Ariel Zangla is reporting in the Daily Freeman the proposed $103 million 2014 Greene County budget would increase the county property tax levy 7.1 percent over the plan adopted for the current fiscal year. The tentative $103 million budget was presented during a special meeting of the Legislature, Wed., Nov. 6. Under the tentative budget, spending would increase 2.5 percent. Lawmakers said the actual tax levy increase was 6.3 percent, but an explanation was not immediately available to the press. Coxsackie Legislator Charles Martinez, the county’s budget officer, called the tentative spending plan a “status quo budget.” The budget calls for the elimination of 11 positions effective Jan. 1, with another seven positions being eliminated through attrition. Jessica Mosier is reporting in The Daily Mail the New York State Department of Agriculture and Markets and the state Department of Environmental Conservation recently announced emergency regulations to prohibit the importation and spread of Chronic Wasting Disease to susceptible deer statewide. CWD is an untreatable and fatal brain and nervous system disorder that can afflict deer, elk and moose. The emergency regulations ban imports of specific species from Nov. 16, 2013 to Aug. 1, 2018. These species include: Rocky Mountain elk, black-tailed deer, white-tailed deer and moose. The DEC fears an outbreak of CWD in New York would have a significant economic impact statewide. Nationally, 21 states have reported confirmed cases of CWD. A public hearing on the emergency regulations will be held at the New York State Department of Agriculture and Markets in Albany, Dec. 19. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star on the solid showing of Republicans in Columbia County in the General Election, Tues., Nov. 5. While Republicans were chanting victory tunes, Democrats were licking their wounds, he writes. The GOP retained the biggest prize of the night, the Sheriff’s Office, with David Bartlett’s win over Mike Winnie. He will succeed fellow Republican David W. Harrison Jr. The GOP also unseated a popular incumbent supervisor in Claverack, were leading in a tight race for supervisor in Taghkanic, retained the mayor’s seat in Hudson and resisted a strong challenge in New Lebanon. The Democrats unseated a Republican supervisor in Austerlitz and retained most elected posts in Hudson. Former Republican Assemblyman John Faso told the paper, “We had very good candidates, people worked as a team across the county to turn out the vote, and I think that showed on Election Day.” Cyndy Hall, chair of the Columbia County Democratic Committee, said, “I’m very, very disappointed at the loss of Robin Andrews as a supervisor [of Claverack].” Hall also expressed mixed feelings about the Hudson results. Michael Ryan is reporting in The Daily Mail absentee ballots will determine the outcome of races in Windham and Lexington. Neither incumbent Windham town supervisor, Stephen Walker, or his challenger Windham police chief Stacy Post, will know the outcome of that race for at least a week. As of 3 a.m., Wed., Nov. 6, Post held the lead over Walker, 292 to 266, with as many as 47 absentee ballots and 12 affidavit ballots yet to be tabulated, according to election officials. In Lexington, 49 absentee ballots will determine the winner of one of two vacant town council seats. Michael Barcone captured one of the two spots with 191 votes. Vying for the second seat, the three-way race between Bradley Jenkins, incumbent write-in candidate John Berger and Sharon D’Addario is too close to call. Casey Seiler and Jordan Carleo-Evangelist are reporting in the Times Union New York voters Tues., Nov. 5, backed an amendment to the state constitution that would allow the development of seven new resort-style casinos, starting with four upstate — including one in the greater Capital Region. With all or parts of the vote from 60 of the state's 62 counties tallied by 12:30 a.m., supporters of the measure were leading 58 percent to 42 percent, according to unofficial returns. Gov. Andrew Cuomo's office declared victory. The measure was defeated in several local counties, including Albany, Schenectady, Warren and Saratoga, which has been widely considered a strong contender to be the region's casino site. Voters in Columbia and Greene counties voted in favor of the measure. New Yorkers rejected an amendment that would have raised the age limit for judges on the state's highest court and principal trial court to 80 years old. If passed, the measure would have postponed mandatory retirement for four of the seven judges currently on the Court of Appeals, who are appointed to 14-year terms. State Supreme Court justices, who are elected to 14-year-terms, can now get three two-year extensions beyond 70, provided they get a certificate that they are capable and needed. The New York Public Interest Research Group and Common Cause/NY say they are running a nonpartisan voter helpline, Election Day, Nov. 5. It will be available from 6 a.m. to 9 p.m. The number is (212) 822-0282. The groups say voters may not realize that the ballot is two-sided, with candidates on one side and propositions on the other. Attorney General Eric T. Schneiderman said his office has opened an Election Day hotline to help ensure all eligible voters are able to cast ballots. Kyle Adams is reporting in The Daily Mail the Bank of Greene County recently purchased the former Catskill Savings Bank building located at 341 Main St. in Catskill. The bank will turn the 1909 structure into a lending center. Bank President and CEO Donald Gibson said the bank is already outgrowing its three existing Main Street locations and the new purchase will give the business room to grow. The 11,000-square-foot building retains much of the original 1909 architecture, from the marbled doorways and high, arched ceiling in the main lobby to the central bank vault. Additions in the 1940s, 60s and 90s added a second floor for office space, an expansion off the back of the building and a drive-through banking window. Gibson expects the bank to begin occupying the building in six to nine months. The Bank of Greene County employees 140 people; it serves customers in Greene, Albany, Columbia and Ulster counties. Barbara Reina is reporting in the Register Star a water advisory is in effect for the village of Valatie after a water main break occurred Mon., Nov. 4, on Route 9, near the Ocean State Job Lot Plaza. Residents who use the municipal water supply are advised to boil water they intend to use for drinking or cooking. The advisory is expected to last two days to allow sufficient testing by the Columbia County Department of Health to ensure that the water is fit for consumption, according to Mayor Diane Argyle.

