Joshua Fried is gathering support for his debut experimental album. Fried is the artist behind the project Radio Wonderland, and can be heard every Saturday morning at 10:30 a.m. on free103point9 (both online and radio station WGXC 90.7-FM).



Gamma Wave Color Mixer

Cammisa Buerhaus is a 2013 Wave Farm Artist-in-residence. She is seeking support for her new project the "Gamma Wave Color Mixer," which operates in tandem with her hand-built Chroma Color Organ.

The Sacremento Bee reports that 80 proposals related to radio-controlled drones in 39 statehouses across the country, according to the National Conference of State Legislatures. In New York, two Brooklyn Assemblymen introduced bills in Albany this past week. Christopher Robbins in Gothamist reports about Bronx Assemblyman Luis Sepúlveda's bill, which prohibits drone use to gather evidence, "except when authorized under a warrant issued by a court of record or justified by lawful exception to the warrant requirement." Sepúlveda released a statement, saying that he plans several other drone bills, "Banning drones from being armed; clearly defining what constitutes a drone; restricting the use of drones by private citizens; and streamlining the mechanisms to secure permits for responsible drone usage concerning its commercial applications." Tom Precious in The Buffalo News reports that Assemblyman Nick Perry’s legislation, would “protect New York state residents from unwarranted and unauthorized use of drones or other unmanned aircrafts to conduct surveillance upon them inside their homes or place of worship or within the closed confines of their property or other locations where a person would have an expectation of privacy.’’ The Buffalo News says the bill exempts patrols along the Canadian border to prevent illegal entry of people or drugs and other substances, and to counter a "high risk of a terrorist attack by a specific individual or organization based on credible intelligence determined by the commissioner of homeland security and emergency services.'' His proposal includes individual use for "lawful purposes, including recreational or hobby purposes.''

Philadelphia-based radio access advocacy group Prometheus Radio Project says there might be 21 new low-power FM radio frequencies available in the Albany-Schenectady-Troy market. There's an October deadline at the Federal Communications Commission for non-profit organizations to apply for low-power FM licenses that can cover entire towns. "Not all channels are usable in real-world conditions, and not all channels are in locations with actual demand for community radio," the group says. "These numbers are not gospel -- they are informed guesses made by the Prometheus technical team using FCC tools." In New York State, here are some possibilities: Rochester, up to 32 new stations; Catskill, one; Hudson, two, Kingston, four; Saugerties, three. See more information at Prometheus Radio Project.

Laura Hadden and Tennessee Watson (Brooklyn, NY), Wage/Working

Wage/Working addresses the issues of income inequality and the concept of wage through a time-based transmission installation and radio broadcast series. During their two-month residency Hadden and Watson will be collecting stories and interviews with workers in the Columbia/Greene County community regarding their jobs and their relationship to their work. These stories will be edited to a length, which corresponds with the amount of time it takes them to earn $1, creating an inverse relationship between monetary value and time. This Live Interactive residency is a special partnership between free103point9 and the Association of Independents in Radio (AIR), and supported in part by the National Endowment for the Arts.

Zach Poff + N.B.Aldrich (Brooklyn, NY) Wave Farm Translations

Poff and Aldrich will pursue emergent phenomenon in the Wave Farm's hidden soundscape, translating atmospheric radio, underwater sound, and tiny natural vibrations into outdoor sculptures that encourage listeners to consider the unexpected results of our relationships with each other and our environment. Their project, Wave Farm Translations, will include three phases: Research, Production, and Sharing, which will include a WGXC 90.7-FM interview/playlist, a sensor-building workshop, and complete online documentation.

Redux (Mark Cetilia and Joe Cantrell) (Providence, RI), Song for Søren Larsen

Song for Søren Larsen will take advantage of various aspects of radio and other broadcast media to create a generative audio space enabled by the contributions and commingling of the electromagnetic broadcast spectrum with the bodies of the performers. A network of three recursive audio feedback sub-systems will be used to construct the performance. These systems include short wave loop antenna hardware, low power AM transmission, and the unique opportunity afforded by the Wave Farm residency, access to the full-power signal of WGXC 90.7-FM.

