Kyle Adams writes in The Daily Mail the Public Safety Committee of the Greene County Legislature has agreed to cover $40,000 of $82,000 in workers’ compensation costs unexpectedly imposed on the Greene County Paramedics this year. The county's share of the costs will come from the contingency fund. Cuts to the paramedics' budget will allow the group to cover its portion of the costs. Greene County Administrator Shaun Groden said this is the first time this year the contingency fund has been used. The county and the paramedics wanted to avoid passing the increased costs down to the towns. The Greene County Paramedics provides advanced life support services in every town in the county except Halcott, billing each town by call volume at the end of the year. The majority of calls come from Catskill, Coxsackie and Cairo. The agreement will now go to the Finance Committee, then on to the full legislature for final approval, Aug. 21. Matt Bathrick is reporting in the Columbia Paper Chatham Central Schools Superintendent Cheryl Nuciforo has presented the Board of Education with a proposed timeline for the consolidation of three schools into two and the capital improvements that will make the change possible. The board voted in June to approve a plan that will remove the students from the middle school building on Woodbridge Avenue and consolidate them into the district's other two buildings, effective fall 2015. The plan currently under consideration would spend $13.8 million to accommodate the move. The superintendent advised the board it needs to agree on a final budget for the project by September 24. A town-hall-style meeting on the proposed project will be held in September, followed by community meetings in October and a public hearing on November 5. John Mason is reporting in the Register Star Hudson Common Council is unlikely to meet the deadline for a decision on moving forward with the purchase of a site for the city’s police station and courthouse. Now a letter from seller Bruce Finn’s attorney states the city would have to pay $5,500 a month if it needs more time to decide. The city agreed May 21 to put down a $30,000 escrow payment for the parcel located at 701 Union St., formerly the Finnish Line Fitness Club. The parties agreed the city would have 90 days to conduct an environmental review, other inspections and title search, and obtain financing. The city's recent request for an extension was rejected, with the owner advising the city would be charged $5,500 a month for each month of delay. The 90-day period ends Aug. 29. Kyle Adams reports in The Daily Mail the 5.3-acre former fuel storage facility on the Historic Catskill Point has been purchased by the Hudson River Development Corp. for $1.4 million. The property was previously owned by Getty Realty Corp. Mike Ferro, owner of Hudson River Development Corp., said he has no immediate plans for the property. Ferro said, “Right at this time, I have no definite plans for anything. I haven’t figured out what I’m going to do.” The parcel contains 4.2 usable acres, with four buildings, five storage tanks and barge access. Ferro said Getty has already conducted an environmental analysis of the property, including monitoring wells, and that it has received a clean bill of health. Read the full story in The Daily Mail.

The Daily Freeman is reporting the Catskill Town Board has agreed to a settlement that maintains the assessment on The Pines at Catskill Center for Nursing and Rehabilitation in Jefferson Heights at $3.8 million through 2013. Property owners EP Catskill Realty LLC had sought to have the assessments reduced to $1.31 million. Town officials have been seeking to reach agreements with owners of several large parcels and businesses. In April, a settlement was reached on the assessed value of the former Greene Healthcare Associates property in Jefferson Heights, which has since been sold to Columbia Memorial Hospital. The Town Board in July 2012 approved a settlement that reduced the assessment of Price Chopper Plaza on West Bridge Street. Read the full story in the Daily Freeman.

Casey Seiler is reporting at Capitol Confidential Gov. Andrew M. Cuomo said in a radio interview Mon., Aug. 12, the controversial natural gas drilling technique known as hydrofracking isn’t the sole solution to the fiscal woes affecting upstate New York. Cuomo said it is misleading to suggest hydrofracking alone would be the answer for the upstate economy. Fracking advocates have been waiting five years for the state to complete the environmental impact statement that could guide the process if the state moves ahead with allowing it. Cuomo said he did not think it was incongruous to withhold action on fracking while also devoting energy and attention to the upstate economy. The new Siena poll found statewide support for DEC approval of fracking rose 4 percent since June, from 37 percent to 41 percent; opposition fell by 2 percent, from 44 percent to 42 percent. John Mason reported in the Register Star the Hudson Community Center, to be located in the former Armory building at Fifth and State streets, was approved by the city's Historic Preservation Commission, Fri., Aug. 9. The building’s owner, the Galvan Foundation, plans to transform the century-old structure into a home for the Hudson Area Library, a senior center and a community health center. The community center still has to win the approval of the Planning Commission, which could order a public hearing. Work on the senior center is slated to begin in October; the library will be started in December. The entire project is projected to take 12 to 16 months. Read the full story in the Register Star.

The Mid-Hudson News Network reports hospitals in the region fared well in the 10th annual New York State Hospital Report Card, released Sun., Aug. 11, by the Niagara Health Quality Coalition. Columbia Memorial Hospital made the Coalition's honor roll for its treatment of congestive heart failure. In other areas of care, the hospital scored at the state average. Other regional hospitals to make the "America's Safest Hospitals" designation include Vassar Brothers Medical Center in Poughkeepsie and St. Peter's Hospital in Albany. No Hudson Valley or Catskills hospitals were on the one-star Watch List. Jessica Mosier reported in The Daily Mail the Greene County Democratic Committee honored New York State Senator Cecilia Tkaczyk (KAT-chik) at their annual picnic Sat., Aug. 10. More than 100 candidates and their supporters mingled at the Blue Stone Farm on Cauterskill Road in Catskill. The first-term senator told supporters she cares deeply about her community and said she wants to continue to work on education and to make sure mental health services are locally provided. The Columbia Paper reported 30 Democrats participated in the recent Ancram Democratic Caucus at the Town Hall. The caucus nominated incumbent Supervisor Art Bassin as the party’s candidate for a third two-year term as Town Supervisor. Incumbent Town Board members Madeleine Israel, a Democrat, and Chris Thomas, a Republican, were each nominated to run for their second four-year-term. The Ancram GOP caucus will be held Sat., Aug. 17.

