Audrey Matott is reporting in The Daily Mail following years of deliberation, the Cairo-Durham Central Board of Education voted Thurs., Apr. 24, to close Durham Elementary School on a vote of six to two. Board President Susan Kusminsky and board member Beth Daly voted against the closure; Elizabeth Phillips was not present. Following the vote to close the school there was significant applause and even a “thank you” was called out from the crowd. Emotions were torn among the community and the board. Kyle Adams is reporting in The Daily Mail a total of four bids were submitted to the state for four casino resort locations in Schoharie County. Howe Caverns near Richmondville was among the proposals received by the state. The others include the Thruway Exit 23 site near Albany, located approximately 30 miles from Catskill, a site near Exit 9 on I-90 in East Greenbush, and the fourth in the town of Florida, near Amsterdam. The New York Gaming Facility Location Board received a total of 22 $1 million applications statewide. Full casino development applications are due by June 30. Read the full story in The Daily Mail.

William J. Kemble is reporting in the Daily Freeman the state Public Service Commission Thurs., Apr. 25, approved a revision to how Central Hudson Gas & Electric Corp. calculates its electricity delivery charges in an effort to spread pending price increases among all of the utility’s customers. The changes were granted without comment during a morning meeting of the commission. A Central Hudson spokesman said the changes will protect large buyers of market price electricity from being unfairly charged additional fees. Approximately 90 percent of Central Hudson customers are considered market price buyers. Increases of 6 percent for residential customers and 10 percent for business customers are expected following the May 1 implementation of a federal capacity zone for the region. Under the “capacity zone” plan, utilities will be required to buy at least 88 percent its power from electricity producers within their zone. Read the full story in the Daily Freeman.

3 a.m.: Two Radio Solos "Two Radio Solos" by Michael Snow (1980): "Short Wavelength" (39:14) and "The Papaya Plantations" (47:12). Cassette released by Freedom In A Vacuum, 1988. Two Radio Solos is a cassette of 2 playing-the-radio improvisations done in 1980 and released in 1988 by a no longer existing Toronto company (it’s still available though).’ Apart form being one of the greatest experimental film makers of all time, Canadian Michael Snow (b Toronto 1929) has also extensively played piano, trumpet, synth and percussion on numerous records and live performances. His recorded output includes many jazz and improvisation records, with the Canadian Creative Music Collective (CCMC) amongst others. Snow issued several legendary experimental albums on his own as well, like 1975’s ‘Musics For Piano, Whistling, Microphone And Tape Recorder’ [excerpt here] or ‘The Last LP’ in 1987 (full album here]. ‘Two Radio Solos’ was recorded in between those 2 masterpieces and offers lenghty improvisations played on a Nordmende radio receiver (pictured above). Here as well, Snow is dealing with long durations, like in his films ‘Wavelength’ (1966-67) and ‘La Région Centrale’ (1971). The tracks are vast collages of foreign radio broadcasts, static bursts and abstract electronic sounds, all ‘played’ with the radio surfing the shortwave frequencies (2 to 30 MHz). Chinese and Russian languages are recognizable, as well as english. I suspect there was a kind of post-production editing of one kind or another, contrary to what Snow states on the cover: some recordings are noticeably sped up, some passages juxtapose 2 sound sources and some cut-ups are obvious. The B side is a joyous collage of languages from around the world, embarking many exotic world musics, lounge music, electronic sounds and gray noise as well, all sourced from the Nordmende. ‘The Papaya Plantations’ at times sounds like regular electroacoustic music, but mostly like an autonomous sound organism with a noisy life of its own. In the liner notes to ‘Musics for Piano, Whistling...’, Snow writes about the ‘hearing/seeing/thinking experience of certain parts of certain of my films’. I assume one could consider the radio listener as defined by all the wavelengths he receives at a given moment, so that the human being is inhabiting a specific region of the electromagnetic spectrum. Listening to the radio you tune to all frequencies, all at once. This tape conjures such magic.

