Joe Gentile is reporting in the Register Star Democrat Larry Kadish conceded the Taghkanic Town Supervisor’s race to his Republican opponent, Deputy Supervisor Erik Tyree, Tues., Nov. 19. Tyree won by seven votes, 296 to 289. The contest was too close to call on election night. Tyree said, “I have a great respect for Larry Kadish, and I’m looking forward to working with him and working with our Town Board."In Chatham, residents will have to wait a little longer to learn the identity of their second Town Board member-elect. As a result of the unofficial, preliminary absentee ballot count at the Columbia County Board of Elections, Tuesday, incumbent Republican Maria Lull gained a two-vote lead over Democrat challenger Landra Haber. That count is expected to be completed and the winner identified within a matter of days.

Public News Service is reporting New York has made great strides in reducing the number of children without health insurance statewide, but the public is generally unaware of how effective Medicaid and Child Health Plus have proven to be, according to a new poll. PLAY (1:60)

Kyle Adams is reporting in The Daily Mail the increased cost of employee benefits were the focus of the Greene County budget hearing at Catskill High School, Mon., Nov. 18. County Administrator Shaun Groden said health care costs and contributions to the New York State retirement system were the “primary drivers” behind the proposed $103 million 2014 county budget, an increase of $3 million over 2013. Under the proposed spending plan the tax levy will increase 6.3 percent, coming in under the state's mandated tax cap. Health care alone will go up 26 percent, a $2 million increase over the current year. Outside of the greater health care and pension costs, Groden called the budget "status quo." He said the plan reflected fiscal responsibility and discipline. The 2014 spending plan will be presented for formal approval by the Greene County Legislature, Wed., Nov. 20. At the meeting of the Athens Town Board, Mon., Nov. 18, the newly established Athens Citizens Development Committee addressed the board with concerns over five power line proposals currently before the New York State Public Service Commission, which would affect the town and village. Committee spokesperson Ralph Favicchio (fah-VEE-chee-oh) proposed the board pass a resolution against the West Point Partners project to route a buried transmission line through the historic district. He also asked for the Public Service Commission to conduct a public meeting for town and village officials to explain the details of the cumulative impact on Athens of the West Point project, along with four other overhead power line projects under consideration. The projects are all part of Governor Andrew M. Cuomo's Energy Highway initiative to bring additional power downstate. None of the projects provide power to Athens or other communities in the region. The stated mission of the Development Committee is to maintain and protect the existing quality of life in Athens; to ensure development occurs in an appropriate manner and is compatible with the small town's identity, while contributing substantially to the economic base. Joe Gentile is reporting in the Register Star Democrat Mallory Mort has defeated three-term Republican incumbent Larry Van Brunt in the three-way race to fill two vacancies on the Ghent Town Board. Mort pulled ahead by 39 votes following a count of absentee ballots at the Columbia County Board of Elections, Mon., Nov. 18. Incumbent Chuck Wood was easily re-elected to fill the other seat, running on the Democratic, Republican and Independence lines. Since the death of former Town Supervisor Larry Andrews in August, Van Brunt served as Ghent's acting supervisor. He did not seek election as supervisor, running instead for re-election to his council seat. Voters in the Chatham Central School District go to the polls Tuesday to decide the fate of the Board of Education's capital project. The resolution to be voted on would authorize the financing required for the construction of additions and renovations to district buildings, totaling $13.8 million. The project is a key part of the district's proposed consolidation plan. Under that proposal, Chatham Middle School would be closed and consolidated with the high school, making Chatham a one-campus district. The bond will finance a build-out of Chatham High School and the Mary E. Dardess Elementary School. The work to be done would include the addition of a gymnasium, an orchestra room and fitness center, as well as classroom and cafeteria renovations. District voters will cast their ballots in the elementary school gym from 9 a.m. to 9 p.m.

Michael Ryan reported in the Windham Journal Stacy Post is the winner in the Windham Town Supervisor race. Post was declared the winner over incumbent supervisor Stephen Walker after absentee ballots were counted at the Greene County Board of Elections, Thurs., Nov. 17, winning by six votes. Post has served as the Windham police chief since 2009. She is expected to resign from that post sometime before she is sworn in as supervisor on Jan. 1. Read the full story in the Windham Journal.

Groups calling for the end to the Common Core Standards are asking New York parents to participate in a nationwide public protest and keep their children home from school, Mon., Nov. 18. In a statement released by the Hudson Valley Americans for Freedom and the 518 Liberty Action Alliance United to Protest Common Core in New York, Sat., Nov. 16, the group recommended students remain at home in an effort to "send a message to the state and federal government[s]" in recognition of the "deleterious influence of the common core standards" on children and educators. Organizers will hold a silent public protest in front of the State Education Building in Albany, beginning at 11 a.m.

Jim Planck reported in The Daily Mail the Town of Catskill has adopted a $7 million budget for 2014, a 3.7 percent increase over the current year. The Town Board adopted the budget at its regular meeting early this month. A public hearing was held with no comment received. Under the new spending plan, the tax levy will increase 2.3 percent town wide, and 2.1 percent within the village. In Athens, Melanie Lekocevic writes, town officials are considering a preliminary 2014 budget that, if approved, would mean a 2.39 percent tax increase for property owners. The tax increase exceeds the state's mandated tax cap. The proposed budget does not cut any services, with the exception of the recycling station. Town salaries are expected to increase. Non-union employees, including elected officials and members of the Town Council, will receive raises of 1.5 percent under the plan. Both the budget and the tax cap override law will be discussed at a public hearing, Mon., Nov. 18.

