12 a.m. (midnight): Radio News: Pirate Radio During The Shutdown With just a skeleton crew since the government "shutdown" Oct. 1, the Federal Communications Commission currently has no enforcement division, to react to complaints about pirate radio. Those complaints may be logged later, but the pirates may be long gone by the time the government re-opens for business. So, with America in a lawless state on the airwaves, is anyone monitoring pirate activity? The FCC keeps the records of pirate radio activity that anyone reporting about pirate radio inevitably refers to in their story. Pirates no longer like to leave internet traces, but there are a few websites with information about illicit activity on the airwaves. "PiratesWeek," a weekly audio report about shortwave and FM pirate radio activity comes from upstate New York's Ragnar Daneskjold, although he posts much less often every fall. Even when he doesn't post the weekly show that airs on many FM, shortwave, and internet stations, he does post audio files of pirate stations, and his Twitter feed is full of broadcast alerts. Pirate Radio Central (blackcatsystems.com/radio/pirate.html) also hosts a lively message board with information about shortwave pirates, numbers stations, utility stations, and more. Free Radio Cafe also has a lively forum, and includes solar weather and a way to upload QSL cards.

Jim Planck is reporting in The Daily Mail the Catskill town board has approved two resolutions for the Leeds sewer project. The board last week retained the Albany-based law firm of Osterman, Whiteman, Hanna to serve as bond counsel for the project, and also directed the attorneys to prepare a Bond Anticipation Note for the upfront money to fund the remaining design elements of the project. The Bond Anticipation Note is not to exceed $500,000. It will be used to fund studies and engineering reports. The studies will be conducted this fall, and will include an aerial flight for the survey once the leaves come off the trees and the ground is discernible by overhead technology. According to Catskill Town Supervisor Joseph Leggio these project requirements will have no impact on the current town budget. Read the full story in The Daily Mail.

John Mason is reporting in the Register Star the worms invading an area of Columbia County forest, yard and garden have been tentatively identified by earthworm specialists as belonging to the Asian genus Amynthas, Hudson resident Anne MacPherson said Tues., Oct. 8. MacPherson believes they present a life-or-death threat to the forest trees on her land. She said the worms have destroyed the forest’s leaf litter, important for supplying nutrients to the trees, and have invaded her lawn as well. The worms are an invasive species and the population has exploded. In addition to devouring forest nutrients, the worms release nitrogen into the soil. An investigation into the worms' presence by specialists is ongoing. Read the full story in the Register Star.

Nathan Mayberg is reporting in the Register Star a meeting on Columbia County’s plans to acquire a portion of the Meadowgreens Golf Course in Ghent to expand the safety zone for the Columbia County Airport will take place at 5 p.m. Wed., Oct. 9, at 401 State Street in Hudson. Board of Supervisors Chairman Patrick Grattan announced the meeting will include Columbia County Economic Development Commissioner Ken Flood and Columbia County Sheriff’s Office Lt. Thom Lanphear. They will answer questions about the county’s role in airport operations and some of the plans to take over the golf course. Read the full story in the Register Star.

Kyle Adams is reporting in The Daily Mail a total of $90 million in proposed spending cuts for the Office for People with Developmental Disabilities included in the state’s final 2013-2014 budget have now been restored. Gov. Andrew M. Cuomo signed a measure restoring the full $90 million last month. The cuts would have also meant the loss of federal matching funds for the agency, doubling the loss from $90 million to $180 million, according to Sen. Cecilia Tkaczyk’s (KAT-chik's) office. The cuts would have meant a reduction of $1 million for Columbia County’s COARC, $2.3 million for Ulster-Greene ARC and $800,000 for Schoharie County ARC. Read the full story in The Daily Mail.

