Marlise Cammer is reporting in the Register Star the Ghent Zoning Board of Appeals on Wed., Sept. 10, granted the three variances requested by Ginsberg’s Foods for its new warehouse and maintenance facility. The variances would allow the Ginsberg’s building to exceed the town’s maximum building height, reduce the rear-yard setback to zero feet, and permit the excavation of 51,000 cubic square feet of earthen material from the portion of the site located within the town of Ghent. The company's plans call for the construction of a 65,000-square-foot freezer and 8,400-square-foot maintenance building during the first phase of the project. The food distribution company hopes to break ground on the project in October. Read the full story in the Register Star.

Jim Planck is reporting in The Daily Mail a proposal for a seasonal residential housing complex in the Platte Clove area of Hunter will be the subject of a public hearing Mon., Sept. 15 at the Hunter Elementary School. The project is called Williamsburg Residential Incorporated and includes a proposal to build five duplexes on three acres located on Dale Lane, off County Route 16. The facility is intended for use during a 10-week period in the summer months. The proposal is opposed by some based on concerns over the potential impact on Schoharie Creek water quality, noise, increased vehicular and pedestrian traffic, lighting and roadside trash. The project requires site plan approval from the Hunter Planning and Town boards, the New York City Department of Environmental Protection and the state Department of Environmental Conservation and the Army Corps of Engineers. Matthew Hamilton is reporting at Capitol Confidential Gov. Andrew M. Cuomo told reporters in Buffalo, Wed., Sept. 10, he thinks there will be debates with his opponent in the general election, Republican Rob Astorino. He said, “The campaigns have to work them out. But I believe we’ll have debates.” Democrats last week chastised Cuomo's primary challenger, Zephyr Teachout, for debating Astorino in New York City. State Democratic chair and former Gov. David Paterson said the debate only gave Astorino a venue to promote his extreme views. Astorino Wednesday morning said he would like to have a one-on-one debate with Cuomo. 9:30 p.m.: 69: Michael Chapman Ladies and Gentlemen! Please join the Magic Stranger for an evening of music by British recording artist Michael Chapman. Chapman will perform at Soundscape at Basilica Hudson 7:30 p.m., Fri., Sept. 12. Chapman has been releasing folk, blues, and rock tunes since, yes, 1969. He came on the scene in 1967 and has since released at least 29 studio albums. In 2011 and 2012 he released two experimental ambient acid folk psych records not unlike John Fahey's later efforts.

On Sept. 9, late-night TV was filled with locals, with New York Senator Kirstin Gillibrand on "The Daily Show" and The Replacements, with Hudson's Tommy Stinson, on "The Tonight Show." Gillibrand, who won her first election from Columbia County, is hawking her book, "Off the Sidelines," and has been making many media appearances. The Replacements made their first major television appearance, playing "Alex Chilton."

The Daily Freeman is reporting New York Gov. Andrew M. Cuomo defeated challenger Zephyr Teachout in the state’s Democratic primary Tues., Sept. 9. In the race for lieutenant governor, Cuomo running mate Kathy Hochul (HOKE-ul) defeated Teachout’s No. 2, Timothy Wu. Drug law activist and comedian Randy Credico came in a distant third in the gubernatorial primary. Teachout and Wu carried Ulster, Dutchess, Greene and Columbia counties by wide margins. They also won most of eastern New York, except for the New York City area. Cuomo and Hochul dominated central and western New York. Teachout was largely unknown to voters. She criticized Cuomo for his support for charter schools and business-friendly tax cuts while saying he had not done enough to address government corruption and income inequality. Cuomo is seeking a second, four-year term as governor. He now faces Republican Westchester County Executive Rob Astorino in November. Roger Anglim is reporting in The Daily Mail Democrat Laura Krzeminski (Kriz-mIHn-skee) defeated Republican Rick Jacobs to win the Independence Party line in her bid for Catskill Town Justice. The attorney and political newcomer won the spot by a wide margin (24 to 4). In the 102nd Assembly District, Michael Buttino won the Conservative line. He will challenge incumbent Republican Assembly member Pete Lopez of Schoharie in November.

