The Times Union is reporting the sentencing of a Eric J. Feight, the Columbia County man who pleaded guilty to domestic terrorism-related charges for agreeing to help build an X-ray weapon, was adjourned on Tue., Mar. 10. Feight, of Stockport, pleaded guilty for his role in a scheme uncovered in 2012 with a reputed Ku Klux Klansman to kill Muslims. The case is still pending against Feight's co-defendant, Glendon Scott Crawford. Feight faces up to 15 years in prison. His sentencing was moved to Sept. 17. Read the full story in the Times Union.

State Senator George Amedore (R-Rotterdam) introduced a bill (S.3808) Feb. 17 that would impose term limits for members of the New York State Senate and Assembly, which was voted down Mon., March 9, according to Bill Mahoney in Capitol New York. “Eight years is enough for the president of the United States of either party, but not here,” said Republican Assemblyman Steve McLaughlin, who represents parts of Columbia and Rensselear counties. Amedore, who represents Greene and Schoharie counties, and parts of Albany and Ulster counties, proposed no more than six two-year terms in either the Assembly or Senate beginning in January 2017. The Associated Press reports in the Albany Times-Union that New York Senator Kirsten Gillibrand (JILL'-uh-brand) joined Republican Senator Rand Paul of Kentucky and Democrat Senator Cory Booker of New Jersey Tue., March 10 introducing a bill to remove federal prohibitions on medical marijuana. The bill would apply to states, such as New York, where it is already legal. Currently, 23 states and the District of Columbia allow medical marijuana. The U.S. House already has pending legislation for a similar bill. Republican Paul has presidential aspirations, and Gillibrand and Booker come from states with governor's reluctant to allow medical marijuana. Read the full story in the Albany Times-Union.

Name the presidential candidate who used personal email for official busines, with a server on private property as an elected official. Jeb Bush, as Republican governor of Florida, is the answer to that question. But March 10 Hillary Clinton, the Democrat and former appointed Secretary of State, gave a statement, and answered questions about her email account while serving as Secretary of State, at a press conference March 10 in New York City. Bush has announced he is running for president; Clinton has not announced her intentions at this time.

The Daily Mail is reporting the Catskill Mountain Housing Development Corporation has received $300,000 in funding from the New York State Affordable Housing Corporation to fund the Greene County Trailer Replacement Program. That program will replace nine old, deteriorated owner-occupied mobile homes in the county. This is the second replacement program -- the first replaced 13 units. "Receiving a second round of funding for mobile home replacement from the AHC helps mitigate some of the most deteriorated housing conditions in the county and removes health and safety hazards from local communities,” said Karl Heck, president of the Catskill corporation. Arthur Cusano is reporting in the Register Star the Hudson City School District announced Mon., Mar. 9, it has finalized the sale of the former Greenport Elementary School to a local developer. The deal with Athens-based developer JMS Construction was closed March 2. JMS bought the parcel, which included school buildings on 20 acres of land located on Route 66 in Greenport, for $400,000. The purchase was approved by district voters in May 2014. JMS Construction owner Mark Salomon intends to build a four-story, multi-unit apartment building on the site. Matthew Hamilton is reporting in the Times Union the state Assembly's Democratic majority wants a $1.8 billion increase in school aid in the coming fiscal year. That represents $830 million more than the high end of Gov. Andrew M. Cuomo's proposed aid increase. The chamber released details of its one-house budget proposal Mon., Mar. 9, including almost $24 billion in total school aid. The Assembly proposal rejects Cuomo's proposal to tie tougher teacher evaluations and a plan that would allow "failing" schools to be taken over by outside entities to a larger school aid increase. Also left out of the Assembly's proposal is the education investment tax credit, a change in the tax code that would incentivize donations to groups that support education. The Assembly's budget also included $27 million to make higher education aid available to the children of undocumented immigrants. Marlene McTigue is reporting in The Daily Mail a bomb threat at Ravena-Coeymans-Selkirk High School Mon., Mar. 9, turned out to be a false alarm. At approximately 11 a.m., a student found a message in an on-campus restroom threatening to blow up the school that afternoon, district Superintendent Alan McCartney said. Following an exhaustive search of the building school officials were given the "all clear" and students returned to class at 1:30 p.m. McCartney said if, or when the perpetrator is identified police will be notified. A fourth oil train accident in the past month happened Sat., March 7 in Canada, and one local enviromental group is worried the next one might be along the Hudson River. The Wall Street Journal reports that the four accidents all occurred with newer tank cars, called CPC-1232s. "Each train was hauling the new tank cars, which weren’t able to prevent the crude from escaping, leaking into one river and exploding into several giant fireballs," Russell Gold and Paul Viera wrote in the Journal. March 5 there was an accident near the Mississippi River in Illinois, and there have also been other accidents in West Virginia and Canada. Locally, the accident along the Mattagami River in the Ontario upset Riverkeeper, an activist group. “We’re playing Russian roulette with our cities and environment, except all the chambers are loaded,” said Sean Dixon, a staff attorney for Riverkeeper in Mid-Hudson News. “Our state and local leaders need to use their emergency authority and act now.” Oil trains run daily along the west side of the Hudson River, with many sitting in the Albany yards between I-787 and the river. New York officials have called on federal officials to tighten regulations to prevent further accidents, but have not kept their own oil train spill fund up with inflation.

