Arthur Cusano reports in the Register Star there will be no debate between mayoral candidates this fall in the city of Hudson. Incumbent Republican Mayor William H. Hallenbeck Jr. has declined offers from the "Register Star," community radio station WGXC 90.7-FM and Hudson-based Martin AV Services to debate with challenger Democrat Victor Mendolia. The mayor was approached late last month about participating in a debate organized by the three parties. After much back and forth, Hallenbeck told the paper Mon., Oct. 14, that while he appreciated the invitation he chose to decline in large part because of the amount of time it would take to prepare for the forum. He also noted there has already been ample debate at Common Council meetings and in media outlets. Hallenbeck also said Mendolia's status as a WGXC programmer could lead to questions of fairness in how a debate was handled. Hallenbeck is no stranger to WGXC listeners. He has been a guest on the station multiple times, including two hour-long episodes of "@Issue," "The Right Opinion" and "The Afternoon Show." Attempts by the three parties to organize a debate between candidates for Columbia County Sheriff also failed. Democrat Mike Winnie refused to participate, while Republican David Bartlett failed to respond to the invitation. Note: Mendolia is a WGXC programmer currently on political hiatus.

Kyle Adams is reporting in The Daily Mail after more than eight years of planning and fundraising, the Greene County YMCA is officially under construction. The Capital District YMCA announced Mon., Oct. 14, ground has been broken for the new $3.5 million, 12,000-square-foot facility. It will be housed in a former video store located in Hope Plaza in West Coxsackie. The renovation and expansion of the building will be handled by Flach Development of Coxsackie. Work is expected to wrap up by June 2014 and the facility should open in the fall. The Y will include a multi-use gymnasium, a wellness center and a children's corner. It will not have a pool. The Columbia Paper is reporting the New Lebanon Democratic Committee has announced its endorsed candidates in the November 5 General Election. The slate includes Matt Larabee for Town Supervisor. Larabee is a lifelong resident of New Lebanon and currently a member of the Town Board. Trina Porte and Irene Hanna for Town Council, and Jeff Winestock for Highway Superintendent. Candidates Jessica Byrne (Town Justice), and Tammie Darcy (Tax Collector) are running unopposed. In Livingston, the Democratic Committee met last month and nominated Democrats Phil Williams and Carla O'Brien for Town Board. The committee also endorsed Republicans James Guzzi for Supervisor, Robert Moore for Town Justice and Tammy Molinski for Town Clerk.

Joe Gentile is reporting in the Register Star the Columbia County Board of Supervisors voted unanimously last week to sell the county's Certified Home Health Agency to Buffalo-based WILLCARE for $75,000. The action came one year after the board’s Finance Committee rejected the company’s previous bid of $150,000 for the agency. Supervisors voted against the Buffalo-based home health care group last year after the proposal met with resistance from local clients and agency nurses. County records show the agency lost on average almost $750,000 each year, for the last two years. WILLCARE is currently in the process of acquiring Greene County’s Certified Home Health Agency. Jim Planck reported in the Windham Journal an entry error made last year in computing the taxes for the Hunter-Tannersville Central School District by a BOCES (BO-sees) employee has translated into an average tax spike of 14 to 16 percent for property owners in the town of Lexington. The clerical error by an Otsego-Northern Catskills BOCES employee resulted in Lexington properties being undertaxed, while parcels in the towns of Hunter and Jewett were overtaxed. A BOCES spokesman expressed his regret for the error at a recent meeting of the Hunter-Tannersville Board of Education. He said a lesson was learned in "communication." BOCES was informed of the $92,000 error in Nov., 2012; the school board only learned of the mistake three weeks ago. Read the full story in the Windham Journal.

The Register Star reported New York Attorney General Eric Schneiderman says some military veterans who qualify for a special tax break have been wrongly steered away from the program by ill-informed local officials. Schneiderman's office says it is alerting municipal tax authorities that veterans of recent wars are entitled to the state's 15 percent property tax exemption. Combat veterans can get another 10 percent exemption. Veterans who served in the last 23 years are eligible, including people who served in Iraq and Afghanistan.

Town meetings

Columbus Day observed. All nonessential federal, state, county and local municipalities are closed. Post offices, banks and school districts are also closed today.

The WGXC Community Council meeting scheduled for tonight has been postponed. The meeting will now be held 6:30 p.m., Mon., Oct. 21, in the Hudson studio. WGXC Community Council is a group appointed by the Wave Farm Board of Directors. The Council serves in a significant advisory capacity to station management. It represents and reflects both the diversity of potential listeners served within the WGXC 90.7-FM coverage map, as well as the station’s active constituents. In addition to representation, the Council provides fundraising leadership and support to enable the station sustainability and growth. Members serve on at least one (and no more than two) of the following committees: Fundraising, Outreach, Programming, and Policy and Internal Affairs. Jessica Mosier reports in The Daily Mail that at a Greenville School Board meeting Oct. 12, School Board President Gregory Lampman announced a new five-year collective bargaining agreement was concluded with the Greenville Faculty Association at a special meeting on Oct. 9. Mosier writes that the contract includes a salary increase and health benefits, and was agreed upon unanimously by the board. The board also choose the textbook “Journeys Common Core” by Houghton Mifflin Harcourt for English Language Arts (ELA) classes in elementary schools at the meeting. Michael Ryan in the Windham Journal reports that telecommunications won't be improving anytime soon in mountain town. Hearing complaints of power, cell, and internet outages during recent storms, Windham supervisor Stephen Walker said these issues are on the town's list, behind more pressing concerns of arsenic in Hensonville wells, and stormwater issues related to the Hurricane Irene-related flooding. A new cell tower is being planned for the top of Windham Mountain, but only for emergency communications. Greene County has a long-term plan for 12 new antenna towers in more remote parts, but that project will take many years. Assemblyman Pete Lopez, Ryan reports, addressed the issue at a recent town meeting. “It is fine to start with the emergency services piece of the puzzle,” Lopez said. “But if Irene taught us one thing it is that we need to come back stronger and more resilient than before.” Windham officials host Mary Beth Bianconi from Delaware Engineering, the Windham Mountain tower project manager, at the next town council meeting, Oct. 24. Bryan Rowzee reports in the Ravena News-Herald that Transco, a consortium of energy transmission providers made up of Central Hudson Gas and Electric, National Grid and others, wants to upgrade 1.9 miles of 345 kVpower lines in the northern part of Coeymans near the Thruway, in a corridor shared with the NYPA (New York Power Authority), part of a project to upgrade 153 miles of power lines across New York state. At a Sept. 23 town meeting, Kevin Cushing, National Grid Stakeholder Manager, said, "Most transmission lines in New York State are more than 50-years-old and estimates assert that 25 percent will need to be replaced within the next ten years." Curator and writer Manuel Cirauqui's Symposium is a monthly program about lectures and other related modes of critical discourse, presented with a strong focus on contemporary art and critique. The program uses radio as a creative device for mediation, reproduction, re-contextualization, and commentary. Presented in two parts, Hearing Hearings focuses on German poet, playwright, theatre director, and Marxist, Bertolt Brecht's hearings and Eric Bentley.