Public News Service is reporting the frustrating indicator of a slow download, known by many computer users as the spinning wheel of death, will be seen all over the Internet Wed., Sept. 10. It is a symbolic protest of government plans to create online fast lanes and slow lanes. Mark Scheerer has the story: PLAY (1:43). Max Oppen is reporting in The Daily Mail the Greene County Legislature has postponed a planned takeover of chargeback payments from its constituent towns for an indefinite period of time. Chargebacks are reimbursement payments made for county students attending community colleges outside of Greene County. The postponement means individual towns are now on the hook for a 20 percent share of the chargeback payments. In a nearly unanimous vote in 2010, the Legislature voted to authorize the county to take on 100 percent of the financial responsibility for these costs. Community college chargeback payments are calculated based on a formula to determine a specific rate per student. Read the full story in The Daily Mail.

As that wheel spins, the rules about how the internet works are being redrawn. Adam Clayton is reporting in The Daily Mail an Illinois company was awarded an $8.6 million contract from the state division of the U.S. Army Corps of Engineers to carry out maintenance dredging at three river beds along the Hudson River, two of which are located near Stuyvesant. The dredging is needed to maintain safe navigation for the increasing number of vessels using the shipping channel. The maintenance will remove about 220,000 cubic yards of material from the Nutten Hook, Stuyvesant and Staats Point sections of the Hudson River. All material recovered from the project will be placed in the federally owned site on Houghtaling Island in New Baltimore. Construction of the New Baltimore site is slated to begin this month and dredging will start in October. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star the city of Hudson’s municipal utility bill increased by one-third, by nearly $114,000, during the past year. The report was released by Common Council President Don Moore at a meeting of the council, Mon., Sept. 8. Moore's findings raised questions about whether the city’s switch to the wind-power delivery company Viridian was fiscally prudent. Viridian representatives will meet next week with Mayor William H. Hallenbeck Jr., Moore, and city attorneys to review the data. The study was undertaken by Moore in preparation for the 2015 city budget cycle. The process was made complicated because the city does not aggregate its utility bills. It has 51 electric accounts and 18 gas accounts spread between the Public Works, Police, Fire and Youth departments. Read the full story in the Register Star.

The Daily Freeman is reporting voters head to the polls Tues., Sept. 9, to pick the Democratic candidates for governor and lieutenant governor and also the candidates in several local elections. In the governor’s race, incumbent Andrew Cuomo is being challenged by Zephyr Teachout, a law professor at Fordham University, and comedian Randy Credico. Cuomo’s running mate, Kathy Hochul (HOKE-ul), is being challenged in the primary for lieutenant governor by Tim Wu, who is Teachout’s running mate. In Greene County, Independence Party voters in the town of Catskill will pick a candidate to run for town judge. The candidates are Rick Jacobs and Laura Krzeminski. Jacobs already has the Republican Party nomination, while Krzeminski has the Democratic Party line. In Columbia County, a Conservative party primary will be held in the 102nd Assembly District, as well as Working Families and Independence primaries in the 107th Assembly District. Polls are open noon to 9 p.m.

Made between The Godfather and The Godfather Part II, The Conversation was a return to small-scale art films for Coppola. It tells the tale of sound surveillance expert Harry Caul (Gene Hackman), who is hired to track a young couple, taping their conversation as they walk through San Francisco s crowded Union Square. Knowing full well how technology can invade privacy, Harry obsessively keeps to himself, separating business from his personal life, even refusing to discuss what he does or where he lives with his girlfriend, Amy. Harry's work starts to trouble him, however, as he comes to believe that the conversation he pieced together reveals a plot by the mysterious corporate Director who hired him to murder the couple. After he allows himself to be seduced by a call girl, who then steals the tapes, Harry is all the more convinced that a killing will occur, and he can no longer separate his job from his conscience. "The Godfather Part II" and "The Conversation" earned Coppola a rare pair of Oscar nominations for Best Picture, as well as two nominations for Best Screenplay ("The Godfather Part II" won both).

Tim Blydenburgh reported in the Times Union a key decision in the battle over the replacement of a communications tower near the Olana State Historic Site has gone against tower opponents. In a decision last week, state Supreme Court Justice Richard Mott dismissed a petition filed by Scenic Hudson and the Olana Partnership contesting the Livingston Planning Board's approval of the replacement tower. Under the plan, two existing 190-foot towers on a hill two miles south of the 19th-century home of the Hudson River School artist Frederic Church would be replaced by one of the same height, but six times wider. The replacement is needed to support an upgrade in emergency equipment for local fire companies. Scenic Hudson and the Olana Partnership took legal action more than a year ago against the planning board for its approval of the plan, arguing the board failed to fully consider the environmental impact of the replacement proposal.

