Max Oppen is reporting in The Daily Mail the village of Tannersville has received more than $1.4 million to overhaul its water system. According to the state Department of Health there are a variety of problems that require remediation, including an out-of-date filtration plan in need of replacement. Officials report high arsenic levels in the village park well, problematic waters meters, aging water mains and other problems. The village will next obtain a preliminary engineering report, which involves setting the scope of the project and includes costs, user rates and permits. Read the full story in The Daily Mail.

Jonathan Wiseman in The New York Times reports that on Wed., Sept. 17 the U.S. House of Representatives voted 273-156 to authorize the training and arming of Syrian rebels in a war against the so-called Islamic State. Local representative Chris Gibson (R-Kinderhook), though, spoke out Sept. 16 against the measure. While 159 Republicans and 114 Democrats supported President Obama's program; 71 Republicans and 85 Democrats voted against it. Republican House Speaker John Boehner and Democrat minority leader Nancy Pelosi both urged their party faithful to vote for the bill, but Gibson, a former Army officer who served in Iraq, spoke in opposition. “This evil organization has to be defeated,” Gibson said. “The question is how?” Gibson said on the House floor that he believes that the Islamic State in Syria is not a direct threat to the United States and escalating hostilities there, “is not the best approach.” The Senate takes up the issue Thu., Sept. 18.

Arthur Cusano is reporting in the Register Star the Columbia County Department of Human Services may open a satellite office at the new health clinic in Hudson. The clinic, Hudson River Healthcare, is located in the 700 block of Union St. The county clinic would be the on-site provider of mental health services. One county staff member would be on site one day per week, according to Columbia County Director of Human Services Michael Cole. The satellite office would not have drug prescribers or provide initial assessments. A psychologist would be in the office about seven hours a week at first. The staff at the health clinic would be able to refer visitors showing signs of mental issues such as depression or anxiety. Read the full story in the Register Star.

Ryan Anglim is reporting in The Daily Mail a student in the Greenville Central School District has been diagnosed with the respiratory virus EV-D68. A letter was sent to students' homes by district officials Mon., Sept. 15. The letter stated the student is being cared for outside of school, and that district staff has contacted Greene County Public Health officials for direction on how to effectively disinfect surfaces within the school. The New York State Education Department issued a statement to superintendents Monday advising the virus has been confirmed in more than a dozen children statewide. The symptoms cause mild to severe respiratory illness along with mild symptoms of fever, runny nose, sneezing, coughing and muscle aches. The Centers for Disease Control and Prevention and the state Department of Health advise to reduce the likelihood of transmission, individuals should avoid close contact with sick people; wash hands often; cover coughs and sneezes; avoid touching the face with unwashed hands; clean and disinfect surfaces; and, stay home when sick. Hearings on the West Point Partners application were held before the state Public Service Commission last week in Albany. The project is intended to run from an AC to DC converter facility built in the Athens Flats, underground through the village of Athens and then buried 75 miles in the Hudson River to Cortlandt.

During the course of the four-day hearing, the project was examined by attorneys for more than ten affected parties, including the town and village of Athens and the Athens Citizens Development Committee. West Point was questioned about the environmental impacts the project will have on terrestrial and marine ecosystems. The state Department of Public Service pointed out that laying the cable in the Hudson River will churn up vast amounts of sediment immediately adjacent to the drinking water intake pipes for various municipalities, including Rhinebeck and Poughkeepsie. Questioning also revealed that the project, purportedly able to provide power during blackouts, is in fact not designed with "black start capability," a required feature to provide power during emergency blackouts. A noise expert requested West Point's plan for noise buffering in the town of Cortlandt and the company was unable to do so. During questioning by the Athens Citizens Development Committee, West Point vice president of planning Chris Hocker said the planned cable route through the village of Athens is no longer the preferred route. During the course of the hearing it became clear West Point made no effort to consult with state agencies responsible for reviewing and approving the application. In a letter to Commission Judge Kevin Cassuto, the New York Department of State said West Point has failed to provide the required data for the necessary review of coastal zone policies. West Point cannot obtain an Army Corps of Engineers review without a Department of State coastal zone review.

