Some stories that made the news, Feb. 1 to Feb. 4:

John Mason reported in The Daily Mail about the developing possibility of a casino opening in Greene or Columbia counties. New York state Business Council President and CEO Heather Briccetti was quoted as being in support of casinos at the racetracks. Beyond that, she mentioned the Catskill-Hudson area as a good site, because of its “several aging resorts,” such as the Friar Tuck Inn. Gary Greenberg, Valatie resident and part-owner of the Vernon Downs racino and racetrack just bought 62 acres of property in New Baltimore. He is quick to note that Greene County has its own racing and gaming history. “Greene County is on an upsurge,” he said. Read the full story in The Daily Mail.

Ariel Zangla reported in the Daily Freeman Greene County Administrator Shaun Groden is not impressed with Gov. Andrew M. Cuomo's 2013-14 budget. He said it is full of gimmicks and provides no real benefit or relief for Greene County. The spending plan, he said, will "just kick the can down the road." Groden said the governor limits municipalities’ property tax levy increases in an effort to force tough decisions at the local level, but does not provide any spending relief. Groden also said the pension plan proposal made by the governor could just push expenses down the road over the next 25 years. Read the full story in the Daily Freeman.

Karrie Allen reported in the Chatham Courier the Chatham Town Board unanimously approved plans for CSX to replace the bridge on Albany Turnpike Road in East Chatham. CSX owns the span. In August, the bridge failed an inspection by the New York state Department of Transportation. Heavy vehicles, such as fire trucks, highway department trucks and school buses have been banned from the bridge since October. CSX could begin work in the middle of March and be finished by late August. The 14-foot replacement bridge will include a five-foot pedestrian walkway. Read the full story in the Chatham Courier.

Groundhog's Day

According to groundhog.org, Punxsutawney Phil has seen his shadow 100 out of 116 times. But he is not always correct. Last year he saw his shadow, forecasting six more weeks of winter that never came. According to Stormfax.com, Punxsutawney Phil has been correct 39 percent of the time. The forecast for Pennsylvania Sat., Feb. 2, 2013 is cloudy and/or snowy, so there may be no shadow, and a prediction of a short winter.

UPDATE: Both Punxsutawney Phil and Staten Island Chuck saw no shadows this morning. Their forecast: an early end to winter.

Skyandtelescope.com reports that the night sky this weekend includes the sky's biggest well-known asterism (informal star pattern), the Winter Hexagon or Winter Circle. "It fills the sky toward the east and south these evenings. Start with brilliant Sirius at its bottom. Going clockwise from there, march up through Procyon, then Pollux and Castor, then Menkalinen and Capella overhead, over and down to Aldebaran (with Jupiter blazing nearby!), down to Rigel, and back around to Sirius."

Kyle Adams reports in The Daily Mail the Board of Trustees of Columbia-Greene Community College has chosen Bruce C. Bohnsack as its newest member. Bohnsack was appointed for a seven-year term, replacing Hugh Quigley, who is retiring. Bohnsack is a life-long resident of Germantown, has been president of Germantown Telephone Company since 1986. He is currently serving as the chairman of the Columbia County Industrial Development Agency. Bohnsack told the paper he was looking forward to working with the rest of the board and college president James Campion to advance the college. Former New York City Mayor Ed Koch died Fri., Feb. 1 of congestive heart failure at NewYork-Presbyterian/Columbia hospital. He was 88 years old. Koch led the city from 1977 to 1989. Casey Seiler reports at Capitol Confidential on the three-term mayor's thoughts on upstate New York and the rural life, in particular. Rural life, Koch said, was “a joke.” Moving to Albany, he said, would be a “fate worse than death,” “small-town life at its worst.” The comments -- made during an interview with Playboy magazine -- are seen by many as the determining factor in Koch losing the Democratic nomination to then Lt. Joe Gentile writes in the Register Star two new businesses are coming to Greenport. Renovations are currently under way at the Fairview Plaza to make way for the national fabric and craft retailer Jo-Ann Fabrics. The store will move into the space currently occupied by the Dollar Store. The Dollar Store will be relocated next to Planet Fitness. In the Columbia Shopping Center, preparations are ongoing for the opening of the area's first drive-through diner, to be located in the building formerly occupied by Wendy's. The United States Collegiate Ski & Snowboard Association hosts Alpine racing, cross-country racing, and snowboarding this weekend and next on Hunter Mountain. The National Weather Service does not predict temperatures to rise above freezing any time soon, so new snow can be made after this week's melt. Hunter has six of ten lifts open over 18-58" of snow. Windham Mountain has 8-28" of snow, with six lifts and 36 trails open. Catamount Ski in Hillsdale reopens Friday after that warm spell, with 26 of 33 trails, and four of six lifts open over 12-36" of snow. Click here to play WGXC Ski Report.

