William J. Kemble reports in the Daily Freeman the Catskill Town Board has settled its tax assessment case with Greene Healthcare Associates. The board agreed to set the 2012 assessment of the former Greene County Hospital in Jefferson Heights at $3.45 million under a settlement covering three years. At a board meeting Tues., Apr. 2, town Supervisor Joseph Leggio said about $10,000 in tax reimbursements will be required as a result of the reduced assessment. Greene Healthcare Associates, which has since sold the property to Columbia Memorial Hospital, initiated the lawsuit to get its 2009 assessment reduced. Read the full story in the Daily Mail.

Digital First Media is reporting the sale of the assets of the Daily Freeman parent, Journal Register Company to 21st CMH Acquisition Corp. The delay came after a last-minute union vote that will allow the deal to move forward. The purchase was to have closed Tues., Apr. 2. Company employees received a two-sentence email Tuesday morning saying the closing process was expected to be finalized by week’s end. The agreement reached with the Newspaper Guild includes 11 cuts to the news and circulation staff at the Kingston-based Daily Freeman. Unionized employees had been braced for worse, including 15 percent across-the-board pay cuts. In addition to the Freeman, Journal Register also owns The Record, of Troy, the Oneida Daily Dispatch and the Saratogian. Kyle Adams reports in The Daily Mail Catskill’s five-year-old waterfront revitalization initiative is moving into a new phase as the village seeks to begin construction of the Catskill Creek Walking Loop. The “bridge to bridge” loop will connect the historic Black Bridge, West Main Street, the Uncle Sam Bridge and Water Street in a pedestrian walking loop. The idea is to highlight the creek and create a smoother connection between the waterfront and Main Street, according to planners. The walking loop is coming together in conjunction with several other waterfront projects, including a shoreline stabilization effort, Central Hudson’s brownfield remediation, and planned enhancements to Canal Street. Daniel Johnson reported in the Register Star the Philmont Village Board Mon., Apr. 1, adopted its 2013-14 budget at the annual budget hearing. Under the new budget, the tax rate will increase 5.2 percent, but because of a change in property assessments villagers will probably not see a tax increase. Philmont clerk and treasurer Eilene Morris said, "Most of the people might find their taxes going down." While water rates will remain the same, residents will pay higher sewer rates for the first time in six years. Mayor Clarence "Skip" Speed said the increased rates were necessary. WGXC 90.7-FM: Hands-on Radio is a creative community media project, re-envisioning radio as an innovative platform for local participation with special exhibitions and events, media training for our community's youth and adults, a news blog, and a community calendar of events.

WGXC launched its FM signal February 2011, and transmits 3,300 watts to 78,000 potential listeners in the Greene and Columbia counties in New York’s Hudson Valley. WGXC operates out of studios in Hudson, Catskill, and Acra, and is a program of the nonprofit arts organization free103point9, whose mission is to define and cultivate Transmission Arts: creative and experimental use of airwaves.

The Program Director is responsible for managing the WGXC program schedule, on-air and online, including new media approaches, operations, production activities, programming outreach, and coordination of programmers. The Program Director works closely with a small passionate staff. The position will include the following responsibilities:

Candidates must be highly organized, energetic, passionate about community and creative radio, and able to work well with a diverse range of personalities and perspectives. Melanie Lekocevic wrote in The Daily Mail the recent town-wide revaluation in Athens has property owners frustrated and afraid. Nearly two dozen homeowners appeared at the Town Council meeting last week. Several said their taxes will double this year. In one case, a home purchased for less than $150,000 in February, was re-assessed at $375,000. One attendee said the reval will force him from his home. Town officials said the goal of the new assessments was to make sure everyone is paying a fair amount based on true market value. Homeowners have options to appeal the new assessments. They can meet with the firm that did the new assessments, sit down with the town assessor or make their case on Grievance Day. Read the full story in The Daily Mail.

