The National Weather Service in Albany has issued a Winter Weather Advisory for western Greene County, western Ulster County, and western Albany County, as well as the eastern sections of Columbia, Dutchess, and Rensselaer counties through noon Fri., March 8. A few inches of snow are predicted in higher elevations both overnight and Friday morning. There may be delays and cancellations Friday morning.

Casey Seiler reports in the Times Union the state Assembly Wed., Mar. 6, approved a moratorium to ban hydraulic fracturing in New York until May 2015. The action would stop the clock and allow for the completion of several significant health impact studies. Assembly Speaker Sheldon Silver said without conclusive scientific evidence fracking will not pose a threat to the environment or human health, a moratorium is appropriate. A similar two-year ban was put forward in the state Senate, but the fate of that initiative is less certain. Silver said Assembly and Senate passage combined with a show of public feeling on the issue could lead Gov. Andrew M. Cuomo to sign a moratorium bill. Read the full story in the Times Union.

William J. Kemble reports in the Daily Freeman the town of Catskill has agreed to participate in the Federal Emergency Management Agency’s buyout program for property owners in flood-prone areas. At a Town Board meeting Tues., Mar. 5, officials said buyout applications have been submitted by nine homeowners. The program was established in response to damage from Tropical Storms Irene and Lee in 2011. Under the program the properties in question would become town property and come off the tax rolls. Federal funding will cover 75 percent the cost of paying pre-flood market value, appraisals, demolition and site restoration. Daniel Johnson is reporting in the Register Star Hudson Police Commissioner Gary Graziano announced Tues., Mar. 5, the appointment of L. Edward Moore as the city's new police chief. Moore is replacing Ellis Richardson, who retired last month. Moore is a 32-year veteran police officer. He was previously serving as the First Sergeant of the State Police's Troop K. From 1981 to 1987 Moore served as a uniform trooper in the area. Moore is the recipient of six superintendent commendations and an award for Troop K Supervisor of the Year. Nathan Mayberg reports in the Register Star the non-profit organization Coarc is facing an estimated $1 million funding cut as a result of Gov. Andrew M. Cuomo's latest budget amendment. Coarc provides programs and services to more than 500 individuals with developmental disabilities in Columbia County. The governor’s proposed budget cuts $120 million in funding to organizations statewide which serve the developmentally disabled. Another $120 million in matching federal funds would also be cut. Coarc Executive Director Ken Stall said the reduction in funding could mean the loss of anywhere from five to 20 jobs countywide. Stall said the proposed cuts would also lead to less supervision of those served by the organization and less potential interaction with the larger community. He said there would also be a reduction of fringe benefits for staff, and an increased contribution to health insurance plans. Read the full story in the Register Star.

Kyle Adams writes in The Daily Mail the Cairo-Durham Central School District is looking at a budget shortfall of $430,000 for the 2013-14 school year. According to the district's business manager, the numbers are still preliminary and there are still a number of unknown variables pending. The final budget must be adopted by the Board of Education by April 18. The funding gap will most likely come from spending cuts, unless the state increases aid to schools. The district is still awaiting details on employee benefit costs and final figures for salaries and debt service. Read the full story in The Daily Mail.

