Ariel Zangla is reporting in the Daily Freeman Greene County lawmakers are once again voicing their opposition to the state's proposed $74 million expansion of the Belleayre (Bell-AIR) Mountain Ski Center in neighboring Ulster County. Chairman Wayne Speenburgh told lawmakers Wed., July 17, he was submitting a letter to the state Department of Environmental Conservation in opposition to investing taxpayer money into a facility that competes with private resorts such as Hunter and Windham mountains, located in Greene County. The chairman added the Legislature is not opposed to Ulster County, but it is opposed to unfair competition. Read the full story in the Daily Freeman.

William J. Kemble reports in the Daily Freeman the Catskill Town Board has been told by residents a spillway damaged by Tropical Storm Irene has led to a five-foot drop in the water level at Bari Lake near Cairo Junction Road and has been asked to fix the problem. Residents said the spillway breached and allowed the lake to drain at an accelerated rate. One resident said, “The concrete collapsed and there’s a big hole the size of my living room in there. It started going down pretty much over night and continues to be eroding.” Town officials said they have been unable to determine who owns the property where the spillway is eroding. John Mason writes in the Register Star Hudson’s Fifth Ward Supervisor Rick Scalera, a longtime Democrat, has declined the endorsement of the city Democratic Committee. He will run on the Republican line in the November election, although he remains a registered Democrat. Scalera is no stranger to the GOP. In 2005, he supported Republican Dan Grandinetti as his successor over Democrat Richard Tracy, and in the 2011 mayoral race, he backed Republican William Hallenbeck Jr., who defeated Democrat Nick Haddad. The Democratic nominating committee charged with replacing endorsed candidates who decide not run has declined to nominate a replacement for Scalera on the ballot. That decision was based on their belief Scalera would be the best candidate and is valuable as a supervisor. Read the full story in the Register Star.

The Daily Freeman is reporting a remediation project in the village of Catskill has been completed, Central Hudson Gas & Electric Corp. announced Tues., July 16. The project was on the site of a former manufactured gas plant between Water Street and the Catskill Creek. The property is adjacent to the Catskill Mill and to a parking lot owned by Greene County. The company reported the clean up cost $7.7 million. Manufactured gas plants were used throughout the country from the mid-1800s to the early to mid-1900s to produce gas for light, heating and cooking. The plants created gas out of coal and other fossil fuels, leaving behind residue that seeped into the ground and nearby waterways. Read the full story in the Daily Freeman.

The Register Star is reporting Clifford "Kippy" Weigelt was chosen as the GOP candidate for town supervisor by the Claverack Republican caucus, held July 8. Weigelt will face an as-yet unnamed Democratic candidate in the November election. The caucus also chose Brian Keeler and Stephen Hook for Town Board. Incumbents Town Clerk/Tax Collector Mary Jean Hoose, Town Justice Charles Hoag, Highway Superintendent Louis Lamont and Assessor Charles Brewer were also endorsed. Jimmy Vielkind is reporting at Capitol Confidential Sean Eldridge, the 26-year-old Democrat considering a run against Congressman Chris Gibson raised more than $200,000 in the last three months. He now boasts a war chest in excess of $600,000. Eldridge is an investor by profession, and the husband of Facebook co-founder Chris Hughes. An Eldridge spokesperson said roughly one third of the donations received so far came from within the boundaries of the 11-county 19th Congressional District. The Hudson City School District Board of Education accepted a purchase offer on the former Greenport Elementary School at its meeting, Mon., July 15. Mark Solomon, characterized by board President Kelly Frank as a resident of the area, offered $400,000 for the parcel, which includes a school building and 20 acres of land, located on Route 66 in Greenport. The property was valued at approximately $900,000 in 2009. The Greenport campus formerly housed grades 3 and 4. It was closed at the end of the 2008-09 school year. However, the district's Alternative Learning Program remained housed in modular units located behind the former elementary school for an additional year before it was closed. The property has been vacant for three years. The building purchase must be approved by district voters.

Jim Planck reports in The Daily Mail the Greene County Legislature’s Finance Committee Mon., July 15, agreed to look into the environmental status of a property the county wants for back taxes. The property in question is the Tepper parcel, located north of Catskill village on Route 9W, opposite the Central Hudson substation. Legislators identified the property as a former gas station. A preliminary environmental investigation suggest the site is contaminated. Greene County Treasurer Peter Markou suggested the county should be wary about taking ownership until the status of the site is fully known. Read the full story in The Daily Mail.

