George Amedore launched his campaign for represent New York's 46th Senate District, Mon., Apr. 7, in Catskill. Jordan Carleo-Evangelist is reporting at Capitol Confidential the Rotterdam Republican accused Sen. Cecilia Tkaczyk (KAT-chik) of siding with New York City interests over the needs of her constituents. Amedore lost to Tkaczyk by 18 votes in 2012. On Monday, he faulted the Duanesburg Democrat for her support of the SAFE Act, the year-old state gun control legislation, specifically. Amedore is a homebuilder by profession. He served more than five years in the state Assembly before the 2012 race. In a statement released Monday, Tkaczyk said her focus is now on the work of the current legislative session, without any direct reference to Amedore or his campaign. The 46th Senate District stretches across all or parts of Greene, Montgomery, Schenectady, Albany and Ulster counties.

Public News Service is reporting the newly elected head of the New York State United Teachers, the state's largest union, begins her tenure with a strong mandate from the membership and a desire to heal ties with Gov. Andrew M. Cuomo. Mark Scheerer has the story: PLAY (1:32).

Katie Kocijanski reported in the Register Star Hudson Mayor William H. Hallenbeck Jr. is looking to move forward with some sort of residential parking permit system. Provoked to act as a result of an increasing parking problem along Columbia St., near Columbia Memorial Hospital. Due to a recent change in hospital policy concerning its parking garage, hospital employees now park along Columbia and Prospect streets. As a result, Hallenbeck said, residents are having a harder time finding spots of their own. Under the local law envisioned by the mayor, parking permits would be available for purchase for $20 to $25, and be issued on a yearly basis. Hallenbeck is currently in conversation with Alderman Bart Delaney Jr. and Common Council Legal Committee Chairman John Friedman about the idea. Stuyvesant resident Will Pflaum announced Fri., Apr. 4, the New York State Supreme Court (Third Department) has ruled in his favor on a long-pending Freedom of Information Law request to Columbia County. In an attempt to determine whether a former Assistant Columbia County Attorney held a no-show job, Pflaum submitted a series of FOIL requests for records from the County Attorney's office. The county denied the requests. In its February decision, the appellate court rejected the county's argument and ordered Pflaum's original application for the records be reconsidered.

Rick Karlin is reporting at Capitol Confidential New York State United Teachers delegates Sun., April 6, elected a new president, Karen Magee, a veteran teacher from Harrison, Westchester Co. The challenge to outgoing leader Dick Iannuzzi (EYE-ahn-OO-zee) was brewing for months, with much of the debate focusing on how the union should respond to the new Common Core curriculum, and its relationship with Gov. Andrew M. Cuomo. Magee is the first woman to serve as NYSUT president. She was elected to a three-year term. NYSUT is the state's largest union. Also this weekend Casey Seiler reported, NYSUT repeated its call for the removal of state Education Commissioner John King, whose identification with the controversial implementation of the Common Core educational standards has made him unpopular with the union. The vote Sat., Apr. 5, by almost 3,000 delegates at NYSUT's Representative Assembly supports backs approval of a no-confidence resolution on King by the union’s 80-member board of directors.

Adam Clayton reported in The Daily Mail the Columbia and Greene counties Catholic Charities Nutrition Outreach and Education Program has secured funding for the next four years. Its contract with Hunger Solutions New York has been renewed. The program's essential goal is to promote the federal Supplemental Nutrition Assistance Program, or SNAP, throughout Columbia and Greene counties. It has been funded by Hunger Solutions for the past three years. Since July, the Twin Counties’ program has initiated benefits for 355 households, and processed 272 applications.

[caption width="360" align="alignright"] From the Destroyer Escort Historical Museum website.[/caption]Thane Grauel reports in The Poughkeepsie Journal that a World War II destroyer escort sails down the Hudson River Sunday from Albany to Staten Island. The USS Slater, a floating museum run by a nonprofit, will leave Albany, will be pulled by two tugboats sometime in the morning arriving at the Caddell Dry Dock and Repair Co. about 12 hours later. The trip is to refurbish the 70-year-old boat, now serving as the Destroyer Escort Historical Museum. The 306-foot Slater, retired from service in 1943, is the last floating destroyer escort in the United States. Destroyer escorts, now called frigates, protected merchant vessel convoys crossing the Atlantic Ocean during the war. The last frigates will be retired from the Navy in 2015. Zangla surveys 14 local school districts, including Catskill, Germantown, and Hunter-Tannersville. All receive increases in state aid in the coming fiscal year, but at varying levels. Hunter-Tannersville sees an almost 13 percent increase, while Rhinebeck gets three percent more funding. Catskill schools get an 8.55 percent increase according to the article, and Superintendent Kathleen Farrell said her district will receive about $600,000 more than expected. Still, the district will be faced with cutting about $2 million future cuts in expenses, including cuts to instructional staff, Farrell said. Read the full story in The Daily Freeman.