Brian House (Providence, RI), A Striking Clock (working title)

During his residency at Wave Farm, House will invoke the spirit of a town striking clock for the electroacoustic community created by the WGXC transmission. At regular intervals, a short musical piece will be broadcast. However, this piece will not simply count off the hours like a striking clock -- rather, it will be the sonified data of online and physical phenomena within the geographic broadcast area. Data will be gathered from many sources: online content platform APIs such as Twitter, Flickr, etc, filtered geographically; macro environmental measurements including weather and astronomical phenomena; and local sensor systems placed on the grounds of Wave Farm measuring ambient acoustics, motion, electromagnetic qualities, and other conditions.

SPEKTR collective (Aljosa Abrahamsberg, Matthew Biederman, Marko Peljhan, and Brian Springer) (Montreal, Canada) THE DARK SPECTRUM (working title)

THE DARK SPECTRUM follows a series of electromagnetic (EM) spectrum mapping, interception and transmission performance structures, which the SPEKTR collective started exploring in 2004. Their new work in this series will focus on processes of encoding/decoding of the EM spectrum and natural/man made signals. SPEKTR will collectively spend time with a standard suite of tools: HF, VHF, UHF and L-band Receivers and Transmitters software defined radios, home-brew VLF receivers, and ELF probes complimented by software toolkits (COTS and custom coded) to decode, encode and visualize digital signals. Combined with image and audio recording devices and manipulation strategies, the collective will work together to develop new ideas and segments for a new performance focusing on the digital and encoded/encrypted signals domains.

Cammis Buerhaus (New York, NY), Natural Human

Buerhaus will temporarily install multiple spring reverb sculptures on the Wave Farm Property. These sculptures will serve to amplify the two types of sound: Natural Sounds and Human Sound. Natural Sound will be sourced from the property, and will include natural weather systems, physical features of the land, and animal activity. Human Sound will be drawn from spoken texts, which will be informed by transmission and media art resource materials available in the Wave Farm Study Center Library.

Brett Ian Balogh (Chicago, IL), Drone Home

Drone Home is a community action, radio broadcast and robot performance that provides a critique of the use of unmanned drones in warfare and surveillance. It offers an alternative to the centralized, unilateral decision-making paradigm currently employed in drone operation by engaging the communities served by WGXC 90.7-FM  in the collaborative control of a small-scale, unmanned aerial vehicle. Radio listeners will make drawings on a web-based map of free103point9's Wave Farm, which will serve as a flight path for the drone. The drawing coordinates will then be transmitted to the drone using packet radio from the station, and a ground crew will take long-exposure photographs of the flight to capture this path as a light painting. The sum of these actions will stand as an example of using a possibly disruptive and invasive technology for the purposes of community involvement and creative output.

Hethre Contant (Brooklyn, NY) Radio Epi(c)phony from The Weimar Republic


During her residency Contant will further develop a performance for radio based on research about transmission during The Weimar Republic. This research was compiled in her Master's thesis, which received The Distinguished Thesis Award from The New School's Media Studies Department in 2012. Over 90 pages of historical, technical, and theoretical writing addresses a lacuna in media scholarship about the importance of this radio epoch. However, in its academic form, Contant realizes that her research remains limited to a small, rather specific community. A public performance and archival documentation of her proposed performance, makes Contant’s research accessible to a wider public audience.

Sam Sebren (Athens, NY), Re: Search

Sebren is a multidisciplinary artist who began his career in the East Village New York arts scene in the 1980s. A prolific maker, Sebren's visual works take form in installation, collage, painting, photography, video, and public works. His sound-based works have ties to noise and no-genre music (Menlo Park Recordings). More recently Sebren has delved deeply into the medium of radio. At Wave Farm, Sebren will engage in a research project culminating in a un-documentary about the history of radio and of transmission artists.

Aliza Simons (Brooklyn, NY) The Tip Of The Crest Of The Bridge

The Tip Of The Crest Of The Bridge consists of sixteen artist-built low-power FM transmitters. Each transmitter broadcasts a small segment of audio on loop. Together, these audio segments create an overarching sound collage and narrative story constructed from the seventy community radio stations visited by Simons in 2009 and 2010 while living in Sierra Leone, The Gambia, Argentina, Ecuador and the Canadian Arctic.

free103point9's Wave Farm Residency Program provides artists with valuable assistance with which to concentrate on new transmission works and conduct research about the genre using free103point9's resource library. Resident artists perform, are interviewed, and create playlists for a Saturday broadcast on WGXC 90.7-FM, a FM radio station and media project in Greene and Columbia counties, upstate New York.