William J. Kemble reports in the Daily Freeman state and federal officials have delayed approval of a retaining wall along a 100-foot stretch of the Kaaterskill Creek in Palenville. Design changes are now required before the project can be advertised for bids. Town Supervisor Joseph Leggio said after a Town Board meeting Tues., Mar. 5, the $1.5 million project could still be under way by June, but that engineering plans will require approval by the state Department of Environmental Conservation and U.S. Army Corps of Engineers before work can begin. Nathan Mayberg reports in the Register Star Philmont Mayor Clarence Speed and trustees Douglas Cropper and Larry Ostrander will run unopposed in village elections, March 19. All three are seeking two-year terms. Speed has served on the Village Board for more than 15 years, and took the reins as mayor in 2005. Speed is the owner of Speed’s Garage in Mellenville. Ostrander is employed by Ed Herrington Inc. as a location manager. Cropper is a retired Taconic Hills school district teacher. Plans for the village include no tax increase in this year's budget, completion of a new highway barn and the continued repair and replacement of sidewalks. Mary Esch reported for the Associated Press opponents of the process of hydraulic fracturing are pleased at a report Gov. Andrew M. Cuomo will wait for a Pennsylvania health study before deciding whether to allow drilling. Cuomo is expected to announce a formal decision after the Department of Environmental Conservation completes its five-year environmental impact study. DEC Commissioner Joe Martens has said that study will be finished after Health Commissioner Nirav Shah makes recommendations based on his own review, which will include a look at the new $1 million Geisinger Health System study recently launched in Pennsylvania. Preliminary results are expected within the year, but final conclusions could be years off. In the meantime, landowners hoping to lease to gas-drilling companies and earn royalties on gas production are preparing a lawsuit against the state because of the state's ongoing moratorium. The lawsuit to be filed by the Joint Landowners Coalition of New York, will allege the state has taken property rights in violation of the state and federal constitutions. Diane Valden writes in the Columbia Paper the town of Ancram is looking to take away the special use permits for wind turbines located on Carson Road. The town is taking the action based on misrepresentations of the amount of noise created by the turbines. According to Supervisor Art Bassin, information was initially presented that claimed the turbines were almost silent, but since August neighbors have complained to the Town Board about the high level of noise. The volume of the noise is related to how fast the wind is blowing, neighbors say. Mike Bergey, co-founder of Bergey WindPower, which made the machines, calls the issue, "a tempest in a teapot." The 120-foot-high wind turbines in question are used to power an alpaca farm. The owners will now be asked to voluntarily shut the turbines down. Rick Karlin reported in the Times Union the sequestration order signed by President Barack Obama, Fri., Mar. 1, should have little, if any, immediate effect on New Yorkers, at least for the first few weeks. Sequestration is the imposition of automatic, across-the-board cuts amounting to $85 billion. It was triggered when the president and Congress failed to reach a deal on reducing the federal deficit by the self-imposed deadline. For New York, the White House estimates the cuts will mean the loss of more than $275 million in federal funding this year in areas such as health care, education and public safety. "It's not a March 1 impact," said Dave Albert, spokesman for the state School Boards Association, which estimates that schools across the state could lose $102 million starting next fiscal year, which begins in July. And while sequestration may not sink the state budget, Gov. Andrew M. Cuomo said it is nonetheless "destabilizing." Read the full story in the Times Union.

Nathan Mayberg reported in the Register Star more than 300 people attended a forum Sat., Mar. 2, on the NY SAFE Act held at Columbia-Greene Community College. The event was organized and hosted by Columbia County Clerk Holly Tanner. The panel included Congressman Chris Gibson, state Senator Kathleen Marchione and Assembyman Pete Lopez. The panel discussed gun control and the Bill of Rights. Marchione announced her plans to introduce new legislation to overturn the state's new gun control law. Gibson expressed the opinion the NY SAFE Act will be overturned by the U.S. Supreme Court, and said he would oppose similar gun control measures at the federal level. Melanie Lekocevic reported in The Daily Mail voters in the village of Athens this month will decide if the mayoral and Village Board terms should be extended from two years to four. If approved, the change would go into effect with the 2014 elections. Village voters will vote for mayor and two village trustee seats on March 19. The term question will appear on the ballot twice, once for mayor, the second for village trustees. Democrat Chris Pfister is running unopposed for mayor, and Trustees Robert June and Anthony Patsky will face off against independent candidate Rick Surrano for the two open trustee positions. 10 a.m.: Law and Disorder: Zero Tolerance Policy Zero-tolerance school policies will punish any infraction of a rule regardless of whether it was an accident, a violation out of ignorance or extenuating circumstances. Schools normally forbid cell phones, profanity etc, but with a zero tolerance policy, breaking these rules often result in an inordinately harsh punishment such as suspension or expulsion. These policies are promoted to prevent violence and drug abuse in schools but for years critics have pointed out the subjective nature of these decisions on certain students with disciplinary problems. Some difficult students could become targets of the zero tolerance policy, become less educated by multiple suspensions and expulsion which often lead them into the criminal justice system

At the Feb. 28 Cairo-Durham school district Board of Education meeting, Superintendent Mary Fassett announced plans to conduct a public forum to address community questions and concerns about the grade realignment plan (also known as the Princeton Plan). The meeting will take place 7 p.m., Thurs., March 7, at the Cairo-Durham Middle/High School. At that meeting, Fassett said, the public will be presented with additional material, laying out the rationale behind the district's decision. Board President Greg Koerner-Fox polled board members on whether they will reconsider their prior vote regarding the K-2 and 3-5 grade division keeping the Durham Elementary school open in the 2013-14 school year. The response was a unanimous "no." In a public comment period the Board was asked if it would consider implementing the grade realignment plan in the two floors of the Cairo Elementary building as a cost-saving measure. Cairo-Durham Superintendent Mary Fassett apologized during the Board of Education meeting, Thurs., Feb. 28, for a letter writing campaign in which district students were instructed to write to Gov. Andrew M. Cuomo's office without first obtaining parental or guardian permission. Fassett said her intention was not political, instead it was an attempt "to call attention to the faces behind the data."
