Columbia County Council on the Arts (CCCA) and Greene County Council on the Arts are pleased to announce the recipients of regrant awards through the Community Arts Grants Decentralization (DEC) Program for Columbia, and Greene. Columbia County was awarded $27,100 and Greene County $20,000 in funding in support of cultural programming and activities for 2012. Each county was also awarded a $2000 Individual Artist award.

Greene County received requests from organizations totaling $42,327 – twice the amount of available funding. Fifteen applicants received $20,000 for Project Support. They are: Athens Cultural Arts Center for a summer sculpture festival and decorative arts exhibition; Athens Cultural Arts Center, Lisa Thomas & Margo Pelletier for an Animation Film Festival with guest artists; Cairo Public Library for multi-disciplinary arts programs; Catskill Community Center & Matt Bua for a sculptural fence for the Catskill Community Garden; Catskill Community Center & Dina Bursztyn for ceramic workshops for children, teens, and adults; Community of Windham Foundation & John Quinn for production of a one-act play “Dear Amelia” to be presented at the Civil War Weekend in Windham; D.R. Evarts Library for Vision, Voice & Hands multi-arts programs; Dragonfly Performing Arts Center for performances of Charlotte’s Web at Gallaghers in Cairo; Heart of Catskill & David Woodin for classical music concert by Catskill Community Orchestra; Love ‘N Care Pet Sanctuary & Margo Muller for “Water, Water Everywhere!” - a children’s theater project about the power of water from the ice industry to Hurricane Irene’s aftermath produced with support from the Zadock Pratt Museum, photographer Larry Gambon, and Praatsville community members; Mountain Top Historical Society & Elaine Warfield for swing dance lessons & live band performance in Tannersville; Oak Hill Preservation Association for presenters for Oak Hill Day; Schoharie Creek Players for production of Dancing at Lughnasa; Town of Hunter & Kevin VanHentenryck for outdoor stone carving class & demonstration on Route 23; and Windham Public Library for arts activities.

Columbia County received requests from organizations totaling $62,116 – more than twice the amount of available funding. Twenty-one organizations received $27,100 for DEC Project Support, which includes organizations that act as a conduit (fiscal manager). Allissa Kline of Buffalo Business reports that state and federal personal income tax returns are not due until April 17 this year. The traditional April 15 tax deadline falls on a Sunday this year, and the Monday is the observance of Emancipation Day in Washington, D.C., so taxes are due on Tue., Apr. 17. The holiday commemorates the day President Abraham Lincoln signed the legislation to free slaves in the nation’s capital. It has been a public holiday since 2005.

Voters in New Hampshire are voting in presidential primaries today, Tue., Jan. 10. Residents in the small town of Dixville Notch, New Hampshire, got things started at midnight, per tradition. Former Massachusetts Gov. Mitt Romney and former Utah Gov. Jon Huntsman each won two votes of the nine cast in the contest, according to Fox News. Former House Speaker Newt Gingrich and U.S. Rep. Ron Paul (R-Texas) each received one vote. President Barack Obama took three votes in the Democratic primary. Jimmy Vielkind in Capitol Confidential reports that Gov. Andrew Cuomo called five special elections for March 20, coinciding with village elections, including one that will choose who represents most of Columbia County in Albany. Last November, Assemblymen Marc Molinaro ran and won the Dutchess County Executive seat, leaving the 103rd District without representation. So far, Pat Manning, a Republican who held the seat before losing to Molinaro in the 2006 primary, has announced he is running. Read the full story in Capitol Confidential.

The Daily Freeman reports average retail gasoline prices in New York rose 8.1 cents per gallon in the past week, averaging $3.60 per gallon Sunday, higher than the national average, which has increased 7.9 cents per gallon in the last week to $3.34, according to gasoline price website NewYorkStateGasPrices.com. The Daily Freeman website tracks individual stations at http://www.dailyfreeman.com/gasbuddy/, and says the cheapest gas now is in Palenville, where the Mobil at 3388 NY23A has regular gas for just $3.47 a gallon. $3.53 at the Mobil on Fairport Ave. in Greenport, and at the Slater's Smart Shop and Stewart's in Cairo is the next lowest gas price locally, according to The Daily Freeman's web app.

A coalition of anti-fracking groups held a "people's hearing" on Saturday at SUNY Delhi. The meeting was held so that Catskill residents could have their public comments about hydraulic fracturing officially transcribed and recorded. The New York State Department of Environmental Conservation didn't organize an official public comment meeting in Delaware, Schoharie, Greene, Ulster, or Otsego, and many other counties when it held public forums on natural gas drilling in November. Rhizome's 2012 Commissions award applications are due Sunday, April 15. This program supports emerging artists by providing grants for the creation of significant works of new media art. Projects can be made for the context of the gallery, the public, the web, or networked devices. Rhizome Commissions awards generally range from $1,000 to $5,000. The Rhizome Commissions program is supported, in part, by funds from Deutsche Bank Americas Foundation, Wieden + Kennedy, the Jerome Foundation, the National Endowment for the Arts, and by public funds from the New York City Department of Cultural Affairs and New York State Council on the Arts.

