The 19th Congressional District candidates, Democrat Sean Eldridge and incumbent Republican Rep. Chris Gibson, met with the Poughkeepsie Journal Editorial Board, Fri., Oct. 3 on a live webcast.

WGXC will broadcast live a Meet the Candidates Night, hosted by the Town and Country Women's Network, Thu., Oct. 9, at 6:30 p.m. at the Washington Irving Senior Center, 15 Academy St. in Catskill. Network Chairwoman Joan Young said candidates for Congress, state Senate and Assembly, Greene County district attorney, Greene County treasurer, and town of Catskill justices have confirmed their participation. They have invited incumbent Congressman Chris Gibson (Republican) and Democratic opponent Sean Eldredge (Democrat); incumbent state Assemblymember Peter Lopez (Republican), who running unopposed; incumbent state Senator Cecilia Tkackyk (Democrat) and George Amedore (Republican); Paul Salvino (Democrat) and Joseph Stanzione (Republican), running for the open Greene County District Attorney office; incumbent and unopposed Greene County Treasurer Peter Markou (Republican); and Town of Catskill justice candidates Rick Jacobs (Republican) and Laura Krzeminski (Democrat). Each candidate present will get 10 minutes to speak, and there will also be a question and answer session, with queries culled from the audience. WGXC will air the event live on 90.7-FM and wgxc.org, and replay much of it the next day on the "WGXC Morning Show" from 7-10 a.m.

New York State reports that the Catskill Mountains may see peak fall foilage this weekend, though the Hudson River valley is not that far along. "In Greene County in the Northern Catskills, spotters based in Catskill note that color change is coming on fast and will be near or at peak by the weekend with 85-90 percent color change. Green County spotters reporting from the high peaks around Windham, Hunter and Prattsville expect peak foliage by the weekend with 80 percent color change and bright leaves of red, yellow and orange," according to the report.

Diane Valden in The Columbia Paper reports that the Copake Zoning Board of Appeals (ZBA), at a Sept. 25 meeting, stopped an $80-million, four-season-resort proposal at the base of the Catamount Ski Resort from Rock Solid Development, LLC. The proposal included a hotel and time-share with 153 residential units (256 beds) built in three phases over 10 years. Because of the recent death of Ralph Shadic, the four remaining board members voted in a tie, thus denying the project. Chair Hillarie Thomas and Frank Peteroy opposed the measure; Michael DiPeri and Jon Strom were in favor. The Columbia Paper obtained an audio recording of the meeting through a Freedom of Information Law request. On the recording, Town Attorney Ken Dow advised the ZBA that a resort hotel is a permitted use in a residential zoning district and that a previous finding by the ZBA in connection with an earlier approval of a similar project at Catamount determined that use of the property as a resort hotel, no matter how the units are owned—by time share or condominium—is still a legal use. Then Valden lists the explanations for the 'no' votes: Peteroy said the current application is a “condo arrangement” and the applicant should apply for a variance filing for a multiple dwelling. Thomas said that the current project is substantially different from the 2003-05 project and that she is not bound by the earlier ZBA decision. She said the current application is not a resort hotel as set forth in the town zoning code but is a condominium or multiple dwelling. Art Cusano reports in the River Chronicle that replacing Bingham Mills Road Bridge in Clermont at first seemed a certainty, now some local residents are wondering if its a waste of $1 million. Already, the Columbia County Public Works Committee unanimously approved a resolution for engineering firm Barton & Loguidice to get paid $108,200, “to pursue the superstructure replacement of the Bingham Mills Bridge,” which crosses the Roeliff Jansen Kill near Route 9, where Bingham Mills Road meets Mill Road on the Clermont/Livingston border. The bridge closed in 2012, "due to structural integrity issues," according to Cusano, but a dozen locals, led by Clermont resident Robert Queirolo, attended a meeting at the county building to voice concerns and, temporarily at least, stall construction. “We think the bridge itself is an unnecessary bridge to reopen,” Queirolo, who clocks the time the bridge would save travelers at 16 seconds, said. “That shortcut