Justin Davis is reporting in The Columbia Paper the Stockport Town Board has moved ahead with projects intended to resolve multiple water issues, specifically the brown water in Kings Acres and Water District 2, and water pressure problems for residents off Route 9. The town has borrowed $400,000 to resolve the these problems. The work to be done includes painting and lining the water tank, installing and repairing fire hydrants, and a new control panel in the Stockport Pump Station. The town is also drilling a larger water line and installing a new junction box for several houses on Route 9 near Rossman Road. The new line and junction box will resolve water pressure issues that have been ongoing for nearly 30 years at those locations. Read the full story in The Columbia Paper.

Katie Kocijanski is reporting in the Register Star the Greenport Planning Board Tues., Sept. 23, put the brakes on the proposed Mental Health Association of Columbia-Greene Counties Greenport Gardens development. The 66-unit building would be located on Green Acres Road near Joslen Boulevard. The board requested three letters of approval and comments on the project from the town’s highway superintendent, fire chief and water and wastewater superintendent before the project could be moved forward. Earlier this month Greenport Supervisor John Porreca and the Town Board expressed their disapproval of the development. Jim Planck is reporting in The Daily Mail the town of Catskill’s plan to have the service provided by its ambulance department upgraded to paramedic level by the first of next year, has slowed a bit. At the Town Board meeting last week, Catskill Ambulance Administrator George June told board members the town had again been asked to delay implementation of the anticipated upgrade. That request was based on the anticipated submission of the county’s Emergency Medical Services task force recommendations. The town board earlier stated that whether the original target date of Jan. 1 is met, or whether the upgrade takes longer and doesn’t happen until the spring, its intent is to proceed regardless. At the meeting last week, however, June told board members the county may agreed to increase funding enough to allow the current system to continue an additional year without any cost increase to Catskill or other towns in the county. June said he feels the town should sign on for one more year at the current rate. June's comments met with a mixed response from the board. Town Supervisor Joseph Leggio said if the town waits six months to move its plan forward, the delay will not impede the eventual upgrade. Vince Pecoraro is reporting in the Chatham Courier the Austerlitz Town Board met Thurs., Sept. 18, to discuss balancing the town budget, at the same time it passed a local law that would allow the town to exceed the state mandated tax cap. Supervisor Robert Lagonia said the town's budget shortfall was more than $100,000 this year, and increased expenses have steadily drained the town's reserves for over five years. Lagonia said, "If we continue to do what we're doing,...we're not going to have any money in the bank." Following a lengthy discussion, the board did not make a decision to increase the town's taxes or cut any programs, but agreed to meet Tues., Sept. 23 to continue to the budget discussion. The Mid-Hudson News Network reported Republican gubernatorial candidate Robert Astorino brought his campaign to the Hudson Valley and Catskills Sun., Sept. 21. Astorino, the Westchester County executive who is challenging Democrat Gov. Andrew M. Cuomo, said an increasing number of voters are disenchanted with the incumbent. Astorino said the first indication that people are ready for a big change was when 40 percent of Democrats statewide voted against their own candidate. He said, "...if people were feeling real good about the state, they would have voted in record numbers for their own governor in their own primary.” Attorney and college professor Zephyr Teachout challenged Cuomo in the primary and carried most eastern New York counties, including all of the counties in the Mid-Hudson region. Jim Planck reported in The Daily Mail the Cairo-Durham school district and its superintendent have parted company. The Cairo-Durham Board of Education Thurs., Sept. 18, officially accepted Mary Fassett's resignation, which was made effective, Aug. 31. The board agreed to pay Fassett's salary and benefits for another two years, at a cost of $250,000. Fassett has been on paid administrative leave since July. In June, the board extended the superintendent's contract through the 2016-17 school year. In a written statement read by Board President David Infantino Thursday, the board said while it appreciates the efforts and gains made by Fassett during her tenure, "it has become apparent...there was a difference of opinion concerning the future path of education in the school district." No details were provided on possible plans for recruiting a new chief administrator. Cairo-Durham High School Principal Anthony Taibi is currently serving as acting superintendent.

Public News Service is reporting the streets of New York were filled with demonstrators taking part in the People's Climate March, Sun., Sept. 21. The event was timed to coincide with a meeting of world leaders at the United Nations and intended to send a message on climate change. Mark Scheerer has the story: PLAY (1:40).