Vince Pecoraro in The Chatham Courier reports Austerlitz will get a new Town Hall soon, though it is actually a very old building, built in 1836. Town business will move into a former Methodist Episcopal church, which recently housed the Art & Antique Company of Spencertown. The Ellsworth Kelly Foundation bought the building, next door to the current town hall, for the town earlier this year. “What I would like to do is meet with all department heads in the town, just to ask what their wish list is,” Supervisor Robert Lagonia said of the town’s use of the building. “Gather that with what we know our needs are already … get that to an architect … and then get some sort of preliminary plans drawn up, which gives us some rough conceptual drawing and an idea of what it’s going to cost us to do.” The Ellsworth Kelly Foundation will help with restoration costs. The building will need a new roof, more bathrooms, hookups for heat and air conditioning, and an elevator to make the building compliant with the Americans with Disabilities Act. The National Association for Amateur Radio reports a record number of amateur radio licenses in the United States, with 726,275 radio amateurs in the Federal Communications Commission’s Universal Licensing System (ULS) database at the end of 2014. "Over the past decade the number of Amateur Radio licenses in the ULS database grew by some 8.1 percent," according to the ARRL. All those amateurs could be lobbying Congress for the “The Amateur Radio Parity Act of 2015” (H.R.1301), introduced in the U.S. House of Representatives last week. The bill -- sponosored by seven Republicans and five Democrats -- would amend Part 97 of the Amateur Service rules forcing local towns to recognize the value of amateur radio over homeowners’ association regulations and deed restrictions, often referred to as “covenants, conditions, and restrictions.” Many municipalities and planning boards do not want antenna towers attached to homes, even though they are used in emergency communications. An identical bill failed in 2014, but the ARRL says they have more support this go-round. David Morris in the Huffington Post reports that radio waves and local rule also clashed in the FCC's Feb. 28 decision about municipal broadband. On the same day the commission made "net neutrality" the law of the land, the FCC said state laws that prevented Chattanooga, Tennessee and Wilson, North Carolina from extending their publicly owned broadband networks to surrounding communities. "The FCC's decision affects just those two states' laws but will undoubtedly become a precedent to evaluate most of the other 17 states' restrictions on municipal broadband," Morris wrote. Republicans, usually proponents of home rule, immediately introduced a bill stripping the FCC of its authority to make that call. Last year Republicans tacked on an amendment to another bill that would have prevented the FCC from taking up the issue. Republicans voted 221-4 in favor of that amendment, which later died in the Senate. So, for now, it looks like local municipalities may be able to create their own, cheaper, broadband networks, but who knows for how long.

Debby Mayer reported in The Columbia Paper voters in the Germantown school district will go to the polls Tue., Mar. 10 to weigh in on a proposed $11.3-million capital project. The plan covers 27 items, including a new auditorium, new band and theater arts rooms, restrooms, adding spectator seating to the elementary school gymnasium and relocating the outdoor basketball court and playground. Polls are open from noon to 9 p.m. in the school lobby at 123 Main Street.

Josefa Velasquez reported at Capital New York Assembly Speaker Carl Heastie says the public should be concerned over Gov. Andrew M. Cuomo's aggressive budget negotiating tactics this year. During an interview with Binghamton radio station WNBF late last week, the new speaker warned that the governor's decision to tie policy-based issues into appropriation bills would upset the balance of power in Albany.  “This is not to say that the governor has not put forward good ideas, but when you want to have a system of checks and balances you don't want to limit the powers of the Legislature,” Heastie said.