Mark Scheerer is reporting for Public News Service a case being argued before the U.S. Supreme Court today could do away with limits on how much money individuals can donate to political candidates. Casey Seiler is reporting at Capitol Confidential the fiscally conservative group Unshackle Upstate has unveiled a five-point “New Economic Revitalization Agenda for Upstate” plan. In addition to calling for the immediate implementation of hydrofracking in the Marcellus shale, its proposals include several upstate-only tax cuts: A reduction of state income taxes by 25 percent for upstate residents making less than $50,000 annually; and,
a 50 percent reduction of state sales tax in targeted upstate communities that have suffered population loss and high unemployment. The tax cuts would have a cumulative cost of almost $940 million in the next fiscal year if all were implemented. That cost, the group says, would be offset by almost $80 million in natural gas revenue. The plan was endorsed Monday morning by the Binghamton Chamber of Commerce. Two residents of Ghent residents have commenced an Article 78 proceeding against Columbia County in connection with the county’s failure to disclose public records related to Columbia County Airport and the proposed plans to acquire lands abutting the airport. In a statement released Mon., Oct. 7, Ken Dow, attorney for petitioners Michael Schrom and Kevin Delahanty, said, “It is regrettable when citizens must commence proceedings in the courts to extract lawful conduct from their governmental officials....” Schrom and Delahanty filed a Freedom of Information Request on Aug. 21, and the county has failed to produce a single record or document in response. Dow said the county has received other FOIL requests for very similar airport-related information since February, and has disclosed almost nothing to date. Nathan Mayberg reports in the Register Star county Board of Supervisors Chairman Patrick Grattan has announced an informal meeting open to the public will be held Wed., Oct. 9, on the airport issue and the possibility of pursuing eminent domain. County Economic Development Commissioner Ken Flood and Columbia County Sheriff’s Office Lieutenant Thomas Lanphear will answer questions about the airport and its operations. The meeting will be held at 401 State Street in Hudson.

In a story in The Guardian lamenting how expensive New York City has gotten for artists to live, Byrne writes, "If young, emerging talent of all types can't find a foothold in this city, then it will be a city closer to Hong Kong or Abu Dhabi than to the rich fertile place it has historically been. William J. Kemble reported in the Daily Freeman Catskill Town Board members were briefed on the STAR re-registration campaign by a representative of the state Office of Real Property during a recent meeting. The board was told the campaign was necessary because so many people have illegally claimed more than one property for assessment reductions. Property owners who have been receiving basic STAR exemptions should have received a letter with an identification number for their property. They will be required to use that number to re-register either on the state Web site at www.tax.ny.gov or by calling (518) 457-2036. Read the full story in the Daily Freeman.

Merry Shiels reported in the Columbia Paper Columbia County Jail revenues have nearly doubled over the past year from boarding fees. According to a report recently presented to the Columbia County Board of Supervisors Public Safety Committee, as of August, the county received $600,000 for boarding out-of county inmates, versus approximately $319,000 for the same period in 2012. Lt. Thomas Lanphear of the county Sheriff’s Office explained inmate daily rates are $80 for Greene County, $90 for the U.S. Marshals Service and $85 for other counties. Michael Ryan reported in the Windham Journal on the details of the Lexington town ballot in November. In the town supervisor race, incumbent Democrat Dixie Baldrey, seeking a fourth term, is being challenged by Republican Donald Falke. Five candidates are vying for two open Town Board seats: Incumbent John Berger, GOP choices Bradley Jenkins and Anthony Glennon, and Democratic Party hopefuls Michael Barcone and Joe Cuesta. Incumbent Robert Basil, a town justice for more than 30 years, is seeking re-election. Basil, a Republican, will face Democratic challenger Allen Cross. Incumbent highway superintendent Frank Hermance is seeking re-election on the Republican line. He will be opposed by Democrat and political newcomer George Dart. John Mason reported in the Register Star the city of Hudson is looking for a new assessor. Attorney Garth Slocum's term ended Sept. 30, but he was not reappointed by Mayor William H. Hallenbeck Jr. Hallenbeck said he is now in conversation with the New York Conference of Mayors and the state Office of Real Property Services to determine whether the city’s currently listed job qualifications are sound. The mayor said he is considering the possibility of asking GAR Associates, the firm that did the city's reval in 2011, to help during the interim. Read the full story in the Register Star.

The National Weather Service in Albany has issued a hazardous weather outlook in effect from 10 a.m. to 8 p.m., Monday, for the Hudson River Valley, including the greater Capital District. South to southeast winds of 20 to 30 mph, with gusts of more than 50 mph are predicted. Surface winds will increase ahead of a cold front late Monday morning, peaking around mid-day through early afternoon before shifting to the west and decreasing by early evening. There is a slight chance for severe thunderstorms in the afternoon and early evening as a strong cold front moves from west to east. The main hazard from the thunderstorms should be the potentially damaging wind gusts. A brief period of heavy rain will also accompany these thunderstorms. This may lead to ponding of water in low-lying, poor drainage and urban areas.

