Born in Catskill, he spent more than half of his life learning about the countys notables. Wanda Dorpfeld is a retired teacher from the Catskill School District. She serves on the boards of the Greene County Historical Society and the Heermance Memorial Library in Coxsackie. "Greene County was created in 1800 from parts of Albany and Ulster Counties, and it is named after Gen. Nathanael Greene of Revolutionary War fame. Early on, the economy of the county was primarily agricultural with a few small mills and most of the settlements located along the Hudson River and its tributaries. In the early 19th century, the economy took off: people from New England began settling the mountains to the west, the Susquehanna Turnpike opened, leather tanning and brick- and pottery-making became prominent, ice was harvested and shipped to New York City, ship-building gained importance, and tourism started to be popular. Today, tourism is still important to the area, and the county features two major ski resorts. Much of Greene County is also part of the Catskill Mountain Park, which attracts many nature-lovers all year round. Over the years, county natives and transplants have made many contributions to industry, entertainment, government, military, recreation, and the arts."

Cairo-Durham schools Interim Superintendent Anthony Taibi (TIE-ee-bee) announced Wed., Nov. 12, Cairo-Durham Elementary School is losing its principal midway through the year. Dr. Thomas Baumgartner, assigned this fall to lead the district's newly established single elementary school, has now been named, "administrator on special assignment to assist with programs and professional development." Baumgartner will now work out of the middle/high school building. Current Cairo-Durham Elementary Assistant Principal Marie Culihan has been named Acting Principal. No replacement for Culihan was announced. The announcement was sent home to parents, but was not posted to the district website as of Nov. 13. The announcement marks the most recent major staff changes in the district. In July, Taibi, the former Cairo-Durham High School principal, was named Interim Superintendent, after Superintendent Mary Fassett was let go, with no announced reason, a month after her contract with the district was extended through 2017, by the Board of Education.

Casey Seiler is reporting at Capitol Confidential state Assembly member Karim Camara is planning a Thursday (Nov. 13) news conference to raise awareness of the Sugar-Sweetened Beverages Safety Warning Act. The legislation, if passed, would require health warning labels on certain beverages with added sugar. The warning label would read, “Safety Warning: Drinking beverages with added sugar contributes to obesity, Diabetes and tooth decay.” The bill excludes beverages containing 100 percent natural fruit or vegetable juice with no added caloric sweeteners, dietary aids or infant formula and beverages where milk is the principle ingredient. As with current warning labels on nicotine products and advertising, the size of the warning label would be dictated by the size of the drink. The Associated Press is reporting in The Daily Freeman that open enrollment in New York's health exchange begins Sat., Nov. 15,. This this year individual premium costs will rise approximately 4.5 percent for individuals and families. There are 370,604 New Yorkers enrolled with commercial and nonprofit insurers through the exchange, a part of the new national health care program, and 525,283 in Medicaid and 64,875 in the state’s Child Health Plus coverage for families with moderate incomes. Sixteen insurers will offer plans for individuals and families in New York in 2015. Nine insurers will offer coverage for small businesses with 50 or fewer workers. Mark Scheerer of New York News Connection via Public News Service reports that if the State of New York wants to lift its children out of poverty it should put its focus on their parents at the same time, according to a new Annie E. Casey Foundation KIDS COUNT policy report. The report says a 'two-generation' approach is needed to give families tools to get on a track to better economic opportunities. It's an approach Dr. Sheila Smith, director of Early Childhood of Columbia University's National Center for Children in Poverty, says policymakers on both sides of the aisle should get behind, despite last week's election returns. "Doing the right thing for and by young children has now become a bipartisan issue," says Smith. New York helps low-income working families, says Smith, with a refundable earned income tax credit, but does them no favors by not keeping child care co-payments below 10 percent of a family's income. The report says nearly half of the nation's young children are growing up in lower-income households. Some of the other obstacles low-income working families face include inflexible and unpredictable jobs. Smith says too many of them don't offer high enough wages to support a family. "We need to use multiple policies to help families move out of poverty and certainly, for working poor families a higher minimum wage is critical," she says. Although the two-generation approach isn't brand new, Smith says, it took off in the 1990s when pressure was on for welfare reform, its time has come. "On both sides the set of supports for children and the set of supports for parents we know more than we did 15 and 20 years ago," Smith says. "So there is a lot more optimism." She says New York's minimum wage is not sufficient to lift a family with a full-time working parent and two children above the poverty line. Click here to hear audio version of this story. Debby Mayer is reporting in the Columbia Paper the Germantown Town Board has crafted a 2015 budget proposal with total spending of $1.25 million, an amount less than the 2014 spending plan. The plan calls for a 1.46 percent tax levy increase. The tax increase is needed as a way for the town to try to maintain its fund balances. The proposed budget provides for the addition of a new position in the Police Department, the acquisition of a new police vehicle, and a 2 percent increase in pay for all town employees. The town board's next meeting is scheduled for Mon., Nov. 24. Read the full story in the Columbia Paper.