Michael Ryan reported in the Windham Journal in a letter to the town planning board Windham volunteer firefighters have voiced concerns around plans underway to construct the Windham Mountain Sporting Club. Windham Hose Company No. 1 chief Michael Scarey and department president Greg Thorp composed a letter, which was entered into the record as part of the ongoing public hearing on the multi-million dollar project. Fire officials stated the department is currently ill-equipped to adequately provide the needed level of fire protection for the development. Firefighters cited inadequate year-round access, an inadequate town-wide numbering system, an inadequate and inaccessible water supply and a lack of appropriate equipment to effectively handle a multi-story blaze, as the four major areas of concern at present. The Windham Mountain Sporting Club development includes as many as 137 single-family homes, 81 condominiums, 12 duplexes and seven town homes to be built in the hills on the south side of South Street.

Melanie Lekocevic reported in The Daily Mail Greg Backus is running for mayor of Coxsackie and Donald Daoust as a trustee in the upcoming village elections. Backus is the former deputy mayor and village trustee, and Daoust is a former town councilman. Backus is a registered Republican running with the endorsement of the Coxsackie Democrats. He is a local business owner and served on the Village Board from 2007 to 2011. Daoust is a life member of the Coxsackie Fire Department and formerly served as a member of the Town Council for eight years, including four as deputy town supervisor. He is seeking to fill one of two open seats on the Village Board. Village elections are Tue., Mar. 18.

Mid-Hudson News Network reported some two dozen area residents Thu., Mar. 5, marched on Central Hudson Gas and Electric’s headquarters in Poughkeepsie to express dismay over their electric bills. The members of Nobody Leaves Mid-Hudson, a housing rights organization, told personal stories of their difficulty in paying their bills. One resident said, “We are being robbed in our community. We are being given bills that are unaccounted for. When questioned, there is no one that can give us answers as to why our bills are so blown up.” Another resident said she is paying 20 percent of her $730 monthly income to Central Hudson. A Central Hudson spokesman said the company will review the materials left by the group "just as we would any other customer."

[caption width="250" align="alignright"] The device found under the car at the Circumvention Tech Festival.[/caption]Last week, privacy experts and advocates from around the world gathered in Valenica, Spain at the Circumvention Tech Festival to discuss ways to combat government surveillance. Why? Well, besides the listening devices most first-world folks carry around in their pockets these day -- cell phones -- one might find some sort of tracking device on the bottom of a car. That's just what happened at the conference, as one of the activists found a strange looking black electronic device attached to the bottom of their car. Whether it was a hoax or a real spy case, there are clearly a host of devices to spy on citizens, and now developers are working on devices to deny those attemps at surveillance. A second version of an iOS app called "Signal" from Open Whisper Systems, a not-for-profit collective of hackers, was released recently, according to Techcrunch. The American Civil Liberties Union and the Electronic Frontier Foundation both recommend Signal as a solution for protecting your privacy. The app, launched this week on the App Store, can send encrypted group, text, picture and video messages for free from iPhone to iPhone. For Android there are two apps — TextSecure and RedPhone — that when combined do the same thing as Signal does on iOS. A Brazilian company has created something more than just an app -- an "untappable smartphone." Shown for the first time at last week's Mobile World Congress, the GT1 model does not run any kind of social network, according to ZDNet. The Brazilian government is making an "anti-snooping" email platform and has been investing in direct fiber optic cables between Brazil and Europe that will completely bypass the United States. Of course, it may not work in all settings. Wired reports a court filing recently uncovered by the ACLU says that so-called stingray devices used by the Feds can disrupt cellular service for any phone in their vicinity, and not just the targeted phones that the government claims.

Timothy Knight, the 21-year-old owner and editor of The Schohahie News, discussed his online newspaper's addition of a print edition May 19 on the "WGXC Morning Show" March 6. Knight, who is graduating from SUNY Cobleskill with a degree in communications this spring. Knight had previously freelanced for the Mountain Eagle in 2014 and 2015. Debby Mayer in The Columbia Paper reports that Germantown voters on Tue., March 10 weigh in on an $11.3-million capital project. There are 27 items in the project, including a new auditorium, new band and theater arts rooms, restrooms, adding spectator seating to the elementary school gymnasium and relocating the outdoor basketball court and playground. The property tax increase would be 36.7 cents per $1,000 of full value, so a home assessed $200,000 who would pay about $6.12 more per month in school property taxes, or $73.40 a year, beginning in 2021. If approved, the projects would be complete in the fall of 2018. The district hasn't updated facilities in such a major way in 15 years. Polls are open from noon to 9 p.m. in the school lobby at 123 Main Street, with a Thu., March 12 date saved if the election is snowed out. Read the full story in The Columbia Paper.