12 a.m. (midnight): Radio News: California Historical Radio Society Jennifer Waits in radiosurvivor.com reports The California Historical Radio Society is archiving a treasure trove of materials related to radio history on its YouTube channel. "Included are some “Living History Series” interviews with radio luminaries like Carter B. Smith, Terry McGovern, Rosie Allen, Ben Fong-Torres and Stan Burford. Additional videos chronicle various events from Radio Day by the Bay (held at the historic KRE building in Berkeley) as well as a brief tour of some electronic artifacts (including radio equipment, vacuum tubes, and espionage tools) housed in the Perham Foundation’s collection, and a demonstration of the restoration of a 1930s transmitter."

1 a.m. Symposium: Hearing Hearings, Part 2 Tonight's §ympo§ium will be a device of manifold containment, a double-bottomed double feature--or should I rather say, a half feature, as you will only listen to the first part tonight. As we are desperately seeking exposure to the background noises of the past, tonight, we will introduce, and then listen to, Eric Bentley's commentary on Bertolt Brecht's deposition before the House Un-American Activities Committee on October 30th, 1947. Bentley's comments date from 1963. Now, those who live on the black surface of a vinyl record don't realize how strange it is for the living to be taken without preamble inside the thick atmosphere of a recording that is as recent as our father's year of birth and at the same time old enough to be considered a documentary fable. If the label wasn't, as Charles Marowitz put it, mealy-mouthedly inadequate, we would call Bentley's piece a "Brechtian docudrama." This is, at any rate, our tribute to Eric Bentley.

The Daily Mail reports that ham radio operators across the United States participated in a nationwide Amateur Radio Simulated Emergency Test (SET). Sat. Oct. 5. In Greene County, the Amateur Radio Relay League (ARRL)-sponsored event lets responders know what parts of their network are working. This Simulated Emergency Test Oct. 5 from 9 a.m. until noon practiced with a Winter Tropical Storm (Nor’easter) situation. Participants included Columbia Memorial Hospital, Kaaterskill Care Nursing Home, Greene County Emergency Services, the Cairo Fire House, Greene County EMS, and others. Arthur Cusano is reporting in the Register Star the members of the Greenport Town Board voted unanimously Wed., Oct. 2, to enter into agreements with companies offering solar and wind power for the town. Monolith Solar Associates will be contracted to install a photovoltaic system to provide solar energy for town hall. According to Town Engineer Ray Jurkowski there will be no cost for the installation of equipment, which will result in an estimated 20 percent reduction in the cost of power. Town Hall will serve as the trial location. If the test goes well panels will be installed at other locales, including the sewer and water pump stations. The board also agreed to contract with Viridian Energy, a supplier of wind-generated power, to provide power for 16 electrical meters, which is projected to save the town $80,000 a year. Greenport becomes the third local municipality to announce a solar effort in recent weeks. The Daily Mail reported that Cairo town officials moved closer to building a solar power array on town property, at a Mon., Sept. 23 meeting. The Ravena News-Herald reported that Ravena-Coeymans-Selkirk schools are bidding out a solar project to lower power bills, at a Sept. 10 meeting. The district could be installing panels on all buildings and garages later this year.

Assemblyman Pete Lopez (R,C,I–Schoharie), who represents Greene County in Albany, will be making public appearances throughout the week. Sat., Oct. 5, at 9 a.m. Lopez walks in the “Pink Up the Town” Breast Cancer Awareness Walk, at 255 Mansion St., in Coxsackie. Sun., Oct. 6, at 1:30 p.m., Lopez will speak about "agricultural issues" the Albany County Pomona Grange annual banquet at the Ravena Grange Hall, 1184 Route 143, Coeymans. Wed., Oct. 9 at 7:30 a.m. Lopez will be at the Great Northern Catskill Chamber of Commerce legislative breakfast at the Greene Lake Resort, 605 Greene Lake Road, Catskill.

WAMC Northeast Public Radio finished its fall fund drive, raising over one million dollars in ten days. The network of over 20 stations stretches from Canada to Pennsylvania, and into western New York, raised a total of $1,001,558.47. The WAMC network also just added a new studio on the Skidmore College campus in Saratoga Springs.
