Ritchie S. King in The New York Times reports that there will be a record number of ticks in New York State next year, because of the small acorn harvest this fall. “I remember going into areas and you’d get the crunch of acorns under your feet,” said Neil Calvanese, vice president for operations at the Central Park Conservancy says in the story. “And this year, you kind of have to search around for them.” king reports last year oak trees produced 250 pounds of acorns each, while this year it is 25 to 30 pounds per tree. Which means a large field mice population living off the previous year's acorn glut, will die, and the ticks living off of the mice will look elsewhere for blood. “We expect 2012 to be the worst year for Lyme disease risk ever,” said Richard S. Ostfeld, a disease ecologist at the Cary Institute of Ecosystem Studies in Millbrook, N.Y. Activists and NGOs are stressing out at the United Nations Climate Change Talks in Durban, South Africa as negotiations continue on whether there will be a second commitment period of the Kyoto Protocol, the only legally binding international agreement on curbing greenhouse gas emissions. WGXC's Kelly Benjamin is at the climate talks and files this report. Climate activists formed a line inside the main corridor of the conference center in Durban today wearing t-shirts that read "I love KP" and "Treaty Now." The idea was to send a message to negotiators to not let the Kyoto Protocol die. The action was organized by TCKTCKTCK an alliance pushing for the creation of low carbon economics and immediate governmental action on climate change. The National Weather Service has issued a Winter Storm Warning for Western Greene County, beginning at 6 p.m. through 6 a.m. Thursday. Six to 12" of snow are possible in higher elevations. At lower elevations, the rain will not change to snow until later, so there will be much less accumulation.

Lisa D. Connell in the Register-Star reports that attorneys for the Village of Chatham filed an Article 78 lawsuit against Ghent, because of their dispute over a proposed new Price Chopper supermarket that would straddle the town lines. Most of the 45,000 sq. ft. store would be in Ghent, but a portion of the property lies in Chatham, where Price Chopper will close its current store. On Nov. 2 Ghent's planning board approved the State Environmental Quality Review Act (SEQRA) process, claiming the project would not substantially affect the environment in a negative way. Chatham disputes that. "This lawsuit challenges the way the town conducted its environmental review process under SEQRA,” Chatham Attorney Cheryl Roberts wrote to Connell in an e-mail. Roberts says the Chairman of the Ghent Planning Board, Jonathan Walters, has admitted that documents in the ongoing approval process have been destroyed. Read the full story in the Register-Star.

Michael Ryan in the Windham Journal reports that Democratic Party incumbent Lynn Byrne and Republican Party challenger William Pushman are tied at 165 votes each for a town council seat. According to election law, the seat is now considered a vacancy which is filled by appointment by January 1, 2012 by the incoming town council, an official with the Greene County Board of Elections told Ryan. Trouble is, the incoming town council is split two to two among Democrats and Republicans, neither of which probably wants to turn over power to the other party. Ryan, without attribution, says their is "speculation" that Republican Glenn Howard might resign. "Howard has reportedly moved, physically relocating outside the town of Lexington," Ryan writes, again without sources. "Howard could still serve on the council, if certain criteria for maintaining legal residency are met, but considerable controversy erupted, last year, when it was learned town supervisor Greg Cross had built a home in the neighboring town of Prattsville." If the board cannot decide on a candidate, then the seat would be left open until another election next November, and the board would face a year of 2-to-2 votes. A new AFL-CIO report claims that 126,000 New Yorkers will lose unemployment benefits on December 31 unless Congress extends unemployment insurance again. Unions across the country are holding protests on Thursday, December 8 to get Congress to extend the unemployment benefits, including New York actions in Cortland, Goshen, Syracuse, and Utica. New York's unemployment rate for young people 20 to 24 years old is 13.8 percent, the report points out, and 14.5 percent for African Americans and 11.8 percent for Latinos.

WGXC correspondent Kelly Benjamin is in Durban, South Africa covering the United Nations Climate Change Conference there for WGXC. He reports: Thousands of Afrikans fed up with a lack of international action on the climate change crisis marched, sang, and danced today outside the UN climate talks at COP 17 in Durban today. Negotiators from 192 countries are struggling at the summit to come to agreements on how to lower global greenhouse gas emissions and help the most vulnerable countries of the world adapt to runaway climate change that is already occurring. Greenpeace International’s Executive Director Kumi Naidoo lashed out at the United States, until recently the world’s top polluter (the honor now goes to China), for refusing to ever ratify the Kyoto Protocol, the only legally binding instrument to cut carbon emissions. “Those who are not interested in saving lives, economies, and environments, like the US, must now stand aside and let those with the political will move forward” Naidoo said. The UN Climate Talks in Durban continue this week with activists and NGOs hoping for action on securing a second commitment of the Kyoto Protocol and creating a Green Climate Fund to aid poor countries adapt to climate change.

