Barbara Reina reports in the Register Star for the first time in nearly two decades, the Stuyvesant Hydro Electric Station officially made electricity by providing power to National Grid in December. It was the first time electricity was produced at the plant since 1994. It is expected to produce six megawatts of power for local consumption. The plant is operational but the work is ongoing, according to a National Grid representative. The connection to the grid will be on and off for a few months and will not hold a regular cycle until the station rehabilitation process is completed, he said. The plant is owned by Albany Engineering, which holds the operating license in partnership with the town of Stuyvesant. Read the full story in the Register Star.

John Mason reports in the Register Star the Taconic Hills Central School District and its Faculty Association have reached a tentative agreement. Members of the association will vote on the pact, Mon., Jan. 28. The bargaining unit, made up of teachers, teaching assistants and a nurse, has been working without a contract for five years. The district's support staff is still in negotiations, after nearly four years, but an agreement is reportedly in the offing. Read the full story in the Register Star.

Nathan Mayberg reports in the Register Star the number of free Warren Street parking spots in Hudson is dwindling. The installation of more than 60 new parking meters between Third and Fourth streets is currently underway. The plan, projected to cost the city $32,000, was approved by the mayor and the Hudson Common Council. Although he expressed excitement about the additional meters, Mayor William Hallenbeck Jr. said there are no estimates on how much revenue the new meters will produce. Business owners on the block are less than enthusiastic about the change. One shop owner called the change "more of a hassle than anything else." Read the full story in the Register Star.

The Columbia Land Conservancy Tue., Jan. 22, announced the creation a new conservation easement in the town of Ghent. Robert and Linda O'Mara have donated the development rights on their 103 acres of farmland, according to a CLC statement. The O'Mara property is a working farm, part of an 18,000-acre agricultural area in Columbia County. The O'Maras will continue to own and manage the property as a working farm. The easement is a bar against future development. The O'Mara farm is located within two miles of three other properties already permanently protected with conservation easements. CLC is a non-profit organized to conserve farmland, forests, wildlife habitat and the rural character of Columbia County. It currently holds easements on more than 22,000 acres countywide. Kyle Adams writes in The Daily Mail the current cold spell is expected to last the week. The National Weather Service is forecasting the night-time single-digit lows and daylight temps between 15 and 20 will be made worse by blustery weather, putting windchill factors close to 10 below. The cold spell is not expected to break until early next week. Some tips for surviving the cold:

• Limit your exposure outdoors and wear appropriate clothing -- several layers of loose-fitting, lightweight, warm clothing with a tightly woven and water repellent outer layer is best.


• Do not leave your animals outside overnight.


• Avoid excessive consumption of alcohol and caffeine, which cause the body to lose heat more rapidly.


• Avoid exertion while outdoors. If you must work, work slowly, and avoid perspiring.


• Keep a full tank of gas in your vehicle to prevent fuel lines from freezing. Check antifreeze levels, as well.


• Wear mittens, which are warmer than gloves; a hat; and cover your mouth with a scarf to protect your lungs.

Casey Seiler of the Times Union provided a rundown at Capitol Confidential of the proposals contained in Gov. Andrew Cuomo’s executive budget presentation at The Egg this afternoon. Among the highlights:

1. A boost in the state's minimum wage from $7.25 to $8.75 per hour, effective July 1.


2. An allocation of $75 million to support several educational reforms, including full-day pre-kindergarten programs for high-need students in low-income communities, programs to extend the learning the day, community schools that also provide social services to families and stipends for top-performing math and science teachers.


3. A total of $55 million for another round of NYSUNY 2020 grants, and another $55 million for a new NYCUNY 2020 competition.


4. Privatization of the Long Island Power Authority, the target of much criticism for its lackluster performance after Superstorm Sandy.


5. Cost of living increases of 1.4 percent for certain health care and family-services providers will be deferred.


6. The plan sets aside $35.9 million to implement the NY SAFE Act, including the addition of staff for the State Police and other agencies.