Nathan Mayberg wrote in the Register Star officials at Coarc, one of Columbia County’s largest employers, are projecting a loss of 10 to 15 jobs as a result of a $90-million cut to the state Office of Developmental Disabilities as part of the 2013-14 state budget. Alex Schneider, Coarc's director of development and community services, told the paper the cuts will mean a loss of approximately $700,000 for the agency. Schneider said the loss of funds will have an impact on the quality of services. Specific positions and programs have not yet been identified for elimination. Michael Ryan reported in The Daily Mail the fate of the existing Prattsville firehouse is still unclear. The old firehouse, located on Main Street, was damaged by flood waters during Tropical Storm Irene in August 2011. Firefighters were trapped in the building during the storm and marooned along with the rest of the downtown area. The building was subsequently condemned. Although the building can be used, it cannot be used as a firehouse. Plans to construct a replacement building hinge on the availability of funding and finding a parcel right for the project. Hudson City School District Board of Education President Peter D. Merante Sr. announced Fri., Mar. 29, his intention to resign from the board effective next month, two years before his five-year term will expire. Merante said he was ready to resign in January, but wanted to get through some "tough board business first." He cited a health issue as the reason for his early departure. Merante said he has learned a great deal during the past three years, and stated his belief that the district's current crop of administrators are young, focused and ready to bring the Hudson schools to "higher levels." In 2009 she was awarded a residency from Smack Mellon and a Young Composer’s Commission from Roulette. She has performed solo and collaborative works at venues such as Roulette, Issue Project Room, The Kitchen, Anthology Film Archives, St. Marks Ontological-Hysteric Theater, free103point9, Galapagos Artspace, The Queens Museum of Art and the High Zero Festival.

Kyle Adams reports in The Daily Mail state Senator Cecilia Tkaczyk (KAT-chik) visited the Cairo-Durham Central School Board of Education meeting Thurs., Mar. 28. The first-term lawmaker is beginning a tour of the 24 school districts located within the 46th Senate District. Under the recently adopted state budget, the Cairo-Durham district will see an increase of $400,000 in state aid. It is too early to know how the increase will impact the district's 2013-14 spending plan. Tkaczyk and school board members agreed that while the increase was welcome, it is still not enough. Superintendent Mary Fassett said the additional funds are not enough to curtail some of the cuts the district will need to make. One of Tkaczyk's first acts as a senator was to call for an increase state aid to schools. She is a former member of the Duanesburg school board. Tkaczyk intends to visit every school district in her five-county district as her schedule allows. Read the full story in The Daily Mail.

The Associated Press is reporting New York has adopted its third straight on-time budget. Gov. Andrew M. Cuomo and legislative leaders said the accomplishment demonstrates how well state government now functions. The $135 billion budget holds spending increases to less than 2 percent for the third consecutive time, without hikes in taxes or fees. The Assembly gave final legislative approval to the budget late Thurs., Mar. 28, and the Senate approved its bills early Wed., Mar. 28. The budget was not due until Sunday, the start of the new fiscal year. Major elements include nearly $1 billion more for schools, and a $350 tax rebate for most middle class families. The minimum wage will rise to $9 over three years, and employers of teenagers in part-time jobs will get a taxpayer-paid subsidy to cover most of the increase. Businesses will get additional tax breaks, including one to encourage the hiring of recent veterans. Read the full Associated Press story in the Daily Freeman.

Columbia County ranks third in upstate private sector job growth, according to the state Department of Labor's recent Upstate New York Labor Market Report. According to a statement released by the Columbia Economic Development Corporation Thurs., Mar. 28, the county's private sector job growth increased by 3.3 percent between Jan. 2012 and Jan. 2013. "We are encouraged by the numbers and look forward to seeing a continued upward trend," said CEDC Executive Director Ken Flood. The four other upstate counties that made the list: Hamilton, Chenango, Schuyler and Delaware. According to the report, upstate counties saw job gains in educational and health services, leisure and hospitality and trade and transportation and utilities.

Nathan Mayberg reports in the Register Star the state Senate has restored $30 million of the $120 million Gov. Andrew Cuomo cut in from the Office for People with Developmental Disabilities. The remaining $90 million may disappear from the state budget, which could leave Coarc, one of Columbia County’s largest employers, vulnerable. Coarc employs more than 400 people countywide. It is not clear how the $30 million restoration will affect them directly at this point. W.T. Eckert reports in The Daily Mail Greene County roads will benefit from a boost in state funding. Cuomo announced Monday, $75 million of increased funding for the Consolidated Local Street and Highway Improvement Program, the first increase since the 2008-09 budget. Greene County will see an increase of 23 percent in CHIPS funding, which will be divided between the county and the towns and villages to support local highway, road and bridge repair projects.

Bard College has announced Wed., Mar. 27, former Congresswoman Gabrielle Giffords and her husband, retired space shuttle Commander Mark Kelly, will deliver the commencement address at the college's 153rd graduation ceremony, May 25. Giffords will also receive an honorary doctorate of humane letters for her public service. Honorary degrees will also be awarded to microbiologist Jo Handelsman, orchestrator Jonathan Tunick, New York City Schools Chancellor Dennis M. Walcott and chef Alice Waters. Giffords and her husband founded Americans for Responsible Solutions as a way to encourage elected officials to stand up for both the 2nd Amendment and safer communities by communicating directly with their constituents.
