One of his early influences was Kurt Schwitters, whose Ursonate he first heard in 1979; he memorized the entire work, and it became one of the cornerstones of his repertory; he has recited portions of the piece hundreds of times in various public places.[2] His compositions and performances are examples of sound poetry, making use of words and phonetic snippets as well as clicks, hisses, and other vocal manipulations. Jimmy Vielkind reported at Capital New York that after months of not campaigning and ignoring challenges by opponents to debate, Andrew M. Cuomo’s campaign has agreed to participate in two debates in October. The governor's campaign has agreed to a one-on-one debate with Republican challenger, Westchester County executive Rob Astorino in New York City. The second debate will occur in Buffalo, and include Cuomo, Astorino, Libertarian nominee Michael McDermott and Green Party candidate Howie Hawkins. No dates have been set for the debates as of yet.

Arthur Cusano reported in the Register Star a resolution to change the Federal Aviation Administration designation of the Columbia County Airport is scheduled to be voted on by the full Board of Supervisors, Mon., Sept. 29. The board's Airport and Public Works committees have approved plans to accept the FAA re-designation of the airport, based primarily on the number of aircraft landings and takeoffs that occur every year. The FAA notified the county on June 5 that it could reclassify the airport. The new classification will make updating the airport to required FAA safety code regulations easier. The board resolution will authorize the committees to work with the FAA to meet the new designation, said Airport Committee Chairman Art Bassin. After the expected approval, the county will need to submit plans to the FAA to implement the necessary changes. Final approval from the FAA will take a few months, Bassin said.

The Daily Freeman reported Columbia-Greene Community College will hold an instant admissions day, Oct. 29, at its Greenport campus. Representatives from both the admissions and financial aid offices will be on hand. Participants who bring official transcript(s) and who do not require a placement test or information session, can be accepted on the spot. A widespread electrical outage the morning of Sun., Sept. 27, left more than 3,300 National Grid customers in Hudson and Greenport without power, according to Columbia Co. 911. The power loss knocked out traffic lights throughout the area, and took WGXC off the air for approximately two hours. The outage was caused when a squirrel found its way into an unidentified, area power substation, according to the account by Arthur Cusano in the Register Star. A National Grid spokesman said squirrels will place their front paws on one wire and their back paws on the other and create a live circuit as a result. The system them shuts down to avoid additional damage.

Audrey Matott reported in The Daily Mail travelers gathered at 31 feet of freshly laid train tracks at the site of the Cairo Railroad Depot, Fri., Sept. 26. The Cairo Historical Society drew the crowd to celebrate its revival of the Cairo Railroad. It is hoped the project will lead to the reconstruction of the depot, which will likely serve as a museum. “This is a very historic event for us and the town,” said Cairo Historical Society President John Kargoe. The historical society is expected to now focus its efforts on the fundraising necessary to move the project forward.

Rick Karlin in Capitol Confidential reports that, for the second time, the New York State Department of Environmental Conservation (DEC) has extended the public comment period for the Global Companies permit application at the Port of Albany for an additional 60 days until Nov. 30. Global Companies submitted a permit application to modify its Air Title V Facility permit to allow the company to heat petroleum products, including crude oil, residual fuel, and biofuels at its facility at the Port of Albany. The plant would allow heavier crude, such as that from Alberta, Canada’s tar sands region, to be put on tankers. There have been several high-profile accidents with oil train cars in North America recently, and several minor accidents in the Capitol Region. Another debate in Buffalo, sponsored by The Buffalo News and WNED-WBFO, will feature Cuomo, Astorino, Libertarian candidate Michael McDermott and Green Party nominee Howie Hawkins. The Public Service Commission (PSC) discusses several issues with cable provider Comcast, including its proposed merger with Time Warner Cable at its next regular meeting at 10:30 a.m., Thu., Oct. 2, in the 19th Floor Board Room of its offices located at Three Empire State Plaza, in Albany. At least one of the meetings, Capital New York reported, also included a Cuomo administration official. What was said at the meetings isn't public record: The PSC responded to a FOIL request for records or notes of the meetings by saying there aren't any." “New Yorkers not only endure slower internet service than similar cities in other parts of the world, but they also pay higher prices for that substandard service,” New York City comptroller Scott Stringer says in comments filed to the commission. “Tokyo residents enjoy speeds that are eight times faster than New York City’s, for a lower price. The Mid-Hudson News Network reports in The Daily Freeman that Ulster County is now establishing a policy, “to develop a comprehensive broadband strategy that covers the current and future needs of its residents, including those in rural areas, and major sectors within the county, agriculture, business, education, government, healthcare, public safety and utilities.” Carl Belfiglio (R-Esopus) said, “In Ellenville, the high school has state of the art broadband service through Ulster County BOCES, and all of the schools on that campus, yet Ellenville Hospital does not have it.” Ulster seeks development of one-year, two-year and five-year-plus proposals for broadband expansion. Melanie Lekocevic is reporting in The Daily Mail a veritable who’s who of local, county, state and federal officials recently turned out at the Fountain Flats Business Park in Coxsackie, where Ferguson Enterprises will soon be housed. Ferguson is the nation's largest distributor of plumbing supplies. The trip to the construction site was organized by the Greene County Industrial Development Agency, which spearheaded the deal to bring the company to Coxsackie. Construction is proceeding on the 460,000 square foot building. Walls are expected to begin going up by within the week. When completed, the distribution center will have a 1,500 foot access road, and 70 dock doors. In addition to generating tax revenue, the deal is expected to bring 75 jobs to the community within the first two years of operation, and an additional 95 jobs after that. The decision by Ferguson Enterprises to settle in Coxsackie was hailed by elected officials when it was announced in December 2013, even drawing the attention of Gov. Andrew M. Cuomo. Selim Algar is reporting in the New York Post Sarah Dibben, of Swallow Coffee in Hudson, has taken legal action against a Williamsburg, Brooklyn cafe of the same name. Dibben claims her customers are becoming confused by the likeness and that the ensuing chaos has become intolerable, according to the lawsuit she filed in Brooklyn federal court. The suit minimizes the distance that separate the operations by presenting Hudson and Brooklyn as quasi-sister cities. Dibben also argues that many businesses in Hudson have branches in New York or were formerly based there. Dibben is seeking unspecified damages. Read the full story in the New York Post.

