More than 50 community members gathered at Time & Space Ltd. Wed., Feb. 13, to discuss the school to prison pipeline, a process that funnels young people from schools into the criminal justice system. Special guest speaker Richard Smith was joined by three Hudson residents personally familiar with the PINS (Persons In Need of Supervision) process. The conversation encompassed a variety of topics including the level of racism students encounter in the Hudson district, and the lack of curriculum that teaches students of color about their own history. WGXC's Cory Fischer-Hoffman recorded the full discussion, and spoke to two Hudson High School sophomores following the program. PLAY (5:19)

Jim Planck writes in The Daily Mail the Catskill Board of Education was asked Wed., Feb. 13, to keep armed police out of its schools. District resident Douglas Rose told board members he is very uncomfortable with a police presence inside the school buildings. He requested clarification of the policy after school Superintendent Dr. Kathleen Farrell stated certain security changes are about to be implemented. Farrell said the district will have a rotating police presence in the schools. She stressed the armed officers will not engage in "behaviorial management or discipline" while present. Their interaction with students will be minimal. Rose argued that if the purpose was for heightened security, the police should be placed outside, rather than inside the school buildings. Rick Karlin reports in the Times Union the pension contribution rate for teachers and other workers will increase 37 percent in the coming year. Much of that increase was driven by waves of baby boomers retiring, combined with low investment returns since the 2008 financial crash. School districts have been advised to allocate more than 16 percent of their total payroll for retirement costs next year. The $90.9 billion teachers retirement investment fund performed less well than expected last year. Cities, towns and counties are also struggling with rising pension costs. The state Employee Retirement System, similar to the teachers fund, said contributions by localities are going up 11 percent. In New York, public pensions are guaranteed by the state constitution. The Daily Freeman is reporting nominations are being accepted for the annual Greene County senior citizen awards. Two awards are presented — one to the Senior Citizen of the Year and one for Outstanding Contribution by a Senior Citizen. The awards recognize the outstanding contributions and achievements of senior citizens who have volunteered their time and energy to help other people, their communities or special projects. Any Greene County resident over age 60 whose achievements are voluntary in nature can be nominated.

W. T. Eckert reports in The Daily Mail dog owners in New Baltimore have two choices: Either license your pooch or pay the price. The price to license a dog was increased Mon., Feb. 11, by the town board after hearing public comment. The new late fee was increased to $75. The fee was originally $5, $2 less than the licensing fee if your pet is spayed and neutered and $10 less if they are not. On several occasions, New Baltimore has been notified by the New York State Department of Health that someone in town has been bitten by an unlicensed dog, Town Supervisor Susan O’Rorke said during last month's work meeting. “Not only is it not licensed but we don’t know if the dog has had its rabies shot, vaccinations either,” O’Rorke said. “So our goal is to get the dogs, that are required by the state, to get licensed.” Read the full story in The Daily Mail.

