The National Weather Service has issued a Hazardous Weather Outlook for northwestern Connecticut, western Massachusetts and east central New York, effective Tuesday. There is a chance of non-severe thunderstorms all day. Thunderstorms may contain gusty winds up to 50 mph as they move from southwest to northeast around 40 mph. Rainfall could be heavy, producing significant within bank rises on some rivers and streams, as well as poding of water in areas of poor drainage.

Today: Periods of rain and thunderstorms before noon, then period of rain between noon and 1 p.m., then periods of rain and possibly a thunderstorm after 1 p.m. Some of the storms could produce gusty winds and heavy rainfall. Temperature will rise to near 66 by 11 a.m., then fall to around 50 during the remainder of the day. Chance of precipitation is 100 percent. New rainfall amounts between 1 and 2 inches possible. Tuesday night, periods of rain before 10 p.m., then sleet likely between 10 p.m. and 11 p.m., then scattered snow showers after 11 p.m. Low around 329. Chance of precipitation is 80 percent. New snow and sleet accumulation of less than a half inch possible.

Reuters is reporting a rare celestial show is in store for North America, Tues., Apr. 15, as Earth's shadow falls across the moon, shifting its color from bright orange to blood red to brown, depending on local weather conditions. The lunar eclipse will unfold over three hours beginning at 1:58 a.m. eastern time, when the moon begins moving into Earth's shadow. A little more than an hour later, the moon will be fully eclipsed and shrouded in a red glow; the show will conclude by 5:33 a.m. This eclipse will be the last full lunar eclipse visible from the United States until 2019. NASA plans live coverage of the eclipse on NASA TV, the NASA.gov website and on its social media accounts. Coverage will begin at 2 a.m.

Some of the stories that made the news, April 11 through April 14:

Claude Haton reported in The Daily Mail a stretch of the Route 23 bypass will be undergoing extensive work beginning Mon., Apr. 14. The project will have an impact on traffic patterns for several months as either repairs or full repaving takes place over a seven-mile stretch between Catskill and Cairo. The work will begin in Cairo and work toward Catskill. Much of the bypass bears the original concrete surface, which is approximately 60 years old. The stretch reaching between Route 9W in Catskill and Cairo Junction Road will be fully paved. The remainder of the road will receive patching as needed. The project will cost $2.4 million. The work is projected to be complete by July 31.

Casey Seiler reported at Capitol Confidential with a little more than six weeks to go before state Democrats are scheduled to meet for their convention, a spokesman for the committee says the date and location have not been finalized. Newsday reported last week the convention would be held May 21 and 22 at the Huntington Hilton in Melville on Long Island, a spot that signals the suburban outreach Gov. Andrew M. Cuomo is counting on in his re-election efforts. The state GOP will hold its state convention, May 14 and 15 at the Hilton Westchester in Rye Brook. Adam Clayton reported in the Register Star the Claverack Town Board heard last week received an update on progress made on the State Energy Highway Blueprint, from Ian Solomon, head of Farmers and Families for Claverack. According to the Solomon, the state Public Service Commission has requested the four companies involved in the expansion submit new proposals that would stay within current transmission corridors. New York Transco, North America Transmission, Boundless Energy and NextEra are all vying for the winning bid. The companies must now collectively agree on a timeframe to resubmit those amended plans to the Commission.

Crossroads Brewery's Black Rock Stout was named the best stout in the world by The Brewers Association, Fri., Apr. 11, at its annual Craft Beer Conference held in Denver, Colo. Hutch Kugeman, Crossroads Head Brewer, was on hand to accept the award. This year's World Beer Cup contest included nearly 5,000 beers from 1,400 breweries located in 58 countries, making it one of the largest commercial beer competitions ever held. The Athens-based brewery beat out 37 other competitors in the Foreign-Style Stout category to win the gold medal. NOTE: Crossroads co-owner Kenny Landin is a WGXC programmer.

This is based on a forecast of one to two inches of rainfall. If later forecasters project even more rainfall, a flood watch may be issued.
Tuesday: Periods of rain and possibly a thunderstorm. Some of the storms could produce heavy rainfall. High near 65. Breezy, with a south wind 16 to 22 mph, with gusts as high as 33 mph. Erika Eklund in The Mountain Eagle reports that residents in Schoharie County get to air their views on a casino opening in their county, at a public hearing Tue., April 15 from 7 to 9 p.m. in the auditorium at Cobleskill-Richmondville High School. Last year, county leaders voted against a resolution supporting a casino in Schoharie, then later passed the resolution after the folks who run Howe Caverns, the area's largest tourist draw, gave a presentation in support of the idea. In a 2013 general election Schoharie County voters indicated they were in support of the idea of casino gaming in upstate New York by a vote of 4,672 to 4,417. Voters in the towns of Carlisle, Sharon, and Seward, however, voted against the casino gaming amendment. Read the full story in The Mountain Eagle.

