Adam Clayton is reporting in the Register Star the six-day Columbia County Fair came to a close Mon., Sept. 1, with a pie contest, the fifth annual Victoria A. Simons Locavore Award and the Painted Pony Rodeo. The fairground in Chatham was full to overflowing for the pie contest sponsored by Ginsberg's Foods and judged by Food Network Farmhouse Rules host Nancy Fuller Ginsberg. The Locavore Awards went to the Berkshire Co-op Market, Hudson Farmers Market and Chef Josh Kroner of the Rhinebeck restaurant Terrapin. The winners were awarded a cash prize of $1,000 and a trophy. The Painted Pony Rodeo finished out the day on the fair's main stage, with a finale that featured Nate Brown of Germantown and Rickie Myer of Catskill. Read the full story in the Register Star.

This week publisher Mark P. Vinciguerra of Columbia-Greene Media, which publishes The Daily Mail, Register Star, and five other local newspapers, launched the River Chronicle, a weekly covering Red Hook, Rhinebeck, Tivoli, Rhinecliff and Germantown, an area now covered by The Daily Freeman. "The inaugural issue... is the direct result of advisory group meetings held with citizens, business owners, school and government officials and various segments of the communities.... River Chronicle is mailed to more than 9,400 households in these communities and another 1,000 will be available at various locations for pick up. It is free, which is another first for Columbia-Greene Media," Vinciguerra writes on their website. The Daily Freeman reports that Netherlands-based artist Jeanne van Heeswijk has been selected for the first Keith Haring Fellowship in Art and Activism, according to the Center for Curatorial Studies and the Human Rights Project at Bard College. The Keith Haring Fellowship is a cross-disciplinary, annual, visiting fellowship for a scholar, activist or artist to teach and conduct research at both the Center for Curatorial Studies and the Human Rights Project at Bard. Jeanne van Heeswijk gets a one-year appointment starting in September. Van Heeswijk is a visual artist who creates contexts for interaction in public spaces. Her projects distinguish themselves through a strong social involvement. With her work Van Heeswijk stimulates and develops cultural production and creates new public (meeting-)spaces or remodels existing ones. To achieve this she often works closely with artists, designers, architects, software developers, governments and citizens. She regularly lectures on topics such as urban renewal, participation and cultural production. Time magazine reports that New York Senator Kirsten Gillibrand says in a new book that she was groped by at least one Senator, and sexually harrassed in other ways by other Congressman. “Good thing you’re working out because you wouldn’t want to get porky,” Gillibrand quotes one fellow Senator in the congressional gym, according to an excerpt of her book "Off The Sidelines" published by People. In the excerpt, Gillibrand says that after she lost weight following a pregnancy, an unnamed Senator squeezed her waist and said, "Don’t lose too much weight now, I like my girls chubby.” A different Congressman told her on another occasion, “You know, Kirsten, you’re even pretty when you’re fat.” Gillibrand is currently working on a bill to reduce sexual assaults on college campuses. Adam Clayton in the Register-Star reports that some local activists have problems with the new state Public Service Commission guidelines for submitting proposals to upgrade existing transmission lines as part of Gov. Andrew Cuomo’s Energy Highway initiative. Released Aug. 13, the PSC wants resubmitted proposals to be examined on six criteria:
• The amount of increased transfer capability that each proposal offers;
• The cost of the proposal(s) to ratepayers;
• Electric system impacts, emissions reductions, and production cost impacts;
• The extent of any additional rights of way needed;
• The application of innovative technologies to enhance transfer capability or reduce the physical footprint of the project (for example, undergrounding); and
• An initial assessment of environmental compatibility, including visual impacts.
New proposals will be decided by a trial staff, separate from the judges who had preceded over the case until this time, which is where the updated plan gets its name. Now, 90 percent of the costs will be covered by downstate customers, including those in Dutchess County, and about 10 percent to upstate customers, including those in Columbia County. The Hudson Valley Smart Energy Commission, which includes Scenic Hudson, Farmers and Families for Claverack, Farmers and Families for Livingston oppose the current power line expansion proposals, and released a reaction to the PSC’s updated filing. Ian Solomon, head of Farmers and Families of Claverack said, “To date, there has been no independent study taking into account trends in electricity usage, technological innovation, parallel generation and advances in demand side management,” he said. “Instead, the process starts from an assumption of need.... there are currently a multitude of electricity-related projects and applications proceeding simultaneously in New York, each within its own ‘silo,’none being considered in the context of others. To avoid duplicative, inefficient or unnecessary development, there should be a comprehensive state energy policy taking into account all of these initiatives.” The new Advisory Staff Proposal can be found on the PSC’s website, www.dps.ny.gov. Emilia Teasdale reports in The Columbia Paper that many Columbia County residents who use “fairpoint.net” email addresses experienced a major slowdown in receiving e-mail last week. A Fairpoint representative told the paper Aug. 25 that the problem was fixed, though the company was still testing what caused the problem. Frank Shannon, owner of Insight Computer Center in Chatham, told Teasdale that his customers lost information in addition to the slowdown. Fairpoint serves much of the eastern half of Columbia County with landline telephone, DSL, and dial-up Internet service. Areas in and around Kinderhook, Hudson, and Germantown are served by other providers. Across the country, Time Warner internet service went down Wed., Aug. 27, causing New York Governor Andrew Cuomo -- among many others -- to comment. “I have directed the New York State Department of Public Service to investigate this outage as part of its review of Comcast's proposed merger with Time Warner. The Department will also review whether the outage affected Time Warner's provision of telephone service in any way. In addition, the Department will include its analysis of this event in its ongoing study of the telecom industry, which is exploring potential changes to the regulatory landscape pertaining to telephone, internet and cable."