Assemblymember Didi Barrett has requested Pat Grattan, Chairman of the Columbia County Board of Supervisors, to hold off on plans to expand the Columbia County Airport through eminent domain until questions raised by the public regarding the project’s need have been fully addressed by the board. In a letter to the chairman, dated Thurs., Oct. 10, the Hudson Democrat wrote, “The residents of Columbia County have a right to understand both the need for and the full economic implications of the proposed airport expansion. There are still too many questions that remain unanswered.” The letter was released by Barrett's office, Thursday. The full board Wed., Oct. 9, rejected a resolution to table plans to expand the county airport safety zone through eminent domain. The acquisition process has been estimated to cost anywhere from $8 million to $13 million.

Diane Valden is reporting in the Columbia Paper on the November 5 contests in Copake. Voters will choose between two candidates for town justice. Incumbent Brian Herman, a Democrat, is running for a second, eight-year term. Herman is being challenged by Glenn Schermerhorn (SKEH-mer-horn), a longtime physical education teacher, has been endorsed by the Republican, Conservative and Independence committees. Three candidates are seeking two available seats on the Town Board. They are Matt Cain, Jeanne Mettier (MET-tier) and David Paciencia ((PAH-see-en-see-ah). Mettler, a Democrat, is the only incumbent in the field and is endorsed by the Democratic, Republican, Working Families, Independence and Conservative committees. Democrat Cain is a self-employed financial advisor and has been a resident of Copake for 17 years. Paciencia is the former superintendent of the Taconic Hills Central School District. Jessica Mosier reports in The Daily Mail Sat., Oct. 12 is clean-up day in Cairo. Town board member Ray Suttmeier has been working to finalize plans for the event during the past few months. Cairo residents will be able to drop off items at the County Transfer Station on Route 385 between the hours of 7:30 a.m. and 3:30 p.m. To participate residents must obtain a free permit from the Town Clerk's Office between 9 a.m. and 2 p.m., Fri., Oct. 11, to receive a permit. A proof of residency is required. So far, more than 100 permits have been issued. No household garbage, construction or demolition debris, paint, pesticides or hazardous items will be accepted, nor will more than two tires and one propane tank per household. Jonah Parzen-Johnson is a baritone saxophonist living in Brooklyn, NY. His techniques including circular breathing, multi-phonics, and vocalization owes a debt to his Chicago hometown's sound. Parzen-Johnson is also a member of the afrobeat ensemble, Zongo Junction. Loud & Sad is a collaboration between Joe Houpert and Nathan McLaughlin, currently based out of Philadelphia, PA and Hudson, NY. Both individually in their solo work, and together in this duo, Houpert and McLaughlin explore the vocabulary of the reel-to-reel tape machine as a partner in accompaniment. They have built up this tape machine vocabulary through various phases of their work, utilizing a variety of instrument sources and trying to ground those in social concepts and ideas. The current focus is adding folk instrumentation to that vocabulary, with renewed emphasis being put into the energy of live performance. They have a number of releases that chronicle their various incarnations on labels such as cae-sur-a, FET Press, Digitalis, Greenup Industries and an upcoming release on Tranquility Tapes. Joe Gentile is reporting in the Register Star the Columbia County Board of Supervisors Wed., Oct. 9, rejected a resolution to table plans to expand the county airport safety zone through eminent domain. The proposition, put forward by Ancram Town Supervisor Art Bassin, failed to gain the required two-thirds majority to pass. The resolution would have rescinded all resolutions previously approved by the board to allow the purchase or use of eminent domain to acquire the property owned by Carmen Nero and his partners. Bassin led the calls to table the acquisition process, expressing skepticism about the Federal Aviation Administration’s runway requirements and other airport improvements, estimated to cost anywhere from $8 million to $13 million. Melanie Lekocevic is reporting in The Daily Mail the Coxsackie-Athens Board of Education is considering a change in how candidates for that board are elected. Under the current practice, board candidates must declare their intent to run for a specific seat. The proposal under consideration would make board of education elections "at large," meaning those elected would represent the full district, rather than a designated portion. A public hearing to gauge community reaction to the change will be held Thurs., Oct. 17, at the E.J. Arthur Elementary School. If the board decides to move forward with the proposal following the public hearing, the question would be put to a referendum May 20, as part of the annual budget and school board election.