On Feb. 13, Mike Rogers (R-Mich.) and Dutch Ruppersberger (D-Md.), the chairman and ranking member of the House Intelligence Committee, respectively, reintroduced the Cyber Intelligence Sharing and Protection Act of 2013 (H.R. 624). CISPA, as it is known, was highly controversial, and eventually withdrawn, last year. The bill, designed to make information sharing between intelligence agencies and private businesses easier, was attacked by civil libertarians. CISPA would have legally protected from prosecution any business that shared information about its customers or employees, including Facebook posts and email, with intelligence authorities. The bill was reintroduced the day after the White House released an Executive Order on cybersecurity, which included some of the information-sharing provisions of the original CISPA bill. The Executive Order and new version of the bill also come after several reports of repeated hacking of Western government and corporate websites coming from the Chinese government. The House Intelligence Committee holds its first cybersecurity hearing of the year Thu., March 14, and will discuss the bill then.

Florida Democratic Senator Bill Nelson came to pick a fight at the U.S. Senate Committee on Commerce, Science, and Transportation “Oversight of the Federal Communications Commission” hearing March 12, 2013 at 2:45 p.m. During his C-Span moment, Nelson cited an FCC rule requiring that broadcast ads, "fully and fairly disclose the true identity" of their financiers, and wondered why the commission was not living up to this edict. Political ads currently identify the sponsoring group, but Nelson wants the public to know who the individuals are behind the groups with the All-American names that are currently disclosed. The FCC's five commissioners all said that they supported transparency, but avoided any specific change of the current limited disclosure. Texas Republican Ted Cruz thought Nelson was trying to create an end run around the Disclose Act's 59-vote failure to pass the Senate four years ago, and said the FCC should stay out of partisan politics. The meeting ended with Sen. Jay Rockefeller (D, WV) announcing a classified briefing on government use of spectrum Tue., March 19.

Third Coast Festival -- an October conclave of audio documentaries in Chicago -- has an open call for their ShortDocs Challenge that is appetite themed (sponsored by a food organization). The 2013 ShortDocs Challenge invites anyone to produce audio stories that are:
• inspired by the idea of “appetite”
• two to three minutes in length
• presented in three “courses” (think: chapters)
• include one of the five tastes in the title: bitter, salty, sour, sweet, umami.
The deadline for submitting your ShortDoc is April 30.

It is spring pledge drive time in the land of community radio: Resonance FM, WFMU, WBAI, WGXC, and many others have current campaigns to raise operating expenses. WBAI's situation is actually more drastic, as the New York City non-profit Pacifica radio station launched an emergency effort March 5 to raise a half a million dollars to stop the possible loss of its transmitter atop the Empire State Building. "The campaign titled 'The Transmitter Fund' aims to raise the funds needed to bring current the transmitter tower rent, which fell drastically behind in the aftermath of Hurricane Sandy," Pacifica's website says.

The show is an independently-produced, half-hour daily national and international radio news program focusing on peace and social justice issues in the U.S. and around the world. It is a non-profit organization, with funding from Pacifica Radio Network, as well as community radio stations across the US and listener-donors. Part of Fennelly's two-night residency at Brooklyn exhibition space, in this set he was accompanied by renowned choreographer and long-time collaborator Miguel Gutierrez. After four years of constant collaboration, trans-continental performance, cohabitation, and detritus exorcising from 2001-2004 as their duo Sabotage and the early formative years of The Powerful People, this evening marks the first time Fennelly and Gutierrez had performed together in over eight years.

Hosted by Eve Essex. Originally aired Feb. 4, 2013 on ARTonAIR.org. "Issue Project Room Radio" will air on free103point9 Online Radio and WGXC 90.7-FM at 2 p.m. the second Saturday of the month in 2013. For this new work, commissioned by Issue Project Room and premiered on September 8, 2012, Chen and Terry have devised customized instruments that feature large numbers of strings (as many as 80 on a single instrument) arranged according to highly redundant tuning schemes designed to maximize on the occurrence of string sympathy. These instruments- modified autoharps and a lapsteel guitar- are designed to reveal the subtle interactions of closely tuned strings as they sound and decay. Plucked single notes surrounded by halos of sympathetic vibration, chords made of shifting, sustained drones and cascading, harp-like washes of sound are made possible through playing techniques both borrowed and invented. Compositionally, this piece is intended to create an unhurried, focused listening experience, an immersive sound environment that lends itself easily to a slowing of sense perception. Structurally, it borrows much from what is known in North Indian classical music as the alap, the slow, preliminary stage of an improvisation in which the notes of the scale (raga) are gradually introduced one at a time.

