12 a.m. (midnight): Radio News: U.S. Knew About UK Plans to Detain Journalist's Partner From "Free Speech Radio News": "Officials in the UK and Brazil are demanding answers after British police detained journalist Glen Greenwald's partner at Heathrow Airport yesterday, under the provision of an anti-terrorism law. David Miranda was traveling from Germany back home to Brazil after meeting with Greenwald's colleague, Laura Poitras. Greenwald and Poitras are most recently known for coverage of massive US and UK spying after intelligence contractor Edward Snowden provided them with thousands of secret documents from the National Security Agency. After numerous questions on the topic were lobbed at U.S. Deputy Press Secretary Josh Earnest today, he acknowledged that U.S. authorities were aware of the UK plan to stop Miranda. “There was a heads up that was provided by the British government. So again, this is something we had an indication was likely to occur. But it's not something that we requested, and it's something that was done specifically by the British law enforcement officials there.” Schedule 7 of the UK's Terrorism Act grants police broad powers to search and detain individuals for no more than nine hours. All of Miranda's electronics were confiscated and he was released, after eight hours and 55 minutes.

The Federal Communications Commission (FCC) is allowing non-profit groups to apply for non-commercial low-power FM radio station licenses in October. Peter Doyle and Janice Wise from the FCC will be interviewed about LPFM, and the process to apply for a license. Julia Wierski from Prometheus Radio Project, a community radio activist group, will explain how to apply, and why. Nathan Mayberg reported in the Register Star longtime town of Ghent Supervisor Lawrence Andrews Jr. died Sat., Aug., 17, at St. Peter's Hospital in Albany. Andrews served in town government for more than three decades. He was serving his fourth four-year term as supervisor at the time of his death. He previously served 18 years as a Ghent councilman. Andrews was retired from the Taconic Hills Central School District where he worked as a math teacher. Ghent Deputy Supervisor Larry VanBrunt called Saturday, "...a pretty sad day for everybody in the town of Ghent." VanBrunt has been acting supervisor of Ghent since early July. Jessica Mosier reported in The Daily Mail the Cairo Public Library has been awarded the 2013 Award for Outstanding New Library Building Construction by the Public Libraries Section of the New York Library Association. A representative of the library will accept a plaque and $1,000 award at the NYLA Annual Conference in Niagara Falls in September. The award was based on the impact the construction project has had on the library's ability to provide services to its community, with an emphasis on projects that demonstrated cost-effective solutions to space challenges. The new library was designed by Meghan Brennen and Paul Mays with Butler Rowland Mays Architects of Ballston Spa. Read the full story in The Daily Mail. In election news, Michael Ryan reported in The Daily Mail Windham police chief Stacy Post is expected to run for the office of town supervisor in November. Post has not made a formal announcement as yet, but her campaign signs began to appear town wide last weekend. Post has secured backing from the Independence Party, but she is also expected to have her name put forward at the Aug. 29 Windham GOP caucus. Nathan Mayberg reported in the Register Star Ed Fertik has announced he is a candidate for town of Claverack Supervisor as an independent candidate. Fertik's name is expected to appear on the Freedom Party line. The Claverack Republican caucus previously chose Councilman Cliff Weigelt as its candidate in November. Incumbent Supervisor Robin Andrews is expected to seek re-election, running as a Democrat. Claverack Democrats have until Sept. 17 to hold its caucus. NOTE: Fertik is a WGXC on-air programmer. He is currently on hiatus.

The Daily Freeman reported volunteer firefighters will take over Main Street and other parts of Catskill village, Sept. 7 as part of the 125th Greene County Volunteer Fireman’s Association Convention dress parade. The parade will begin lining up at 1 p.m. at the intersection of county Route 23B and state Route 23. It will step off at 2 p.m. and travel down Jefferson Heights to Main St., eventually ending in the lot behind Cone-E-Island Ice Cream. Entertainment, refreshments and awards will follow the parade. WGXC Programming