UN negotiators are in Durban, South Africa this week debating the complex issue of reducing the world’s CO2 emissions in order to slow down global climate change. Yet there is little discussion inside the UN talks of reducing another leading greenhouse gas: methane. According to the US Environmental Protection Agency, Methane is over 20 times more effective in trapping heat in the atmosphere than carbon dioxide over a 100-year period. Much of the world’s livestock including sheep and cattle generate methane as a by-product of digestion. On average, each dairy cow belches and farts out 500 litres of methane daily accounting for 16 percent of the world’s annual methane emissions. The 60 million methane tons that cattle generate annually is almost one fifth of all global methane emissions. Maneka Ghandi, former Indian Minister of Environment and Forests and a current member of the Parliament of India is in Durban asking UN officials why they are not considering switching to a vegan diet as a legitimate way to combat global warming. Controversy around Greene Climate Fund
The United Nations climate change talks continued in Durban, South Africa today with civil society organizations and environmental activists ramping up pressure on UN delegates to come to a legitimate and binding treaty to address runaway climate change. Of particular concern for some countries is the the Green Climate Fund and how it will be implemented. Kelly Benjamin is at the climate talks in Durban and brings us this report. PLAY CLIP 3:44

USA Today reports that Germantown's free jazz legend, Sonny Rollins was honored alongside Meryl Streep, Yo-Yo Ma, Neil Diamond, and Barbara Cook at the Kennedy Center Sunday, December 4. President Barack Obama introduced each honoree, and this is what he had to say about Sonny Rollins:

"When Sonny Rollins was growing up, he and his friends would sneak into jazz clubs by drawing mustaches on themselves -- (laughter) -- with an eyebrow pencil -- (laughter) -- to try to look older. Did that work, Sonny? (Laughter.) We don't know if it fooled anybody, but they did get into the clubs.

"Harlem in the 1930s was a hotbed of jazz, and for a young musician with a big horn and bigger dreams, it was heaven. Duke Ellington and Coleman Hawkins lived around the corner. Sonny learned melody and harmony from Thelonious Monk, and Miles Davis was a regular playing partner.

"It wasn't long before Sonny earned the nickname 'the Saxophone Colossus,' and became known as one of the greatest improvisers in the history of jazz. Today, he often plays hour-long solos without any repetition, leaving audiences speechless. People sometimes wonder how he can play for so long, but in Sonny's words, 'It just means there's something out there, and I know I have to find it.'

"Sonny also loves to roam the crowd during a performance. One story goes that he was halfway through a solo one night when he jumped off the stage and disappeared. (Laughter.) Just when the band was about to go looking for him, the solo started back up. Sonny had broken his foot and was lying on the floor, but he finished the set with so much energy and passion, the audience didn't notice.

"To hear Sonny tell it, he's just keeping things pure. 'The worst thing in the world to me is to play by rote,' he says. 'You have to play from the inside; that's real jazz.'"

Thomas Kaplan in The New York Times reports that Gov. Andrew Cuomo may, after all, raise taxes on the wealthy to solve some of the state's budget woes. So far, Cuomo has refused to renew a so-called "millionaire's tax" but now he is reconsidering, in the face of a larger-than-expected budget deficit. State lawmakers may return to Albany as soon as Tuesday to consider budget remedies. Kaplan's story in The New York Times says legislative leaders were considering creating new tax brackets, with higher tax rates for the state’s largest incomes. Local governments have complained for years about unfunded mandates: laws from the Federal government or states that require local governments to do something in particular, without providing any money to pay for that action. State Senator James Seward (R/C/I – Oneonta), who represents Greene County in Albany, has a new reverse-unfunded mandate. Seward is circulating an on-line petition to shift Medicaid funding from local governments to the state. Seward says the property tax cap signed into law earlier this year is limiting local governments abilities to pay for Medicaid. So he wants the state to pay for it in Senate Bill 5889-B, which proposes an eight-year gradual state takeover of the local Medicaid costs. By 2019, the state would shoulder Medicaid costs, but Seward does not say how New York would pay for those new costs.

The Daily Mail's Melanie Lekocevic reports that Coxackie's Town Board voted to override the state's new two-percent tax cap, with Councilman Jeffrey Lewis the sole dissenting voice. Coxackie's 2012 budget 7.5 percent larger than 2011. The pension bill alone, $180,000, represents 18.9 percent of the town's total payroll. Town Supervisor Alex Betke told The Daily Mail he didn't want to borrow to cover operating costs this year. Instead, Betke said, Coxackie is cutting part-time hours in "every department." The Highway Department's part-time hours will be cut in half, as will the town's support for a seniors bus trip. For the full story, see The Daily Mail.

Governor Andrew Cuomo announced Fri., Dec. 2 that State Route 23 in Greene County will reopen to traffic on Monday, Dec. 5. Parts of the roadway in Prattsville was destroyed by the floodwaters of Hurricane Irene and Tropical Storm Lee. The road, closed between County Road 63 (West Settlement Road) and State Route 23A in Prattsville, was fully reconstructed as part of a $1.5 million project completed by Rifenburg Construction of Troy, Rensselaer County. Work to rebuild Route 23 began on September 26. The five-mile section of road was initially damaged during Hurricane Irene on August 28, but then completely destroyed by Tropical Storm Lee's floodwaters ten days later.

Lissa Harris of The Watershed Post reports that NY State Department of Environmental Conservation has extended the deadline for public comment on the state's current draft of fracking regulations. The original deadline was December 12, 2011. Members of the public will now have an additional 30 days to comment, through January 11, 2012. The United Nations Climate Change Conference is under way in Durban, South Africa this week with representatives from nearly 200 countries meeting to discuss how to address the issue of global climate change. WGXC correspondent Kelly Benjamin is at the conference in Durban and will be filing daily reports.
