The U.S. Department of Education awarded the Hudson City School District a $400,000 "Promise Neighborhoods" grant recentkly. The program aims to improve educational outcomes for students in distressed urban and rural neighborhoods. The Federal program was based on The Harlem Children's Zone, a national model that ties social service programs and educational institutions into a supportive web designed to carry children in poverty from "cradle to college." Non-profit Organizations, including faith based organizations, are eligible for the grants. Scott Waldman in the Times-Union reports that the Catholic Charities Diocese of Albany will head a group of community organizations working with the Hudson city school district to determine where services overlap. The New York State Division of Homeland Security and Emergency Services granted Greene County $893,000 to improve first-responder communications. Sixteen counties received $20 million in the program, with neighboring counties Delaware, Ulster, and Schoharie also awarded funds. The grant precedes Hurricane Irene and Tropical Storm Lee, but those local storms did show that local communications are lacking. Counties receiving awards can use the funding for mobile radios, and base stations capable of using national interoperability channels and other local mutual-aid channels. Also included are projects to construct new equipment at towers and antenna sites, projects to deploy microwave equipment to provide more reliable transmission between sites and facilities which is needed in mountainous Greene County, and projects to implement gateway technologies for linking county systems. Equipment purchased using these grants will allow different agencies to use common channels during incidents where multiple jurisdictions are involved. This is the first round of awards from the Statewide Interoperable Grant program, a new multi-year, competitive reimbursement program funded from the State cellular surcharge.

“A reliable communication network is an essential tool for emergency responders,” said Senator James Seward, who represents Greene and Schoharie counties in Albany. “These grants will help provide that tool, protecting the lives of those who live and work in upstate New York, while also ensuring the safety of our firefighters, ambulance workers and police. The funding will also offset a major expense that taxpayers simply cannot afford to shoulder on their own.” More info here.

Representative Chris Gibson (R-Kinderhook) was one of only seven Republicans who voted Tue., Dec. 20 to extend unemployment benefits and payroll tax cuts. Reps. Charles Bass (R-N.H.), Jeff Flake (R-Ariz.), Gibson, Jaime Herrera Beutler (R-Wash.), Tim Johnson (R-Ill.), Walter Jones (R-N.C.), and Frank Wolf (R-Va.) were the only members of their party to side with the Democrats. Previously, in the Albany Times-Union's Capitol Confidential, Gibson, who represents Greene, Columbia and nearby counties, said, “Last week, I voted for a comprehensive bill that did that and reformed and extended unemployment insurance.... I was disappointed that the Senate chose a 60-day measure instead. We should immediately vote to go to conference with the Senate to reach an agreement that achieves the year-long goal which everyone desires. As we pursue that, I also plan to support the two-month stopgap to ensure our constituents do not face a tax increase.” The Huffington Post has the full recall vote here.

Doron Tyler Antrim in The Daily Mail digs up as much information as he can find on the fire allegedly set by an inmate at the Coxsackie Correctional Facility in his cell at 12:30 a.m. Sunday Dec. 18 that caused injury to six guards. Nathaniel Richardson, a 28-year-old from Erie County serving a seven-year sentence for burglary, allegedly is to blame. “When staff responded and opened the inmate’s cell door, the inmate attacked one correction officer by punching him in the face twice,” a press release from the correctional officers’ union said. “Several officers and a sergeant then restrained the inmate — who was violently struggling and would not comply with the staff’s directions.” Then, the prison transfered Richardson to Albany Medical Center, where he allegedly hit another guard. The union, and the prison, did not tell Antrim the extent of the guards' injuries. Antrim quotes a union official saying that attacks on guards have increased in recent years, but does not say why. Antrim finds that between 2007 and 2009 the Coxsackie prison was in the top third of maximum-security prisons in number of assaults, according to a report by The Correctional Association of New York. In May 2010, The Correctional Association surveyed almost a third of the prison population in Coxsackie and found that 46 percent of respondents said confrontations between inmates and staff happen “very frequently.” “Clearly, Coxsackie inmates have significant concerns about the level of inmate-staff violence, even if the prison might not have the highest rates for such incidents,” the report said. John Mason in the Register-Star reports that the proposed Ancram cell tower near the Gallatin town line had another set back Mon. Dec. 19, as the Columbia County Planning Board sent back the plan to the Ancram Planning Board as "incomplete." Previously at a public hearing, many Ancram residents said they would love better service, but not with a tower in their backyards. Mariner Tower II wants to put a 150-foot lattice tower with an equipment shelter on a 9.7-acre parcel on the north side of Route 82 near the town line. AT&T would provide service there, though other cell providers could hang antennae also, which would improve cell service along Route 82. The tower is within 500 feet of a municipal boundary, so the county Planning Board has to approve the plans. The proposal needs other waivers from the Ancram Planning Board, and from Gallatin too. Albany television station WNYT is reporting that an audit of the justice court in New Lebanon from the state comptroller's office released Tue., Dec. 20 says more than $9,000 was unaccounted for and the audit calls into question one transaction for more than $2,100. Local videographer Lance Wheeler posted this YouTube video of a fire Tue., Dec. 20 at 17 Henry St. in Catskill. Wheeler reports:

"Fire fighters from two counties fought a stubborn fire in Catskill Tuesday afternoon. The fire, at 17 Henry St., was especially difficult for volunteers because of the lack of water. Two water main breaks in the village put a strain on a consistent water supply according to fire officials. Seven people were left homeless after fire destroyed the two-story, wood-framed home and an adjacent building. No one was reportedly injured."