"Poetry Out Loud" was a series of ten LPs released between 1969 and 1977 as a magazine of oral poetry. The driving forces behind Poetry Out Loud were two couples: Peter and Patricia B McGarry (Harleman), from Topeka, Kansas, and Klyd and Linda Watkins, from Nashville; this is word-as-sound art, a heavy trip. On May 4th, 2012, ISSUE Project Room presented a rare live performance with the Watkins, along with special guests Tom Carter, Keith Connolly and Dave Nuss. The set starts with an opening instrumental track by Messages. Part of Issue Project Room's "Littoral" series, the event celebrated Poetry Out Loud's 2012 re-release by De Stijl records.

"Human Machine" is a program that presents projects, sounds, performance and research on the subject of the increasing convergence of humans and technology produced by Max Goldfarb and Jeremy Kelly in alternating weeks. This week, Kelly creates.

Kentucky Republican Senator Rand Paul launched a filibuster over John Brennan's for CIA Director. Paul received a letter from U.S. Attorney General Eric Holder saying the president could kill Americans with radio-controlled drones on U.S. soil. Paul was joined in the filibuster by many Republicans and Senator Ron Wyden, Democrat of Oregon. “I rise today to begin to filibuster John Brennan’s nomination for the C.I.A.,” Mr. Paul began the day saying. “I will speak until I can no longer speak. I will speak as long as it takes, until the alarm is sounded from coast to coast that our Constitution is important, that your rights to trial by jury are precious, that no American should be killed by a drone on American soil without first being charged with a crime, without first being found to be guilty by a court.”

UPDATE: On Thu., March 7 Attorney General Eric Holder released a 43-word statement in response to Kentucky Republican Rand Paul's Senate filibuster the day before. Paul questioned Holder's previous letter to Rand, which, he said, suggested the administration felt it could bomb Americans with radio-controlled drones on U.S. soil. Republicans John McCain and Lindsey Graham, criticized Paul on the Senate floor today as John Brennan was confirmed as CIA Director (what Rand was filibustering). The White House released Holder's letter during its daily press briefing and Paul heard it first on Fox News.

Adam Serwer in Mother Jones reports that President Obama is claiming the authority to use military force with radio-controlled drones against American citizens on U.S. soil in "an extraordinary circumstance," Attorney General Eric Holder said in a letter to Sen. Rand Paul (R-Ky.) on Tue., March 5. "The US Attorney General's refusal to rule out the possibility of drone strikes on American citizens and on American soil is more than frightening," Paul said in a statement. "It is an affront the constitutional due process rights of all Americans." Holder cited two historical examples of such "extraordinary" circumstances -- Pearl Harbor and the 9/11 terrorist attacks -- when assassinating Americans may be warranted (without a warrant). Holder wrote that that is a situation, "entirely hypothetical, unlikely to occur, and one we hope no president will ever have to confront." While Holder says the administration, "has no intention" of bombing Americans on U.S. soil, it has already killed one American in Yemen with a radio-controlled drone, Anwar al-Aulaqi on Sept. 30, 2011. As members of this administration have previously indicated, the US government has not carried out drone strikes in the United States and has no intention of doing so. As a policy matter moreover, we reject the use of military force where well-established law enforcement authorities in this country provide the best means for incapacitating a terrorist threat. We have a long history of using the criminal justice system to incapacitate individuals located in our country who pose a threat to the United States and its interests abroad. Hundreds of individuals have been arrested and convicted of terrorism-related offenses in our federal courts.

The question you have posed is therefore entirely hypothetical, unlikely to occur, and one we hope no president will ever have to confront. It is possible, I suppose, to imagine an extraordinary circumstance in which it would be necessary and appropriate under the Constitution and applicable laws of the United States for the President to authorize the military to use lethal force within the territory of the United States. For example, the president could conceivably have no choice but to authorize the military to use such force if necessary to protect the homeland in the circumstances like a catastrophic attack like the ones suffered on December 7, 1941, and September 11, 2001.

