Jim Planck reports in The Daily Mail the Catskill Town Board officially gave the Leeds sewer project the administrative green light Tues., Aug. 6, with the passage of a resolution to determine the project’s environmental status. Under New York state law, every project has to be reviewed for its environmental significance under the State Environmental Quality Review Act. The Leeds Flats is a known location of a former Native American village, where the original Catskill began. A representative of Delaware Engineering, the firm hired to do the work, said if something of significance is found, that portion of the route would need to be examined and perhaps redirected. The Register Star is reporting the Ghent Democratic Committee announced Mon., Aug. 5, Mallory Mort is its candidate for Ghent Town Board in the Nov. 5 general election. The committee also announced it will endorse Republican candidates Mike Benvenuto for town supervisor, Chuck Wood for town board, Michelle Radley for town clerk and Ben Perry for highway superintendent. Mort has been a manager of Gallagher's Stud for more than 30 years. He serves on the Columbia County Agriculture and Farmland Protection Board and is a member of the Columbia County Farm Bureau. On the decision to endorse a slate of Republican candidates, committee chairwoman Judy Rusk said, “The Ghent Democratic Committee believes that in local politics, it’s the people, not the party, that count.” Read the full story in the Register Star.

William J. Kemble reports in the Daily Freeman Central Hudson Gas & Electric Corp. is defending the secrecy surrounding the submission of its speculative financial outlook to the state Public Service Commission. The presentation redacts more than half of the public version of the document. A Central Hudson spokesman on Tues., Aug. 6, said the filing contains information only intended for the eyes of ratings agencies. The filing was required under the approval of the $1.5 billion takeover of Central Hudson parent CH Energy Group by Canadian-based Fortis Inc. Merger opponents contend Fortis and Central Hudson should be required to disclose information about the financial status of a utility that impacts 300,000 electric customers and 75,000 natural gas customers in eight counties, including Ulster, Dutchess, Greene and Columbia. Central Hudson acknowledged that allowing the public to view the financial forecast would raise questions about the accuracy of credit agency reports. Nathan Mayberg reports in the Register Star a state Supreme Court Judge has ruled against an effort by Columbia County District Attorney Paul Czajka (CHAI-kah) to obtain digital recordings from the courtroom of Kinderhook Judge David Dellehunt (DELLA-hunt). Dellehunt argued some of the recordings may contain privileged or protected information and that asking for full recordings amounted to a fishing expedition. The matter was dismissed on procedural grounds. The case is the latest legal feud between Czajka and Dellehunt. In September, Czajka sought to have Dellehunt removed from handling any cases involving the District Attorney’s Office over allegations that Dellehunt once made negative statements about Czajka at a Democratic caucus in 2004. Dellehunt also challenged Czajka's authority to dismiss cases. The dispute resulted in delays and a decision by Czajka to prohibit prosecutors from appearing in front of Dellehunt for a a time. Kyle Adams is reporting in The Daily Mail the Catskill Police Department is investigating the vandalism of a Cat'n Around Catskill sculpture this weekend. "Dream Dog" by artist Ray Sperzel was removed, post and all, from its location on Main Street and discarded along Factory Street. The dog is largely intact except for damage to the ears. Police Chief Dave Darling said the investigation is ongoing -- potential witnesses are being interviewed and police are examining footage from security cameras. Darling said, “If we catch this guy, he’s going to be prosecuted." The sculpture is one of 47 small fiberglass statues of cats and dogs that make up the Cat’n Around Catskill open-air art exhibit. The Daily Mail is reporting the Community of Windham Foundation presented the T. Patrick Meehan Community Recognition Awards Sat., Aug. 3.  Meehan, the Windham Town Supervisor for nearly 40 years, was remembered as a visionary by foundation chairman John Quinn at the event. Denise Meehan was on hand when the award named in honor of her late husband was presented to Olivia Pedrick, Elli Carpenter, Deborah Hoyt and Michael Ryan. Pedrick is 11 years old and the youngest recipient of the award. She is an animal rights advocate, selling commissioned paintings and donating the proceeds to small animal rescues and non-profit animal support organizations. Both Carpenter and Hoyt are retired postal employees and were recognized for their service to the town of Windham. Quinn called Ryan, a staff writer and photographer for the Windham Journal, an essential part of the mountaintop community for more than a decade. Read the full story in The Daily Mail.