Peter Applebome reports in The New York Times the town of Sanford, in Broome County, finds itself in a legal dispute after officials banned discussion of gas drilling. In September, the town board passed a resolution to limit public dialogue at its monthly meetings because the subject was taking up too much of its time. The resolution stated the town has heard extensively from both sides of the issue, and it would not hear anything further until the state completed its environmental review. Sanford town officials have actively sought renewed gas drilling, including hydrofracking. On Tues., Feb. 12, the Natural Resources Defense Council and Catskill Citizens for Safe Energy filed suit against the town, a community of 2,400 residents located near the Pennsylvania border, atop the gas-rich Marcellus Shale. The complaint argues the resolution violated residents’ free speech rights. The Federal District Court action asks the ban be declared unconstitutional and the court prohibit enforcement of that ban. Michael Raymond Hernandez reports in The Daily Mail Greenville school board member Gloria Bear walked out of a meeting Mon., Feb. 11, to compose herself after the full board approved Superintendent Cheryl Dudley’s new employment contract. “When I got on the board I said I was going to be fair and equal to everybody, I just don’t see [the contract as] being fair and equal to the bus driver, to support staff, to the teachers, to the cleaner, to everybody, …how equal are we going to be to the rest [of the school employees],” she said. Bear specifically objected to the health insurance provisions in the contract. For most school employees the district's contribution for health insurance after retirement is 50 percent; for Dudley the share is 85 percent. Board President Anne Mitchell said the new agreement represents a reduction in the district's share, down from 100 percent. Another board member called the provisions standard. “But we are not in standard times, we are not in the times we had before, we are not in the times that we have the money to even have a library," said Bear. Brian Nearing reports in the Times Union state Health Department Commissioner Nirav Shah said Tues., Feb. 12, a key health review of natural gas hydrofracking is going to take longer. In a letter to Environmental Conservation Commissioner Joe Martens, Shah wrote his agency's review of an unreleased DEC health study on potential health impacts from hydrofracking will require additional time to complete "based on the complexity of the issues." However, Martens said that might not necessarily delay a DEC decision on hydrofracking. Shah said the Health Department's experts need more time to review recent and pending scientific studies on potential health impacts from the process, including: A report issued by the U.S. Environmental Protection Agency that examines impacts on drinking water and a health study in Pennsylvania that is examining possible connections to asthma and other respiratory diseases. Sandra Steingraber, head of New Yorkers Against Fracking said, "We are confident that such a review will show that the costs of fracking in terms of public health are unacceptable." Hydrofracking is a gas drilling technique that been reviewed for more than four years and has spawned a vocal opposition movement concerned over potential pollution of water and air. The Associated Press reports in his first State of the Union address of his second terms, President Barack Obama Tues., Feb. 12, urged Congress to embrace his plans to use government money to create jobs and strengthen the nation's middle class. Obama conceded economic revival is an "unfinished task," but he claimed clear progress and said he prepared to build on it as he embarks on four more years in office. Among the highlights of the proposals the president called for in the address:
Jobs: Partner with businesses and communities to invest in American-made technologies through a network of Manufacturing Innovation Institutes. Eliminate tax breaks that encourage companies to move jobs outside the U.S.
Minimum wage: Increase the federal minimum wage, currently $7.25 an hour, to $9 in stages by the end of 2015, and allow for automatic increases to keep pace with inflation.
Gun control: Ban assault weapons and ammunition magazines that can hold more than 10 rounds, require background checks for all firearms purchases and increase access to mental health services.
Afghanistan: Withdraw 34,000 U.S. military forces, just over half the 66,000 troops still there, within a year.
Immigration: Establish a pathway to citizenship for the estimated 11 million immigrants in the country, and streamline the immigration system for families, workers and businesses.
Women: Renew the Violence Against Women Act to help protect victims of domestic violence and help law enforcement investigate and prosecute sexual assaults.
Education: Launch a competition to help redesign and modernize high schools, and create a corps of 10,000 of the nation’s brightest science and math teachers to improve instruction in the fields of science, technology, engineering and math. Work with states to provide access to a high-quality preschool for all 4-year-olds from families with low or moderate incomes.

Eckert reports in The Daily Mail Greene County legislators took action Mon., Feb. 11, to condemn and take by eminent domain property located on Spruceton Road in Lexington to save a failing mountaintop road. Without rehabilitation, the only means of coming and going for the 250 residents of the Spruceton Valley could be lost. The parcel to be taken rests along the West Kill and is frequently compromised by weather conditions, most recently by tropical storms Irene and Lee. Engineers have advised the county that without restoration efforts, the erosion will continue, furthering the failure of Spruceton Road and the quality of the water in the Schoharie Reservoir. The matter will be heard by the Finance Committee before it is presented to full Legislature next week. Read the full story in The Daily Mail.