The White House released a response Mon., March 4 to a petition to legalize unlocking cell phones. Over 114,000 signed the peition, and R. David Edelman, a Senior Advisor for Internet, Innovation, and Privacy for the Obama administration, wrote, "We believe the same principle should also apply to tablets, which are increasingly similar to smart phones. And if you have paid for your mobile device, and aren't bound by a service agreement or other obligation, you should be able to use it on another network. It's common sense, crucial for protecting consumer choice, and important for ensuring we continue to have the vibrant, competitive wireless market that delivers innovative products and solid service to meet consumers' needs." Ina Fried in The Wall Street Journal reports Sina Khanifar, the man behind the petition to re-legalize unlocking of cellphones, now has a broader target: The Digital Millennium Copyright Act. Khanifar says that the Library of Congress used the DMCA to reason that cellphone unlocking was illegal, and that the law that needs to be changed. “I think the real culprit here is Section 1201 of the DMCA, the controversial ‘anti-circumvention provision,’” Khanifar told the newspaper. “I discussed with the White House the potential of pushing to have that provision amended or removed, and they want to continue that conversation.” Click here for audio clip of the text above. It's Time to Legalize Cell Phone Unlocking

Thank you for sharing your views on cell phone unlocking with us through your petition on our We the People platform. Last week the White House brought together experts from across government who work on telecommunications, technology, and copyright policy, and we're pleased to offer our response.

The White House agrees with the 114,000+ of you who believe that consumers should be able to unlock their cell phones without risking criminal or other penalties. In fact, we believe the same principle should also apply to tablets, which are increasingly similar to smart phones. And if you have paid for your mobile device, and aren't bound by a service agreement or other obligation, you should be able to use it on another network. It's common sense, crucial for protecting consumer choice, and important for ensuring we continue to have the vibrant, competitive wireless market that delivers innovative products and solid service to meet consumers' needs.

This is particularly important for secondhand or other mobile devices that you might buy or receive as a gift, and want to activate on the wireless network that meets your needs -- even if it isn't the one on which the device was first activated. All consumers deserve that flexibility.

The White House's position detailed in this response builds on some critical thinking done by the President's chief advisory Agency on these matters: the Department of Commerce's National Telecommunications and Information Administration (NTIA). For more context and information on the technical aspects of the issue, you can review the NTIA's letter to the Library of Congress' Register of Copyrights (.pdf), voicing strong support for maintaining the previous exception to the Digital Millennium Copyright Act (DMCA) for cell phone carrier unlocking.

Contrary to the NTIA's recommendation, the Librarian of Congress ruled that phones purchased after January of this year would no longer be exempted from the DMCA. The law gives the Librarian the authority to establish or eliminate exceptions -- and we respect that process. But it is also worth noting the statement the Library of Congress released today on the broader public policy concerns of the issue. Clearly the White House and Library of Congress agree that the DMCA exception process is a rigid and imperfect fit for this telecommunications issue, and we want to ensure this particular challenge for mobile competition is solved.

So where do we go from here?

The Obama Administration would support a range of approaches to addressing this issue, including narrow legislative fixes in the telecommunications space that make it clear: neither criminal law nor technological locks should prevent consumers from switching carriers when they are no longer bound by a service agreement or other obligation.

We also believe the Federal Communications Commission (FCC), with its responsibility for promoting mobile competition and innovation, has an important role to play here. FCC Chairman Genachowski today voiced his concern about mobile phone unlocking (.pdf), and to complement his efforts, NTIA will be formally engaging with the FCC as it addresses this urgent issue.

Finally, we would encourage mobile providers to consider what steps they as businesses can take to ensure that their customers can fully reap the benefits and features they expect when purchasing their devices.

We look forward to continuing to work with Congress, the wireless and mobile phone industries, and most importantly you -- the everyday consumers who stand to benefit from this greater flexibility -- to ensure our laws keep pace with changing technology, protect the economic competitiveness that has led to such innovation in this space, and offer consumers the flexibility and freedoms they deserve.

How to preserve and reinstall the work Notion Motion by Olafur Eliasson: 1.500 m2 of water, light and movement? What about works that are based on outdated technology? A large group of experts worked on the restoration of Exhange Fields, an interactive video-installation by Bill Seaman. Despite the fact that the work is only ten years old, it had to be completely restored and digitalized. And the artist Tino Sehgal doesn't allow any form of documentation of his works. Tate London acquired his performance This Is Propaganda in 2005. Will Tate be able to keep on showing this work to the public?
This film offers a glimpse behind the scenes of the European museum. It investigates three cases that shed an interesting light on the practices and issues that the conservator of modern and contemporary art deals with.