Elaine Fernadez's "Wii the People" website has been featuring interviews with Hudson Valley residents coping with the current economic crisis. This week’s short video clip features Steve, a 19-year-old college student Fernadez met at Hulme Park, the former site of Occupy Poughkeepsie. Steve calls himself an eternal optimist and said he doesn’t want to live in a world where apathy and bad economic policies continue to dominate everyday life. Although he believes the Occupy movement was fueled by anger and frustration, Steve said the movement also “feeds off of hope and optimism.” Ultimately, Steve joined the movement because right now he sees “a future that won’t be good for all of us,” meaning the majority of Americans. If policies don’t support the well-being of the middle class, Steve worries that our government will create a hopeless climate.

The Farm Bill is up for renewal in Congress next year, something that occurs once every five years. Hunger Action Network's Mark Dunlea writes in City Limits that the collapse of the congressional "supercommittee" creates an opening for anti-hunger activists and small farmers to shape a bill that promotes health, protects the environment and supports independent farmers. Or helps agri-business maintain the status quo. Dunlea says that while the bill was expected to pass this month, now that the supercommittee plan has evaporated, it may not be voted on until Memorial Day. Rob LeDonne in The Daily Mail reports that Rosemary O’Brien of Oak Hill and Kathleen Whitley-Harm of Freehold have launched a campaign to bring broadband internet access to Greene County. So far they have met with Mid-Hudson Cablevision President James Reynolds, Greenville Town Supervisor Paul Macko, and Mark Wescott, a representative from Congressman Chris Gibson’s office. In Greenville, Mid-Hudson Cable's contract is up for renewal, and the company recently turned down a giant federal grant to bring broadband to the area. “I would urge anyone to write your local town supervisor, federal officials, and tell them this is important to you,” says Whitley-Harm in LeDonne's story. “I care about this for the future of the county. Debby Mayer reports on work conditions at the new Flanders air filter factory in The Columbia Paper. The non-unionized workers start at $7.50 per hour and get two paid 15-minute breaks per day and a half-hour unpaid lunch. The plant runs two 10-hour shifts weekdays and one (mostly automated) 12-hour shift on the weekend. Mayer writes that the factory is clean, well lit, and safety signs are printed in English, Spanish and Bengali. Flanders distributes air filters under the Ace and True Value brand names to stores such as Home Depot, Lowe's and Walmart. CEO Harry Smith was among those on hand for a ribbon cutting ceremony this past Wed., Dec. 14, though workers have been producing air filters there since mid-September. The North Carolina-based company bought the former Kaz plant on Route 9 just outside Hudson last June. Read the entire story in The Columbia Paper.

Crain's New York reports that Steve Cohen, a former top aide to Governor Andrew Cuomo, is being considered for a new post that will ensure that banks comply with any settlement of a nationwide foreclosure probe. The monitor would ensure compliance with any agreement with mortgage servicers, according to a settlement the banks were offered in March. Cohen was Cuomo's Secretary, and his Chief-of Staff when he was the state's Attorney General. He officially "departed" government service in June, and returned to private practice, accoridng to New York World. According to the proposal, the job will come with the authority to review records and audit a servicer's performance. JP Morgan, Bank of America, Citigroup Inc., Ally Financial Inc. and Wells Fargo & Co. are among the negotiating banks that will be bound by the settlement. Read the full story in Crain's New York.

Michael Ryan in The Daily Mail reports that no one knows who will be supervisor of Prattsville since surprise election-winner Alan Huggins decided not to take the job due to health reasons. Huggins, as a Republican write-in candidate, defeated incumbent Democrat Kory O'Hara by 15 votes in the Nov. 8 election. The two parties will recommend candidates to the Town Board by Jan. 1, but the board is split 2-2, Democrat-Republican. O'Hara, says he doesn't know what he would do if he is asked to continue serving. Read the full story in The Daily Mail.

The National Weather Service issued a Wind Advisory for Western Greene County and Eastern Columbia County through 1 p.m., Fri., Dec. 16. The warning also covers all of Albany and Rensselaer counties, and Western Ulster County. Winds of 15 to 30 mph are expected, with gusts up to 40 and 50 mph.

Gail Heinsohn in the Register-Star reports that Acting State Supreme Court Judge Robert Jacon ruled Thursday, Dec. 15 that a ballot challenged by incumbent Town Justice Darcy Poppey is valid and that challenger and a former justice Jack Nevers won the election by one vote. Poppey, on the Democrat, Independence, Conservative lines, led with 350 votes on election night to 348 for Republican Nevers. Counting absentee votes, Republican Board of Elections Commissioner Jason Nastke said on November 22 ruled in favor of the last ballot, giving Nevers a lead. Poppey filed an order to show cause regarding why the disputed ballot should not be declared void. The judge credited “the testimony of Commissioner Nastke. The testimony he provided was proof that the machine, the canvas and the audit all counted the ballot from Election District 7046 and that Respondent (Nevers) consistently had 348 machine votes."