Many more radio stations could be coming to the airwaves in the Hudson Valley and across the country, as the Federal Communications Commission (FCC) opens a window for non-profit groups to apply for licenses to broadcast to rural towns and urban neighborhoods. Peter Doyle, head of the FCC's media division told WGXC in an interview Fri., Aug. 16, that up to 15 new low-power FM (LPFM) stations could be launched in a market such as Albany, New York. The commission has made a simpler application process for the low-power FM stations, easy enough for community groups who might not have a lot of technical radio knowledge, but could gather community voices. In 2001, after almost a decade of protests, civil disobedience on the airwaves, court decisions, and lobbying, Congress first allowed a limited LPFM program, while mandating a test to determine if the tiny broadcasters would interfere with large stations. Over 800 stations got on the air from that action, including WBCR-LP in Great Barrington, Ma. Mike Wise, the president of WBCR's board, told WGXC on Fri. Aug. 16, that, "I think the original project had a lot of enthusiasm, had a lot of people involved who were active in the community, and those people have mostly drifted away." Wise says they are now treading water, struggling to keep the station on the air. WBCR was set to expand a few years ago, winning a construction permit for a full-power station with an antenna in Columbia County, which would have covered much of the WGXC listening area. Wise says WBCR transferred their full-power construction permit to New England Public Radio, because they could not raise the money to get a larger station on the air. Applications for low-power FM stations are due to the FCC in October, and the FCC is hosting a webinar on Wed., Aug. 20 for anyone looking for more information or to ask questions about the LPFM application window.

In a Democracy Now! broadcast exclusive, we are joined by Lavabit owner Ladar Levison and his lawyer, Jesse Binnall. "Unfortunately, I can’t talk about it. I would like to, believe me," Levison says. In a message to his customers last week, Levison said: "I have been forced to make a difficult decision: to become complicit in crimes against the American people, or walk away from nearly 10 years of hard work by shutting down Lavabit." Claude Haton writes in The Daily Mail more than 300 people applied this week to work at the new Hannaford supermarket in Cairo. Interviews were conducted at the Lutheran Church, within sight of the new 35,000-foot store, which is still under construction. The new store replaces the Great American supermarket, which served the area since the 1950s under various owners and names. Applications for cashier, produce, deli and bakery positions were accepted. In all, the market is expected to employ between 90 and 100 people. While a precise opening date has not been set, the Cairo store is anticipated to begin receiving customers by a mid-autumn. The Daily Freeman is reporting employment in the Hudson Valley and Catskill regions grew by 1.4 percent in the 12 months ending in July. Greene County experienced the largest jobs gain at 1.9 percent. Columbia County saw an employment gain of 0.6 percent. Employment gains in the region were strongest in trade, transportation and utilities; followed by leisure and hospitality; education and health services; professional and business services; natural resources, mining and construction; and other services. John Mason reports in the Register Star the new pumper truck for Hudson's J.W. Hoysradt Company will be delivered Oct. 1. The issue presented during the Common Council meeting Mon., Aug. 12, was how to pay for it. Following a lengthy discussion, members decided to bond the full purchase price of $506,000. James M. Odato is reporting at Capital Confidential National Grid has agreed to pay more than $27,000 for providing free golf games and meals to two former employees of the state's utility regulating agency. The settlement covers improper gifts of more than $7,000 to the employees of the state Department of Public Service between 2002 and 2010. The recipients of National Grid's favors, now former Department of Public Service employees, paid fines, as well. National Grid has agreed to provide ethics training to its employees as part of the settlement. Last year, National Grid agreed to pay nearly $1.7 million to settle a case alleging violations of the state Public Service Law regarding illegal gifts. Jim Planck reports in The Daily Mail the Village of Catskill is contemplating the adoption of a local law to prohibit the use of waste brine from fracking as a de-icer on village roads and properties. The brine is toxic, and in some cases radioactive. Village board members were provided with background information, and a copy of a proposed law Wed., Aug. 14, by the newly formed group, the Greene Renewable Energy & Environmental Network, also known as GREEN. GREEN spokeswoman Mary Finneran said fracking brine poses a health and safety hazard on several levels and urged the board to take action. She said, “You need to have a law, a prohibition, in place.” Larry Federman, a Catskill resident and member of the Town Planning Board, urged the village to lead by example. PLAY CLIP (1:49:38). WGXC programmer and Community Council member Sam Sebren, a founding member of GREEN, said following the meeting the Village Board appeared to have reached a consensus that the brine ban would pass soon.