Kyle Adams is reporting in The Daily Mail local officials say it is looking unlikely that either Greene or Columbia counties will be getting a casino. Midnight Wednesday was the deadline to apply for casino approval and submit the application fee of $1 million to the New York State Gaming Commission. Catskill Village President and Greene County Legislator Vincent Seeley told Adams he does not anticipate a local casino development proposal will move forward this round. Seeley took the lead in organizing a casino forum in Catskill in November. The factor holding back local casino development, according to Seeley, is infrastructure. The area near the Thruway is not "shovel-ready," he said. Warren Hart, director of Economic Development, Tourism and Planning for Greene County said it is not impossible for a bid to be entered for a project in the county, just highly unlikely. Officials in Columbia County said they have not been approached by any casino developers. Read the full story in The Daily Mail.

Michael Ryan is reporting in the Windham Journal the locks to the Windham Town Supervisor's office have been changed. A sign was taped to the office door, Sat., Apr. 19, advising those who wished access to contact Supervisor Stacey Post directly. Traditionally town board members and other municipal officials were permitted to access the space during regular business hours. When asked about the changes Post said she was not at liberty to discuss the matter. State police investigators raided Post's home and seized a computer at her town hall office in March. No charges have been filed and the investigation is ongoing. The Windham Town Board will meet Thurs., Apr. 24. A letter of resignation from interim police chief George Tortorelis is expected to be on the agenda. Post served as police chief until she was elected supervisor in late 2013. The National Weather Service in Albany has declared a Red Flag Warning from noon to 6 p.m., Thurs., Apr. 24, for high winds and low humidity for much of eastern New York and adjacent western New England. The affected area includes the Berkshires, northwest Connecticut, the eastern Catskills, Mid-Hudson Valley and the greater Capital Region. Northwest winds of 15 to 25 mph with gusts from 30 to 40 mph are expected, with a relative humidity level of less than 25 percent. A Red Flag Warning means that dangerous fire conditions are expected. Any fire that develop may quickly get of control and become difficult to contain.

Barbara Reina is reporting in the Register Star U.S. Rep. Chris Gibson kicked off his re-election campaign Tues., Apr. 22. The Kinderhook Republican integrated his positions on farming, immigration, small business, term limits, energy and local history into his remarks to the overflow crowd that gathered at his campaign headquarters located on Route 9H in Kinderhook. The two-term incumbent referred to himself as a member of the home team, and Democratic challenger Sean Eldridge as the away team. Of Eldridge, Gibson said, “He didn’t grow up here. He doesn’t understand our challenges. It’s pragmatism versus ideology.” Gibson said his strategy for re-election is service, and to focus on issues of concern in upstate New York. The Daily Freeman is reporting unemployment rates in Mid-Hudson and Catskills counties were sharply lower in March 2014 than in the same month a year earlier, according to information released by the state Department of Labor, Tues., Apr. 22. Greene County’s jobless rate last month was 7.6 percent, compared to 9.3 percent in March 2013, the department said. Columbia County’s unemployment rate, meanwhile, dropped from 7.1 percent to 6.2 percent during the same period, the 10th lowest rate reported statewide. The statewide unemployment rate last month was 7.3 percent, down from 8 percent the previous year. Read the full story in the Daily Freeman.