The New York State Public Service Commission (PSC) announced April 10 that it is seeking comment on a proposal by West Point Partners, LLC to construct an approximately 80-mile, 1,000-megawatt transmission line from a National Grid substation in the Town of Athens, in Greene County to a Consolidated Edison substation in the Village of Buchanan, Town of Cortlandt, in Westchester County. The majority of the transmission line will be buried in the Hudson River and within existing public rights-of-way. The PSC hosts public hearings in Athens on Wed., Apr. 23 at the Athens Volunteer Firehouse, 39 Third St. with an Informational Forum at 2 p.m., and the Public Hearing at 3 p.m. and a later meeting at Edward J. Arthur Elementary School Auditorium, 51 Third St., in Athens, with an Informational Forum at 6 p.m and the Public Hearing at 7 p.m. The Commission may approve, modify, or reject West Point Partners’ proposal in whole or in part. The proposed project would comprise the following principal components:

Approximately 77.3 miles of in-river 320 kilovolt (kV) high voltage direct current (HVDC) transmission cable, with associated communications fiber, buried in the bed of the Hudson River;

Two underground transition vaults, one at each end of the in-river cable route, where the in-river cable would be connected to the land transmission cables;

Approximately 3.6 miles of 320 kV HVDC land transmission cable linking in-river cable to the northern and southern converter stations;

Two HVDC converter stations, one at each end of the in-river cable, linking the cable to the 345 kV alternating current (AC) grid; and

Approximately 1.6 miles of 345 kV AC land cable connecting the HVDC converter stations to the Leeds and Buchanan North substations.

Brian Hubert reports in The Daily Freeman that there are radio stations in the Hudson Valley that have websites and other digital services. The story mentions WDST (100.1-FM) in Woodstock, and Hubert makes the wild (false) claim that, "WDST is one of just under two dozen independent radio stations left in the U.S." Maybe among "commercial rock stations," but not among "radio stations." The story also mentions the existence of WHUD (100.7-FM), WSPK (104.7-FM), and WBPM (92.9-FM) and several Clear Channel-owned stations, but does not mention many others. Originally produced for the Australian Broadcasting Corporation (ABC), in this series of three linked stories for radio, writer critic and radio producer Virginia Madsen invites us to reflect upon on the place of The Dark in our collective imagination, and the mysteries and revelations that come with the dark. These stories also form a meditation on a very particular space – the radio, a space of reveries, memory, dreaming, creativity, a quality of space (and time) which is under threat from the spreading of industrial light. Dark Room Triptych is written by Virginia Madsen, performed by Tyler Coppin and Angela Toohey, and engineered by Andrei Shabunov.

Kyle Adams is reporting in The Daily Mail the Catskill Village Board will appoint a committee of advisers to monitor the treatment of historic structures located in the village. The group will work with the planning board. The board did not create an independent, official historic preservation commission as requested by a group of residents. Catskill Village President Vincent Seeley said an official entity may be formed in the future. The historic preservation committee will help the village develop a set of written standards for historic renovation, including a menu of acceptable exterior facade changes. The committee could also help guide homeowners to federal and state tax incentives available for historic restoration projects. Read the full story in The Daily Mail.

James M. Odato is reporting at Capitol Confidential U.S. Attorney for the Southern District of New York Preet Bharara said Thurs., Apr. 10, he is looking forward to obtaining the files of the disbanded Moreland Commission to explore leads. He said it is clear the commission’s work was cut short by Gov. Andrew M. Cuomo. Bharara said the closing down of the corruption fighting unit suggested the appearance of a political bargain. He said leads that may have looked insignificant to Moreland staffers could develop once his investigators get started after taking control of the files this week. Cuomo announced March 29 that as part of budget negotiations with the Legislature, the Commission was being disbanded. In comments to reporters in Monroe Co., Thursday, Cuomo described the continuation of the Commission as unnecessary given the reform legislation accomplished as a result of the investigatory authority's work. Joe Gentile reported in the Register Star the Columbia County Board of Supervisors Chairman Pat Grattan, announced Tues, Apr. 8, design work has been suspended on the new Pine Haven Nursing Home and Rehabilitation Center. Grattan said county officials are considering several options, but did not elaborate. Also on Tuesday, Bruce Gendron, regional administrator of Centers for Specialty Care Group toured the 120-bed facility, accompanied by members of the county's Pine Have sub-committee. He described Pine Haven as a slightly dated, but overall well-run facility whose residents are well cared for. Critics, including Philmont Mayor Clarence Speed, fear the consequences for Pine Haven residents and employees if the county sells the nursing home to a private, for-profit company. Joe Gentile is reporting in the Register Star plans to put the Columbia County Airport’s runway into compliance with a Federal Aviation Administration recommendation were adopted Wed., Apr. 9, by a majority vote of the Columbia County Board of Supervisors. The supervisors approved the Airport Committee's plan for a 1,000-foot-safety area on the runway's northern end, which is expected to cost a total of $3 million to build. Supervisors Mike Benson of New Lebanon, Erik Tyree of Taghkanic and John Reilly of Gallatin were the lone dissenters on the vote. Airport Committee Chairman Art Bassin said the next step is to schedule a meeting with the Federal Aviation Administration. Read the full story in the Register Star.

