Jim Planck is reporting in The Daily Mail Ulster-Greene ARC has been awarded more than $600,000 through the New York State Balancing Incentive Program. The funds will be used to help provide employment opportunities for the developmentally disabled. A portion of the funds earmarked for Greene County will also be used to enhance and expand the county's public transportation system. The funds originated with the federal Affordable Care Act. Ulster-Greene ARC Executive Director John McHugh said the award will directly support the creation of a food and catering service, a lawn care business and a commercial cleaning unit. The agency will now be able to provide relevant vocational training, create three dozen jobs and provide work experience. Read the full story in The Daily Mail.

Michael Ryan is reporting in The Daily Mail the Greene County Ambulance Task Force will present its proposal for a new countywide ambulance system to lawmakers next month. The plan is expected to call for the hiring of eight or nine full-time crews staffed with a paramedic and an EMT. Rigs would be stationed strategically throughout the county and shifted, when necessary, to multiple call areas and during peak and low call periods. A non-profit entity would be created to operate and administer the system. The estimated cost is $6.5 million. The plan is expected to be presented to the Greene County Legislature Health Committee in early March. A decision by the full legislature would occur in the spring. The task force was appointed by the legislature in late 2013 to explore steps to improving the county’s EMS operations. Read the full story in The Daily Mail.

The Daily Freeman is reporting March 1 is the filing deadline for all property owners seeking state tax exemptions. Property owners who currently receive the Enhanced STAR, Senior Citizen, Agricultural Disability, Forestry or Wholly exemption from property taxes must file their renewal form by March 1. All property owners in New York state are eligible for the Basic STAR exemption on their primary residence as long as their adjusted gross income is less than $500,000 per year. Property owners who currently receive the Basic STAR exemption do not need to file a renewal form. Property owners who will be 65 years old by Dec. 31 might be eligible for the Enhanced STAR Exemption and should contact their local assessor’s office before March 1 to find out. Scott Waldman in Capital New York reports that New York Governor Andrew Cuomo's plan to update the electrical grid is facing setbacks and lacking momentum. "Once heralded by the governor as a transformative way to bring down energy costs for consumers while increasing jobs at upstate power producers, the plan announced more than three years ago has produced little progress on a core initiative: a nearly $1 billion project to run AC transmission lines around Utica or the Catskills and down the Hudson Valley to meet downstate's growing power needs," the report says. Locally, the high-voltage transmission lines would cut through near Athens in Greene County and then through parts of Columbia and Dutchess counties. Recently developers resubmitted reworked plans for power lines, after months of community objections and with several town boards passing resolutions against the transmission lines. The state Public Service Commission is now also delaying action. Instead of approving plans, the PSC is holding a June conference on whether they're needed at all. The story says, "the window in which it makes sense to undertake the upgrades seems to be closing, due to a combination of energy capacity improvements, strong local opposition, and competing goals in the state's future energy plan." For the second year in a row, the winter is too cold for COARC's annual Polar Plunge fundraiser Feb. 21. The annual event involves folks pledging to those who dare jump in Copake's Upper Rhoda Pond at Camp Mahican to help those with disabilities. "The Board’s Fundraising committee has decided to cancel this year’s Polar Plunge due to extreme weather conditions. The amount of ice and snow this year has made preparation of the site impossible," a note on COARC's website said. Computer donations should be credited automatically, and cash or check donations, can be refunded by calling 518-672-4451.

Jim Planck is reporting in The Daily Mail the town of Catskill and Greene County have come to terms on the county's use of the Washington Irving Senior Center as a Meals on Wheels preparation site. Catskill Town Supervisor Joseph Leggio said the lease agreement was signed Mon., Feb. 9. Under the terms of the new lease, the Wheels program no longer has exclusive use of the center's kitchen for five hours each day. The county also agreed to pay rent in the amount of $1,250 per month. The volunteer-supported Meals on Wheels program is administered in Greene County by the Department of Human Services. The food that is distributed to the home bound is cooked and boxed in the senior center’s kitchen. Read the full story in The Daily Mail.

Melanie Lekocevic is reporting in The Daily Mail after 40 years, the fate of the Athens Street Festival is in doubt. With key leadership positions now vacant no one is prepared to organize and run the July 2015 event. In addition to the loss of key volunteers, the festival is also facing financial challenges. Revenue has been lost from two important sources, most notably the Athens Community Foundation, which cut its support for the fireworks show by more than half. Also, the town of Athens is no longer offering financial assistance. It will not contribute any funds to support the 2015 event. At a meeting Sat., Feb. 7, village mayor Chris Pfister floated the idea of changing the scope and focus of the festival. The committee is now seeking an overall manager for the event, as well as a treasurer. Anyone interested in helping are encouraged to contact village officials. The Daily Freeman is reporting the Kingston Oil Supply Co., also known as Kosco, has sold its propane division to Paraco Gas, according to a press release. Paraco Gas is a family-owned and operated business and the largest independent propane supplier in the Northeast. Paraco has been serving the Hudson Valley for more than 40 years, while Kosco has been serving the region for nearly 60 years. The Kosco fuel oil operation will continue to operate under the leadership of the Motzkin family. Kosco is based in Saugerties; Paraco Gas is in Rye Brook, Westchester Co. The forecast seems to have verified across the entire region. Now our attention turns to the end of the week and the weekend as we track cold air that may challenge records, and the potential for more snow...