Rick Karlin reported at Capitol Confidential sales tax collections are up statewide, according to Comptroller Tom DiNapoli, but the receipts vary widely by region, with big gains downstate and declines in some upstate spots like the Southern Tier. Local sales tax collections grew by $397 million, or 5.7 percent, for the first half of 2013 compared to the same period in 2012. • Lady Gaga released a "shocking" new video this week, shot at Marina Abramović's Columbia County property near Malden, called "The Abramović Method Practiced by Lady Gaga." Gaga is nude in the video (embedded below the jump), and drone-sings. The pop star video seemed to add almost $100,000 to the performance artist's Kickstarter campaign to crowd-source part of the funding for the proposed Marina Abramović Institute in Hudson. As of Friday afternoon, she has raised $261,021 of her $600,000 goal, with 15 days to go.

The performance considers the location and influence of the acoustic Nodal Regions as identified on #12 and #11 unwound music wire stretched on an acoustic double bass body (40.5" speaking length). The integrity of a fundamental vibration is maintained for both strings at all times; all movement of pitch occurs in the overtone structure. A shorter speaking length is never created through "stopping" or "fretting" techniques. Rather, harmonic, partial vibrations are calculated, coaxed, and are occasionally isolated at the nodes of the string.

William J. Kemble is reporting in the Daily Freeman the Catskill Town Board will ask the state Department of Transportation to put up “No Parking” signs along state Route 23A in the hamlet of Palenville. Town Supervisor Joseph Leggio said during a board meeting this week residents have complained about parked vehicles blocking the drivers’ views. Parking has become a problem during periods of hot weather because there are several popular swimming areas along the Kaaterskill Creek. Leggio said that state officials have threatened to remove any “No Parking” signs put up by the town. Read the full story in the Daily Freeman.

Kyle Adams is reporting in The Daily Mail Karl and Vera Zacek (ZAH-chek) of New Baltimore have donated 124 acres of land to Scenic Hudson as a conservation easement in the organization’s Saving the Land that Matters Most campaign. The property is known locally as Hidden Valley, and contains rolling fields, forest, ravines and shoreline along Sickles Creek. The easement limits future construction on the land to two new homes, while allowing a wide range of agricultural uses. It will remain on the town’s tax rolls. The land affords views of the Catskills from Route 61. It is also important farmland, with portions producing feed hay for a local beef herd and other areas used for grazing. The Hudson Planning Commission moved the creation of the Columbia-Greene Partnership Academy closer to reality during a special meeting, Thurs., Aug. 8. In front of a standing-room-only crowd, the Commission deemed the site plan application submitted by the Galvan Foundation for 364 Warren Street to be complete. At the same time it unanimously declared a public hearing on the matter was not necessary. Galvan attorney Joe Catalano pressed the Commission to allow construction to begin in advance of application approval, but the request was turned down by Chairman Donald Tillson. The Commission is expected to conditionally approve the plan when it meets next week. Among the conditions expected to be set: Galvan will be expected to come back to the Commission to revisit the site plan if the program continues at that location beyond the current two-year commitment; students' arrivals and departures must be supervised by staff, and the facility must be cleared by 3:30 p.m.; and, Academy staff may not park on Warren Street.

The National Weather Service in Albany has issued a Flash Flood Watch for northwestern Connecticut, western Massachusetts, east central New York and southern Vermont through Friday afternoon. A cold front will slowly move from west to east across the watch area Friday afternoon. Ahead of this front a warm and very humid air mass remains in place across the region. Showers and thunderstorms, some with very heavy rain, are expected to become numerous across eastern New York and western New England. Rainfall amounts of 1 to 3 inches will be common with some areas seeing amounts up to 5 inches, which would be enough to produce flash flooding. The showers and thunderstorms are expected to end as the front moves east of the area late Friday afternoon or early Friday night.

Nathan Mayberg is reporting in the Register Star Local Ocean is closing its Greenport facility and laying off all employees at that location. The company claimed to be the world's first commercial, zero-discharge, 100 percent recirculating aquaculture system to grown and sell saltwater fish. The mortgage holder is foreclosing on the property and the 31.5-acre parcel will be sold on the front steps of the temporary Columbia County Courthouse in Claverack on Aug. 20. In response to the news, Columbia County Economic Development Commissioner Ken Flood said Wed., Aug. 7, the county was very concerned about the people who have lost their jobs. “It’s very unfortunate," he said. Local Ocean’s arrival in 2009, was heralded by politicians and economic development officials. It was the recipient of a $250,000 grant obtained by National Grid, as well as the Columbia County Chamber of Commerce's 2010 Crystal Apple Award. Read the full story in the Register Star.