Diane Valden in The Columbia Paper tracks how bear hunting in Columbia County went in its first season. She reports ten black bears were legally shot in Columbia County during the hunting season this past fall. The New York Department of Environmental Conservation (DEC) allowed Westchester, Putnam, Dutchess, Columbia, Rensselaer and Washington counties, and the portion of Rockland that was not already open for black bear hunting. Bear hunting has been allowed west of the Hudson, including Greene County, for some time. Valden's story also tracks 64-year-old grandmother Dona Whiteman, who shot one of the ten with a muzzleloader, a 400-pounder shot in the Town of Claverack in Hollowville. She was watching a doe from up in a tree when a black bear emerged from the woods. "She took about 10 seconds to make sure her shot would hit a vital organ toward the front of the bear and pulled back the trigger," Valden writes. "The bear fell, then ran and was done in 50 feet, she said. She sat in the tree for another hour or so, still waiting in hopes of getting a shot at a doe." Read the full story in The Columbia Paper.

Senate Majority Leader Dean Skelos says the State Senate and its Republican majority will pass the Iran Divestment Act of 2012 during a session Monday, Jan. 9. “The Senate’s swift action shows how important it is that we stand together to condemn tyrannical governments like Iran which sponsor terrorism, have attempted to acquire nuclear weapons and threaten U.S. allies like Israel, as Iran has repeatedly done," Skelos said in a press release. "I applaud [Democrat Assembly] Speaker [Sheldon] Silver for taking the lead on this effort and moving it forward in the Assembly.” The Iran Divestment Act of 2012 (S5917A) was modeled after similar legislation in California and, "conceived with help from the Jewish Community Relations Council of New York," according to Skelos' press release, would prohibit companies that provide goods, services or credit worth $20 million or more to Iran's energy industry from entering into or renewing state and local government contracts. The legislation directs the Office of General Services to create a list of people, corporations and other organizations with investments of more than $20 million in the Iranian energy sector. Those on the list would be excluded from bidding on government contracts. The bill also requires individuals or entities to certify they are not on the list when they submit bids to state and local agencies.

Scott Waldman in the Albany Times-Union has another one of those, 'boy, there sure are a lot of musicians in Hudson' stories. In this one, he outs Replacements bassist Tommy Stintson, and name-checks, "Grammy-nominee Meshell Ndegeocello, and down the road is Melissa Auf Der Maur, the bassist for Hole and Smashing Pumpkins. Lenny Kravitz's longtime producer, Henry Hirsch, turned an 1869 church into a recording studio. Members of indie bands Vetiver and Buke and Gass are now Hudsonians." Michael DeMasi in The Albany Business Review reports Trader Joe’s will open a 13,000-square-foot store at 79 Wolf Road in Colonie, just north of Albany off the interstate. Jeff Alexander in the Register-Star reports that Kinderhook Republican Supervisor Patrick Grattan was sworn in as Chairman of the Columbia County Board of Supervisors on Thu., Jan., 5 in Hudson. Grattan replaced Roy Brown (R-Germantown), who did not seek the chairmanship. Grattan said he would not be using a county-owned vehicle, despite that traditional custom among board chairmen of using county vehicles. He also says he will not use a county-owned cell phone, which may save the county one cell phone plan, but means his own cell phone records could be subject to freedom of information requests, if he uses it for county business. The local ski resorts did not get the snow they want this past week, but the bitter cold mid-week did allow them to add a lot of artificial white stuff to the mountains. Catamount Ski in Columbia County reports 22 of 33 trails are open (they expect 25 open by Saturday), with four of six lifts running, and 12-30" of artificial snow. Windham Mountain has an artificial snow base between 12" and 38" on 25 trails with six lifts open. Hunter Mountain has up to 12" to 50" of mostly artificial snow on 36 trails with seven lifts.

Emilia Teasdale in The Columbia Paper reports that the Ichabod Crane School Board holds a series of public forums in the coming months:
• Jan. 10: Budget projections will be presented for one-bell and two-bell busing systems. The proposals for these systems would reduce the number of bus runs each day.
• Jan. 24: Discussion about high school electives and full-day or half-day kindergarten with the public, and what to do with the elementary schools in Valatie and Kinderhook the board shuttered last year.
• A February forum about sports and special education.
The story says the board is in negotiation with the Village of Valatie and the Town of Kinderhook to lease the Martin H. Glynn School in Valatie for offices. There may be a referendum on the May ballot with the annual school district budget vote about the leasing or sale of the building. Read the full story in The Columbia Paper.