Jordan Carleo-Evangelist reported at Capitol Confidential the Capital Region’s two congressmen split along party lines on the Keep Your Health Plan Act of 2014, which would allow Americans to keep health insurance plans that don’t comply with requirements of the Affordable Care Act. Kinderhook Republican Chris Gibson voted with the House’s ruling Republicans for it. Gibson has several times pushed for an outright repeal of the act. Art Cusano is reporting in the Register Star the 93rd Annual Edith Casey Christmas Stocking Fund will begin its registration drive Mon., Nov. 18. Last year the program, named for a former Columbia County caseworker, provided gifts to nearly 1,200 children from newborns to 17-year-olds from more than 400 families. Columbia County families can register in person at the county DSS office, located at 25 Railroad Ave. in Hudson. The program relies on toy and monetary donations from the public. DSS will accept, new, unwrapped toys at its Railroad Ave. location and a variety of other locations around the county, including Hudson City Hall and the Columbia County Department of Motor Vehicles. William J. Kemble in The Daily Freeman attempts to lessen the confusion over a proposed high-wattage electric transmission line that would pass through Greene, Columbia and other Hudson Valley counties. “It is clear from the commission’s orders that we have two distinct mandates that are going to dictate how we go forward,” said state Administrative Law Judge David Prestemon in the story. “One is that we find at least a thousand megawatts in added transfer capability... and, two, is that we do it really fast.” Kemble reports that so far specific plans for proposed high-power transmission lines have not been released completely. Kemble writes, "Among plans under consideration are three proposals to add a third 345-kilovolt electric power line that largely follows an existing corridor from Leeds in Greene County through Columbia County and south through the Dutchess County towns of Milan, Clinton, Hyde Park, and Pleasant Valley. A fourth proposal would largely use an existing corridor that runs from Hudson to Kingston and goes south to Ramapo." Read the full story in The Daily Freeman.

Jimmy Vilekind in Capital New York reports that a state commission is recommending that New York roll back many tax breaks, including several that benefit online businesses. The 157-page report claims the state misses out on $35 million in revenues by not charging sales tax online, and other exemptions such the clothing exemption on purchases less then $110. According to the report, 23 states are now taxing digital sales such as Netflix and iTunes. “Sales tax hasn't been updated for how people live,” said commission co-chair Peter Solomon, an investment banker and former deputy New York City mayor for finance and economic development. Luggage carts, dry cleaning, Broadway shows, and filming movies would now be taxed under the proposal, which would also expand credits for low-income people. Read the full story in Capital New York.

Kyle Adams is reporting in The Daily Mail the Catskill Village Board of Trustees Wed., Nov. 14, agreed to draft a letter to state, town and county officials in support of bringing a casino to Greene County. The move comes following a Nov. 5 statewide vote in favor of an amendment to the state constitution that wll allow the construction of four full-scale casinos on non-Indian land in upstate New York. In Greene County, 56 percent of voted in favor of the amendment; 43 percent voted against the proposal. The village board letter does not mean a casino would be built within the village. It is merely an indication of the village's support for building a casino somewhere in the county. Possible casino locations already mentioned include, the area near Thruway Exit 21B in Coxsackie and Exit 21 in the town of Catskill, as well as the former Friar Tuck resort in Kiskatom. Jessica Mosier is reporting in The Daily Mail the absentee ballots have been counted and Nicholas Dellisanti is officially the New Baltimore town supervisor elect. Dellisanti unseated current supervisor Susan O’Rorke by a 36-vote margin. The absentee ballot count was completed by the Greene County Board of Elections, Thurs., Nov. 14. O’Rorke, a two-term incumbent, was endorsed by the Democratic and Our Town parties. Dellisanti ran on the Republican, Conservative and Independence lines. At the end of the machine vote count on election night Dellisanti led O’Rorke. The two council vacancies were won by newcomers Jeff Ruso and Shelly VanEtten, Republican, Conservative and Independence candidates. The outcome of a vote Tuesday will determine if a proposed consolidation plan for the Chatham Central School District will move forward as is, or it could possibly force the Board of Education to come up with an alternative proposal. In an interview with Philip Grant on the WGXC Morning Show Fri., Nov. 15, Chatham Board of Education President Melony Spock explained the priorities that guided the board's decision-making around the project. PLAY (:48) Wayne Coe, a member of the Chatham Educational Alliance and capital project opponent, spoke with Grant, Thurs., Nov. 14, about the potential for alternatives to the current plan and why he is opposed to the measure. PLAY (1:38). Katie Kocijanski reports in the Chatham Courier not a single comment or concern was raised by community members during the public hearing held Tues., Nov. 12. Under the pending proposal, Chatham Middle School will be closed and consolidated with the high school, making Chatham a one-campus district. The bond will finance a build-out of Chatham High School and the Mary E. Dardess Elementary School. The project will include the addition of a gymnasium, an orchestra room and fitness center, as well as classroom and cafeteria renovations. Jim Planck reports in The Daily Mail the long-awaited reopening of Woodstock Ave. in Palenville happened quietly and without fanfare Fri., Nov. 8, as guard rails were installed and construction barriers removed, allowing traffic to once again flow directly from Route 32A to the south side of the hamlet. The road was severely damaged by the waters of Kaaterskill Creek during Tropical Storm Irene in Aug., 2011. The repair project involved the town of Catskill, the New York State Department of Environmental Conservation, the U.S. Army Corps of Engineers and the Federal Emergency Management Agency. The final cost is expected to be just under $900,000. Catskill Supervisor Joseph Leggio said Saturday that he and fellow board members are pleased to at last have the road open again. He said final items such as the fencing still remain to be done. Leggio also indicated there may be interest from local businesses to sponsor some plantings. Read the full story in The Daily Mail.