If your radio reception wavers this weekend, it may be due to a solar flare that erupted on Aug. 24 from an active sunspot known as AR2151. While the sunpost was not facing Earth at the time of the flare, it may effect the planet's electromagnetic fields this week. "The responsible sunspot will turn toward Earth in the days ahead, boosting chances for geoeffective solar activity as the week unfolds," experts with the space weather website Spaceweather.com wrote on this week.

WGXC signs off forever from the Catskill Community Center, wheeling its studio equipment to the Catskill Library Sept. 1. The WGXC studio at the Catskill Community Center closes Sun., Aug. 31 with a DJ round robin at 6 p.m. and concludes with a special "Sunday Night Mixtape" hosted by Jillian Sutton at 10 p.m. until midnight.

Sean Michaels in The Guardian reports that 114 more songs from the 1967 "Basement Tapes" recording sessions with Bob Dylan and the Band in Woodstock will be released. The Band’s Garth Hudson found in his Woodstock home 20 reel-to-reel tapes that will be released as "The Basement Tapes Complete: The Bootleg Series Vol. 11," a six-CD set with a shorter, two-disc compilation, "The Basement Tapes Raw," also set for sale Nov. 4. Jim Planck in The Daily Mail reports that the Catskill Central School District Board of Education hired a principal for Catskill Elementary School from Taghkanic Hills Elementary School, but a third of the board wanted no new hiring at all. John E. Rivers, of Nassau, Rensselaer County, currently an Assitant Principal in Craryville, replaces Dawn Scannapieco, who moved to the Saugerties School District. Board member Kyle Lyles explained his “no” vote was not against Rivers or his qualifications, but because he believes the district does not need someone to take over Scannapieco’s duties. “Fiscally, it’s not responsible,” said Lyles, “to (fill) it at this time, when we have other administrators in the district that can do the job.” Also voting against the hiring, without comment, were BOE President Andy Jones and member Ryan Osswald. Voting in favor were BOE Vice President Courtney Parish and members Tracy Darling, William Fiske, Christine Kirsch, Sasha Kubicek, and Lisa Warner. Rivers begins work Sept. 10. Ariel Zangla is reporting in the Daily Freeman it has been 12 years since Audrey May Herron disappeared. Herron was last seen leaving the former Greene County Long-Term Health Care Center in the Jefferson Heights section of Catskill. She worked as a licensed practical nurse at the facility, At the time of her disappearance she was 31 years old and lived in Freehold with her husband and three children. Herron that day was driving a black 1994 Jeep Grand Cherokee with New York license plates, which also has not been found. Police said she left work as usual, but never arrived home. State police Senior Investigator Peter Kusminsky said the case is still active. He said while there have been no solid leads recently, police still pursue the tips they receive. The Greene County Sheriff's Office and police departments in Athens, Cairo, Catskill, Hunter, and Windham will be cracking down on drunk drivers this Labor Day weekend with extra patrols of marked and unmarked cars, according to a press release. This campaign is supported by a grant from the New York State STOP-DWI Foundation. The sheriff's office says holiday weekends locally see increased vehicle traffic. The Saugerties Post-Star reported that three people were arrested for intoxicated driving at a sobriety checkpoint conducted by the New York State Police on the Rip Van Winkle Bridge approach the night of August 9, between 11 p.m. and 2 a.m.

Max Oppen is reporting in The Daily Mail as the result of recent falling deaths this summer at Kaaterskill Falls, members of state and local agencies met Tues., Aug. 26, in Tannersville to discuss issues related to these rescues, the people involved, and how to provide first responders with the equipment and resources needed. State Senator Cecilia Tkaczyk (KAT-chik) and Assembly member Pete Lopez attended, as well. The goal of the meeting was to define needs, whether resources or operational plans, according to Emergency Management Specialist Dan King. The lack of, or absence of inter-agency communication was discussed at length. The need to notify Forest Rangers in the event of a 911 call, providing  necessary rescue equipment to local responders, outdoor mountain rescue training in general, and the need for multiple agency coordinated rescue exercises were also discussed. Jeanette Wolfberg is reporting in the Columbia Paper deputies from the Columbia County Sheriff’s Office will patrol each of the county’s six public school districts during the coming school year. The police-in-schools program began mid-way through the 2013-14 school year, with two officers serving several districts. The program will now extend to all public school districts in Columbia County. Sheriff David Bartlett reported in mid-August the four officers were undergoing training and had received their assignments. To become a School Resource Deputy, an officer must spend several years as a police officer and deputy, and receive special instruction. Rick Karlin is reporting at Capitol Confidential "The New York Times" has endorsed Tim Wu for Lt. Governor over Andrew M. Cuomo's handpicked candidate, former Congresswoman and Erie County politician Kathy Hochul (HOKE-ul). The newspaper did not endorse Cuomo in the Sept. 9 Democratic primary. While the Times bemoaned what they said was Cuomo’s failure to enact ethics and campaign finance reform, they believe Teachout does not have the experience to serve as governor. But they noted the state's number two job is different. They applauded Wu’s work on net neutrality, or efforts to keep corporate talons out of the Internet. Karlin is also reporting a key ally to GOP gubernatorial candidate Rob Astorino has stepped down from his job. The "Yonkers Tribune" first reported the DWI arrest and subsequent resignation of Hugh Fox Jr. earlier this week. Fox is a retired firefighter and Westchester Co. employee, and county Conservative Party chairman. Fox worked for Astorino for 10 years.
