He said, "We don't know where it's going to come from, but...we have two choices. Raise taxes or make cuts." A public hearing on the fiscal package is scheduled for Nov. 11. Joe Gentile is reporting in the Register Star Hudson Fire Chief Craig Haigh is now the city's full-time code enforcement officer. Haigh replaces Peter Wurster, who retired Tues., Oct. 22, after 10 years on the job. Haigh will continue to serve as chief of the all-volunteer city fire department. He is employed as a real estate broker with Coldwell Banker in Kinderhook. Mayor William H. Hallenbeck Jr. said of Haigh, “I can speak to Craig Haigh as someone who has served the city of Hudson very well over his lifetime and has the respect of the residents of the city of Hudson new and old." Common Council President Donald Moore commended the mayor’s selection. He added that Hudson could not be better-served in terms of Haigh’s experience and fairness. Ariel Zangla is reporting in the Daily Freeman Greene County District Attorney Terry Wilhelm is running unopposed in his bid to replace retiring County Judge George Pulver. A Republican, Wilhelm is the only candidate for judge on the Nov. 5 ballot; he is running on the GOP and Conservative lines. The office carries a 10-year term. Wilhelm has been the county’s district attorney for 14 years. In addition to serving as prosecutor and in private practice, Wilhelm served as Catskill village justice in 1980 and 1981. WGXC's Tom Roe produced this report on the 75th anniversary of the Oct. 30, 1938, Mercury Theatre on the Air radio broadcast of "The War of the Worlds." The adaption of the H.G. Wells novel led to widespread panic, though historians continue to debate the extent of the panic. Welles was influenced by two earlier, similar broadcasts, one in which he played a role. He also used the famous radio broadcast of the Hindenburg explosion as a template for his actors. This report includes an excerpt of the Hindenburg broadcast, and a press conference Welles held with reporters the day after the broadcast. 3 p.m.: Radio Theatre: The War of the Worlds, Part One On the 75th anniversary of The Mercury Theatre on the Air radio production, Wave Farm presents "The War of the Worlds" with Orson Welles in two parts (part two airs Oct. 31). From Wikipedia: "The War of the Worlds is an episode of the American radio drama anthology series The Mercury Theatre on the Air. It was performed as a Halloween episode of the series on October 30, 1938, and aired over the Columbia Broadcasting System radio network. Directed and narrated by actor and future filmmaker Orson Welles, the episode was an adaptation of H. G. Wells's novel The War of the Worlds (1898). The first two thirds of the 60-minute broadcast were presented as a series of simulated news bulletins, which suggested to many listeners that an actual alien invasion by Martians was currently in progress. Compounding the issue was the fact that the Mercury Theatre on the Air was a sustaining show (it ran without commercial breaks), adding to the program's realism. Although there were sensationalist accounts in the press about a supposed panic in response to the broadcast, the precise extent of listener response has been debated. In the days following the adaptation, however, there was widespread outrage and panic by certain listeners, who had believed the events described in the program were real. The program's news-bulletin format was described as cruelly deceptive by some newspapers and public figures, leading to an outcry against the perpetrators of the broadcast. Despite these complaints--or perhaps in part because of them--the episode secured Welles' fame as a dramatist."

Joe Gentile is reporting in the Register Star the Columbia County Board of Supervisors' County Government Committee Tues., Oct. 22, voted unanimously to transfer a 71-acre nature area to the Friends of Lindenwald for preservation. The parcel is located directly adjacent to the Martin Van Buren National Historic Site off Route 9H in Kinderhook. The Friends requested the transfer a year ago, with the intention of enhancing and improving the property. The transaction was approved pending final authorization by the county attorney. Ownership of the property will revert back to the county if the nonprofit folds or attempts to sell. General management and administration of the Martin Van Buren Park’s viewshed is provided by the Friends of Lindenwald. Read the full story in the Register Star.

Art Cusano is reporting in the Register Star the Hudson City School District Board of Education has appointed city resident David Kisselburgh as its newest member. Kisselburgh will assume the seat formerly held by Greenport resident Elizabeth Fout, who resigned last month. Kisselburgh is a lifelong Hudson resident. He is the director of environmental services at Columbia Memorial Hospital and is a Hudson High School graduate. His five grandchildren are currently enrolled in the district. Following a closed door session, the board chose Kisselburgh over two other self-nominated applicants: Arthur Cincotti and Scott diMonda. Cincotti is a Hudson resident and the spouse of a Hudson High faculty member; Greenport resident diMonda was a candidate in the 2013 board election, placing fourth in a field of five candidates. John Mason reports in the Register Star Mahlon Richards, president of Richmor Aviation, responded Mon., Oct. 21, to critics of the proposed improvements to the Columbia County Airport with a defense of the economic benefits his business brings to the county. In an email to Mason, Richards stated his case for creating a safety zone for the existing runway and enlarging the runoff area. Richards said that without the proposed safety zone, some aircraft could not use the runway safely. He said as a direct result some corporate pilots will choose to land at Albany International instead. This could impact corporate decisions to locate business developments in Columbia County, he wrote. Citing the 2011 study by engineering consultants McFarland-Johnson, Richards stated Richmor supports 95 jobs and and helps the county generate $7.6 million in income from sources outside the county. Thirty-seven of the 95 jobs are located at the airport, carrying a payroll of more than $2.5 million, he said. Read the full story in the Register Star.

Jordan Carleo-Evangelist is reporting at Capitol Confidential Assemblyman Pete Lopez has acknowledged folks are talking to him about a potential state Senate run in the 46th Senate District against first-term Senator Cecilia Tkaczyk (KAT-chik). Lopez told the blog last week, “I understand that people are talking about me, but no one is talking directly to me at this time.” The seat covers all or parts of Ulster, Greene, Albany, Schnectady and Montgomery counties. Districtwide, Democrats outnumber Republicans by about 10,000, with some 53,500 independents. One potential snag is that Lopez still lives in the village of Schoharie, which is not part of the Senate district. Under the state constitution, Lopez would need to live the district for at least 12 months immediately prior to his election, which would mean moving in the next several weeks.