12 a.m. (midnight): FSRN: NSA Surveillance Went to DEA More revelations about the surveillance carried out by the US government show that authorities have used information gathered through tools for monitoring national security threats in order to bring criminal charges against US citizens. Documents obtained by Reuters say agents with the Drug Enforcement Agency’s Special Operations Division were ordered to hide where that information came from when they used it to arrest people on drug charges and try them in court. As lawmakers and activists demand more information about this and other ways the government monitors people domestically and internationally, the Pentagon will begin an audit this week to determine whether it keeps too much data classified. Some of the stories that made the news Aug. 3 to Aug. 5:

Jason Kasman and Jimmy Vielkind reported in the Times Union both Republican Rep. Chris Gibson and Sean Eldridge, the millionaire Democratic investor mulling a run against him, raised less than 15 percent of their campaign cash from individuals within the district they hope to represent. Eldridge has raised more than 90 percent of the money for his potential congressional run from people who live outside the 11-county 19th District. Eldridge’s aides note that, at least in the second quarter of this year, a third of the would-be candidate’s donors lived within the district. More than two-thirds of Gibson’s campaign contributions this year have come from political action committees attached to corporations or political figures. The roster of Gibson's contributors includes: General Electric, General Motors, Goldman Sachs and Exxon are all listed as contributors. In the last election cycle, roughly half of Gibson’s contributions came from corporations. Read the full story in the Times Union.

The Register Star reported 258 registered Republicans came out for the Ghent Republican caucus July 25, at Ghent Town Hall. Voting was open for five hours. The caucus chose Mike Benvenuto as the GOP candidate for Town Supervisor. Also endorsed: David Harrison for town justice, Benjamin Perry for highway superintendent, Charles Wood and Lawrence VanBrunt for town council and Michelle Radley for town clerk and tax collector. Elections will be held in November.

Kyle Adams reported in The Daily Mail a lawsuit filed in March alleging sexual abuse at the Greene County Jail was settled out of court for $65,000, Fri., Aug. 2. The federal civil rights action alleged a 27-year-old female Greene County resident was sexually abused, harassed and exploited during her time as an inmate at the jail in 2012. The lawsuit originally demanded $1 million in damages. The action was filed against Greene County, Greene County Sheriff Gregory Seeley, Jail Superintendent Michael Spitz and Corrections Officers Ernest Dunn and Donald Schermerhorn. Dunn and Schermerhorn were fired in December and subsequently charged with sexual abuse and official misconduct. Those criminal cases are pending. Read the full story in The Daily Mail.

Arthur Cusano reported in the Register Star the city of Hudson will this week install four pet waste stations, which will allow dog walkers to pick up dog waste bags from a dispenser and them dispose of them in an attached trash bin. One station will be installed at Seventh Street Park, a second at the corner of Warren and Sixth streets, a third at the entrance to Cedar Park Cemetery and the fourth at the waterfront. Read the full story in the Register Star.

Kyle Adams reported in The Daily Mail Decker’s Taxi & Limousine Service, the only Catskill-based taxi service for more than 20 years, has ceased operations while the business sorts out workers’ compensation problems. Nancy Decker, daughter of owner Marie Decker, said Fri., Aug. 2, the business will be up and running again as soon as possible. According to the New York State Workers’ Compensation Board, the company owes more than $250,000 in penalties for a lack of workers’ compensation coverage dating back to 2010. Congress is out for a five-week vacation until September, and Congressman Chris Gibson (R-Kinderhook) returned to his district Sat., Aug. 3 with appearances at parades and festivals in Jeffersonville, Coxsackie, and Phoenica, and a noon appearance Sun., Aug. 4 at the Otsego County Fair. Monday Gibson hosts a resources fair for seniors and caregivers Mon., Aug. 5 in Lake Katrine in Ulster County. Gibson hosts the fair from 10 a.m. to noon Aug. 5 at the Russell Brott Senior Center, 1 Town Hall Drive, in Lake Katrine.