is, in my opinion, a very poor reason to spend over a million dollars,” Queirolo said. Emergency services have not been affected so far since the bridge has been closed, and now local residents Greg and Donna Fingar, who reside on the Clermont side of the bridge, have volunteered a piece of their property so school buses and others can turnaround at the end of the road. The Daily Freeman is reporting the Rip Van Winkle Bridge had the largest increase in vehicle crossings among five local toll bridges so far this year, according to the New York State Bridge Authority. The bridge, which connects Catskill and Greenport, had just under 3.6 million crossings from January to August, a gain of almost 55,000. The Bear Mountain Bridge, which connects Cortlandt, in Westchester Co., and Stony Point, in Rockland Co., had 4.6 million crossings, a gain of nearly 40,000. Three other bridges, the Newburgh-Beacon, Mid-Hudson and Kingston-Rhinecliff, all experienced declines in traffic volume. Drivers pay tolls to cross the bridges eastbound. Ariel Zangla is reporting in the Daily Freeman U.S. Rep. Chris Gibson said any decision on hydraulic fracturing will be made on the state level, not the federal, while his Democratic challenger, Sean Eldridge, said he opposes the natural gas drilling method, also known as fracking. The two candidates for New York’s 19th Congressional District seat spoke Wed., Oct. 1 during a forum on sustainability held at SUNY New Paltz. The forum was hosted by the New York League of Conservation Voters Education Fund and the Center for Research, Regional Engagement and Outreach at the college. Each of the candidates spoke separately and answered a number of questions from the panelists and audience on such topics as hydraulic fracturing, the Keystone Pipeline, New York City’s watershed, land conservation and climate change. Eldridge said his opposition to fracking is based on concerns for the impact it could have on climate. He also said he believes the country should be moving more toward renewable energy. Gibson argued the best way to effect change on the fracking issue would be to pursue elected office at the state level, adding that he has always supported home rule. Max Oppen is reporting in the Register Star the town of Hunter is considering a nine-month moratorium on land-use applications. During the proposed moratorium, no applications could be processed by the planning or town boards, no approvals can be given, and no action taken on site plan reviews, subdivision laws and lot-line alterations. Approximately 70 mountaintop residents squeezed into town hall to listen and voice their opinions on the pending ban, Tues., Sept. 30. Approval of the temporary building ban calls into question the immediate future for at least two pending ventures, the five-duplex Williamsburg Residential project and Cortina Mountain Estates, a 95-unit subdivision adjacent to the Cortina Mountain Ski Resort. The town currently has moratoria in place to address junkyards and mobile home parks within town limits. Those were approved by the Town Board in February. The Daily Freeman reports that the Sauer Bridge in the Saugerties hamlet of Glenerie reopened to traffic Sept. 30, after seven months of repairs. The 52-year-old Glasco Turnpike bridge over the Esopus Creek just west of Route 9W, also known as the PVI Bridge, was closed in February after a piece of the road surface fell into the creek. Arthur Cusano reported in the Register Star Columbia County Treasurer P.J. Keeler has announced, pending approval, his office will create a new position, director of business operations. The decision is part of the county's recent efforts to establish a centralized business office. The individual hired to fill the position would be responsible for overseeing all receivables for all departments and making sure those receivables are reconciled, Keller told the Board of Supervisors .1 [point one] Committee, Mon., Sept. 29. Keeler said, “There is a tremendous need for this, and our auditors recommended it as well.” The position carries an annual salary of $52,000. Keeler said funds are available in the current budget to pay for the new post. Both the .1 [point one] and Finance committees authorized Keeler's request, Monday. Tobiah Black in The Columbia Paper reports that the Taconic Hills Central School District is considering having some students watch lectures online at home. At the Sept. 17 board meeting Teacher Leadership coaches Ryan Proper and Beth Flores