Joe Gentile reports in the Register Star town of Ancram officials moved Mon., July 15, to have the Zoning Board of Appeals postpone a public hearing into a local alpaca farmer’s wind turbine until September, after neighbors’ noise complaints could be investigated by the county Board of Health. The state Department of Agriculture and Markets certified last month that Millerton farmer Joe Crocco’s turbine does qualify as a “farm structure,” despite the town’s disapproval. The Ancram Town Board voted in February to strip Crocco, and neighbor Michael Gershon, of the special use permits previously awarded for the Carson Road turbines in 2010. Ariel Zangla reported in the Daily Freeman Gov. Andrew M. Cuomo signed state legislation designating a 41-mile corridor through Greene County’s mountaintop region as the Mountain Cloves Scenic Byway. The byway will link Platte Clove Road with sections of state Routes 23A and 214, and pass through the town and village of Hunter and the village of Tannersville. The bill was sponsored by state Sen. Cecelia Tkaczyk (KAT-chik) and introduced in the Assembly by Assemblyman Peter Lopez. Casey Seiler reported at Capitol Confidential Cuomo signed 59 of the 71 bills on his desk, including one that bans smoking at outdoor playgrounds from sunrise to sunset when children under the age of 12 are present. In addition, he inked legislation sponsored by state Sen. Kathleen A. Marchione and Assembly member Steve McLaughlin extending an additional real estate transfer tax within Columbia County until 2015.

Nathan Mayberg reported in the Register Star the town of Claverack Planning Board recently approved a 6,000-square-foot strip mall with a restaurant to be located on Route 66 near the intersection with Route 9H. The proposal was made by developer Tom Finck, owner of RTF Manufacturing. The property in question sits on approximately two and a half acres and is current a vacant grassy lot. Asked about proposed tenants, Finck's spokesman said, “It’s a build it and they will come kind of a thing." Read the full story in The Register Star.

Brian Hubert reported in The Daily Mail the Cairo-Durham Central School District Board of Education appointed Susan Kusminsky, President of the Board of Education, during its organizational meeting last week. Kusminsky has served on the board for nine years. The board reappointed Carl Kohrs, vice president. Verena Dobnik reported for the Associated Press the NAACP called for federal civil rights charges be filed against George Zimmerman, after a Florida jury cleared Zimmerman of all criminal charges in the Feb. 2012 shooting of unarmed teenager Trayvon Martin. Demonstrations large and small broke out across the country in support of Martin's family, following the verdict Sat., July 13. The Justice Department said it is looking into the case to determine whether federal prosecutors should file criminal civil rights charges now that Zimmerman has been acquitted in the state case. Legendary composer and sound artist Pauline Oliveros hosts the first Deep Listening Conference all this weekend at EMPAC on the RPI campus in Troy, and says her Deep Listening Institute will move from Kingston to RPI. Carrie Dann and Frank Thorp at NBC report that House Republicans passed a Farm Bill Thu., July 11, 216-208, with local representative Chris Gibson (Republican of Kinderhook) voting for the bill, and all Democrats and 12 Republicans voting against. This version of the bill cut the funding authorization for the Supplemental Nutrition Assistance Program (SNAP, or food stamps) that was in the already-passed Senate version. The White House is now threatening a veto. First the bill goes to conference committee, and, in a press release, Gibson hoped it would find a middle ground there. "I believe one of three results will come out of the House and Senate Conference. First, we could adopt the level of SNAP spending in the Senate Farm Bill, a level I already supported in Committee. Second, we could reaffirm current policy and make no changes to SNAP. Or, third, we could negotiate a new, bipartisan agreement – somewhere between the Senate level and House Committee-passed level. William J. Kemble reports in the Daily Freeman CH Energy Group is asking the state Public Service Commission to keep financial data about the company under wraps, raising red flags among opponents of the utility’s recent takeover by Fortis Inc. The attorney for CH Energy sent the commission a letter last week that claimed disclosure of the financial report would put Central Hudson Gas & Electric Corp.'s parent company at a competitive disadvantage. The company contends the material should be considered a “trade secret” and protected under state law. The state commission approved the $1.5 million acquisition of CH Energy by Canada-based Fortis, last month. A spokesperson for Citizens for Local Power, which opposed the Fortis-CH Energy deal, said the commission should reject the company's request to withhold the data from the public. CH Energy serves about 300,000 customers in eight counties in the Hudson Valley. Read the full story in the Daily Freeman.
