Arthur Cusano is reporting in the Register Star Gov. Andrew M. Cuomo signed the state's $138 billion 2014-15 state budget package Tues., Apr. 1. The spending plan was approved on time Mon., Mar. 31, by the Legislature for the fourth consecutive year. The package contains $1.5 billion in property tax relief that will provide residents tax cuts if their municipality and school districts stay within the state-mandated tax cap and have a plan to cut overall spending by one percent the following year. Rick Karlin is reporting at Capitol Confidential Republican gubernatorial candidate Rob Astorino was in Albany, Tues., Apr. 1, to criticize Gov. Andrew M. Cuomo's just-finished budget and to court those angry over passage of the SAFE Act gun-control law one year ago. But Astorino caught some friendly fire from western New York businessman and former gubernatorial candidate, Carl Paladino, who continued his effort to draft Donald Trump to run for governor. Paladino told the estimated 3,000 SAFE Act protesters assembled in Empire State Plaza, that although Astorino is a good man, the GOP needs a candidate who can get elected. Trump made no mention of a governors race during his brief remarks, in which he criticized Cuomo on a number of points, including the governor's failure to make a decision on natural gas drilling. Kyle Adams writes in The Daily Mail the Catskill Police Department has been re-accredited by the New York State Office of Public Safety, five years after its initial accreditation in 2009. The Catskill department is the only accredited full-time police agency, other than the state police, in Greene Co. To become accredited, an agency must comply with more than 100 standards in administration, training and operations. There are 143 accredited agencies across the state. The Catskill department was founded in 1806, and employs 28 full-time and part-time employees. Kathy Ventura, the police department’s civilian administrator, was awarded a citation for her work in helping the agency meet the accreditation standards, said Catskill Village Trustee and chairman of the Public Safety Committee Jim Chewens. The Daily Mail's Michael Ryan has learned shortly before a search warrant was executed by state police at the Windham town hall, Friday, Mar. 21, a related search was conducted at the residence of Windham Town Supervisor Stacy Post. The residential search, conducted at the Quads condominium, located on the outskirts of Windham, was confirmed Mon., Mar. 31. The focus of the residential search has not been disclosed. Officials have not publicly commented on the Bureau of Criminal Investigation team’s seizure of a computer from Post's desk at town hall 11 days ago. Neither the state police or Greene County Acting District Attorney Charles Bucca have released details on the scope of the investigation. Post was sworn into office in January, after winning election by a margin of six votes over incumbent supervisor Stephen Walker. Post served as Windham police chief from 2009 through 2013. The Olana Partnership and Wave Farm's WGXC has been awarded a Certificate of Commendation from the Museum Association of New York for the Sept. 2013 event, Framing the Viewshed: Groundswell. The project was one of 15 honored during a special ceremony held at the Association's annual Museums in Action Conference in Albany, Mon., Mar. 31. The awards are made annually to recognize outstanding work in the museum community, reward staff and volunteers, and provide encouragement for development of new and innovative projects. Groundswell was a collaboration between Olana and WGXC, which featured site-specific works in sound, text, installation and movement. More than a dozen artists, including DJ Spooky, Pauline Oliveros and Bobby Previte, reflected on and reacted to Olana as an ambitious and early environmental work during the one-day event.

The Associated Press reported New York Gov. Andrew M. Cuomo and legislative leaders reached a deal Fri., Mar. 28, on a $140 billion state budget that would provide some tax breaks for businesses, homeowners, and renters. The fiscal year begins Tues., Apr. 1. Lawmakers are expected to vote on the deal Monday. "The 332-page revenue bill lists property and renter’s tax credits through so-called circuit breakers, tax credits for families and revisions in bank, corporate, manufacturers and estate taxes," according to the report. In addition, the budget puts forward the state’s largest education allocations to date, including: An increase of more than 5 percent in school aid; statewide, universal full-day pre-k; and a bond act to modernize classrooms.

Audrey Matott reported in The Daily Mail the Cairo-Durham Board of Education presented its draft 2014-15 budget Thurs., Mar. 27. The $28.5 million spending plan calls for a 1.82 percent increase in the tax levy. The board currently projects a deficit of more than $190,000. The board must now decide which expenditures to cut, or choose to override the state-mandated tax cap. Budget increases for the next school year are largely the result of increased employee benefit costs. The spending plan must be adopted by the board no later than April 25. The statewide school board elections and budget vote will be held May 20.

Joe Gentile is reporting in the Register Star Columbia County Department of Social Services Commissioner Paul Mossman and Civil Service Commission Chairman Richard Concra recently made public their intentions to step aside. Mossman announced he will retire, effective June 29. He served as head of that department for 11 years. The announcement came one year into his third, five-year term. A search committee has been formed to identify and hire an interim and permanent DSS commissioner. Stockport Town Supervisor Matt Murell disclosed Concra's resignation Thurs., Mar. 27. He said the county Government Committee is entertaining a resolution to appoint former Civil Service administrator Cathy Hogencamp to serve out the remainder of Conra's six-year term, effective late May.