In an interview with the Editorial Board of the Daily Freeman Wed., Jan. 30, U.S. Rep. Chris Gibson predicted the U.S. Supreme Court will find New York’s new gun control law unconstitutional. Gibson also said he does not support a federal gun control law proposed by U.S. Sen. Diane Feinstein. The "Supreme Court has held you can regulate, but you can't ban," Gibson said. The Kinderhook Republican described gun rights as “a very emotional issue” in the aftermath of the shooting at Sandy Hook Elementary School in Connecticut, but said his read on recent Supreme Court decisions is that the SAFE Act won’t hold up. Gibson said addressing gun violence without violating people’s Second Amendment rights needs to be a thoughtful process. The conversation with the Daily Freeman also included climate change and fracking, women in combat, reversing the no-tax pledge, immigration and the new makeup of the 19th Congressional District. John Mason reports in the Register Star TCI of New York has responded to the Jan. 2 state fire investigation report. Company Vice President and co-owner Brian Hemlock called the full report “thorough,” “professional” and “objective." However, Hemlock took issue with the portions of the report related to Public Substations Services and the work it was alleged to be performing on site. Fire investigators disclosed PSS was a tenant of TCI for two years. They also alleged the company was processing transformer oils containing PCBs at a higher level than TCI was allowed to handle. Hemlock said PSS was not a tenant of TCI. He said the company purchased transformer oil from TCI and received a license to place processing equipment in the warehouse. Hemlock said PSS was an independent contractor and it processed the contaminated oil and sold the processed product. The Aug. 1 fire destroyed TCI's facility on Fall Industrial Park Road in Ghent. TCI's plans to rebuild will be the subject of a joint meeting of the Ghent Town, Planning and Zoning boards, Feb. 7. Read the full story in the Register Star.

The National Weather Service issued a Special Weather Statement at 6:21 a.m. warning that a line of showers with downpours and strong winds will move through Greene, Ulster, Columbia and Rensselaer counties this morning. The line of showers is capable of producing winds around 50 to 60 mph and heavy rain. The front is moving east at a speed of 30 mph. A High Wind Warning remains in effect for the entire area.

From Wikipedia: "Morris was born in Long Beach, California. Before beginning his musical career, he served in the US forces in the Vietnam War. Morris came to attention with saxophonist David Murray's groups in the late 1970s and early 1980s. Morris's brother, double bassist Wilber Morris, sometimes performed and recorded with Murray during this period. Morris led a group called Orchestra SLANG. The group features Drummer Kenny Wollesen, alto saxophonist Jonathon Haffner, trumpeter Kirk Knuffke and others. He performed and presented regularly as part of the Festival of New Trumpet Music, held annually in New York City. He also played with well-known artist and would be drummer A.R. Penck in 1990. The National Weather Services has issued a High Wind Warning for eastern New York and western New England effective 10 p.m. Wednesday, through 6 p.m., Thursday. Damaging wind gusts are likely this evening and overnight. Winds of 20 to 35 mph with gusts to 65 mph are expected. The winds will shift Thursday morning behind the advancing cold front, becoming more persistent and widespread across the area. A NWS Flood Watch continues through Thursday, as well.

Thomas Kaplan reports in The New York Times on the efforts of gun rights activists in New York to reclaim the initiative in the struggle against more restrictive gun laws. More than 100,000 people have signed online petitions denouncing New York’s recently enacted gun laws. Gun owners are contemplating civil disobedience, vowing to ignore a requirement to register firearms they own that are now classified as assault weapons. Some are calling for the impeachment of Gov. Andrew M. Cuomo. Fueled by social media and encouraged by gun owners in other states, they are pushing for the repeal of New York’s law. The New York State Rifle and Pistol Association filed a notice Tues., Jan. 29, that it planned to ask a judge to overturn the law on constitutional grounds. Melanie Lekocevic reports in The Daily Mail Athens Village Democrats selected former Greene Co. legislator Chris Pfister as its choice for mayor, and nominated incumbent trustees Robert June and Anthony Patsky to run for re-election. Elections will be held in March. The decision was made at the Democratic caucus, Tues., Jan. 29. Three-term Mayor Andrea Smallwood will not run for re-election. Independent candidate Rick Surrano recently launched his campaign for village trustee. A lifelong Republican, Surrano is running on the newly created Just For Today party line. Surrano's father served as mayor of Athens, as did his grandmother, Emma Ryan. The Republican Party held its caucus Mon., Jan. 28, but did not nominate any candidates for the upcoming elections.

William J. Kemble reports in the Daily Freeman the Moreland Commission at SUNY New Paltz heard testimony Tues., Jan. 29, from various officials attesting to the work Central Hudson Gas & Electric Corp. did before, during and after Superstorm Sandy. Arthur Snyder, the Ulster County emergency management director praised the utility for a variety of tasks, including the implementation of a previously agreed-upon staff plan to restore electrical outages and efforts to keep the public and government officials informed. Ronald Hicks, Dutchess County’s commissioner of strategic planning and development, said before the storm became a concern to the general public, Central Hudson staff had already briefed the county staff on preparations underway. Nathan Mayberg reports in the Register Star Columbia County Sheriff’s Department Capt. David Bartlett has officially announced his intention to run for Sheriff. Bartlett is a 29-year veteran of the department. He has been the captain of the law enforcement division for the past eight years and chairs the county's Safe Schools Committee. A native of Auburn, he graduated from SUNY Cobleskill with a liberal arts and humanities degree. Bartlett is seeking the Republican nomination. Sheriff David Harrison has announced he will retire at the end of the year. Harrison has endorsed Bartlett as his successor. Read the full story in the Register Star.

The Daily Freeman is reporting Greene County students in grades kindergarten through 12 can take part in a competition to design the official logo of the Greene County Youth Fair. The design must contain the words “Greene County Youth Fair,” should focus on youth and agriculture in the County, should be flexible in size and must contain color. The entry deadline is April 30. The winner will be announced Memorial Day weekend and be awarded a $100 U.S. Savings Bond. This year’s fair runs from July 25 to 28 at Angelo Canna Town Park in Cairo. The National Weather Service predicts one to three inches of rain over the next 48 hours, and has issued a flood watch for eastern New York and much of New England. The NWS notes that the heavy rain will be accompanied by snow melt, as temperatures will be in the '50s Wednesday. The ground is frozen across most of the area, which could result in a localized flash flood threat where intense rainfall rates occur. The NWS warns rural road washouts and river ice jams are possible over the next several days in the Hudson Valley.