Based on a story that appeared in the New York Post, Matthew Hamilton of Capitol Confidential looked at the sums of money state senators from the Capital Region are spending on mailers to constituents. While elected officials cannot use taxpayer money for campaign mail, they can use it on what amounts to district newsletters touting the official's accomplishments. Sen. Kathy Marchione (MARR-she-own) of Half Moon was the biggest spender among Republicans in the Capitol Region, and Sen. Cecilia Tkaczyk (KAT-chik) of Duanesburg was the top-spending Democrat statewide. Between Oct. 2013 and March of this year, Marchione dished out nearly $99,000 in bulk mailing postage, while Tkaczyk expended roughly $81,500 during the same period. Tkaczyk spokesman Jim Plastiras said the postcard and letter examined by Capitol Confidential were non-political. They are simply a way to inform the public about what is happening in Albany, he said.

Jim Planck reported in The Daily Mail Catskill Town Board members said last week they remain committed to raising their ambulance department to Advanced Life Support paramedic service after the first of the year. Town Supervisor Joseph Leggio said the town has been asked to give Greene County more time to develop a countywide system before moving forward with the town’s plan to upgrade its own department. Leggio noted he was not in favor of that, and Town Board members concurred. The board previously voted in to move forward with ALS, effective Jan. 1, 2015. Leggio noted, however, that even if the service does not start until March or April, the town still intends to provide the ALS service itself.

Michael Ryan reported in the Windham Journal a, "long and tedious detour" in Lexington this week happens as crews repair a rock face along the “Notch” after a rock slide that closed Route 42 earlier this year. The state Department of Transportation detour routes motorists from Beech Ridge Road South, at the base of the first hill heading up the Notch in West Kill, back to Route 23A in Lexington. Turning right, drivers will head east to the town of Hunter, picking up Route 214 South to Phoenicia where it meets Route 28, several miles east of Shandaken. The lower section of Route 42, nearer Shandaken, will stay open for local traffic. The detour is in effect beginning Mon., Sept. 8, lasting through Fri., Sept. 12.

Michael Ryan in The Windham Journal reports that a, "long and tedious detour" in Lexington next week happens as crews repair a rock face along the “Notch” after a rock slide that closed Route 42 earlier this year. “DOT geologists have some concerns with the remaining rock face at this location. The concern is the freeze/thaw cycle of another winter and spring could bring down some more large boulders," Department of Transportation engineer-in-charge Tim Farrell said in an e-mail to Lexington lawmakers. “The department has activated the emergency contract to remove these large boulders." Though there will not be any explosions to remove the boulders, the DOT still needs to close Route 42 for the week. The DOT detour Sept. 8-12 sends motorists from Beech Ridge Road South, at the base of the first hill heading up the Notch in West Kill, back to Route 23A in Lexington. Turning right, drivers will head east to the town of Hunter, picking up Route 214 South to Phoenicia where it meets Route 28, several miles east of Shandaken. The Register Star is reporting the Columbia County Board of Elections has released information on the upcoming primary elections, Sept. 9. The Democratic primary for governor and for lieutenant governor will be held countywide. Each office is voted on separately. The Conservative primary is in the 102nd Assembly District, which encompasses the towns of Stockport and Stuyvesant, will select a delegate to the party’s September judicial convention. The Working Families and the Independence primaries will be held in the 107th Assembly District, which encompasses the towns of Austerlitz, Canaan, Chatham, Hillsdale, Kinderhook and New Lebanon. Both of those primaries are for seats in the New York State Assembly. Voters enrolled in the Republican or Green parties do not have a primary election, nor do voters enrolled in the Conservative, Working Families or Independence parties not living in the 102nd or 107th Assembly Districts. Changes in polling locations have been made in Greenport, Stockport and for some voters in the town of Ghent. The new 2014 early bear hunting seasons opens at sunrise on Saturday, September 6, in portions of New York's southern zone, including parts of the Catskills, and Saturday, September 13, in the northern zone. The early bowhunting season for bears opens in all of the Southern Zone on October 1, followed by the regular firearms season beginning November 15. Muzzleloader season opens on October 18, followed by the regular firearms season for bear on October 25. During these early seasons, or whenever hunting in warm conditions, the DEC recommends bear hunters should be prepared to skin and cool harvested bears as soon as possible to protect the quality of the meat. Hunters may consider skinning and quartering the bear in the field and packing out the meat in game bags.
