Natasha Vaughn-Holdridge is reporting for Columbia-Greene Media the father of the man allegedly assaulted at a July 4th annual party at the home of Columbia County Sheriff Deputy Kelly Rosenstrach and her husband Alex Rosenstrach last year, has accused county Sheriff David Bartlett of bribery in connection with the case. Harold Handy III’s father, Harold Handy Sr., on October 24, accused Bartlett of official misconduct and bribery in connection with the alleged assault on his son. Handy made the comments during a rally in Kinderhook in Village Square. Approximately a dozen people participated. “Sheriff David Bartlett did attempt to bribe Harold with $700,000 provided by Alex Rosenstrach,” Handy’s father said. “What I’m saying is, David Bartlett conspired with Alex Rosenstrach.” Four people were indicted in connection with the assault: both Kelly and Alex Rosenstrach, Bryan Haag of Kinderhook and Cory Gaylord of Craryville. The 25-count indictment included multiple felony charges against each defendant. The senior Handy said that approximately four days after the assault, Bartlett contacted Carl Williams, of Wil-Roc Farm in Stuyvesant, Handy’s father-in-law, to arrange a meeting with the younger Handy. “This meeting was in the middle of a cornfield at Carl Williams’s farm in Stuyvesant,” Handy said during the rally. “What transpired in that cornfield is official misconduct, a class A misdemeanor.” Bartlett is currently seeking reelection on November 2. He said that Handy’s father’s accusations of bribery and misconduct in handling the case are lies. “These are lies that they’re making up — I don’t have the slightest clue if Rosenstrach or Handy got together,” Bartlett said. “I don’t talk to Rosenstrach at all. It’s political nonsense. It’s Harold Handy Sr., again, lying and I don’t have the slightest clue if somebody tried to pay somebody off. I don’t have the slightest clue what you’re talking about.” A trial date in the assault case has not been set. MidHudson News is reporting new non-stop service between the Hudson Valley and Florida begins October 25, as the low-cost carrier Frontier Airlines launches its Orlando flights. The airline will operate four weekly flights from New York Stewart International Airport. On November 2, Frontier will add two more cities — Miami and Tampa, both with flights three times per week. The Denver, Colorado-based airline says it is focused on more than just low fares; it offers customers purchase options separately or in one bundle. That includes refundability, a carry-on bag, a checked bag, the best available seat, waived change fees, and priority boarding. Read more at MidHudsonNews [dot] com.

Raymond Pignone has a rundown of the four candidates for the two District 8 seats on the Greene County Legislature, for Columbia-Greene Media: Republicans Mike Camadine and Sherry B. True, and Democrats Bill Scheriff and Harry A. Lennon. Lennon's name will also appear on the Conservative line and Scheriff is also running on the Working Families line. Camadine, 64, is a lifetime resident of Greene County. He previously served on the county Legislature from 2003 to 2007. He is employed by AECOM Engineering, an infrastructure consulting firm. When asked to define the top issue facing Cairo, he responded, "Cairo receiving its fair share of county assistance in development." Camadine said, "Getting results is what will make me successful as a legislator. ...If elected my goal is to bring historic change to Greene County by enacting term limits on the legislators, bringing more accountability by replacing the appointed county administrator with an elected county executive, to help defend county residents’ rights and freedoms and ensuring Cairo gets the development help it needs to truly stand out as the 'Crossroads of Greene County.' Incumbent Lennon, 61, lives in Round Top and he is a lifetime resident of Cairo. Lennon is employed as the Director of Audit and Management Services for the New York state Thruway Authority. He has served on the county Legislature for 15 years, and has been minority leader for more than 10 years. Lennon believes that a water and sewer infrastructure are badly needed in Cairo if the town is going to attract business and much-needed jobs. "Through my leadership position on the county Legislature I will continue to work with the Legislature and the county Economic Development Team to secure funding for these infrastructure improvements," he said. "My current priority is the development of an industrial park to serve the manufacturing, assembly and warehouse markets. Cairo is ideally located for this type of development along our Route 23 corridor." Scheriff, 57, is a resident of Purling and he has lived in the county for 16 years. He is a mechanical engineer by profession. Scheriff served in the U.S. Navy from 1985 to 1989. "A couple of the biggest problems we have within our town are, No. 1, as we all know, the opioid epidemic is astronomical and just pretending that it isn’t there or it’s not in our town doesn’t help anyone. ...Also, the lack of business within our town. We need to be able to bring a new idea in instead of just the same old town. We are no longer a resort town. We are no longer just a destination town. We need to be able to rebrand what we have or what we could be," he said. Scheriff said he feels uniquely qualified to serve as a legislator because he can work with anyone that has a good idea. True, 66, is a resident of Round Top, where grew up. She moved away for 35 years, but returned in 2014. True also considers the biggest issue in Cairo to be the need for additional infrastructure such as water and sewer. True said she likes to have her actions speak for themselves. "I have invested a tremendous amount of time and money in our town through my volunteering with the Cairo Development Foundation and the Cairo Historical Society. These two organizations have made a difference in our town and I am glad to be a part of helping to bring about the change, especially with the CDF and our work in revitalizing Main Street. I am...a good listener, responsive, honest and hard-working. I would be a full-time legislator... I look forward to bringing new business to town and helping to increase the tax base," she said. On Oct. 21 local Democrats Antonio Delgado, Paul Tonko, and Sean Maloney all voted in the U.S. House of Representatives to find Stephen Bannon in contempt of Congress for refusal to comply with a subpoena issued by the Select Committee to Investigate the January 6 Attack on the United States Capitol. Republican Elise Stefanik voted against holding someone accountable to Congress who is accused of helping to organize an attempt to overthrow the government of the United States. Stefanik also voted, hours after the January 6 storming of the U.S. Capitol, to object to Pennsylvania's electoral college votes. The measure to hold Bannon in contempt passed 229-to-202, with only nine Republicans voting with the Democrats,

