Jimmy Vielkind reports at Capitol Confidential Gov. Andrew M. Cuomo has a batch of 71 bills on his desk for signature or veto, including a measure to allow lever voting machines in the New York City mayoral election this year. Cuomo refused earlier this week to indicate whether he would sign or veto that measure. Also on his desk is a bill to exempt retired law enforcement officers from the ammunition restrictions of the SAFE Act, New York's new gun control law. Cuomo said Wed., July 3, he supports that amendment. Other bills awaiting Cuomo's signature include the Assembly bill sponsored by member Steve McLaughlin to extend an additional real estate transfer tax within Columbia County until 2015, and the Senate bill put forward by Cecilia Tkaczyk adding the Mountain Cloves scenic byway into the state scenic byways systems. Kyle Adams reports in The Daily Mail residents of Kaaterskill and Woodstock avenues in Palenville petitioned the Catskill Town Board Mon., July 1, to crack down on what they called “unruly” activity at the Kaaterskill Creek Bridge swimming hole. A petition was presented with 19 signatures demanding officials take action to enforce the town’s noise ordinance, and littering and parking laws. One resident said the location has "become a hang-out and that chases away people who would otherwise enjoy the beauty, take a swim. We’ve put up with it for 25 years, but in the last 10 it’s gotten really worse.” Town board member Gary Carlson pointed out people are congregating in Palenville because other swimming holes are now privately owned and closed down. Debby Mayer reports in the Columbia Paper the Germantown Republican Committee has chosen seven candidates to run for town offices November 5. Twenty-eight registered Republican voters attended a caucus last month, endorsing Joel Craig for town supervisor, Andrea Dunn and Matthew Phelan for two vacant town board seats and Joyce Vale for town clerk. The caucus also endorsed incumbent Highway Superintendent Richard Jennings, Tax Collector Janice Mullins and Town Justice Wendy Nack-Lawlor. GOP Committee chairman George Sharpe said, “These candidates want to see our community grow while they follow our traditional Republican values of lower taxes, support of private-sector jobs, more grants and less spending of taxpayer money and protection of our rights and freedoms, instead of restricting them.” Read the full story in the Columbia Paper.

9:30 p.m.: 69: Father Yod, Terry Fugate-Wilcox, Chateaux Boycott the fireworks outside and tap into the fireworks deep inside your mind. Tune into "69" on WGXC 90.7-FM as we celebrate Father Yod's birthday. Father Yod or YaHoWha, was born James Edward Baker on July 4, 1922 (died Aug. 25, 1975). He earned the Silver Star as a U.S. Marine in World War II and became expert in Jujitsu. He moved to California to become a Hollywood stuntman and was influenced by the Nature Boys, a Los Angeles-based group of beats who lived a natural lifestyle, maintained vegetarian diets and lived "according to nature's laws." Baker also studied philosophy, religion and esoteric spiritual teachings, became a Vedantic monk for a time and later became a follower of Yogi Bhajan, a Sikh spiritual leader and teacher of Kundalini Yoga. He was the founder of a spiritual commune in the Hollywood Hills known as the Source Family. Baker was also lead singer of the commune's experimental psychedelic rock band, Ya Ho Wa 13. Artist Terry Fugate-Wilcox will be sharing 69 experiences live in the Hudson studio. Plus, Martin Högström and Beata Berggren of Chateaux poetry press from Stockholm will read from recently published poems.

Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors Finance Committee voted unanimously Tues., July 2, to accept Columbia-Greene Community College's 2013-14 budget. College President James Campion presented the $17.4 million spending plan to the board. The budget will increase spending by 3.2 percent and calls for a 4 percent tuition increase. Columbia County's budget contribution will decrease during the coming year; Greene County has been asked to contribute more. The budget eliminates a full-time massage therapy professor, an administrator in the financial aid department and three part-time administrative support staff. A public hearing on the spending plan will be held Aug. 14. Kyle Adams reports in The Daily Mail on the Catskill Action Team's move to lure more visitors to Catskill. Drivers leaving Hudson on Route 9G will now see a billboard displaying black type on a white field reading, “It's only a river. Get over it.” The billboard is part of the ad-hoc, grassroots organization’s campaign to brand Catskill as the next big place for the up-and-coming to start something new. CAT members have been involved in various projects during the past few months, including the Main Street Memorial Trees program, the beautification and gardening initiative Cultivate Catskill, and early plans for bringing top-shelf chefs to the village. The New York State Office of Parks, Recreation and Historic Preservation Commissioner is alerting boaters to potentially dangerous conditions during the upcoming holiday weekend. In a statement released Tues., July 2, the department warned of high waters and fast-moving rivers and streams due to recent heavy rainfall. Boaters are advised to wear life jackets, especially while aboard small manually propelled watercraft. Among the department's recommendations: (1) Properly equip and carry essential safety gear, signaling devices and whistles; (2) Always let others know where you are going and when to expect your return; and, (3) Refrain from mixing alcohol with boating. Merry Shiels reports in the Columbia Paper Columbia County Office of the Aging Administrator Kary Jablonka (JAH-blon-kah) reported to the Board of Supervisors Human Services Committee last week that 20 percent of the county’s residents are aged 60 or older, making Columbia the oldest county in the state. Jablonka said the portion of the population over 75 represents the biggest change in the county's demographics. In that group there is a greater likelihood of disability, requiring supportive services, so the county needs to focus on how best to serve an increasingly disabled population. Likening the dilemma to building an airplane that is already in the air, Jablonka said the future will demand the county be responsive and reflect the needs and services of the community. He said major changes are happening and "we need to work at the intersection of politics and good government… to find a way to benefit the aging and disabled population.” Read the full story in the Columbia Paper.

Jessica Mosier reports in The Daily Mail this weather forecast this week predicts heavy amounts of rainfall along with some possibly severe thunderstorms, causing the words “potential flooding” to be uttered among the locals of Greene County. Many locations have received two to three times their normal rainfall since June 1. The National Weather Service in Albany reported a total of nearly a half inch of rainfall for Catskill at 7 a.m. Mon., July 1, and rain totals were expected to rise by Monday night. Conditions were much worse in Columbia County, particularly in Ancram. At approximately 11 a.m. Monday, the New York State Department of Transportation responded to reports of water across the roadway on Route 82, between Route 8 and Pooles Hill Road, and Skyline and Finkle roads, also in Ancram, are currently closed due to flood damage. The weather service is now watching another storm system set to roll into the area Tues., July 2. The Daily Freeman is reporting Laurie A. Kelley has resigned as executive director of Ulster-Greene ARC, effective Tues., July 2, after 14 years with the agency. She served as executive director of the agency for 12 of those years. Ulster-Greene ARC supports people with disabilities. She previously served as a vice president at Benedictine Hospital in Kingston. Kelley will be succeeded on an interim basis by John McHugh, who has been the agency’s chief financial officer since April 2008. “Laurie’s leadership over the past 14 years has been invaluable...we will miss having her with us,” McHugh said. The agency was founded in 1956 by families in Ulster and Greene counties seeking equal opportunity for children with disabilities. Read the full story in the Daily Freeman.

The Mid-Hudson News Network reported an audit of the city of Hudson’s books by the New York State Comptroller’s Office found each department used a different process to collect, report and remit cash to the city treasurer. State inspectors said the city should develop a centralized, formal cash-collection procedures for all departments. The audit, covering the period from Jan. 1, 2011 to Oct. 31, 2012, found the city failed to maintain general ledger accounting records or perform formal bank reconciliations for the clerk’s bank account. Michael Ryan reported in The Daily Mail the Prattsville GOP gathered over the weekend and named candidates for eight positions on the November ballot. Candidates named were: Frank Cangelosi (Town Supervisor), Donald Schoenborn and Emily Morse (Town Board); William Sutton (Highway Superintendent); Robert Blain and Michelle Blain (Town Judge); Kathleen Sherman (Town Clerk); and, Carole Cangelos (Tax Collector). The caucus filled the town hall and many attendees were forced to stand outside. A splinter group within the committee put forward candidates and a platform of their own during the meeting. The caucus is traditionally held in August or September, but was held several months early this year due to the committee's desire to get its "Unite Prattsville" message out to voters as soon as possible. Matt Bathrick reported in the Columbia Paper the town of Ghent held a public hearing last week on a proposed local law regulating concerts, exhibitions and festivals by requiring special use permits and imposing new restrictions. The proposal would also increase the penalties for violating the town zoning code. The law would allow a town resident to hold events that fall under the proposed definitions of concerts, festivals and exhibitions, but would require the resident to first obtain a special permit from the Planning Board. It would also set a limit of two events per calendar year at any one site, with no event lasting longer than two days. The law would ban racetracks except for temporary courses that can be immediately dismantled following an event. Read the full story in the Columbia Paper.

