Joseph Spector in Politics on the Hudson reports that New York is hiring correction officers, with a civil service exam Jan. 10 according to the state Department of Corrections and Community Supervision. “As DOCCS continues to lose good, hard working, men and women to retirement, it is vitally important to replenish well trained Correction Officers,” Commissioner Anthony Annucci said in a statement. Currently, the state has about 54,000 prisoners, the lowest level in two decades after Gov. Andrew Cuomo shut down nine prisons recently. Candidates interested in taking the exam must complete and submit an application with a non-refundable $35 fee postmarked by Nov. 25; Candidates may also apply at http://www.cs.ny.gov/exams. Ariel Zangla reported in the Daily Freeman four Greene County employees who are elected or appointed to fixed terms of service will now receive annual raises equivalent to what is given to other management and confidential staff. The county Legislature last week adopted a resolution to provide for those salary increases. The resolution applies to the county’s public defender, Department of Social Services commissioner, attorney and administrator, according to County Administrator Shaun Groden. Before the resolution was adopted, the only way to change the salaries for those employees was by first holding a public hearing, Groden said. In other business, county legislators scheduled a public hearing on a proposed local law that would provide $10,000-per-year raises for the county sheriff and the county clerk. The hearing will be at 7 p.m. Nov. 17 in the auditorium of Catskill High School on West Main Street in the village.

Siobhan (Shea-vahn) Barton reported in the Register Star the Greenport Town Board last week presented a resolution to consolidate the town’s two sewer districts. Municipal officials said the action would save the town $17,000 in administrative costs. Consolidation would begin Jan. 1, 2015, if residents decide in favor of the resolution following a public hearing scheduled to take place at noon, Dec. 31. The resolution would be put to a vote immediately following the hearing.

Max Oppen is reporting in The Daily Mail the New York State Department of Homeland Security & Emergency Services, Greene County Emergency Services and local fire departments and rescue squads participated in communications drills Sun., Nov. 9, at Kaaterskill Falls and Clove. The purpose of the drills was to determine if communications systems and organizations within the area have the ability to work together. Communications have long been a challenge to rescue crews in the Clove due to the rugged terrain. Communications were tested on multiple levels of the falls on multiple frequencies. There were approximately 50 rescue personnel and many local volunteers involved in the drill. Officials reported he tests went well.

WNYT reported FluMist does not appear to protect young children against swine flu. The Centers for Disease Control says the nasal spray version of the flu vaccine failed to protect kids against the strain last winter and might not work again this year. Why it did not work is not clear. Officials say the spray is still okay to use and does work against other flu strains, which are expected to be more of a threat this year.

Vince Pecoraro reported in the Register Star the energy company Kinder Morgan has postponed its open houses on the Northeast Energy Direct expansion of the Tennessee Gas Pipeline scheduled to take place this fall. Chatham Town Supervisor Jesse DeGroodt said a Kinder Morgan representative notified the town the company has requested to pre-file with the Federal Energy Regulatory Commission and postponed the public meetings. DeGroodt said Kinder Morgan has "determined a few alternative routes are viable." He said there is also some talk the pipeline will not even come through Columbia Co. Vince Pecoraro in the Register-Star reports that Kinder Morgan is postponing its open houses this fall on the Northeast Energy Direct expansion of the Tennessee Gas Pipeline, according to Chatham Town Supervisor Jesse DeGroodt. DeGroodt said that Allen Fore, vice president of public affairs at Kinder Morgan, sent the town an email stating that the company had requested to pre-file with the Federal Energy Regulatory Commission and postponed its open houses, at the Chatham Thu., Nov. 6 town meeting. Fore explained the delay saying residents could, “have additional time to examine the information and detailed maps … that were submitted to the FERC on Nov. 5." DeGroodt says the email also said Kinder Morgan, “has evaluated route alternatives for the proposed NED Project pipeline facilities that place a significant emphasis on siting the pipeline facilities along existing utility corridors in previously disturbed areas” and “has determined that a few alternative routes are viable.” "There’s also some talk that the pipeline won’t even come through Columbia County at this point,” DeGroodt said. Jon Brodkin in Ars Technica tells the story of Jesse Walser of Pompey, a town of 7,000 south of Syracuse in New York. Walser, works as a laboratory analyst at a beer brewery, and would have to spend $20,000 to get broadband service. Five percent of Americans live in areas without any internet service providers, and in Walser's case, Time Warner Cable’s lines are a third of a mile from his house. Time Warner tells Walser they need to charge him $20,000 to wire that third of a mile, even though the company has received more than $10 million in state funding to bring broadband to underserved portions of New York over the past two years. William Kemble reports in The Daily Freeman that after the show aired the town re-inspected the 30-room lodge, and now is blocking the lodge from renting three cabins or allowing them to be occupied. A town report issued Oct. 24 said a review by the town Building Department and Ulster County Health Department found repairs had not been done since a May inspection found 25 problems there. The May inspection was conducted shortly after a crew from “Hotel Impossible” visited the 30-room lodge to film the segment that aired last month. The town report also noted that the electrical panel problem had not been corrected, a building had structural weakness, a smoke detector was not working, a cabin floor was rotting, electrical outlet covers were broken, steps were rotted, a bathroom had mold, and the lodge’s Havana Grill, "need[s] a good cleaning.” Woodstock Lodge owner Carlo Pomba said shortly after the “Hotel Impossible” segment aired that he was upset with the program and was considering taking legal action against the producers. Pomba, who has owned the Woodstock Lodge at 20 Country Club Lane for 18 years, could not be reached for further comment on Thu., Nov. 6, about this new report. The station determined a mobile studio would be best, and held a small pledge drive to create a satellite studio that moves a mixer, CD players, computers, micrphones, and more in one unit on wheels. The only element left -- a turntable coffin for mobile DJ-ing -- is now being added to the WGXC Catskill studio thanks to a Peter Brauch donation.