The Daily Freeman reported Rebecca Shields of Catskill has been named Greene County’s 2014 Senior Citizen of the Year, and Stephen Tuomey of Tannersville was chosen recipient of the county’s 2014 Outstanding Contribution by a Senior Citizen Award. Shields served as a senior companion for several years with Community Action of Greene County and has served on its Senior Advisory Board. She currently serves as an inpatient volunteer with Community Hospice at Kaaterskill Care and the Pines. Tuomey has served as a parish council member at the Church of the Immaculate Conception, is a member of the Senior Bowling League and served as treasurer of the Mountaintop Golden-Agers. Other nominees receiving certificates of merit include: John Pulice of Athens, Maureen Forrester of Cairo, Della Lomoriello of Catskill, Joy Mayo of Coxsackie, Robert Mazon of Elka Park and Evelyn Jennings of Greenville. Shields and Tuomey will be recognized at a ceremony in Albany on May 6.

The National Weather Service in Albany issued a Flood Watch for the entire WGXC listening area from 8 p.m. Sat., March 29 through 8 a.m., Monday, March 31. Heavy rain is forecast for our region.

• HR 4278 $70 million aid to Ukraine, paid for by cutting $70 million to Pakistan. Expands Radio Free Europe/Radio Liberty and Voice of America broadcasts into Ukraine, Moldova, and the Crimean Peninsula, and takes punitive measures. Chris Gibson (R-Kinderhook) was one of only 19 voting against, as it passed with 399 votes.

• HR 2824 This bill would retain mountaintop mining regulations from the George W. Bush administration that a federal judge struck down in February on grounds they violate the Endangered Species Act. Local Republican Gibson opposed the National Mining Association and voted with the Sierra Club on this issue, voting against the bill, which passed 222-201.

• HR 1459 The bill weakens presidential authority under the Antiquities Act of 1906 to preserve certain federal lands in their natural state. Observers consider this bill has no chance of passing the Senate or getting a presidential signature. Gibson voted against, as fellow House Republicans passed this bill 222-201.

• HR 1459 Measure to phase in a nearly 40 percent increase in the federal minimum wage, failed 193 in favor to 227 against, with Gibson voting against.

• HR 4152 A billion in aid for Ukraine, which previously passed the house, passed the Senate 98-2, with only Sens. Rand Paul of Kentucky and Dean Heller of Nevada voting against, and New York Senators Kirsten Gillibrand and Chuck Schumer, both Democrats, voting for.

• HR 3979 Both Schumer and Gillibrand voted to restore jobless benefits that expired in late December for millions of the long-term unemployed.

Jonathan Berr at CBS News reports that a consortium of cable operators, including Mid-Hudson Cable locally, may see blank screens from Viacom channels April 1 unless they can reach an agreement over fees. Friday, Mid-Hudson began running announcements over Viacom programming, and has a notice posted on its website about the possible interruption. "Viacom, the parent company for MTV, Comedy Central, TV Land, Nickelodeon, CMT, and VH1, along with several others channels, is threatening to blackout these channels April 1 unless we agree to an increased fee of almost $5 per subscriber. New York Governor Andrew Cuomo announced an agreement March 28 between Tesla Motors, the New York State Automobile Dealers Association, and the Greater New York Automobile Dealers Association, so that the electric cars the company makes can be sold in the state. Tesla Motors can continue to sell cars at their five licensed retail locations in New York State, an announcement said, and "additional Tesla retail locations will be established under a strengthened dealer franchise law. Legislation to implement the agreement will be introduced with the support of leadership in the Senate and Assembly." Few details of the agreement were announced. Tesla locations include White Plains, Mount Kisco, and others downstate. The car manufacturer would prefer to get around the traditional car dealership model, but has been stymied around the country by lobbyists for current car dealers.

Michael Ryan is reporting in The Daily Mail the uncertainty continues in Windham over a state police raid of town hall last week. The Windham Town Board met Thurs., Mar. 27, but the subject of the Bureau of Criminal Investigation team's seizure of town computer equipment was not raised during the public meeting. The board put on hold the resignation of Deputy Town Supervisor Edward D. Shanley, reportedly submitted Fri., Mar. 21, shortly after the raid. It is not known if there was a connection between the pending resignation and the police action. Shanley was appointed deputy to Supervisor Stacy Post in January. A state trooper was present for most of the Town Board meeting, Thursday night. The trooper was dispatched as a precautionary measure, at the town's request. There was a concern emotions might run high, Ryan writes. Neither the state police or Greene County Acting District Attorney Charles Bucca have released details on the scope of the investigation, a time frame for when the probe might end, or when the findings will be made public. Joe Gentile is reporting in the Register Star the Board of Supervisors Pine Haven Subcommittee heard Thurs., Mar. 29, from representatives of the Centers for Specialty Care Group, a Bronx-based consortium of more than 20 medical facilities located statewide. The group denied it was interested in purchasing the facility, but they did caution the subcommittee to be wary of potential buyers and distributed a 14-page handout to the committee about the process. Regional Administrator Bruce Gendron warned of the challenges of maintaining a county-run facility like Pine Haven. The subcommittee also heard from Ghent resident Al Wassenhove, who is advocating the facility be transformed into a veterans' center for physical therapy and counseling services once a new nursing home is built. Columbia County taxpayers subsidized the Pine Haven operating budget by nearly $1.5 million in 2013.