William Kemble is reporting in the Daily Freeman opponents of the proposed 178-mile long Pilgrim Pipeline will hold a forum Mon., Nov. 17, at SUNY New Paltz. The event will focus on the proposal to ship crude oil from Albany to Linden, N.J.., by way of the pipeline, and then send refined gas from New Jersey back to the Capital District. The pipeline route would be largely along the state Thruway corridor. Groups with representatives scheduled to speak at the forum include Citizens for Local Power, Catskill Mountainkeeper and the Hudson River Sloop Clearwater. Opponents have criticized the Pilgrim plan because the pipeline would carry Bakken crude oil, which in January was the subject of a U.S. Department of Transportation warning that Bakken crude “may be more flammable than traditional heavy crude oil.” There is also a brewing controversy about the pipeline developer sending letters to property owners along the proposed pipeline route stating they will face legal action if they bar surveyors from their land. Michael DeMasi reports in the Albany Business Review Price Chopper, the largest supermarket chain in the Albany area, will change its name to Market 32 by Price Chopper. The Schenectady-based company's recently opened store in Latham, Market Bistro by Price Chopper, is something of a model for the rebranded store. It contains a large, made-to-order food court and sit-down restaurant, The company will spend more than $300 million on the rebranding, for 135 locations in six states. More than half of the stores are slated to be converted within five years. DeMasi writes the new name was picked with the help of private consultants and market research. The use of "32" in the name is a reference to 1932, the year Bill and Ben Golub opened their first store on Green Island, called Public Service Market. Price Chopper has more competition in Albany lately, with the recent openings of Whole Foods Market, Fresh Market and Trader Joe's, and the chain also laid off employees as recently as June. The company employs 8,740 in the 11-county Albany region. It has a total of 22,000 employees, and reported $3.5 billion in sales during the fiscal year that ended in April, according to Supermarket News. Read the full story in the Albany Business Review.