WGXC holds a Fundraising Advisory Committee at 6 p.m., Nov. 11, at the WGXC Hudson studio, 704 Columbia St., floor 2, Hudson. Q. What changed among voters between 2012 and Tuesday?
A. My opponent had a record this race, and that record was not good for the district and the people spoke loud and clear yesterday that they wanted this seat to be returned back to the people.
Q. What are the most important issues you plan to address in the Senate?
A. It's what I've heard while knocking on doors since I announced my candidacy…The first things that we need to start tackling are that the cost of living is too high and the property taxes are too high. And the educational system in the state of New York is leaving children behind and we need to start more vocational education programs…and properly train students for the workforce.
Q . How do you see the GOP control of the state Senate reshaping the political agenda in Albany?
A. I'll be happy to see the balance starting January one for this next legislative session. It needed to be a balanced government and the residents knew we could not afford to go back to one-party rule. I'm glad to see the Senate Republican caucus is going to see its own strong majority and put forward its own regulatory reform and sensible fiscal policies.

William J. Kemble is reporting in the Daily Freeman a chief opponent of a proposed 178-mile oil pipeline that would run from Albany to New Jersey urged the developer Thu., Nov. 6, to stop telling property owners they will face court action if they bar from their land the developer's surveyors. Jeff Tittel, director of the New Jersey Sierra Club, said lawyers for Pilgrim Pipeline LLC have sent letters to property owners stating the company will go to court to secure rights to enter the properties. Tittel said Pilgrim and its attorney are going about this in a way "that is not only morally wrong, it's legally false." Pilgrim wants to send Bakken crude oil from Albany to Linden, N.J., via pipes following a route that largely is part of the New York Thruway corridor. Refined fuel product then would be sent from Linden back to Albany via the same system. Right-of-entry and survey permission agreements have been sent by Pilgrim to property owners in Rosendale, in Ulster Co. Company representatives are expected to attend a Rosendale Town Board meeting Wed., Nov. 12, to discuss the project. Ryan Anglim is reporting in The Daily Mail the Durham Town Board adopted the town’s preliminary 2015 budget, Tue., Nov. 4. The $1.7 million spending plan represents a 1.5 percent increase over the previous year, requiring the tax levy to be raised by one-half a percentage point. Town Supervisor William Carr Jr. said the town was fortunate enough to reduce health insurance costs a few years ago, and those savings have benefited the town. The budget included increased allocations of approximately 10 percent to both the East Durham and Oak Hill-Durham Volunteer Fire companies. Read the full story in The Daily Mail.