The Daily Freeman is reporting Gov. Andrew M. Cuomo is expected today to propose $132 billion in spending for the state's 2013-14 fiscal year. The address will include plans to pay for initiatives outlined in the state of the state speech earlier this month, notably in education and economic development. The Governor is also expected to put forward the potential in expanded casino gambling as a source of state revenue, in addition to hydraulic fracturing for natural gas, a possible revenue source not yet approved by state regulators. Kyle Adams writes in The Daily Mail Cairo-Durham Superintendent Mary Fassett is urging optimism and cooperation as the district moves toward implementation of an elementary reconfiguration plan. Fassett recently told the Board of Education she believes the plan will benefit the children, the teachers and the community. The reconfiguration will happen, she said, and the community and district have to get together and make it work. The so-called Princeton plan calls for placing Kindergarten through second grade in one school, and grades three through five in another. The plan is expected to save the district money, while keeping Durham Elementary School open. The board last week moved to create a committee of community members to help with decision making. “We’re trying to do something about really shoring up communication within our school and learning community so that all opinions and interests are heard,” Fassett said. John Mason is reporting in the Register Star Germantown Supervisor Roy Brown announced Mon., Jan. 21, he will not seek re-election in November. Brown, 55, cited his belief in term limits as the reason behind the decision. The two-term Republican served as chairman of the county Board of Supervisors in 2010 and 2011. Brown said he’d had a “good run,” and had a lot of fun doing so, with some trying times as well. No word yet on potential candidates to replace him. Read the full story in the Register Star.

Kristen Brown reported in the Times Union thousands of opponents of New York's SAFE legislation descended on the state Capitol, Sat., Jan. 19. The newly enacted law tightened the state's restrictions on assault-style weapons and ammunition. Protesters stood in the bitter cold beginning at noon, chanting "We the People" and "Freedom."  The demonstration took place in conjunction with similar rallies across the country organized by Guns Across America. Ariel Zangla reported in the Daily Freeman for the third consecutive year, Greene County received more sales tax revenue than anticipated. As of Jan. 14, the county received $27 million for the 2012 fiscal year, more than $1.5 million than expected. County Treasurer Peter Markou said he does not know the source of the increase. Nathan Mayberg reported in the Register Star Columbia County recently received a final 2012 sales tax payment from the state of nearly $2 million. County Treasurer P.J. Keeler said the check represented a 30 percent increase over the same payment last year.

Kyle Adams reports in The Daily Mail approximately 50 people gathered at the Red Rooster Roadhouse in Cairo, Sun., Jan. 20, for the first of a series of community conversations around the reconfiguration of the Cairo and Durham elementary schools. The Cairo-Durham Board of Education has yet to finalize the details of the reconfiguration. It announced last week the formation of a committee, open to community members, to fully explore the plan, and the impact of implementation. Joshua Fried remixes New York City radio live from his Brooklyn studio. Fried's Radio Wonderland turns the very bits and bytes of commercial culture into the driving backbeat to our dance of independence. In this developing solo, Fried abstracts live FM radio with laptop, electrified shoes hit with sticks, and a computer-hacked steering wheel (from a Buick 6.) His software creations include AnythingBass (wind up random radio into a down-low riff,) the Re-Esser (extract the sibilance, play those S's, T's and K's like a drum machine,) and Anything Kick (morph slowed-down radio into a bass drum to shake the dance floor).

"The Sour Thunder" tells a double-sided story blending autobiography and speculative fiction. Sesom travels from a land where scent is language to a land where language is spoken. Mendi travels from Atlanta (the US) to Santiago (the DR). "The Sour Thunder" explores the role of geography in identity and the idea of language as a technology. The first iteration of this project was simultaneously performed in and webcast from the Yale Cabaret and Afro American Cultural Center.

'Off The Hook' radio program from WBAI in New York, with internet activist Aaron Swartz a guest a few months ago before his recent suicide. This show features an excerpt of that, along with part of an interview with Swartz at age 14 that underlines what a remarkable person he was. We also delved into the issue of depression in our community with excerpts from the 'Geeks and Depression' panel at HOPE Number Nine, and we had a roundtable discussion on what we can do better and where people at risk can turn.