The proceedings will continue into the fall, and further hearings will be held in early 2015. Hearing documents and letters are available on the PSC site. Jim Planck is reporting in The Daily Mail the Catskill Police Department is warning of a phone scam making the rounds. Catskill Police Chief Dave Darling said Mon., Sept. 15, the caller claims to be either an IRS official or a police officer calling about an alleged IRS debt, or bail or fine money needed for a relative. Individuals are then instructed to purchase a debit card and supply the caller with the numbers. Darling said the callers can be very convincing and they usually alter the caller ID to make it appear the call is official. They also use false names and false ID badge numbers, as well. Darling said if asked to send money, do not wire money to anyone unless you contact local police, the Sheriff's Office or the state police to verify the authenticity of the call first. The Register Star is reporting some Kinderhook residents will lose water service temporarily this morning (Tues., Sept. 16). According to village officials water will be shut off beginning at approximately 9 a.m. and remain off until 11 a.m. in the the area of William St. and Maiden Ln., and south along William St. to the Hudson Ave. intersection. Village officials advise that when the water comes back on residents first turn on outside faucets and allow them run for about 10 minutes before turning on other faucets. Faucets in homes should be turned back on slowly, starting with a bathtub to reduce the effects of sediment in the lines.

Matthew Hamilton is reporting at Capitol Confidential state Sen. Cecilia Tkaczyk's (KAT-chik's) name will not appear on the newly created Women’s Equality line in November, a state Supreme Court judge ruled Mon., Sept. 15. The judge found more than 3,000 of approximately 4,400 signatures submitted on her independent nominating petitions to be invalid. That put Tkaczyk well short of the necessary 3,000 signatures to get on the ballot. A spokesperson for opponent George Amedore's campaign said the petitions were carried and signed by out-of-district voters with ties to the 46th Senate District, many from Brooklyn and the Bronx. Senate Democrats responded by slamming Amedore, but they did not directly address the signatures being tossed out. Tkaczyk's name will appear on the Democratic line, and has the Green Party line as well, after she received enough write-in votes in the primary last week. The New York Daily News reported health officials are warning parents statewide about the respiratory virus EV-D68, which has now been confirmed in more than a dozen children in New York state. The virus has no specific treatment or vaccination, and can result in hospitalization. EV-D68 can compromise infants, children with asthma and adults with weakened immune systems. The rare virus has spread to the northeast after infecting nearly 100 people in other states. The virus is transmitted through close contact with an infected person, or by touching the mouth, eyes or nose after touching a contaminated surface. Symptoms include runny nose, fever, sneezing, coughing and body aches. The Centers for Disease Control and Prevention recommends the following steps to prevent the spread of the virus: Avoid close contact with sick people; wash hands often; cover coughs and sneezes; avoid touching face with unwashed hands; clean and disinfect surfaces; and, stay home when you are sick.

Ryan Anglim reported in The Daily Mail Darlene Colandrea (CALL-and-reah), pre-K teacher at Hunter Elementary School, has been named the New York State Elementary Classroom Teachers Association's Pre-K Teacher of the Year. Colandrea has been with the Hunter-Tannersville Central School District for 33 years. She has taught pre-K for the past five years. Hunter Elementary School principal Melinda McCool said of Colandrea, “Her enthusiasm for instructing children and her passion for excellence is beyond remarkable."

The Daily Freeman reported the state tourism office has launched the season’s first fall foliage map. The map provides updated information on where the autumn colors are emerging across New York. The initial reports from field observers say fall colors are beginning to appear. This weekend, the site reported Greene County spotters in Lanesville predict a 20 percent color change "with greens becoming duller and lighter and shades of red beginning to appear." According to Empire State Development, 25 percent of all travel to New York state occurs in the fall. Updated foliage reports are posted every Wednesday afternoon at I Love NY [dot] com.