Joe Gentile reports in the Register Star the estimated cost to construct the Hudson Senior Center has now reached $1.3 million. Common Council President Donald Moore confirmed at the Council's Informal Meeting, Mon., Feb. 11, lead architect Jane Smith's design budget has now increased by more than $200,000. “This project has reached a budget in excess of what we thought we could expect,” Moore said. Fifth Ward Supervisor, and Galvan Foundation associate, Rick Scalera expressed disbelief that more could not be done to request Smith's firm reconsider the project’s scale. First Ward Alderman Nicholas Haddad suggested the Common Council purchase St. Mary’s Academy as an alternative location for the Senior Center. Read the full story in the Register Star.

Ariel Zangla reports in the Daily Freeman Greene County legislators have reallocated some state disaster relief grant funding for businesses damaged by tropical storms Irene and Lee. The county was given $500,000 in disaster aid for businesses affected by Irene and Lee through the state’s Agriculture and Community Recovery Funding program. Funding came in the form of Community Development Block Grants and from New York Main Street funding. The Community Development Block Grants funded the purchase of items like furniture, fixtures and equipment, while the Main Street funding was to pay for construction work. “We’ve had a handful of businesses that were unable to utilize all the funding,” said Warren Hart, director of the county’s Economic Development, Tourism and Planning department. The county chose to reallocate the unused funding to maximize available money for local businesses. Read the full story in the Daily Freeman.

From Wikipedia: "Donaldson Toussaint L'Ouverture Byrd II (December 9, 1932 – February 4, 2013) was an American jazz and rhythm and blues trumpeter. A sideman for many other jazz musicians of his generation, Byrd was best known as one of the only bebop jazz musicians who successfully pioneered the funk and soul genres while simultaneously remaining a jazz artist.... While still at the Manhattan School, he joined Art Blakey's Jazz Messengers, as replacement for Clifford Brown.... After leaving the Jazz Messengers in 1956, he performed with many leading jazz musicians of the day, including John Coltrane, Sonny Rollins, Thelonious Monk, and later Herbie Hancock. Byrd's first regular group was a quintet that he co-led from 1958-61 with baritone saxophonist Pepper Adams, an ensemble whose hard-driving performances are captured "live" on At the Half Note Cafe. In June 1964, Byrd jammed with multi-instrumentalist Eric Dolphy in Paris just two weeks before Dolphy's death from insulin shock. In the 1970s, Byrd moved away from the hard-bop jazz idiom and began to record jazz fusion and rhythm and blues. He teamed up with the Mizell Brothers (producer-writers Larry and Fonce) for "Black Byrd" (1973). The Mizell brothers' follow-up albums for Byrd, Street Lady, Places and Spaces and Stepping into Tomorrow, were also big sellers, and have subsequently provided a rich source of samples for acid jazz artists such as Us3.... During his tenure at North Carolina Central University during the 1980s, he formed a group which included students from the college called,Donald Byrd & the 125th St NYC Band.... He taught at Rutgers University, the Hampton Institute, New York University, Howard University, Queens College, Oberlin College, Cornell University, North Carolina Central University and Delaware State University. In addition to his master's from Manhattan School of Music, Byrd had two master's degrees from Columbia University. He received a law degree in 1976, and his doctorate from Columbia University Teachers College in 1982. Byrd lived in Teaneck, New Jersey until his death on February 4, 2013 at the age of 80."
5 a.m.: From the Vault: Donald Byrd "From the Vault" of Pacifica Radio Archives, a 1987 interview with jazz trumpeter Donald Byrd. This recording is one of perhaps two dozen from a mid-1980's series called "Night Journey," produced by James Graves, in which an outstanding roster of musicians, artists, and filmmakers were featured by virtue of their positive role within the Black community. Subjects of Night Journey included the likes of pianist Ahmad Jamal, drummer Al McKibbon, director Spike Lee, and this "From the Vault"'s featured voice, Donald Byrd. While Byrd certainly made his mark playing with many of the 1950's jazz legends, what truly set him apart were the innovative soul and funk sounds he incorporated into his work during the 1970's.