The National Weather Service in Albany's Winter Storm Warning remains in effect until 6 a.m., Tue., Feb. 10. Total storm accumulation of 8 to 14 inches is expected through Monday night. The snow is expected to taper to snow showers Monday night. Some patchy freezing drizzle will be possible.

Due to inclement weather, the Greene County Legislature's County Services and Public Works Committee meetings scheduled for this evening (Mon., Feb. 9) have been cancelled and rescheduled for 6 p.m., Tue., Feb. 17.

The Catskill Police Department is reporting on its Facebook page the parking plan for snow removal in the village of Catskill begins 8 p.m., Sun., Feb. 8. All vehicles should be parked on the odd side of the street from 8 p.m., Sunday until 8 a.m., Monday. Vehicles should then be parked on the even side of village streets from 8 a.m. to 8 p.m., Monday. Vehicles should continue to switch sides of the street every 12 hours, until the snow emergency has been canceled. Parking enforcement will remain in effect until all snow is removed from village streets. Also Effective Sun., Feb. 8, from 8 p.m. until 8 a.m. parking is not permitted on Main Street from Greene Street to Summit Avenue each evening to ensure that Main Street is one of the first streets to be cleared of snow. Residents who usually park on Main Street should utilize the municipal parking lots. Any offending vehicle will be ticketed and towed at the owner’s expense. Mayor William H. Hallenbeck Jr. has declared a snow emergency in the city of Hudson, effective 8 p.m., Sun., Feb. 8. Beginning at 8 p.m., Sunday, all cars must be parked on the odd side of the street. Parking is prohibited on the odd side of the street for 24 hours. Beginning 8 p.m., Mon., Feb. 9, all vehicles must be moved to the even side of the street and remain there for 16 hours, until 12 p.m. (noon), Tue., Feb. 10, when the snow emergency ends. Snow removal will take place from 12 a.m. (midnight), Wed., Feb. 11 and into early morning, Fri., Feb. 13. Residents are to follow posted snow removal signage. Sidewalks on Warren St. must be shoveled to the curb within 12 hours after the storm is over, and within 24 hours for the rest of the city. For information, cityofhudson [dot] org.

Arthur Cusano reported in the Register Star the Columbia County Board of Supervisors announced it will hold a public hearing on bids to purchase Pine Haven Nursing and Rehabilitation Center, 6:30 p.m., Mon., Feb. 23 at 401 State St. in Hudson. The hearing was rescheduled from Feb. 2, due to inclement weather. Long Island-based Premier Healthcare Management and Centers Health Care, a company based in the Bronx, are vying to purchase the 120-bed county-owned nursing facility located in Philmont. At the hearing, each company will make a half-hour presentation, followed by a 15-minute question and answer period with the public.

Eric Anderson reported in the Times Union at least 109,000 people in the Capital Region may be affected by a data breach. Locals who have medical coverage with Anthem/Empire Blue Cross, the state’s Empire Plan, or the NYSHIP Empire Blue Cross/Blue Shield HMO may have had personal information stolen from the parent company Anthem. Anthem said Feb. 4 its database with 80 million current and past members, and employees names, birthdays, Social Security numbers, street addresses, email addresses and employment information was breached. The attack was discovered Jan. 29.

Brian Hubert reported in the Daily Freeman on the controversy surrounding the proposed Pilgrim Pipeline. If built, the pipeline would closely follow the New York State Thruway right-of-way and carry Bakken crude oil from a terminal in Albany to refineries in Linden, New Jersey. Refined products would be returned north via the same route. Riverkeeper attorney Kate Hudson said she has grave concerns about the proposed 178-mile pipeline. She said unlike barges and railcars, pipelines are not loaded with a finite amount of product. Pipeline construction would create turbidity in streams and rivers the project crosses, and a leak and explosion in one pipe could compromise the other line, causing it to explode, Hudson said. And when spills do occur in a waterway, cleanups fail to remove a majority of the spill. Recovering 25 percent of a spill is considered a successful cleanup, she said. Pilgrim Pipeline spokesman Paul Nathanson said concerns about the $1 billion project are overblown. He said opponents of the project are providing inaccurate information. Pipelines are safer than trains or barges and the recent spills all happened on older pipelines, Nathanson said. The proposed line would be monitored 24 hours a day, and the flow could be shut down remotely if a pressure change is detected, he said. If approved, Nathanson estimated the project would create 2,000 construction jobs and about 50 permanent jobs.

Katie Kocijanski reported in the Register Star the New York State Department of Environmental Conservation will take the lead on the town of Clermont’s brownfield cleanup project. The site is located along Route 9, just north of the town hall and highway department. The town originally acquired the 20.5 acre site in 2003. Seven acres are contaminated by pesticides from the former Hettling Farm apple orchards. Overuse of pesticides and fertilizers on the orchards, row crops and vineyards contaminated the soil. The town hopes to use the rehabilitated land for recreational purposes in the future.

The Albany Business Review reports that the Town of Berne in Albany County bought a 350-acre former Buddhist retreat for $475,000. The story says the sale is part of a plan to use the land on Game Farm Road, and a 5,000-quare-foot lodge and a retreat house there, as a tourist attraction to generate money for the town. The Open Space Institute, a New York City-based group formed to acquire and protect land for environmental purposes, gave a $237,000 grant and $25,000 in associated transaction costs to Berne in the deal. The town also got $125,000 from the Albany County Capital Resource Corporation, so it ultimately paid $112,500. The property was formerly the site of the Center for Wisdom & Compassion.