News10 [dot] com is reporting a salmonella outbreak in 37 states nationwide is being caused by fresh whole onions, the Centers for Disease Control and Prevention, or CDC, said in an update this week. “Throw away any unlabeled onions at home,” the CDC said in a tweet. “Do not eat, sell, or serve red, white or yellow onions imported from Mexico and distributed U.S.-wide by ProSource Inc.” The company imported the onions from Chihuahua, Mexico, and distributed them to restaurants and grocery stores throughout the United States. ProSource said the onions were last imported August 27, but because of the vegetable’s long shelf life they may still be in stores. Investigators are still working to determine if the outbreak is tied to other distributors. The outbreak has left at least 652 people sickened, but the actual number of those who suffered from salmonella is probably much higher. The CDC recommends checking any onions for a label indicating that they were imported by ProSource Inc. from Mexico and then throwing them away. Any other fresh onions that are red, white or yellow and are without labels should also go into the trash. All surfaces that made contact with the onions should be washed with hot soapy water, and any dishes or containers should go through the dishwasher. Melanie Lekocevic is reporting for Columbia-Greene Media on the four-way race for two seats on the Claverack town council between Republicans Douglas Colwell and Stephen “Hookie” Hook on the Republican and Conservative lines, and Brenda Shufelt and Brian Yorck, on the Democratic and Working Families lines. Colwelll, 48, is a native of Columbia County, and a retired New York State Trooper. He sees affordable housing, "especially for our young families trying to establish themselves and our seniors who deserve to remain in their community that they help build." Colwell says if elected, he would seek out builders and encourage them to invest in Claverack. The development he envisions could include townhouses, small homes in a cul de sac setting and/or apartments offering multiple sizes. He believes his "problem-solving, organizational and planning skills..." have prepared him to work for the people of Claverack. "This is my first run for public office and if elected I would not only work to encourage affordable home development ..., I would grow Claverack’s youth and senior programs. ...I would work hard to continue to keep taxes down in Claverack so our families can continue to stay in our community." Town board incumbent Hook, 68, has lived in the county since 1986. He says, "the cost of living has made it very difficult if not impossible for local kids to buy homes and raise families here. It’s not just Claverack, it’s the entire county and beyond. It’s taking its toll on our community." Businesses find it difficult to fill vacancies as the workforce becomes more and more depleted, Hook noted. As a member of the town board his priority has been to keep spending in check and keep taxes as low as possible. The town budgets during his tenure have cut taxes for five years in a row. "I believe my years of experience serving as town councilman and deputy town supervisor, coupled with my years of management experience working for Columbia County, make me uniquely qualified for this position," Hook said. Shufelt, 60, was born and raised in the county and has lived in Claverack for 12 years. She is employed as the history room coordinator at Hudson Area Library. Shufelt sees the general lack of opportunities for residents — to work, to own a business or build a home, as the major challenge for Claverack today. "Our town board needs to address this issue by getting resident input, planning smartly, and seeking federal and state funding as well as public/private partnerships. This will help build the infrastructure to develop our economy and provide opportunities for affordable housing," she said. "I am running ... because I know there is so much more our government can do to meet the needs of our residents. I know the importance of working together." If elected, Shufelt hopes to work with other local governments and organizations to make broadband accessible for all, to develop affordable housing for seniors and young people, and encourage economic opportunities that will translate into jobs. Yorck, 66, has lived in the county for his entire life and is a retired administrator. He previously served as an Ancram town justice for eight years. Yorck wants to see the town's 2008 comprehensive plan, which, he believes, represents the issues and concerns of Claverack residents, receive further attention. "It can be a working guide toward addressing jobs, the environment, housing, broadband, traffic and housing needs," he said. If elected, he would revisit that document, listen to the needs expressed by the people and work to develop a board that works for everyone. Yorck said his experience in human resources, his service as a town justice and the years he served the New York State’s Emergency Management Office would make him a good town board member. Joshua Solomon is reporting for the Times Union that on Oct. 22 Gov. Kathy Hochul announced $8.4 million for two Capital Region homeless housing developments for 148 permanent and transitional housing units for women and their families. "Homeless women and children, often fleeing circumstances of abuse or domestic violence, are among our state's most vulnerable populations," Hochul said."These projects represent a substantial investment toward ensuring they not only have a safe, reliable place to call home, but also have the resources they need to begin building a better life." The YWCA of the Greater Capital Region in Troy will get $2.8 million for "major capital improvements to our historic building, ensuring the safety and security of our residents and staff for another century," YWCA of the Greater Capital Region Executive Director Starletta Smith said. That will preserve 80 units of permanent housing and 14 units of transitional housing for women and children. The entire Hudson Valley is in the midst of a housing shortage, with skyrocketing prices as demand soars and supply decreases. Read more about this story in the Times Union.