 

The Schoharie area disaster recovery group has announced the deadline for applications is Fri., Apr. 11. Anyone whose residence was damaged by storms Irene or Lee may be eligible for money to repair that home, or for reimbursement through the New York Rising Housing Recovery Program. The service center providing application assistance for Greene County is at Prattsville Town Hall. Appointments can be made by calling (518) 299-3125.

Rick Karlin is reporting at Capitol Confidential Gov. Andrew M. Cuomo has appointed a commission to provide recommendations for his “Raise the Age” initiative to increase the age at which young New Yorkers can be charged and tried as adults. Currently, that is 16 and 17 years of age, most states have a higher threshold. New York remains one of two states in the nation whose age of criminal responsibility is just 16. As a result, in 2013, more than 33,000 16- and 17-year-olds statewide had their cases handled in adult criminal court, where they are less likely to receive the services they need. Among the appointees are Janet DiFiore, Westchester County District Attorney, Elizabeth Glazer, Director of the New York City Mayor’s Office of Criminal Justice and Melanie Hartzog, Executive Director of the Children’s Defense Fund-New York. The song "Tom's Diner" was written about it in 1981 by American singer-songwriter Suzanne Vega. (It was first released as a track on the January 1984 issue of Fast Folk Musical Magazine.[1] When first featured on one of her own studio albums, it appeared as the first track of her "Solitude Standing" album in 1987.) John Mason is reporting in the Register Star more than 300 students in Columbia County refused to take the recent New York State Grades 3-8 English Language Arts assessments administered in public school districts. More than 80 percent of the objectors were from the Ichabod Crane Central School District. Out of 690 students enrolled in grades 3 through 8 in the district, 260 refused to take the test. Approximately 60 students from the five other county districts combined sat out the exam this year. Ichabod Superintendent George Zini said parents in that district are just not pleased with the amount of testing required for students. Student Loretta Salzberg spoke with her mother Karen Schoemer about her decision to opt out of the state exams last week during "Super Radio Maniac Fun" on WGXC: PLAY (1:42). There were approximately 3,400 students enrolled in grades 3 through 8 in Columbia County during the 2011-12 school year, according to the most recent data available from the New York State Education Department.

Joe Gentile is reporting in the Register Star Columbia Economic Development Corporation President David Crawford resigned Mon., Apr. 7, from the county Board of Supervisors Airport Committee. His resignation comes in advance of a vote by the full board on the committee's recommended runway safety area resolution, Wednesday night. Crawford told the paper Board Chairman Pat Grattan recruited him for the committee to help resolve the runway safety zone issues and that has now been accomplished. However, he believes there are better alternatives than the one chosen by the committee. He said, “We get the argument we have to spend federal dollars wisely. I think that’s a weak argument if we can bring federal dollars to Columbia County.” While he did not agree with the final decision, Crawford lauded the committee's work overall. Brian Nearing is reporting in the Times Union the rebuilding of the Lafarge cement plant on Route 9W in Ravena will move ahead days after an announcement that the parent company, a French multinational conglomerate, will be sold to a Swiss rival. The project will begin Fri., Apr. 11, less than one week after Lafarge announced the company was being acquired by the Zurich-based multinational company Holcim. The rebuilding is part of a 2010 settlement with state and federal officials to dramatically reduce emissions of nitrogen oxide and sulfur dioxide at plants in Ravena and elsewhere in the state. Two kilns that date from the 1950s will be replaced by a modern kiln with advanced pollution controls. The new plant is expected to be running by mid-2017. The merger of Lafarge and Holcim will create the world's biggest cement maker, with $44 billion in annual sales and operations in 90 countries. There are two cement plants located in the state of New York: The Ravena plant and the Lehigh Northeast plant in Glens Falls. Read the full story in the Times Union.