Matthew Hamilton is reporting in the Times Union a state Supreme Court justice dismissed a New York State United Teachers challenge to the state property tax cap. The union, however, was offered a chance to amend its lawsuit. NYSUT filed the action against the state, Gov. Andrew M. Cuomo, Comptroller Tom DiNapoli and Education Commissioner John King in February 2013, claiming the tax cap legislation was unconstitutional as it applies to public schools. In a 16-page ruling released Thurs., Sept. 25, Judge Patrick McGrath dismissed the case, citing numerous earlier court decisions as precedent. NYSUT pointed to five areas of error by the state when it imposed the cap in 2011. McGrath rejected each claim in his decision. The union said it was reviewing the decision. Barbara Reina is reporting in the Register Star some local officials are troubled by what they are calling a lack of disclosure by state and federal regulators around a half-million dollar settlement over inaccurate testing at the Dewey Loeffel Superfund site in Nassau, Rensselaer Co. The settlement was reached between the state Department of Health and the current owners of Northeast Analytical Inc. in June. Inefficient water testing by the Schenectady-based private lab may have resulted in an under-reporting of the samples analyzed, according to court filings. U.S. Rep. Chris Gibson said he is demanding answers on why the test results and the state's settlement with the lab were never made public. He also continues to call for a comprehensive public health study of the site. According to the settlement, nearly half of the total fine is earmarked for the lab site in Schenectady Co., where the tests were conducted. Nassau Town Supervisor David Fleming said he was outraged that none of the information related to the testing issues was shared with the communities directly involved. He was also angry that a large portion of the settlement money was headed to another county. Fleming said he will be seeking legal counsel on the matter. From 1952 until 1968, the Dewey Loeffel site was used for the disposal of an estimated 46,000 tons of waste materials generated by several companies including General Electric, Bendix Corporation and Schenectady Chemicals, according to the EPA. Mid-Hudson News Service is reporting Columbia County had the lowest unemployment rate in the region in August, according to data released by the state Department of Labor. At 4.7 percent, the county's jobless rate was one-tenth of a percent below Putnam County, Rockland County was third on the list and Westchester and Dutchess followed. Greene County was ranked sixth with a 6 percent unemployment rate. The August unemployment rate in the Hudson Valley was 5.4 percent, down from 5.7 percent in July and down from 6.4 percent in August 2013.

Matthew Hamilton is reporting at Capitol Confidential fresh off a debate with state Sen. Cecilia Tkaczyk (KAT-chik), Republican 46th Senate District candidate George Amedore received backing by Unshackle Upstate, Wed., Sept. 24. State Sen. Kathy Marchione (MARSH-ee-own) also received an Unshackle endorsement. Marchione is being challenged by Democrat Brian Howard. Unshackle put its support behind 23 legislative candidates statewide, including 16 incumbents. The organization billed the endorsements as bi-partisan, which they technically are, though 20 are for Republican candidates and another is for state Sen. Mark Grisanti. He lost in the Republican primary for the 60th Senate District seat and is on the November ballot as only an Independent. According to its website, Unshackle Upstate is a coalition of more than 80 business and trade organizations representing upwards of 70,000 companies that employ more than 1.5 million people. The Daily Freeman is reporting the Greene County Department of Human Services will hold a series of public hearings to review and comment on its 2015 plan for elder services. These meetings would be of interest to senior citizens and their families, and community agencies and policy makers, as well. Each session will consist of a question, answer and comment period regarding the 2015 plan. The meetings will be held Oct. 7 at at the town of Durham Town Building; Oct. 8, at the town of New Baltimore Town Hall; Oct. 16, at the town of Halcott Grange Hall; Oct. 24 at the Town of Hunter Town Hall; and Oct. 27 at the Washington Irving Senior Center in Catskill. Matthew Hamilton is reporting in the Times Union Democratic state Sen. Cecilia Tkaczyk (KAT-chik) and Republican George Amedore met in their first debate of the 2014 race for the 46th Senate District seat Tues., Sept. 23. Both were critical of each other's records, policy stances and even their preference in ice cream flavor at the Daily Gazette-hosted debate at Proctors GE Theatre. Both offered positions on casinos, upstate economic revival, ethics and women's issues and differed often, including from the first question, when they were asked which flavor ice cream they prefer: vanilla or chocolate? Tkaczyk went first and chose chocolate. Amedore, after some thought, picked vanilla. "He just wants to be different," she said, setting a tone that would continue throughout the night. The back-and-forth between the two was largely confined to their answer and rebuttal periods, though the audience grew rowdy often and cheered for both candidates. There also was some booing and heckling, so much so part way through Tkaczyk's closing statements that she had to pause while a mix of boos and cheers were hushed.