WGXC Programming

Audrey Matott is reporting in The Daily Mail Greenville Central School Board of Education met for a general budget presentation and discussion Thurs., Apr. 3. The district's proposed spending plan for 2014-15 is an estimated $28.6 million, and will require a tax levy increase of 1.7 percent. School officials called the budget a bare-bones spending plan, and said the district was doing as much as possible within the limitations created by the state-mandated tax levy limit and state aid. The board agreed it will prepare the final budget proposal to include the restoration of four clerical positions for 12-month terms. William J. Kemble is reporting in the Daily Freeman Catskill town officials have promised to take action against the owner of property located at 31 Becks Road if the owner fails to respond to notices to clean up junk on the site and keep vagrants from using a vacant house on the property. At a Town Board meeting Tues., Apr. 1, neighbor Charles Israelian said the situation has become worse despite eight years of complaints. He said a dozen people were living on the property, and complained of excessive noise and garbage. Town Code Enforcement Officer John Cashin said there have been previous efforts to get the property cleaned up. Read the full story in the Daily Freeman.

Rick Karlin is reporting at Capitol Confidential motorists will soon see a new colored license plate on some vehicles on New York roads. A red and white Emergency Management license plate will be issued to first responder agencies. The plates will not be available to volunteers such as firefighters or others for use on personal vehicles, however. They will be made available for select vehicles that are owned, registered or operated by state or local governments. The new plates will have a white background and a red banner with the “EM” designation appearing in the upper left hand corner. The name of the state agency or the political subdivision and its county of primary use will also be displayed on the plate. Marlise Cammer is reporting in the Register Star the Ghent Planning Board Wed., Apr. 2, approved a scaled-down Love Apple Farm site plan application. The new site plan includes a scaled-back, 10,000-square-foot building and eliminates proposed housing for migrant workers. The original plan included a 16,000-square-foot building to replace the one destroyed by fire. The business plans to have the new building completed by June.  A fire destroyed the farm building on Route 9H in November of last year. The farm is owned by Donald Golden and Francis Greenburger. William J. Kemble is reporting in the Daily Freeman work along the Kaaterskill Creek has been completed for $300,000 less than the $1.5 million estimate, according to town of Catskill officials. The work included construction of a 100-foot-long wall bank near Woodstock Ave., behind the Palenville Fire Department building. Federal funding covered 75 percent of that project, and the state picked up the rest of the cost. The town in 2012 bonded $2.1 million to pay for approximately 20 repair projects necessitated by Tropical Storm Irene, which struck in August 2011 and caused widespread damage throughout Greene County. Casey Seiler is reporting at Capitol Confidential Democrat Sean Eldridge, who is seeking the 19th Congressional District seat currently held by Republican Chris Gibson, has weighed in on the U.S. Supreme Court’s McCutcheon decision, which knocked down limits on donors in federal elections. In a statement released Wed., Apr. 2, Eldridge called the court's ruling a disappointing step backward for democracy. “Right now the voices of everyday New Yorkers are being drowned out by the big money and corporate interests in our politics, and today’s ruling only makes that problem worse," Eldridge said. He called for passage of comprehensive campaign finance reform that would overturn the Citizens United decision and strengthen transparency in politics. While Eldridge is not accepting money from corporate PACs, he donated $715,000 to his own campaign, making him No. 3 on the national list of self-funded House candidates, according to the Center for Responsive Politics. The Daily Freeman is reporting unemployment rates in Mid-Hudson and Catskills counties were markedly lower in February than during the same month a year earlier, the state Department of Labor announced, Tues., Apr. 1. All rates dropped by at least 1.2 percentage points. In February, the unemployment rate was 6.7 percent in Columbia County, down from 7.9 percent a year before. In Greene County, the jobless rate was 8.1 percent, down from 9.9 percent during the same month in 2013. Dutchess County's unemployment rate in February was the 10th lowest among the state’s 62 counties, the department said. Read the full story in the Daily Freeman.