Roger Hannigan Gilson reports in the Times Union that a warming Hudson Valley climate is allowing two wineries to grow a grape variety that typically prefers a more heated environment. The Whitecliff Winery in Greenport in Columbia County, and Rosina's Winery near Middletown in Orange County are both now growing Syrah grapes, first produced in the Rhone Valley in southern France but now in vineyards in Australia, South America, and California. The climate of the Hudson Valley was traditionally been considered too cold for Syrah grapes. "The reason I'm planting Syrah is the belief that this climate will get warmer, and warm enough to ripen up those grapes, similar to what you'd see in the northern Rhone Valley," said Michael Migliore, who operates Whitecliff Winery. Michael Callisto, of Rosina's Winery, is about to harvest his first crop, planted three years ago. "I noticed the weather has changed in the last 30 years," he said. "Certain plants were growing that wouldn't have in the past." The Fourth National Climate Assessment, published in 2018, predicts the Hudson Valley will get warmer but the largest change for the region will be more precipitation, most often in short bursts. Greene County's precipitation totals, for instance, are up six inches from 1980 to 2013, according to Cornell University’s Climate Smart Farming initiative. Annual temperatures in Columbia and Greene counties rose 0.7 degrees from 1980 to 2013. Migliore says Syrah grapes can succeed here now because the growing season is longer. Cornell Climate Smart Farming Initiative viticulturist Jim O'Connell warns that climate change won't help all crops here, as others such as broccoli and lettuce could suffer under warmer conditions. But he agrees about the wineries. "Grape-growers are saying (grape varieties) that couldn't ripen 20 years ago can ripen now," O'Connell said. Read more about this story in the Times Union.

Ryan Whalen reports for New York State of Politics that, like Republicans across the country, GOP leaders in New York are touting false claims of voter fraud to oppose voting reforms. On Oct. 21 in Buffalo, the heads of New York's Republican and Conservative parties railed against several ballot propositions that go before voters this fall. "Ladies and gentleman, the back of this ballot, this is a national election. This is of the utmost importance because they're changing the way our elections are going to function," Republican party head Nick Langworthy said. Two of the propositions have to do with allowing same-day voter registration and permanently expanding absentee ballots to any voter regardless of excuse. Conservative Party Chair Jerry Kassar believes that will lead to voter fraud, even though there is no recent evidence that is the case. "That should be of a great concern to the electoral franchise so we do not believe the boards of elections have shown themselves to be able to handle this type of voting at mass volume," Kassar said. Boards of election across the country were able to handle a record number of absentee ballots during the COVID-19 pandemic without any problems. MidHudson News reports that previously the plan was to attract another hotel to the area along Route 23B west of Thruway Exit 21 in Catskill. The former Quality Inn was torn down on the site, and surrounding property was purchased to make the site attractive to potential businesses. No hotels stepped forward, though. Now officials from the Greene County Industrial Development Agency are hoping to attract health care businesses to what they now call a 60-acre business park. So far local officials have spent $3 million demolishing buildings and buying eight parcels. Now they are spending another $1.5 million from the American Rescue Plan Act to extend natural gas service from Jefferson Heights to the site. Read more about this story at MidHudson News.