discussed “flipped” classrooms, recording lectures for students to watch at home, so that classroom time can include more interaction between teachers and students and less lecture. “Do you think that enough of our kids have computers and Internet access at home?” asked Board member Anna Skoda, referring to the lack of broadband connectivity in parts of Columbia County. Flores said that lectures could be put on flash drives, and DVDs for some students. The board also discussed digital textbooks for the sixth grade class. Coordinator of Computer Technology John Dodds also said at the meetng, “We’ve received 100 sixth grade laptops,” and explained how a new web server for Taconic Hills students gives students Taconic Hills email addresses, with which they will be able to communicate only with other Taconic Hills students or teachers in an “archived and monitored,” environment. Ken Lovett and Casey Seiler are reporting at Capitol Confidential Republican gubernatorial candidate Rob Astorino, the county executive in Westchester, received more than $900,000 in campaign donations from dozens of companies that received county contracts, according to a report released by the state Democratic Committee, Tues., Sept. 30. The committee's report revealed 47 companies, their principals, and subsidiaries that gave to Astorino’s campaigns since 2009 received a combined 236 contracts worth $709 million. The report looks only at money flowing from the companies and not from their principals or related individuals. The Republican’s campaign has regularly tweaked Cuomo’s administration for actions that benefit the governor’s largest donors. In other campaign news, Rick Karlin is reporting Republican Assembly member Steve McLaughlin last week sent a letter to fellow GOP members in both the Assembly and Senate. Basically, McLaughlin, who has been an outspoken critic of Cuomo, is dismayed by the reluctance of his fellow Republicans to back Astorino. In the letter, McLaughlin lays out a 13-point bill of particulars about why Republicans should not be backing the Democrat incumbent, from the SAFE Act gun control law, to Cuomo’s vow to help put the state Senate into Democratic hands. Arthur Cusano is reporting in the Register Star the Columbia County Board of Supervisors voted Mon., Sept. 29, to change the Federal Aviation Administration designation of the Columbia County Airport in West Ghent. The redesignation was due to the volume of jet aircraft operations per year. The change in designation would allow the airport to maintain a 300-foot runway safety zone, rather than a 1,000-foot safety zone. The designation change application now heads to the FAA for approval. In other business, the board approved a contract with The Bonadio (Bone-ah-DEO) Group, a Rochester-based accounting firm with offices in Albany, that specializes in maximizing financial reimbursements. The county will pay a flat fee of $200,000 a year for the firm’s services. The board also unanimously voted to appoint Todd Zbytniewski (pronounced: Zbit-new-ski) interim administrator of the Pine Haven Nursing Home and Rehabilitation Center in Philmont, effective Oct. 3. He is currently Vice President of Geriatric Services at Kaaterskill Care Nursing and Rehabilitation Center in Greene County. Zbytniewski is the former director of Pine Haven. The Columbia County Industrial Development Agency’s public hearing for public comment on Ginsberg’s project scheduled for Oct. 1 at the Claverack Town Hall has been moved to the A. B. Shaw Fire Company Firehouse, 67 State Route 23, Claverack, at 7 p.m. Oct. 15. Ginsberg’s, a large food service distributor, hopes to break ground soon for a new warehouse and maintenance facility on Route 66, directly across from the Gerald R. Simons Industrial Park. Freeman Klopott at Bloomberg reports that the New York Public Service Commission is delaying a decision on the proposed $45.2 billion merger of Comcast and Time Warner Cable, and will vote Nov. 13 rather than Oct. 2. The merger, which will affect 2.2 million cable customers, has resulted in almost 3,000 public comments, one of the most active proceedings in the commission’s history, according to PSC spokeman James Denn. The commission’s staff has recommended the acquisition be approved only Comcast keep jobs in the New York, offers faster broadband here, improves customer service, and expands in rural areas with easier enrollment standards for a program that offers cheap, high-speed Internet service to poor families.