Jessica Mosier is reporting in The Daily Mail the Cairo Town Board announced Wed., Aug. 14, a final draft of the town's new Zoning Law has been completed. The draft will now be submitted to the Greene County Planning Board for its approval. The Zoning Law regulates the density of development, location, design and use of structures and land within the town. Under the new version of the law, the description of the purpose of Commercial Route 23 was changed, removing the allowance for live/work developments. Changes were also made to the Schedule of Uses section of the law. All zoning districts will remain the same. A full copy of the new law can be found at Town-of-Cairo [dot] com. John Mason reports in the Register Star the site plan application for the new Columbia-Greene Partnership Academy was approved Wed., Aug. 14, by the Hudson Planning Commission. The alternative learning program, also known as the Bridge, will be located in the former Register Star building at 364 Warren St. It will serve students in Columbia and Greene counties. As expected, the application was approved with four conditions: Students will be transported to and from the location by two buses, maximum; arrivals and departures must be supervised by staff, and the facility must be cleared by 3:30 p.m.; Academy staff may not park on Warren Street; and, the commission will revisit the application in two years to determine the success of the location. The building owner, the Galvan Foundation, will now apply for a building permit and expects to get the certificate of occupancy by Aug. 26, according to Executive Director Daniel Kent. This argument comes within a motion to dismiss lawsuits brought against it by users alleging privacy violations. The company says users consent in the Terms of Service to automated scanning of email in exchange for use of Gmail. The 39-page legal argument by the company's attorneys also states federal law allows providers to "lawfully receive and access electronic communications involving their users." Google argues it is also protected against the legal arguments of non-users who communicate with Gmail users because "Under federal law, the consent of a single party to a communication is complete defense to any liability and so the consent of the Gmail user alone is sufficient to bar a claim." Two plaintiffs argue they were pressured into accepting Gmail's terms in order to receive official email associated with their university, which had contracted services via Google Apps. According to Google, Gmail has over 400 million users worldwide.

Kyle Adams writes in The Daily Mail the Public Safety Committee of the Greene County Legislature has agreed to cover $40,000 of $82,000 in workers’ compensation costs unexpectedly imposed on the Greene County Paramedics this year. The county's share of the costs will come from the contingency fund. Cuts to the paramedics' budget will allow the group to cover its portion of the costs. Greene County Administrator Shaun Groden said this is the first time this year the contingency fund has been used. The county and the paramedics wanted to avoid passing the increased costs down to the towns. The Greene County Paramedics provides advanced life support services in every town in the county except Halcott, billing each town by call volume at the end of the year. The majority of calls come from Catskill, Coxsackie and Cairo. The agreement will now go to the Finance Committee, then on to the full legislature for final approval, Aug. 21. Matt Bathrick is reporting in the Columbia Paper Chatham Central Schools Superintendent Cheryl Nuciforo has presented the Board of Education with a proposed timeline for the consolidation of three schools into two and the capital improvements that will make the change possible. The board voted in June to approve a plan that will remove the students from the middle school building on Woodbridge Avenue and consolidate them into the district's other two buildings, effective fall 2015. The plan currently under consideration would spend $13.8 million to accommodate the move. The superintendent advised the board it needs to agree on a final budget for the project by September 24. A town-hall-style meeting on the proposed project will be held in September, followed by community meetings in October and a public hearing on November 5. John Mason is reporting in the Register Star Hudson Common Council is unlikely to meet the deadline for a decision on moving forward with the purchase of a site for the city’s police station and courthouse. Now a letter from seller Bruce Finn’s attorney states the city would have to pay $5,500 a month if it needs more time to decide. The city agreed May 21 to put down a $30,000 escrow payment for the parcel located at 701 Union St., formerly the Finnish Line Fitness Club. The parties agreed the city would have 90 days to conduct an environmental review, other inspections and title search, and obtain financing. The city's recent request for an extension was rejected, with the owner advising the city would be charged $5,500 a month for each month of delay. The 90-day period ends Aug. 29. Kyle Adams reports in The Daily Mail the 5.3-acre former fuel storage facility on the Historic Catskill Point has been purchased by the Hudson River Development Corp. for $1.4 million. The property was previously owned by Getty Realty Corp. Mike Ferro, owner of Hudson River Development Corp., said he has no immediate plans for the property. Ferro said, “Right at this time, I have no definite plans for anything. I haven’t figured out what I’m going to do.” The parcel contains 4.2 usable acres, with four buildings, five storage tanks and barge access. Ferro said Getty has already conducted an environmental analysis of the property, including monitoring wells, and that it has received a clean bill of health. Read the full story in The Daily Mail.