10 p.m. – Jan. 20, 2013: 4 a.m.: "Art's Birthday: NRRF Radio"
"Art's Birthday" is an annual event first proposed in 1963 by French artist Robert Filliou. He suggested that 1,000,000 years ago, there was no art. But one day, on the 17th of January to be precise, Art was born. According to Filliou, it happened when someone dropped a dry sponge into a bucket of water. Filliou proposed a public holiday to celebrate the presence of art in our lives. In recent years, the idea has been taken up by a loose network of artists and friends around the world. Each year the Eternal Network evolves to include new partners - working with the ideas of exchange and telecommunications-art. In 2013, for the 1,000,050th birthday of art, the Experimental Sound Studio hosted the radio collaboration NRRF Radio in the Audible Gallery from 2 p.m. to 8 p.m., January 17 (GMT -6) -- transmitted to the neighbourhood via FM (87.9) and to the world streamed live over the internet. This is a rebroadcast of that show. Listening and exchanging with birthday streams circulating internationally, infiltrating available bands with tenacious earworms and parasitic refrains, powered of course by lurid birthday cake. Glue Banta, Jonny Farrow, Anna Friz, Stephen Germana, Jeff Kolar, Peter Speer, and guests bring the noise.

Jimmy Vielkind reports in the Times Union Democrat Cecilia Tkaczyk (KAT-chik) has defeated Republican George Amedore after election officials in Ulster and Albany counties opened 91 ballots, Fri., Jan. 18. The final margin was 19 votes. "No one believed our campaign had a chance in a district hand-carved by Republicans, and yet the power of good ideas and a strong campaign proved itself," Tkaczyk said in a statement. Only one other Senate race in recent times was closer: last year's win in Brooklyn by Republican David Storobin over Lew Fidler by 13 votes. Tkaczyk's win means Amedore, a homebuilder from Rotterdam, holds the record as the shortest-tenured state senator in modern Senate history. Amedore called Tkaczyk on Friday morning to concede the race. Read the full story in the Times Union.

Mid-Hudson News Network is reporting job growth continued in the Hudson Valley in the 12 months ending in December 2012. The state Labor Department reported on Thurs., Jan. 17, a 5,600 increase in the number of jobs, or 0.8 percent. Columbia County had the largest growth at 1.3 percent, while Greene County jobs fell by one percent. This was the weakest December growth in three years across the region, the state said. Construction, manufacturing and information sectors combined lost 4,700 jobs. Read the full report online.

Ariel Zangla reports in the Daily Freeman the Greene County Legislature, Wed., Jan. 16, agreed to divest itself of two properties acquired through foreclosure. The former Villa Maria resort on state Route 23A will be sold to the town of Hunter for $63,000, plus the current year's taxes. The town intends to clean up the property and market it for sale. County Administrator Shaun Groden said there is potential to turn it back into a resort. The Legislature also agreed to sell the site of the former Cedar Terrace Resort on Main St. in Cairo to Steve and Julie Freemann for $115,000. The Freemanns said they plan to open a retail shop, create retirement rental units for people 55 and older and a bed-and-breakfast in several of the existing motel units. Desmond Muller, Supervising Community Health Nurse with the Columbia County Department of Health, joined co-hosts Ellen Thurston and Richard Roth on the WGXC Afternoon Show, Thurs., Jan. 17, to discuss the current flu season. Muller confirmed an upsurge of cases in Columbia County, but stopped short of calling the current situation an epidemic. He said 68 cases of Influenza A were reported in December. "In previous years we had nowhere close to that number," Muller said. He said vaccination is the one thing that can make a difference. The Centers of Disease Control recommends any person six months or older should get the flu shot, he said, with some exceptions. He advised anyone with special health concerns to check with their physician before getting the vaccination. Columbia County is still offering flu clinics. Subject to availability, flu shots will be offered by appointment at the Department of Health's weekly scheduled immunization clinic 1 p.m. to 3:30 p.m., Tuesdays, or by appointment by calling 828-3358. "The flu is nothing to play around with," Muller said.

The cold has returned, with possibly a little more snow predicted for Saturday night, so there is skiing again on the mountains this holiday weekend. Windham Mountain has 33 trails (27 groomed) with 4 parks serviced by 6 lifts over 15-28" of snow from 9 a.m. to 8 p.m. They also have tubing, zip line, cross-country skiing, snowshoeing, ice skating and kids snowmobiles in the Adventure Park, open Fri. 5-8 p.m., Sat. 11 a.m.-8 p.m .and Sun. 11 a.m.-4 p.m. Hunter Mountain claims 6-48" of snow, with six of ten lifts open, and most trails open.