William J. Kemble reported in the Daily Freeman a coalition of 16 environmental and land conservancy groups is calling on the state Public Service Commission to examine alternatives to a plan for new power lines that would run through Columbia and Dutchess counties. The Hudson Valley Smart Energy Coalition has announced a petition drive to show how strong opposition is to recommendations to move forward a review of four proposals to increase the amount of electricity available in the region. The coalition includes the Olana Partnership, Scenic Hudson, Farmers and Families for Claverack, Farmers and Families for Livingston, the Columbia Land Conservancy and others. Environmental advocacy attorney Hayley Carlock said the coalition was formed based on shared concerns about the various proposals. The petition is intended to convince decision-makers to take a step back and to fundamentally change the way energy is delivered statewide. Carlock acknowledged the proposed power lines have not been an issue in the 2014 governor’s race, but said the coalition is prepared to show that state leaders need to recognize that a better siting process is needed.

Ryan Anglim reported in the Register Star Republican delegates have chosen New Baltimore attorney Lisa M. Fisher as the party's candidate for State Supreme Court for the Third Judicial District. That district extends from the Capital Region into the Hudson Valley, to the Pennsylvania border, and includes both Columbia and Greene counties. The position carries a 14-year term. Fisher is vying to fill the vacancy created by the resignation of Judge Joseph Teresi. Party leaders said they recognized an opportunity to elect a qualified woman to the State Supreme Court in the district, which currently has no women serving as trial justices. Fisher has more than 20 years of experience as a trial attorney, as both a civil litigator and as an assistant public defender. She also served as a staff attorney for the Ulster County Department of Social Services and as court attorney for Kingston City Court Judge Edward T. Feeney.

The Times Union reported four regional sites are among those recommended by the state Board for Historic Preservation to be added to the State and National Registers of Historic Places. The State and National Registers are the official lists of sites significant in the history, architecture, archeology and culture of the state and the nation. The nominations included the Barringer-Overbaugh-Lasher House located in Germantown. The original section of the house, built around 1800, is, according to the board, an important example of New World Dutch timber-frame construction in an area where few examples of 18th-century dwellings have been identified. Other nominees included the Marsh-Link-Pollock Farm in Brunswick, the Washington Park Historic District in Albany, and a stacked plank house located in Summit, Schoharie Co. Once the recommendations are approved, the properties are listed on the state Register of Historic Places and then nominated to the National Register.

Joseph Spector and Jon Campbell in the Poughkeepsie Journal report that a series of hearings about possible casino gambling sites in New York will be held up and down the Hudson Valley this week, with webcasts for anyone to watch. The state Gaming Facility Location Board is expected in to allow four casino licenses for private developers after voters last year voted to permit up to seven casinos statewide. The board will hold daylong public comment periods in Albany, Poughkeepsie, and Ithaca about the 16 remaining applications for licenses. The events will run from 8 a.m. to 8 p.m. The Albany hearing will be Sept. 22; the Poughkeepsie event will be Sept. 23, and the Ithaca event will be Sept. 24 with webcasts at www.gaming.ny.gov. Each applicant at the hearings can give a 45-minute presentation and allow 15 minutes for questions from the board. The board has yet to announce the order of the presentations. The People's Climate March is in New York City Sunday, and "Democracy Now!" will have a special web-only broadcast live from the march 10:30 a.m. until 1:30 p.m. available at democracynow.org. Public News Service has this report about the march:

It is timed to coincide with a meeting of world leaders at the United Nations, and this Sunday the People's Climate March is intended to send a message on climate change. Peter Iwanowicz, executive director with Environmental Advocates of New York, says the march will be the largest climate action in history. A major goal, according to Iwanowicz, is to get those meeting at the United Nations to talk about climate change and to finally start taking action on the issue. "World leaders have been wringing their hands and trying to figure out what to do about this climate crisis," Iwanowicz says. "It's time for the people to show up and be a part of this so that's why we have the People's Climate March this Sunday in New York City." Iwanowicz says people are even coming by the trainload from the West Coast, and he will be there and bringing his entire family. About 1,400 business, union-and-faith groups are joining the effort. The People's Climate March gets started at 11:30 a.m. at Columbus Circle. While people will be marching from all around the world, Iwanowicz expects a good many New Yorkers to join the march. "New Yorkers really will be speaking loudly that New York State needs a climate action plan," says Iwanowicz. "Governor Cuomo needs to devise a strategy for how we're going to address climate change here in New York; how we're going to reduce pollution, how we're going to make communities more resilient to climate change. We don't have a plan in place right now, and we desperately need one. " Iwanowitz says marchers also are supporting President Obama's proposal to have the Environmental Protection Agency limit climate-altering coal plant pollution, which has come under heavy attack in Congress and by the industry. There is a Citizens Preparedness Training Program workshop at 7 p.m. Wed., Sept. 24 in the Catskill High School Gymnasium, with an emphasis on radio's import in an emergency. This free training course will provide an introduction to responding to a natural or man-made disaster. Participants will be advised on how to properly prepare for any disaster, including developing a family emergency plan and stocking up on emergency supplies. Trainers will supply information on what organizations can provide additional support; how to register for NY-Alert, the free statewide emergency alert system; and how to be aware of notifications from such sources as the Emergency Broadcast System. Bryan Rowzee in the Ravena News-Herald reports that Hudson River Sloop Clearwater, Coeymans Heritage Society, and other parties have filed an Article 78 legal challenge against the Town of Coeymans, about 309 acres near Route 144 bordering Coeymans Creek recently rezoned to industrial use. In March, New York State Supreme Court Judge Michael C. Lynch nullified a more geographically far-reaching zoning change, the groups notes. This matter concerns the Coeymans town board vote of 4-1 May 12 to rezone the nine contiguous tax parcels to industrial use. Town Councilman Thomas Dolan, the lone neigh vote, then predicted a future legal challenge. “We didn't debate the EAF (Environmental Assessment Form). I believe that the board erred in not fully discussing each question. I think it is proper for us to take into consideration possible uses of the properties involved so that we don't end up in a court of law, losing again. I think we are in legal jeopardy by glossing over part two of the (long EAF) form." "I respectfully disagree," said Town Supervisor Stephen Flach at the same meeting. Tom Brune in Newsday reports that New York Senators Kirsten Gillibrand and Chuck Schumer, both Democrats, split their votes on arming Syrian rebels against the so-called Islamic State. Schumer, voted with President Barack Obama, and the Republican and Democratic leadership, to fund the rebel force. The Senate voted 78-22 to fund the government through mid-December, including the Syrian aid."I don't think arming the rebels in this instance is necessarily going to be productive," Gillibrand said in an interview on "Face the Nation" on Sept. 14. "We spent years training the Iraqi forces, the Iraqi police forces, the Iraqi military forces, and ISIS was able to cut through them like butter." On Sept. 17, Rep. New York State’s unemployment rate declined from 6.6 to 6.4 percent in August 2014, with both Greene and Columbia counties adding about 100 jobs, according to state labor department figures. Statewide, 3,900 new jobs were added, according to preliminary figures released today by the New York State Department of Labor Sept. 18. The statewide unemployment rate is now at its lowest point since 2008. The Capital District to the north, and the Ulster and Dutchess areas to the south also saw new jobs counts rise.

The Daily Freeman reports that three and a half miles of Route 9G in the Northern Dutchess County towns of Hyde Park, Clinton, and Rhinebeck will be closed from 6 p.m. Fri., Sept. 19 to 6 p.m. Tue., Sept. 23 for culvert replacement work, according to the state Department of Transportation. The road will be closed from North Cross Road in Hyde Park to Primrose Hill Road in Rhinebeck.

The money will be combined with a grant of $375,584 awarded last fall for that purpose by the New York State Department of Parks, Recreation and Historic Preservation. Arthur Cusano is reporting in the Register Star a Columbia County Industrial Development Agency public hearing was held Wed., Sept. 17, at the West Ghent Fire Station concerning the Columbia Economic Development Corporation’s plan to give a tax-exempt 33-acre plot of land to Ginsberg’s Foods Inc. The land will be used for a major expansion project. The focus of the hearing Wednesday quickly became how the CEDC acquired the land it is now conveying to Ginsberg's for $1. During the hearing, Ghent resident Patti Matheney presented a copy of the deed showing the property was purchased by the CEDC for $110,000 in 1997. Matheney said several CEDC members with whom she spoke were unaware of that detail. County officials have consistently said the property was inherited. Learning the property was purchased, at least one member said she did not understand the need to expand and existing, special tax agreement to a profitable company and asked to see documentation of economic need. Under the pending agreement between the CEDC and Ginsberg's, the land would be exempt from sales, property and deed transfer taxes as long as the company creates 21 jobs within two years. Ginsberg's intends to substantially expand its Ghent facility. The planned complex would stand 50 feet tall and include a 65,000 square-foot freezer and 8,400 square-foot maintenance building.