Rick Karlin is reporting at Capitol Confidential on the survey recently released by the state Association of School Business Officials on school district mergers. The report looked in depth at the 30 school districts that explored merging since 2010 but failed to accomplish reorganization. Some of the characteristics shared by those school districts are small student populations, community wealth below the state average, and staff losses over the last three years. The association found school district mergers are not easy to carry out, nor are voters quick to approve them. The survey documents the instances statewide in which mergers were considered, but did not happen for a variety of reasons. Ichabod Crane and Schodack were one of four pairs of school districts cited in the report that chose not to take the reorganization to a public vote after studying the matter. The much anticipated Cairo-Durham Facilities Use Study is out. District administrators posted the report on its website, Mon., Apr. 21. In that report, consultant Dr. Paul Seversky has recommended the closure of the Durham elementary building, which he calculates would save the district nearly a half million dollars a year. The Cairo-Durham Elementary School located in Durham currently houses grades K to 2. The report presents two potential scenarios: Scenario A calls for housing all K to 5 students at Cairo Elementary School, with grades 6 to 12 to be served at the middle/high school building. Under Scenario B, the fifth grade would move to the middle/high school building, leaving the Cairo building to house students in grades K to four. Both building reconfiguration ideas could be accomplished without the necessity of a capital construction or a renovation plan. With either scenario the district would realize a savings of more than $480,000 in personal and building costs annually. While the proposals call for the elimination of administrative, nursing and custodial positions, neither would reduce the number of full-time equivalent teachers at the elementary level. Seversky states in the report the local perspective is the only perspective important in the final balance of determining what is educationally sound and cost effective for the district, and he calls his findings and recommendations a "roadmap" for the local public policy discussion. The findings will be presented to the Cairo-Durham Board of Education beginning at 7 p.m., Tues., Apr. 22. That meeting will be held in the middle/high school auditorium. William J. Kemble is reporting in the Daily Freeman a recent state audit of the town of Catskill's books revealed that necessary documentation was often missing to support purchases made in various town departments. Highway Department purchases lacked details necessary to trace spending on some items, according to Town Supervisor Joseph Leggio. He also said at the senior center, coffee is being purchased on a monthly basis, but no money is being turned in. Leggio said these issues have been brought to the attention of everyone involved, but the problems still exist. Leggio said corrective measures have been taken. Public News Service is reporting cement plants in New York and around the nation will no longer be able to get off the hook for releasing dangerous pollution and claiming it was a mistake, as the result of a ruling by a federal appeals court, Fri., Apr. 18. Kyle Adams reported in The Daily Mail the Greene County Public Health Department will soon be calling on county residents to help out in times of disaster with the creation of a medical reserve corps. The Greene County Legislature approved the creation of the group last week. Recognition from the Office of the U.S. Surgeon General and Department of Health and Human Services is expected in the coming weeks. The corps will be trained and in the event of a disaster they are mobilized. Volunteers are not required to have a medical background to enroll, and the duties of volunteers may not be limited to emergency response. Information is available at (518) 719-3600.

Bob Gardinier reported in the Times Union Columbia County Deputy William Zincio admitted in Greenport Town Court last week he was paid more than $3,000 he did not earn after he falsified time sheets. Zincio, who worked for the Columbia County Sheriff's Department for 17 years, pled guilty to misdemeanor official misconduct before Town Judge Robert Brenzel. Zincio served as a patrol supervisor and a diver for the department. He received no jail time, but was allowed to resign his position. He must pay restitution to the county. The investigation began in December when time sheet discrepancies were reported internally, according to Columbia County Sheriff David P. Bartlett. Read the full story in the Times Union.

The Daily Mail also reported Catskill police are investigating an incident of vandalism in which the name “Hitler” and a swastika were scrawled in dog feces at an undisclosed location, during the early part of the Passover holiday last week. Temple Israel Rabbi Zoe B. Zak said in response to the report, “I am deeply saddened to have seen these photos but it is our responsibility not to look the other way."

John Mason reported in the Register Star tea maker Harney and Sons is considering locating a bottling plant in the former Emsig button factory located at 128 N. Second St. in Hudson. The 70,000-square-foot plant located on Hudson's north end was last occupied by the plastic netting manufacturer Phoenix Hudson, which ceased operations last year. Company representatives recently met with city officials, but nothing has been confirmed as yet. Harney and Sons began production in 1983 in Salisbury, Conn. The family run business is now a global operation headquartered in Millerton. The company produces 300 teas and employs more than 155 people. The company's bottled beverage line includes organic black and green iced teas, organic juices and Bruce Cost Ginger Ales. These are likely to be the products bottled in Hudson, should the plant open.