Arthur Cusano is reporting in the Register Star Assembly member Didi Barrett, Wed., Nov. 5, filed a restraining order in state Supreme Court to impound ballots in the aftermath of the general election, Tuesday. Incumbent Barrett, a Democrat, is in a tight race for the 106th Assembly District against Republican challenger Mike Kelsey. Following the count election night, Barrett led Kelsey by 141 votes. There are approximately 2,000 absentee ballots still to be counted. That count is scheduled to occur on Tue., Nov. 18. Barrett, a Hudson resident, has claimed victory in the race. Hasenkopf is also working on a book celebrating the "Town of Cairo Hometown Heroes" project, in her capacity on the Cairo Historical Society, due to be released spring 2015. Also, Tobe Carey talks about his new film "Rails to the Catskills." A showing of the 96-minute documentary is scheduled Sat., Nov. 8 at the Cairo Library. "Rails to the Catskills" is a history of the railroad industry in the Catskills of New York State.from the canals of the 1820's to the post-Civil War railroad boom.

Emilia Teasdale reports in The Columbia Paper that the Kinderhook Town Board holds a public hearing Thu., Nov. 6 at 6:30 p.m. to finalize the 2015 town budget. The proposal includes a $982,948 general fund and a $1.6-million highway budget. There is also a fund called the B fund for general budget expenses and revenues outside the villages of Kinderhook and Valatie, which is $130,066, with a one-percent raise for town employees. Proulx.[/caption]Mike Clifford reports for Public News Service that one environmental group is sending congratulations to Gov. Andrew Cuomo on his re-election victory, but is also calling for action on a fracking pledge Cuomo made during the campaign. At issue is a pending assessment of how natural gas drilling operations would impact the health of New Yorkers if fracking operations were to begin in the state. Elizabeth Moran, water and natural resources associate with Environmental Advocates of New York (EANY), says Cuomo needs to fine-tune a recent campaign promise to ensure it is based on science. "During the campaign, Gov. Cuomo announced the health assessment was going to be completed by the end of the year, but the governor has given us no reason to trust that this health study is going to be reliable," she asserts. "He has meddled with a lot of other studies." Moran says one recent example of meddling is a 2011 federal water study where, according to a published report, the Cuomo administration suggested edits to a U.S. Geological Survey report to downplay health risks associated with fracking. The governor's office maintains that its interaction with the federal government was standard and in the interest of science. Moran says Cuomo needs to commission a scientific health assessment that is independent and transparent from the start. "We can't allow fracking to be rushed in the state," she stresses. "As we've seen from neighboring states, they rushed ahead to frack and they are seeing devastating environmental and health consequences. We can't allow that to happen to New Yorkers where water is a precious resource." Moran stresses it's not just water quality New Yorkers need to be concerned about. She says a recent study by a University of Albany professor found eight toxic chemicals in the air near fracking well sites in Pennsylvania. See Public News Service website for more information.

Arthur Cusano is reporting in the Register Star the Columbia County Industrial Development Agency unanimously approved a new PILOT, or payment in lieu of taxes, agreement with Ginsberg's Foods, Wed., Nov. 5. The meeting was held at the West Ghent firehouse. Very few members of the public were in attendance, according to Cusano. The agency granted the benefits to the food distribution company in support of its pending expansion project. The agency also chose not to renew the existing PILOT agreement on the company's existing facility, when it expires at the end of 2014. Under the new agreement, Ginsberg's will pay no property taxes during the first six years of phase 1 of the project. Taxes will increase up to 50 percent in year seven, with incremental increases up to year 12, when the company will be liable for the full tax bill. A similar agreement was put into place for phases 2 and 3 of the project, when a certificate of occupancy is issued. The company must complete phase 1 within three years or the agreement will be cancelled. The agreement would also end if the company ceases to do business in Columbia Co., or if the Ginsberg family loses the majority share of the company. IDA Executive Director Ken Flood said including Ginsberg's, six PILOT agreements will be in effect countywide in 2015. The others are BAC Sales of Hudson, 2990 Realty of Hudson, Mario’s Hardware of Valatie, American Bio Medica Corporation of Kinderhook and Premiere Brands of America Inc. of Hudson. The agency cancelled a PILOT agreement with the Hudson Park entertainment center located on the Greenport/ Livingston border in 2013, Flood said. The plans for Ginsberg's new facility must be approved by the Ghent and Claverack planning boards, which will meet together Nov. 10 in Claverack. Read the full story in the Register Star.