The Register Star reported Cornell Cooperative Extension of Columbia and Greene Counties is seeking new members for its board of directors. One position would represent Greene Co. for a one-year term. The second would carry a term of three years and represent Columbia Co. The board meets once a month, alternating between the Acra and Hudson locations. Nominees must have their primary residence in Greene or Columbia counties and be 18 years of age or older. The Northern Lights may be viewable this weekend as far south as Maryland, according to Space.com. Two waves of solar eruptions this week are hitting the Earth now, which could amplify the aurora displays, usually only seen in the far north. The coronal mass ejection on Sept. 8 reached Earth Sept. 11, with a second wave from a large solar flare on Sept. 10, due to arrive this weekend. The WGXC listening area may have the Northern Lights obscured by clouds Saturday night, as the forecast calls for a chance of rain. See space.com for more information.

The Rip Van Winkle Amateur Radio Club returns from its annual summer vacation with monthly meetings resuming Mon., Sept. 15 A guest speaker, John Fritze, Jr. K2QY the ACACES president, Albany County RACES Radio Officer, ARES ENY DEC Northern District and Hudson Division Assistant Director. Fritze will talk about his "Go Box," currently moving to Ver 2.0 with several upgrades. This unit can be rapidly deployed to serve in an emergency as well as being useful at home. He is also expected to talk about the portable repeater he has built in addition to very tiny, self-contained portable APRS trackers. The September meeting is at the Churchtown Fire House, at 2219 Rte. 27 in Churchtown in Claverack in Columbia County.

Groundswell
Today the Olana Partnership and Wave Farm’s WGXC 90.7-FM co-present a new iteration of their award-winning exhibition event Groundswell. Hundreds will converge at Olana State Historic Site for site-specific performance and works and in sound, installation, broadcast, and movement. Over a dozen artists will reflect on and react to Olana and its integral viewshed as an ambitious and early environmental work. See wgxc.org for complete information.

Max Oppen is reporting in The Daily Mail Cultivate Catskill submitted to the Catskill Village Trustees this week a letter highlighting the group's concerns over blighted properties located within the village. The group put forward its ideas on how to rectify the problem with techniques recommended by the judges from America in Bloom, the national beautification program. Cultivate Catskill founder Shelly Pulver told the board the group used the village zoning regulations and created a list of the properties in violation of those regulations, specifically those that present safety and health concerns. Village President Vince Seeley said the board will review the information and create a punch list of problems to be addressed. Seeley said he will also meet with the village attorney to discuss what legal options are available to the village to compel property owners to rectify the violations. Gail Heinsohn is reporting in the Chatham Courier New Lebanon Town Supervisor Mike Benson announced at a recent Town Board meeting he has learned the company seeking to expand its existing gas pipeline through town will begin its public outreach with a countywide public relations event in the coming weeks. Benson reportedly met with representatives from Kinder-Morgan, the fourth largest energy company in North America and the parent company of the Tennessee Gas Pipeline. Bruce Shenker, a New Lebanon resident and member of the county Environmental Management Council, once again requested the Town Board approve a resolution in opposition to the expansion. Shenker made a similar request in August following his presentation on the pipeline to the board. Officials indicated they were not ready to vote on that resolution. Benson said he wants the other side of the issue to be heard before the board takes any action. The Tennessee Gas Pipeline stretches nearly 14,000 miles and carries natural gas from Louisiana, the Gulf of Mexico and south Texas to the northeast section of the United States. Shenker and Scott Cohen will discuss the potential impact of the pipeline expansion on Columbia County during the WGXC Afternoon Show at 4 p.m. today (Fri., Sept. 12). Matthew Hamilton reports in Capitol Confidential that a pair of polls released Sept. 11 show Rep. Chris Gibson (R-Kinderhook) well ahead of Democrat Sean Eldridge. The incumbent is up by 24 points, according to a Time Warner Cable-Siena College poll. Gibson also leads by a large margin according to the United Transportation Union, which has donated to Gibson in the past. The report indicates Gibson is doing slightly better now then in 2012, when Siena polls showed Gibson leading by 16 points in September over Democrat Julian Schriebman, which narrowed to five points before his election victory. The Time-Warner poll also showed that in the 19th district, which covers most of the WGXC listening area, plus large areas to the north and south, Gov. Andrew Cuomo leads Republican Rob Astorino 39-36. That slim margin locally compares to the north country 21st District race, where Cuomo leads 44-35, according to the poll. Locally, Zephyr Teachout beat Andrew Cuomo in Greene, Columbia, and surrounding counties in the Democratic primary Sept. 9.