The Daily Mail reported the Catskill Police Department announced parking restrictions for the Wed., July 3, Fourth of July Fireworks and Music in the Park concert at Dutchmen’s Landing, from 3 p.m. to 11 p.m. During that time, no parking will be permitted on the even side of Main St. from Green St. to the entrance of Dutchmen's Landing; on either side of River St.; and, only local residential parking will be permitted on Broad St. from Henry St. to the dead end. Brian Tumulty in Politics on the Hudson reports that U.S. Rep. Chris Gibson (R-Kinderhook) is leading a bipartisan group to block U.S. military spending on rebels in the Syrian civil war. Republican Sen. Rand Paul of Kentucky, and Democratic Reps. Peter Welch of Vermont and Rick Nolan of Minnesota are among the reps pushing legislation with Gibson that would prohibit the Obama administration from arming the Syrian rebels without Congressional authorization. “If we intervene militarily, we will exacerbate the situation,’’ said Gibson, a retired Army colonel at a press conference, Thu., June 27. “We will not ease the concerns or the suffering there.’’ Gibson proposed an amendment to strip language out of the defense authorization bill that said “all courses of action” to remove Syrian President Assad from power should be taken, and the U.S should begin operational planning to secure Syria’s chemical and biological weapons, and prepare for supplying lethal aid to the rebels. Evidence shows that psychedelics can help people with problems from PTSD to opiate addiction to cancer, but pharmaceutical companies and the U.S. government continue to control drug policy in this "war on consciousness." For this edition of the NIRRH, Sam Sebren uses field recordings he made of the sound of cicadas being drowned out by traffic and other nearby machines, and his recordings of a Greene County legislative hearing when all the legislators were chattering simultaneously during a recess, combined with scientists and experts throughout the last 5 decades speaking about psychedelics. The resulting sound collage connects dots between drug laws, our natural world, health, and our search for higher consciousness, as a resurgence in psychedelic research is expanding around the world.

Doug Van Nort is an experimental musician whose work is dedicated to the creation of immersive and visceral sonic experiences, and to personal and collective creative expression through composition, free improvisation and generally electro-acoustic means of production. His instruments are custom-built systems that draw on concepts ranging from spectral re-synthesis to evolutionary processes and machine listening algorithms, while his source materials include any and all sounds discovered through attentive listening to the world.
If, Bwana was born on New Year’s Eve 1984, making music that has swung between fairly spontaneous studio constructions and more process-oriented composition.

Nathan Mayberg reports in the Register Star the Columbia County Board of Supervisors .1 [point one] committee met for the first time Thurs., June 27, and approved raises for county employees, in addition to a host of new hires. Raises were approved for positions in the treasurers office, the Management Information Systems department and the Mental Health Center. The committee also approved the hiring of a nurse for the Pine Haven Nursing and Rehabilitation Center and a Department of Social Services social welfare examiner. The new committee replaces the board’s Budget and Salary Committee, and supervises the county's hiring practices. William Kemble reports in the Daily Freeman Fortis could be on the hook for millions of dollars if customer satisfaction is too low. The state Public Service Commission’s authorization for Fortis Inc. to take over Central Hudson Gas & Electric Corp.’s parent company includes stiffer fines for customer dissatisfaction. The final terms of the $1.5 billion deal were issued Wed., June 26, with commissioners including requirements that CH Energy, under Fortis’ ownership, maintain a customer satisfaction rate of at least 85 percent per year. Customer dissatisfaction fines were doubled by the Commission, and could triple or quadruple if targets are missed. The Public Service Commission said the increased penalty rates also will apply to complaints about power outages and failure to restore services. Read the full story in the Daily Freeman.