Nick Reisman is reporting for State of Politics New Yorkers have adapted to the COVID-19 pandemic, according to a Siena College poll released Thu., Oct. 21, but at the same time state residents have become less optimistic that the worst of the crisis is fully in the past. The poll was conducted after a summertime spike in COVID-19 cases and hospitalizations as the more contagious delta variant of COVID-19 spread. The majority of the most serious cases and deaths are among unvaccinated people, and public health experts have affirmed the vaccine offers strong protections. The poll found the majority of New Yorkers believe the worst of the pandemic is now over, but still many believe the worst is yet to come. New Yorkers have also learned to live with the virus: 78 percent reported thinking about protecting themselves and their family from the coronavirus as they go about their day; 91 percent are comfortable or very comfortable with going to a grocery store; 73 percent are comfortable with eating inside a restaurant; 61 percent are confident going to work at the job they had before the pandemic; and, 57 percent feel safe attending a movie. Wearing a mask is now an accepted aspect of daily life for nearly all New Yorkers: 91 percent reported carrying a mask anytime they leave home. Sam Raudins is reporting for Columbia-Greene Media the Columbia County Health and Human Services building on Columbia Street in Hudson, will remain closed through Sun., Oct. 25, after three positive COVID-19 exposures were reported earlier this week. The building was closed October 20 out of an abundance of caution and will reopen after the weekend, following a thorough cleaning, county Board of Supervisors Chairman Matt Murell said. County Department of Health Director Jack Mabb said three building employees tested positive over last weekend. Approximately 150 people work in the building, that houses the departments of Health and Human Services, the Columbia County Mental Health Center, the Columbia County District Attorney’s Office and the Office for the Aging. Mabb said contract tracing was done, and the few who were exposed to the positive cases had been vaccinated. Those vaccinated and exposed did not need to quarantine, he said. Melanie Lekocevic is reporting for Columbia-Greene Media two people are vying for town supervisor in the Claverack general election on November 2. Democrat and Working Families candidate Kathleen Proper [PROE-per] will face off against Republican and Conservative incumbent Clifford “Kippy” Weigelt (WHY-gelt]. Proper, 40, has lived in Columbia County her entire life. She is currently employed as the chief human resources officer for Canna Provisions, a cannabis dispensary in Lee, Mass. Proper says the biggest issue in Claverack is a lack of planning and leadership, which could transform it into a town that works for all residents — not just some. "Young people move away because they cannot afford to live here. Many people that live here commute a long distance to find good-paying jobs. Parents drive their children to the library to access the Wi-Fi because they do not have broadband at home. Our town hall is scheduled to be demolished and there is no plan for what will be built in its place," she said. Proper argues that she would make a good supervisor because she is honest, hardworking, and authentic. "When I set my mind to something, I don’t let obstacles slow me down. I got my first job at the age of 12 and graduated from UAlbany, debt-free, at the age of 20," she said. Proper said she is looking forward to bringing a fresh perspective to Claverack town leadership, if elected. Weigelt, 69, is also a lifelong resident of the county. He is the owner of Growmax, a manufacturer of bagged and bulk soils, located in Claverack. He previously served as a member of the town board from 2003 to 2013. Weigelt said his top priority and area of focus is the financial well-being of the town. "It’s so critically important and it’s an issue that is becoming more and more challenging as costs continue to rise. It’s so important that any government 'live within its means' and do everything possible to stretch every tax dollar as far as possible. We have a responsibility to do so," he said. Weigelt points out that town officials have cut taxes five years in a row, kept spending in check and have employed smart financial planning to maintain the town's fiscal health. As for his accomplishments, he lists infrastructure improvements, equipment upgrades for the town highway department, shared services with the county and surrounding municipalities, improvements at the town parks, the development and implementation of a new employee handbook, the addition of a new time-clock system, upgrades to security features at town buildings and the park, plus the consolidation of town operations. Rebekah F. Ward reports in the Times Union that New Yorkers have 60 days to comment on new rules that would allow medical cannabis patients to grow their own plants. Medical cannabis has been legal in New York for seven years, and recreational cannabis use has been legal since April 1 this year. When they legislature legalized recreational cannabis, they also loosened rules for medical users. Currently, New York's 150,695 medical cannabis patients must purchase the drug from 10 state-licensed suppliers. “The draft regulations clearly lay out a program that will allow limited home cultivation in a safe manner, preventing diversion and abuse and allowing patients and caregivers who may be far from existing dispensaries the ability to manage their use,” State Senator Diane Savino said. The public can now comment on the proposal to allow up to three mature and three immature plants per patient. The Cannabis Control Board, announcing the public comment, did not explain how the public could comment. The Marijuana Regulation and Taxation Act that passed this spring allowed limited home cultivation of medical cannabis as soon as the Office of Cannabis Management issues regulations governing it. The law says that was supposed to happen, “no later than six months after the effective date” of the law, which passed Oct. 1. Read more about this story in the Times Union. Also The New York Post reported on Oct. 19 that Albany’s labor department issued a new guidance banning employers from testing employees for cannabis unless the worker seems visibly impaired on the job. Cannabis will be treated in the same way that alcohol is, and employers can ban workers from possessing cannabis on the job site.