We’ll likely be doing an all-cassette edition of the podcast show within the next month or so to spotlight more of this cassette activity. Can’t say enough good things about each of the LPs that made their way into this podcast, too. The latest full-lengths from Giant Claw, Panabrite, and Ulaan Markhor feature some of the strongest work by each of these artists who have been long-time favorites of the show. Cuomo called the bill an unfunded mandate that, "would run roughshod over systemic reforms carefully negotiated with the Legislature to avoid saddling local property taxpayers with additional, unmanageable burdens,” in a statement released to the media. The Assembly passed the bill 133-1 in June. “It fixes a loophole that has excluded countless servicemen and women who served honorably,” Sen. William Larkin, a Hudson Valley Republican who sponsored the bill, said in a statement when the legislation was sent to Cuomo two weeks ago. Cuomo did sign legislation to increase the property tax exemption for veterans from $5,000 to $7,500 of assessed value and to establish a homeless veterans assistance fund authorizing gifts through a state income tax check-off. Arthur Cusano is reporting in the Register Star the Claverack and Ghent planning boards have split on whether to grant a special permit and site plan approval for the proposed Ginsberg's Foods' expansion plan. The two boards met in a special combined meeting, Mon., Nov. 10. Following a lengthy discussion, the Claverack board unanimously approved the applications, while the Ghent board overwhelmingly rejected the proposal. Members of the Ghent board said they would be willing to work with Ginsberg's if the company wished to reapply. Both planning boards agreed to continue to work together if the food distributor wished to continue to pursue the project. Ginsberg’s new warehouse and maintenance facility would be built on Route 66, directly across from the Gerald R. Simons Industrial Park. Once complete, the building’s total footprint would be approximately 300,000 square feet, and include a 65,000-square-foot freezer and 8,400-square-foot maintenance building. John Mason is reporting in the Register Star Hudson's Board of Estimate and Apportionment has recommended a tax increase of 2.97 percent next year, over the objections of Mayor William H. Hallenbeck Jr. The Board of Estimate and Apportionment is composed of the city treasurer, Common Council President and the mayor. The mayor presented the proposed 2015 city budget to the Common Council, Mon., Nov. 10, but used much of his speech to urge the council to vote down the increase. Hallenbeck said as of Wednesday the planned increase to the tax levy was 1.5 percent, but Treasurer Heather Campbell and Council President Don Moore came to him Thursday, proposing an additional increase of 1.43 percent to establish a new capital reserve fund. Hallenbeck said, “While I agree with the concept of money reserves, I will not burden taxpayers with additional taxes greater than the originally agreed 1.5 percent for this purpose, regardless of the amount.” A public hearing on the budget will be held Tues., Nov. 18. The Daily Freeman is reporting the average retail gasoline price in New York state fell another 2.2 cents per gallon last week, coming in at $3.31 per gallon. The national average, meanwhile, fell 2.6 cents per gallon, to $2.94, according to the website NewYorkStateGasPrices [dot] com. New York’s average gas price on Sunday was 24 cents per gallon lower than the same day a year ago and nearly 25 cents lower than a month ago. Joseph Spector in Politics on the Hudson reports that New York is hiring correction officers, with a civil service exam Jan. 10 according to the state Department of Corrections and Community Supervision. “As DOCCS continues to lose good, hard working, men and women to retirement, it is vitally important to replenish well trained Correction Officers,” Commissioner Anthony Annucci said in a statement. Currently, the state has about 54,000 prisoners, the lowest level in two decades after Gov. Andrew Cuomo shut down nine prisons recently. Candidates interested in taking the exam must complete and submit an application with a non-refundable $35 fee postmarked by Nov. 25; Candidates may also apply at http://www.cs.ny.gov/exams. Ariel Zangla reported in the Daily Freeman four Greene County employees who are elected or appointed to fixed terms of service will now receive annual raises equivalent to what is given to other management and confidential staff. The county Legislature last week adopted a resolution to provide for those salary increases. The resolution applies to the county’s public defender, Department of Social Services commissioner, attorney and administrator, according to County Administrator Shaun Groden. Before the resolution was adopted, the only way to change the salaries for those employees was by first holding a public hearing, Groden said. In other business, county legislators scheduled a public hearing on a proposed local law that would provide $10,000-per-year raises for the county sheriff and the county clerk. The hearing will be at 7 p.m. Nov. 17 in the auditorium of Catskill High School on West Main Street in the village.

Siobhan (Shea-vahn) Barton reported in the Register Star the Greenport Town Board last week presented a resolution to consolidate the town’s two sewer districts. Municipal officials said the action would save the town $17,000 in administrative costs. Consolidation would begin Jan. 1, 2015, if residents decide in favor of the resolution following a public hearing scheduled to take place at noon, Dec. 31. The resolution would be put to a vote immediately following the hearing.

Max Oppen is reporting in The Daily Mail the New York State Department of Homeland Security & Emergency Services, Greene County Emergency Services and local fire departments and rescue squads participated in communications drills Sun., Nov. 9, at Kaaterskill Falls and Clove. The purpose of the drills was to determine if communications systems and organizations within the area have the ability to work together. Communications have long been a challenge to rescue crews in the Clove due to the rugged terrain. Communications were tested on multiple levels of the falls on multiple frequencies. There were approximately 50 rescue personnel and many local volunteers involved in the drill. Officials reported he tests went well.

WNYT reported FluMist does not appear to protect young children against swine flu. The Centers for Disease Control says the nasal spray version of the flu vaccine failed to protect kids against the strain last winter and might not work again this year. Why it did not work is not clear. Officials say the spray is still okay to use and does work against other flu strains, which are expected to be more of a threat this year.

Vince Pecoraro reported in the Register Star the energy company Kinder Morgan has postponed its open houses on the Northeast Energy Direct expansion of the Tennessee Gas Pipeline scheduled to take place this fall. Chatham Town Supervisor Jesse DeGroodt said a Kinder Morgan representative notified the town the company has requested to pre-file with the Federal Energy Regulatory Commission and postponed the public meetings. DeGroodt said Kinder Morgan has "determined a few alternative routes are viable." He said there is also some talk the pipeline will not even come through Columbia Co.