A staff report in the Mountain Eagle says Stamford Village is suing Delaware County and the state of New York for, "non-payment and breach of contract for the use of a radio tower located on Mount Utsayantha." Emergency communications are beamed from the tower, but monthly rent has not been paid since 2005, and the town has sent letters demanding the $6,620 balance. “Dismantling the transmitter may pose a threat to public safety,” said town attorney Thomas Gallagher at a recent Stamford meeting. “It is my understanding that Delaware County and the towns of Stamford, Roxbury, Harpersfield, Kortright and Davenport use that transmitter in emergency situations. Many citizens and municipalities depend on the transmitter.” Town board members unanimously voted to authorize Gallagher to file an eviction notice against the county and state, to commence legal action against the county and the state for payment due, and to investigate what options the village has for the eventual removal of the tower for breach of contract. Kyle Adams reports in The Daily Mail the Cairo-Durham Central School District’s elementary grade-level realignment plan has narrowly survived a challenge by several new members of the Board of Education. During a special workshop and meeting Wed., July 31, newly elected board member Peter Byrne moved to rescind the plan, but the resolution failed to receive the two-thirds majority needed to pass. The meeting lasted for three hours with more than 100 community members in attendance. Most were present to protest the realignment. The plan creates the Cairo-Durham Elementary School in the former Durham Elementary building, which will house kindergarten through 2nd grade, and Cairo-Durham Intermediate School in the former Cairo Elementary building for grades 3 through 5. The new plan goes into effect in September. Byrne said the defeat was likely the end of opposition within the board, but said there may be ways for the community to get the issue on a future agenda. John Mason writes in the Register Star one year since the TCI plant at Falls Industrial Road burned to the ground in an explosive fire, the company is taking issue with findings in a report issued by the Columbia County Environmental Management Council. TCI Attorney Bill Better accused the advisory group of factual and analytical errors, or recklessness and of discourtesy. The company also criticized the Council for failing to share its findings with TCI before it released the report to the public. “These errors are not only wrong with respect to the facts,” Better stated. “More important still, they lead to public policy conclusions that are not in the best interest of the county.” In response to Better's allegations, Council member Daniel Marcus of Stockport said, “We’re not backing down on our report." Melanie Lekocevic reports in The Daily Mail a public hearing to gauge community reaction to a proposed new business park slated for Route 9W in Coxsackie drew a mixed reaction from those in attendance, Wed., Aug. 1. Most who spoke in favor of the idea were members of the business community, while local homeowners were generally against the proposed Fountain Flats Business Park. The project would be sited on a property approved in 1999, for a $1.3 million commercial greenhouse, later known as the Fernlea site. The Greene County Industrial Development Agency's preferred scenario for the site is a one-million-square-foot distribution center. The alternate development could be a mix of light industrial and/or distribution. Opponents expressed concerns over the environmental and visual impacts of project, and the consequences of increased traffic. The public comment period for the project will run through Aug. 19. The nominees included: Town Board Member Larry Kadish for town supervisor, Deputy Highway Superintendent George Hotaling for the top highway position, incumbent Joyce Thompson and Linda Swartz, a member of the Zoning Commission and Economic Development Committee, for Town Board, incumbent Jeff Tallackson for Town Justice and former Town Board Member Erin Edwards for town clerk/tax collector. Russia granted the accused NSA leaker one year of asylum, according to WikiLeaks, which is assisting Snowden. Snowden issued a statement through the whistleblower organization thanking Russia, saying quote, "Over the past eight weeks we have seen the Obama administration show no respect for international or domestic law, but in the end the law is winning." White House Spokesperson Jay Carney said the Administration was “extremely disappointed” in Russia’s decision. “This move by the Russian government undermines a long-standing record of law enforcement cooperation – cooperation that has been on the up-swing since the Boston marathon bombings.” Republican Senator Lindsey Graham was less guarded with his language. He said the Administration should be firm. “I think we should hit ‘em back and hit ‘em hard.” The US maintains that Snowden is not a whistleblower. Carney said the White House is evaluating whether the President will now attend an upcoming summit in Russia. Snowden had been in the international transit area of the Moscow airport for more than a month awaiting decisions on 20 asylum requests to different countries. His current location is unknown."