Joe Gentile is reporting in the Register Star the Columbia County Board of Supervisors Finance Committee has approved the funds to purchase metal detectors for the county’s Department of Social Services. Supervisors voted unanimously to buy a walk-through metal detector and a hand-held metal detector wand at a recent meeting. Department Commissioner Paul Mossman convinced the board’s Human Services Committee of the urgency last month, after a woman was assaulted inside the department's office. Plans are also under way to outfit the county Department of Human Services with bulletproof glass partitions inside its Hudson and Valatie offices.  Read the full story in the Register Star.

Every autumn thousands of wine cellars in the Mosel valley, Germany's premier wine growing region, turn into magnificent sound installations. Freshly pressed grape juice starts fermenting in barrels and the escaping gas bubbles through glass u-pipes, each barrel at its own speed. Mobile Radio has set up a stereo microphone in the wine cellar of bio-dynamic winemakers Rudolf & Rita Trossen in the village of Kinheim to capture and broadcast these fermentation sounds from 8 p.m. to 8 a.m. CET, starting on Mon., Nov. 4, documenting the work of yeast turning juice into wine.

Casey Seiler reported at Capitol Confidential an audit released Fri., Nov. 1, by Comptroller Tom DiNapoli’s office found the former president of Hudson's C. H. Evans Hook and Ladder Fire Company racked up roughly $34,000 in improper purchases on the company’s debit card. Joseph Morrison Jr. pleaded guilty on Tues., Oct. 29, in Columbia County Court to a charge of grand larceny. He will be sentenced March 4. Morrison's illegal purchases included online pornogrphy, personal telephone, utility and cable television expenses, rental furniture, car repairs, gas station and grocery store purchases, as well as more than $7,000 in ATM cash withdrawals. Jim Planck reported in The Daily Mail Greene County was officially declared a “Purple Heart County” in a ceremony Sat., Nov. 2, on the steps of the Greene County Courthouse. During the ceremony, hosted by Tim Broder Sr., chairman of the Greene County Honor a Vet Committee, the county’s Purple Heart recipients were honored for their service and sacrifice. On hand for the event were federal, state and county elected officials, as well as leaders from the Department of NY Military Order of the Purple Heart and directors from Orange County’s National Purple Heart Hall of Honor. John Mason reported in the Register Star Hudson’s 2014 Flag Day Parade will not be recognizable as the gigantic event it has been in recent years. The Flag Day Committee, meeting at the Hudson Elks Lodge Wed., Oct. 30, decided they had neither the necessary funds nor the time remaining to put on the customary parade, with numerous bands and fire companies. The Elks are required to have some kind of a parade on Flag Day, so a small parade will take place. Gone, most likely, will be the popular bands, like the Hawthorne Caballeros and the New York Skyliners Alumni, the fireworks, the military bands and the military flyovers.