6 p.m.: WGXC and TSL Present: Disappearing Voices WGXC and Time & Space Ltd. partner for a screening of the independent film "Disappearing Voices: The Decline of Black Radio". The documentary asks the question "What happened to Black Radio, What happened to our Voice?" through a series of interviews with the likes of Chuck D (Public Enemy), M-1(Dead Prez), Al Sharpton, Abiodun Oywelo (founding member of The Last Poets), Enoch Gregory, Hal Jackson and a host of black studies scholars and radio personalities. While also covering the history of Black Radio. Doors will open at 6 p.m.; A community potluck at 6:30 p.m and the film will begin at 7 p.m. TSL is located at 434 Columbia St. (between Fourth and Fifth sts.), in Hudson.

Some of the stories that made the news, Feb. 8 to Feb. 10:

Jon Campbell reported at Politics on the Hudson three outside experts assisting New York with a health review of hydraulic fracturing say their work was completed more than a month ago. This detail was not revealed by the state Health Department during lengthy testimony before lawmakers last week. State Environmental Conservation Commissioner Joseph Martens first asked the state Health Commissioner in September to assess the state’s review of fracking. The state Department of Environmental Conservation faces a Feb. 27 deadline to finalize a set of proposed rules for large-scale fracking or allow them to expire. In order to meet that deadline, the agency would have to release a final version of an environmental review by Wednesday. DEC Commissioner Joseph Martens cast doubt on whether the state would be able to make the deadline. He told lawmakers at a budget hearing Monday it would be “difficult” to meet it if the health review recommends installing additional safety measures. The process of high-volume fracking, which is used to help extract gas from shale formations, has been on hold in the state since the DEC first launched its review in 2008. Barbara Reina reported in the Register Star the $7 million capital improvement project approved by residents of the Ichabod Crane school district in December, will be implemented in two phases. The technology upgrades and a partial roof replacement at the high school will be first and the work is expected to begin this summer. Gymnasium renovations and library improvements are scheduled for the second phase. The Board of Education also recently announced a schedule of community forums on budget development. The next forum will take place Tues., Feb. 12, to discuss expenditures, class size and state aid. In March two forums will present budget revenue projections and the tax levy, and a presentation of the final budget picture. Read the full story in the Register Star.

Michael Ryan reported in The Daily Mail Mountaintop lawmakers are taking steps to share services and cut costs. At a recent meeting of Supervisors and members of the Mayors Association, a plan was put forward to enter into shared services agreements for code enforcement officers. There are currently three separate code enforcement offices in the town of Hunter, the village of Hunter and the village of Tannersville. Hunter town supervisor Daryl Legg said the villages and the town are trying to work something out. The town of Hunter has already absorbed the justice court for the village of Hunter. The highway departments in the town and the two villages currently share manpower and supplies. The town of Hunter is also the early stages of consolidating its fire districts and fire companies. The National Weather Service has issued a Winter Weather Advisory to remain in effect from 4 a.m. to noon, Monday, Feb. 11, in the Capital District, Mid-Hudson Valley, Taconics, southern Berkshires and northwest Conn. Expect freezing rain, snow and sleet, with accumulations of less than one inch. The snow and sleet will begin around daybreak and quickly change to sleet and freezing rain shortly thereafter. The sleet and freezing should turn to rain before noon. The NWS warns of extremely slippery roads and isolated power outages, as well as isolated downed tree limbs and power lines. Temperatures will range from the upper 20s to around 30 at daybreak, increasing into the lower to mid-40s by afternoon.

TCI of New York President Brian Hemlock appeared before the Ghent Planning Board, Wed., Feb. 6. Hemlock answered questions posed by board members in January, in addition to some new ones. WGXC's Chris Bishop was at the meeting and recorded Hemlock's answers.

Discussion of the lack of a fire suppression system in the building despite being required by the New York state building code. (3:19)

Hemlock said allowing TCI to handle regulated PCBs would be good for Ghent, even though it is against the town code. This request goes beyond the scope of what the company was permitted to do before, which was only to handle unregulated PCBs (less than 50 ppm). In the past, the more toxic material had to remain the transformers and shipped to another facility in Alabama for processing. (4:10)
